$70 Million Investment For New Holiday


Inn At Denarau

Yet another new resort property


development will begin in Nadi in the
third quarter of this year, this time under
the Holiday Inn banner.
The InterContinental Hotel Group
(IGH), a world-leading hotel company,
signed a management agreement with
Fijian-based property development
company, Avoser Limited.
The $70 million investment will see a
173-room resort opening its doors in the
third quarter of 2018.
The new Holiday Inn will be located on
the main land, right beside the bridge
into Denarau.
Travelling to Denarau, the site is on the
right which is on the river front with
easy access off Denarau Road.
Holiday Inn Resort Denarau Island will
be IHGs third property in Fiji, joining
Holiday Inn Suva and InterContinental
Fiji Golf Resort & Spa at Natadola.
IHG head of Development Australasia,
Matthew Tripolone, confirmed they will
be starting reasonably soon and are welladvanced in the planning process.
He confirmed there will be 250

employments created during the


construction phase and another 120 job
opportunities will open up once the hotel
opens.
Mr Tripolone said the resort will be
designed to cater for the families and
corporate.
We feel the Denarau area needs a
strong mid-market hotel to cater for the
families and that is what this hotel will
be designed to cater to, he said.
It will also have a significant element of
corporate hotel.
But he also noted the need to cater for the
in-bound and outbound market which
was very common in Nadi.
Avoser Limited chief executive, Ananth
Reddy, was born in Fiji and educated in
Australia, holding degrees in Law and
Engineering.
Denarau Island is one of Fijis
most renowned international resort
destinations, and we are seeing
increasing visitor arrivals to the island
every year, he said.
Fiji has also seen some of its highest
occupancy rates in recent years and there

are big opportunities for growth in rooms


supply to cater to the tourism growth.
As one of the worlds most recognised
brands, we believe Holiday Inn is the
right one to bring to Denarau Island and
were very pleased to be working with
IHG to develop what will be a fantastic

Meanwhile, the Minister for Industry,
Trade and Tourism, Faiyaz Siddiq Koya,

Koya said shopping is an important part

that we are able to cater to our markets

We want our visitors to come to Fiji and
enjoy our hospitality and not just stay in the
hotels but go out and spend in our stores.

developments are crucial for the growth.

FRCA Told To Deliver High-Level Service

Bainimarama has urged the Fiji Revenue
Customs Authority (FRCA) to improve
its services, as well as ensure every
taxpayer is treated fairly.
Opening the Fiji Revenue Customs
Authority (FRCA) CEOs forum in Suva
today, Mr Bainimarama acknowledged
the organisations role in collecting tax
- much needed revenue for government,
but he pointed out they need to be fair
in their efforts to get taxpayers to meet
their tax obligations and should not
extend to behaving in an inappropriate
or unlawful manner.
The private sector, indeed every Fijian,
has a right to expect that you are dealt
with fairly and equitably by FRCA, Mr
Bainimarama said.
In some instances, FRCA has failed you.
Some companies and individuals have
been unfairly targeted. Some have been
treated in a high-handed manner. And
decisions or rulings have been inconsistent
and there has been a lack of transparency.
Worse, some investigations, audits
and decisions have been influenced by
prejudices based on ethnicity, gender,
religion or socio-economic status.

Mr Bainimarama says companies and


individuals who may have been wronged
by FRCA deserve redress.
To this end, Mr Bainimarama has
instructed the Minister for Finance to
ensure that FRCA redoubles its efforts to
deal with these shortcomings.
He has also asked every FRCA Officer to
always regard the taxpayer as a customer
who deserves to be treated in a professional
manner and with consideration and respect.
I ask you all to examine your own
behaviour in this regard. Because frankly,
we are still getting far too many complaints
about FRCA and we need to see a change
in the organisations culture for the better.
I am not here as Prime Minister to single

you out for a verbal caning because we


have similar problems across much of
our bureaucracy.
Mr Bainimarama emphasized on the need
for people to start developing a can do
attitude at every level to create a culture
of excellence and culture of service.
The head of government also issued FRCA
three objectives to meet including ensuring
transparency in their operations and
dealings with taxpayers, ensure consistency
in their application of the tax laws and in
their approach to compliance and thirdly
efficiency - to put a stop to a culture of
mediocrity, keep up with developments in
the world of commerce and taxation and
aspire to world-class performance.

Speaker to Parliament Dr Jiko Luveni


confirmed that FijiFirst member Dr Neil
Sharma, who resigned as a Member of
Parliament two weeks ago, voted against
the Government in the last sitting of
Parliament.
While speaking at Verata Wailevu Village
in Tailevu during her Meet the Speaker
Programme outreach, Dr Luveni said

by the Government.
Dr Sharma willingly resigned after
he was found to have voted against a

Ministry Implements Measures On Expired


Drugs
Fijis Pharmaceuticals and Biomedical
Services centre (FPBS) is pursuing the
setting up of a new information system
that allows it to link up with all health
facilities as part of measures to address
the issue of expired drugs.
Acknowledging the findings by the
Auditor Generals Office about millions
lost in expired drugs, the Ministry of
Health says a good logistic information
system will allow for better planning,
accurate data and addressing in a timely
manner demands by all health facilities
in Fiji.
The new system is also aimed to help in
the dissemination of medicine supplies
to private pharmacies under the Free
Medicine Scheme.
In the meantime, MOHs media officer
Sunil Chandra says the ministry has
implemented activities and programs
aimed to reduce expired drugs.
The maximum level at FPBS have been
reviewed and reduced from 18 months
stock level purchases to 8 14 months

Monthly forecasting for the next six
months expiration of these perishable
goods has been carried out since 2012.
These lists of products have been shared
with health facilities for information
with the aim to use the products before
expiring.
Other measures include tightening up
on dissemination of certain products
such as anti-cancer drugs which are
now purchased only when patients are
presented to the hospitals.
In addition to this, a special program
to further developed and strengthen the
oncology discipline in CWM Hospital
have been undertaken by the ministry
after FPBS have raised concerns of drug
wastage of ant-cancer drugs.
In consultation with the doctors groups,
certain products have been removed
from the standard list of purchasing
ensuring the purchase list is relevant to
the current practices.

made aware of the standard purchase list


as to increase knowledge on available
products.
In addition to the doctors education is
the continual development and review of
the drug standard treatment guideline
and its distribution to all prescribers. The
drug standard treatment guideline is the
preferred specific drug treatment [and
non drug treatment] to be administered
to manage diseases that are priority to
the government.
The aim of the guideline in respect
to supply, it makes demand more
predictable and allows appropriate
planning for distribution.
The quantification of certain products
is also now conducted with various
program managers in the hospitals.
FPBS has implemented this process
after reviewing the previous method of
using issued or supplied data from
FPBS to health facilities [known as
consumption data at FPBS] as the basis
of forecasting needs.

Rights Over Freehold Land


FREEHOLD landowners have absolute
rights to their land once it is purchased,
says deputy permanent secretary for
Lands and Mineral Resources Malakai
Nalawa.
Mr Nalawa said freehold land was
termed as "held in fee simple" lands
where owners exclusively possess the
land by making an outright purchase
without any further fees.
"So you own it in perpetuity; so the
owners of the freehold land have absolute
rights. They can issue lease over their
freehold land or they can subdivide and
sell it outright," Mr Nalawa said.

He confirmed anyone who had purchased


a freehold land had the "outright purchase
of all the interest."
"It's not like native land or state land
where you can only purchase the leasehold interest; with freehold you are
purchasing the fee simple interest that is
forever."
He said once purchased, the power rested
with the freeholder, but with native
land or State land, the iTaukei Land
Trust Board and the Lands Ministry
administered the land respectively.
This meant if the freeholder wanted to
lease the freehold land, the owner would

have to administer it and make their own


contractual agreements.
"With freehold; you become the owner,
if you want to lease it, you have to do
it yourself, make contractual agreement
and administer it yourself, something
like landlords.
"But with iTaukei land or State land
you only purchase leasehold interest,
which means you only have the land
for the term of the lease, that is what
you're buying and when the lease
expires, your lease and interest expires
so the land is returned to TLTB or to
the State."

Graduation Dream Ends In Tragedy

A Suva mans wish to graduate together


with his best friend has ended.
Ashwin Kumar, 22, lost his best friend of
four years, Kritesh Kumar, 25, in an accident
along Ratu Mara Road opposite the RFMF
Officers Quarters in Nabua, Suva.
The two are final-year Bachelor of
Commerce students in Management
and Marketing at the Fiji National
Universitys Nasinu campus.
Police spokesperson Inspector Atunaisa
Sokomuri said Kritesh was travelling
towards Suva when his car veered off
the road and hit a lamp post. He died
instantly.
A witness, Corporal Simione Ratu who
was on guard at the RFMFs Officers
Quarters gate at Nabua, said he first
heard a car speeding and stood up just in
time to see the car hitting the lamp post.
Ashwin said he last met Mr Kumar last
Friday night.

12 NZ Companies Interested In Investing


In Fiji

Representatives of 12 companies
from New Zealand are in Fiji to build
opportunities for future investments.
These investors are former Fiji residents
who are now residing in New Zealand
and business people from other countries
who are living in New Zealand.
The President of the New Zealand/Fiji
Business Council, Chandar Sen who is

also the Managing Director of Pacific


Engineering Projects Limited based in
Auckland said one of the investors is from
a multi-billion euro international company.
These investors are attending a week
long Fiji Business Mission in Suva
where they will get an overview of Fijis
economy and investment opportunities.

Ex-FRA Workers Plead Not Guilty To


Corruption

Two men facing corruption-related


charges over losses to Fiji Roads
Authority amounting to more than
$400,000 have pleaded not guilty before
a high court in Suva.
Vijay Prasad and Aisea Liwaiono pleaded
not guilty to charges laid against them
by the Fiji Independent Commission
Against Corruption (FICAC) when they
appeared before Justice Fernando.
Prasad is charged with one count of
causing a loss while Liwaiono is charged
with two counts of causing a loss.
It is alleged that Prasad and Liwaiono
between February 1st and February
30th 2012 whilst employed with the
FRA falsely verified statement of
Invoice amounting to $95,773.52
and supporting evidence to T.F Jan

Liwaiono is also alleged to have falsely

Fiji International To Boost Tourism

Permanent Secretary for Industry, Trade


and Tourism, Shaheen Ali reiterated the
importance of the Fiji Internationals
role in attracting an untapped tourism
market to Fiji.
The inaugural tournament last year was
to place Fiji on the golfing calendar and
we have successfully achieved that. This
year we expect the event to be bigger and
better, we want to see all the big names
in golf in Fiji, he said.
It is great to see the tournament
organisers are focusing on the best
strategy to attract golfers from around
the world to Fiji through the Fiji
International.
Efforts to draw a strong international
audience to the Natadola Bay
Championship Golf Course are well
underway.
Fijis presence at the China Golf Show
exhibition, displayed the attributes of
our wonderful country to thousands
of Chinese golf consumers. Now with
the upcoming Asian Golf Tourism
Convention which is scheduled in
Jakarta, Indonesia will add on to the
exposure Fiji is getting as a golfing
destination, added Ali.
We can clearly see the results of golf
in Fiji being promoted through the Fiji
International, which boasts an extremely
strong TV platform worldwide.
Last year the Fiji International received
over 460 hours of TV broadcast
internationally, which equated to almost
$20million.
Countries which witnessed the beauty of
Fiji and the international standard golf
course included Australia, New Zealand,
United States, United Kingdom as well
as 14 Asian countries.
Asia, India and China provided the
greatest opportunity for exposure with

in 2014.
Speaking from Australia, Stephen Ayles,
the chief commercial officer for the
PGA of Australia said: Natadola Bay
Championship Golf Course and Fijis
beauty were showcased to the world
through the 2014 Fiji International.
Golfers are now aware that Fiji is a golf
destination they should visit.
Already we are seeing immediate returns
in China with bookings being made on the

Natadola Bay Golf Championship
course, added Ali.
The 2015 Fiji International will be held
from October 15-18 at Natadola Bay
Championship Golf Course.
The inaugural Fiji International, boasting
a million dollar prize purse, signaled
Fijis official arrival onto the golfing
world stage with the Government, Fiji
Tourism and Fijis number one golf
ambassador, Vijay Singh, all making a
push to put their country on the lucrative
world golfing map.

A SERIES of medical camps providing


free health services to poor and needy
people has been organised by the Sathya
Sai Organisation of New Zealand.
The free clinics will start in the Western
Division and it is expected to begin at
Balata College in Tavua on April 26.
A statement by the organisation said apart
from providing consultations for children

and adults, the team would also conduct


pediatrics and surgical check-ups and
perform minor surgical operations.
Eye clinics and dental services will also
be performed and women can also take
advantage of cervical cancer screening.
On April 30, the team will be at Taqaqe
District School in Sigatoka then to Sathya
Sai School in Drasa, Lautoka, on May 1.

BSP Robbers Jailed


The six men who were convicted for the
Bank South Pacific Samabula branch
robbery were sentenced by High Court
judge Justice Salesi Temo.
On the first count, Josaia Usumaki and
Kunal Prasad together with the others on
September 19, 2012 robbed the Bank South
Pacific at Samabula and stole $70,000 cash
in Fijian and other foreign currencies.
Usumaki and Prasad were sentenced
to 17 years in jail with a non parole of
16 years and 12 years with a non parole
period of 11 years respectively for
aggravated robbery.
Justice Temo, while sentencing
Usumaki, said in the last 10 years he had
accumulated five previous convictions
on robbery and robbery with violence
adding that the sentence was to protect
the community.
As for Prasad, he was sentenced for
willingly assisting the escaped prisoners,
for flouting the criminal justice system
and the rule of law.
For count two Solomoni Qurai received
stolen property namely cash in the
approximate value of FJD $3350 and

for count three Tevita Sugu was for


dishonestly receiving stolen cash
approximately FJD$1041.
Both were sentenced to four years each in
jail consecutive to their prison sentence.
Deshwar Dutt on the fifth count was
sentenced to one year and six months
with a non-parole period of 12 months
for dishonestly receiving stolen cash
valued approximately FJD$6400.
The sixth accused, Epeli Qaraniqio, was
sentenced to two years and eight months

jail term with a non-parole period of two


years for dishonestly receiving stolen
property namely cash in the approximate
value of FJD$2000 knowing that the
item was stolen.
Justice Temo said count number 2,3,4,5,
which is receiving stolen property
contrary to section 3061 of the crimes
decree 2009, was viewed seriously
by the law makers of this country and
carries a maximum sentence of 10 years
in jail before he read out their sentences.

Fiji Open For Business: Minister Koya


The Minister for Industry, Trade and
Tourism Hon. Faiyaz Koya says trade
and investment prospects between Fiji
and New Zealand have a staggering
potential for growth.
In addressing the representatives of the
12 companies who are part of a Fiji
Business Mission seminar from New
Zealand, the Minister told the potential
investors that Fiji is open for business
as a hub to not just 800,000 Fijians but to
10 million in the Pacific.
He said it was encouraging to see former
Fijians returning home to invest, to share
their expertise, technical knowledge and
skills.
To make this easier, the Fijian
Government has allowed for dual
citizenship; we want you to feel at home
when you come back, Minister Koya
said.
He pointed out that Fijian economy was
in an expansionary phase with more
than four percent growth in the last
three to four years backed by significant
investment in key infrastructure such as
roads, bridges, ports and airports through
an increase in the capital expenditure
budget.
As a result total investment in Fiji has
been on an upward trajectory since 2009,
reaching the highest level since the
1980s which, in 2013, accounted for 29
per cent of the GDP or $2.154billion,
he said.
It will be for the first time in Fijian
history that investment will be above 25
per cent for 3 consecutive years.
He also told the investors that they
must make the most of the opportunity

to invest in Fiji as it offered the best in


terms of infrastructure, manufacturing
base, and a stable and secure investment
and trading environment.
With the lowest corporate taxes and
streamlined income tax structure, a
number of tax free regions have been
established on Fijis two main islands
Viti Levu and Vanua Levu as well as in
our maritime islands.
New Zealand Fiji Business Council
President Chandar Sen said the
delegation includes former Fiji residents
who now hold Fijian passports made
possible through dual citizenship offered
by the Fijian Government. He said the
investors included those that had a net
worth in excess of $0.5 million but also

a multi-billion euro company.


There are many who are from Fiji
originally and it is not just about profits.
They want to help the country grow and
to give back, Mr Sen said.
The four-day seminar will see
key agencies such as Government
ministries and statutory organisations
making presentations to the delegates.
Business houses from Fiji will also
get an opportunity to connect with the
delegates especially along the lines of
partnerships.
The business delegations trip to Fiji
was made possible through Investment
Fiji and Fijis High Commission in
Wellington working together with the
New Zealand Fiji business council.

The Land Transport Authority (LTA)


said new and young drivers were among
those in the reckless, careless and
arrogant behaviour driving list.
The list includes provisional licence
holders.
LTA spokesperson Iliesa Sokia said
the authority had came across most
new drivers who were involved in road
offence incidents.
We encounter young drivers who are
just too ignorant about traffic and road
rules and often find themselves getting
booked. We have booked drivers for
improper parking, dangerous driving,
illegal u-turn, use of wrong entry and
exit. These are considered careless

driving and they are serious as well, he


said.
We expect them to consider road safety
as their number one priority. The law is
there for them to follow. If they dont,

the chances of getting involved in an


accident or road related incident is high.
Since the start of the year, the LTA has
booked 375 drivers for careless driving
2212 drivers were booked last year.

Farmer Seeks Market Through


Government Aid

A 53-year-old Yaqona farmer of


Nukubolu in Cakaudrove believes
Government could provide a major boost
to many farmers.
Manasa Koromo feels this can be done if
Government buys yaqona from farmers
and sells it overseas.
Mr Koromo has been involved with
Yaqona farming for the past 17 years
It is very hard to sell Yaqona in the
market now as there are many farmers
and prices fluctuate, he said.
He said his four acres land of Yaqona
farm caters for the educational needs
of his three children and meets family
needs.
Mr Koromo sells Yaqona for $40 a kilo
of Waka at the Labasa market while some
other Yaqona vendors sell it for $35.
He said with the price differences by
most Yaqona vendors, farmers do not

stick at a fixed price which was why he


is calling for Government assistance.
Mr Koromo said after his recent harvest,
he generated more than $1000 in revenue
from his farm.

Meanwhile, Mr Koromo also has a four


acre sugarcane farm and has already
kicked off with a poultry farm, piggery
and he owns three boxes of beehives for
honey production.

A 32-year-old man of Nausori has been


jailed for 11 years by a high court in
Lautoka over a robbery that happened
almost seven years ago in Ba.
Convicted of two counts of robbery with
violence, Joji Kacivakawalu, appeared
before Justice Paul Madigan who ruled
that he serves nine years of his sentence
before he is eligible for parole.
In his written mitigation submitted
before Justice Madigan, Kacivakawalu
said he was remorseful asking the court
to consider that at the time of the offence

he was 24, unemployed and single.


But in his ruling, Justice Madigan said
he had seen little evidence of that based
on a submission by the State counsel
that in the last 10 years Kacivakawalu
has had four previous convictions,
for possession of illicit drugs, assault,
escape from custody and forfeiture of
bail bond.
The court heard in the early hours of
August 1, 2008, Kacivakawalu was
among a group of men who broke into a
home of a Mr Ali in Nailaga, Ba.

Armed with a knife, pinch bar and a


wooden pole, two of the men managed
to force their way into the victim's
bedroom, hit him over the head with the
wooden pole, punched him to subdue
him before ransacking the room, taking
jewelry, phones and a large amount of
cash which was put aside for the victim's
fish buying business. Another pulled
the victim's elderly mother out of her
bedroom, made her sit in the sitting room
and forced her to remove the jewelry she
was wearing.

Dr. Ganesh Chands Case Referred To


High Court

Former Vice Chancellor of the Fiji


National University Doctor Ganesh
Chand who has been charged with
one count of abuse of office by the
Fiji Independent Commission Against
Corruption reappeared in the Suva
Magistrates Court.
His lawyer Devinesh Sharma told the

court that he will have discussions with


FICAC in relation to jurisdiction matters.
The case has been transferred to the
High Court where Sharma can make his
submission.
Doctor Chand while being employed in
the Public Service as the Vice Chancellor
of FNU, allegedly abused his authority

by approving the payments for overseas


medical treatment for the then Minister
of Education and the Chairman of Fiji
National University Council, Filipe
Bole without the approval of the FNU
Council.
Chands bail is extended to the 15th of
next month.

Confidentiality Important
THE confidentiality of any student facing
any problem in schools is something
important that needs to be considered by
teachers.
Education Ministry executive support
unit representative Emeline Naisele
highlighted this to teachers of Mahatma
Gandhi Memorial High School at the
basic counselling skills training in Suva.
Ms Naisele said as a teacher/counsellor,
the problems they noted were to be kept
confidential between students and the
teacher that dealt with the problem.

In his presentation to teachers of MGM,


Eastern Division counsellor Seru
Ramakita said teachers should record all
conversations they had with students for
confidentiality purposes.
He stated in cases involving relationships,
teachers should never rush into finding a
solution as it could quicken the process
to suicide.
Mrs Naisele also noted that pressing signs of
students becoming suicidal would include
students becoming quiet all of a sudden.
"As teachers, you will be able to recognise

children who are psychologically


disturbed. So do what is right and
counsel them, if students may not want
to go to counselling, please refer them to
the principal," Mrs Naisele said.
MGM vice-principal Sakiusa Tagi also
asked the ministry representatives on the
direction they should take for students
involved in relationships.
Mrs Naisele highlighted as counsellors
and teachers, they should be able to
work out a way that students prioritised
things in their life.

The Murder Of A School Teacher, Evelyn


Nair - Flashback

IT is a case that created a lot of interest


more than four decades ago.
At first, it was seen as a case of abduction
but as days progressed, it turned out to
be something else.
This particular case has been talked
about a lot by some people, as a school
teacher had disappeared and she was
later found dead.
Today, we bring you a flashback into
the chain of events in relation to the
disappearance of Taveuni schoolteacher
Evelyn Nair, the discovery of her body
in Suva and police findings.
Evelyn Nair was a schoolteacher at
Niusawa Methodist School in Taveuni
when she came to Suva for a break.
It was about 7pm on May 9, 1972
(Tuesday) when she went for a walk
along Helsen St in Suva with her aunt.
While walking, the 20-year-old teacher
and her aunt were bundled into a car.
On May 13, 1972, her aunt Edwina
Subramani told the newspaper that a car
stopped near them and two men got off,
punched them in the stomach and pushed
them inside the car.
Ms Subramani said she was forced into
the front seat and her niece (Evelyn) was
pushed into the back seat.
She managed to escape and her screams
were heard by priests living nearby and
one of them chased the abductors in his
car but they escaped with Evelyn in the
car.
On May 15, we reported that Evelyn's
parents had offered a $100 reward
for information that could lead to her
whereabouts.
As the search for the missing teacher
intensified, police offered a $1000
reward for information regarding Ms
Nair's disappearance.
On May 19, we reported about the reward
and that the only clue in the search for
the missing teacher were some clothes
found in Tailevu that belonged to her.
It was reported on May 25 that a 25-yearold motor mechanic appeared in court to
face abduction charges in relation to the
disappearance of Ms Nair.
The man was produced in court as police
extended their search for the missing
teacher across Viti Levu.
On May 25, we reported that Ms Nair's
parents said they had been receiving
letters of encouragement and wellwishers had come forward to offer their
help.
However, on the same day, police

found the body of a young woman halfsubmerged in swampland at Naboro and


it was suspected to be of Ms Nair's.
The then Commissioner of Police Roy
Henry had told the newspaper on May
26 that the body was decomposed and a
post-mortem examination would be held
to establish the cause of death.
Mr Henry had also said a second person
had been arrested in connection with the
abduction of the schoolteacher.
On May 30, as reported two men had
been produced in Suva court charged
with the murder of the schoolteacher.
It was reported that hundreds of people
packed the court premises and blocked
the Government Buildings corridor
when the duo appeared in court.
Police also had to keep the crowd under
control as the two men were being taken
from the cell to a police van.
The two accused persons went on
trial in the Supreme Court in Suva in
September 1972 and considering the
hype surrounding the case, we ran the
daily court proceedings mostly on the
front page.
On October 21, we reported that the three
assessors in the Evelyn Nair murder trial
returned a unanimous opinion of guilty
against the two accused persons.
It was also reported that Justice Clifford
Grant recalled the results of the postmortem examination. "The throat had
been cut from ear to ear with a sharp
instrument, such as a penknife or dagger,
completely severing the windpipe and
causing death within minutes," he was
reported saying.
"There was also a stab wound to the right
side of the chest which had fractured a
rib and penetrated into the chest cavity,
and a less serious one on the right side of
the lower abdomen."
Justice Grant was also reported saying
that the body was identified as Ms Nair's
after three doctors examined the teeth
and Ms Nair's father saw the head, hair
and earring on one of the ears.
On October 24, 1972, we reported that
the two accused persons were sentenced
to life imprisonment by the Supreme
Court for Ms Nair's murder.
"This was a dreadful crime, revealing
from start to finish a calculated, coldblooded course of brutal inhuman
behaviour on the part of the accused
and demonstrating that they are an
intolerable menace to society and not fit
ever to be at large," said Justice Grant

while sentencing the duo.


"While murder can never be condoned,
there are cases in which mitigating
features are present. That is not so here.
"The evidence leads irresistibly to the
conclusion that and allows of no
other reasonable hypothesis than that
it was the accused acting in concert
and abetting each other who murdered
Evelyn Nair on the night of May 9."
Justice Grant also commended the police
officers involved in investigations,
in particular the investigating officer
Detective Sergeant Rudra Dutt Mishra.
It was reported the trial was held for 26
days.
After being sentenced, the two men
filed an appeal against their conviction
and sentence but it was dismissed by
the Fiji Court of Appeal, as reported on
November 9, 1973.
The two men were 25 years old at that
time and their whereabouts right now are
not known whether they are dead or
still alive.
For those from that time who are still
alive, the case would be deep down in
their memories, as it was one of the most
gruesome murders then.
Men lose appeal
The Fiji Court of Appeal has dismissed
an appeal by two Suva men who are
serving a sentence of life imprisonment
for murdering Taveuni schoolteacher,
Miss Evelyn Nair.
They are Afzal Khan (25, s/n Samsher
Khan) and Mohammed Sadiq Khan (25,
s/o Chand Khan).
They received their life sentences last
year after a 26-day trial.
The trial judge, Mr Justice Clifford Grant,
described the men as "an intolerable
menace to society and not fit ever to be
at large".

Australian Cyber Crime Visit


The President of the Australian Senate
Mr Steven Perry and his delegation
called on the Commissioner of Police
Ben Groenewald and senior officers
at the Cyber Crime Unit based at the
Criminal Investigation Department
Headquarters.
Earlier in February this year the
Australian Federal Police donated
specialized equipment to the Cyber
Crime Unit to assist in the area of digital
forensic investigation, and the visit by
the President of the Australian Senate
was to see how the capabilities were
being utilized.
The AFP had also assisted in training the
Cyber Crime Unit personnel on the use
of the equipment. It was earlier revealed
that about 80% of investigations in
Australia were digital forensic related
and with the emergence of cyber related
crimes, Commissioner Groenewald
said investigations would pose to be
a challenge for any law enforcement
agency without the proper equipment
and machines.
He added assistance from AFP was
greatly appreciated and would assist
investigators conduct their investigations
more effectively.
During a brief, the President of the
Senate was informed that prior to the
assistance from AFP, extracting data and
information from mobile devices was a
difficult and time consuming task.
With the new machines extracting
information that would at times take 2
days to 2 weeks can now be done in 15
minutes.
Mr Perry was impressed with the
demonstration shown by the investigators
and assured them of the Australian
Federal Polices continuous support.
AFP has always welcomed such

cooperation through their regional


partners and this relationship will
continue into the future.
Overall, this has been an educational

have assisted the Fiji Police has assisted

Indo-Fijian Community Mourns A Special


Friend

An Indo-Fijian community is mourning


the death of a special friend who was
killed in a road accident on Sunday.
Inoke Naroba, 72, of Dravo Village, in
Tailevu, was the only iTaukei in the closeknit community of Manoca, near Nausori.
Neighbour Farnaaz Hussein said: Uncle
was a loner and a very private person. When
we invited him he would only stay for a
short time before returning to his home.
His home was a tiny square corrugated
iron structure that was too small to take
in any furniture.
Mr Naroba had lived in the community
for 17 years after he separated from his
family. Mrs Hussein said he was married
with four children.
We dont know what happened to his
wife. Two of his children are overseas
and two are still in Fiji, but they hardly
visit him, she said.
We have contacted them and one of
his sons in Fiji came to find out if his
father had really died. He then told us to
contact the rest of the family. But we told
him it was his responsibility. He has not
returned.
Mrs Hussein said the community was
rallying together to collect money and
prepare for the funeral. But they would
need the familys guidance because of
the cultural differences and sensitivities.
Seventeen years ago, a family woke
up one morning to find Mr Naroba

sleeping in the basement of their house.


Community members built his small
shelter and provided him meals. Later,
he was able to start a cassava plantation
and he acted as security for the homes
when owners went away. He was also a
Social Welfare beneficiary.
Mrs Hussein said: He was a kind and
generous man. He would share produce
from his plantation. Kids were attracted
to him because of his personality. We
really miss him.
Police said that the driver of the taxi
registration number LT 7444 had fallen
asleep while driving.

The vehicle veered off the road and


hit Mr Naroba. The driver has been
questioned by Police but not charged.
Meanwhile, the taxi that was involved
in an accident on Monday night near
Koronivia, Nausori, had veered off
the road because its tyre blew, Police
spokesperson Ana Naisoro confirmed.
Ms Naisoro said the driver was alone in
the vehicle at the time of the incident and
no one was seriously injured.
The driver has been questioned and
released and Police were also waiting on
the Land Transport Authority to conduct
a vehicle examination as well.

VAT System Being Made More Efficient

The Minister for Finance, Aiyaz SayedKhaiyum, has been tasked to investigate
how our Value Added Tax (VAT) system
can become more equitable, transparent
and efficient.
Prime Minister Voreqe Bainimarama
highlighted this as he opened the Fiji
Revenue and Customs Authorityorganised CEOs Forum at the Holiday
Inn Suva.
For too long in Fiji, there has been a
culture in certain business circles not to
minimise tax which is legal but to
avoid tax, which is against the law and
will not be tolerated, he said.
A case in point is the large number
of retail stores that are either transfer
pricing or filing false VAT returns to
unscrupulously take advantage of the
provision of VAT exemption on basic
food items.

And you are not only robbing the Fijian
Government, you are robbing the Fijian
people because you are depriving them
of revenue that is rightfully theirs.
Mr Bainimarama stressed the issue
of taxation doesnt have to be one of

Pilgrims Flock To Colombian Hillside After

after heavy rain caused a landslip.

been resurrected in the San Francisco
area of Putumayo, Colombia.
So many people have started flocking to
the area that police have been called to
control the crowds.

Pilot Arrested At Heathrow For Trying To


Smuggle Knives On Board A Plane

An airline pilot due to fly with 260


passengers from London to Hong Kong
has been arrested at Heathrow airport
after he was allegedly found to be in
possession of a number of knives.
A spokesperson for the airline Cathay
Pacific said that the flight which was due
to travel from London Heathrow to Hong
Kong at 10:20PM last Saturday was delayed
following a "crew related incident."
The Metropolitan Police said they were
called to a staff search area at Heathrow
at around 9:10PM and found the member

of the flight crew in possession of "some


knives."
A Met police spokesman said: "Officers
attended and subsequently a member of
the flight crew, a man, was arrested on
suspicion of possession of an offensive
weapon in a public place and possession
of knife blade / sharp pointed article in a
public place.
"He was taken into custody at a local
police station where he was later bailed
to return in mid-May pending further
inquiries.

The man, who is believed to be 61, has
been taken to a local police station and
has been bailed until next month.
The incident is being investigated by
Heathrow CID and has not been passed
to Scotland Yard's counter terrorism

Kong based airline, said: "Cathay Pacific
can confirm that CX254 was delayed due
to a crew-related incident concerning
some items found in the pilot's hand
luggage.
"At no point the passengers or staff put
at risk. Given timings, Cathay Pacific
was unable to organise a relief crew
and therefore passengers experienced
an overnight delay. Cathay Pacific takes
this very seriously and is liaising with
the relevant authorities.
"The airline assisted passengers
with overnight accommodation and
alternative flight arrangements."

Surrey Homicide Victim, Was Nephew Of


MLA Harry Bains
Bains is the first fatality out of 23 gang-related shootings in past six weeks

Arun Bains, the victim in the latest


shooting in Surrey, B.C., was the nephew
of MLA Harry Bains, the B.C. NDP has
confirmed.
The 22-year-old, who was known to
police, was shot just before 3 a.m. last
Sunday at 126 Street and 88A Avenue in
Surrey.
There have been nearly two dozen
shootings in Surrey and Delta since
March 9, but this is the first fatality.
"This has to stop before any more lives
are lost," said Surrey Mayor Linda
Hepner at a news conference.
"I am imploring any who have been
involved in these shootings to take a
sober look at the grim reality of your
actions."
Special shooting tip line set up
Chief Supt. Bill Fordy, the Surrey RCMP
officer in charge of the investigation, said
he was disappointed to see the violence
escalate to a fatality.
He announced a special tip line at a
news conference on Monday afternoon

Victims not co-operating, say police
Investigators have said they're frustrated
by the fact that none of the shooting
victims are co-operating with police.
Last week, RCMP released the names
and pictures of several men they claim

A MAN and his father have been arrested in Pakistans latest so-called honour killing after they set the sons wife alight
for leaving the house without asking his permission, police said.
Muhammad Siddique became enraged
on learning that his wife, Shabana Bibi,
25, had visited her sister without first
asking him if she could go out, her
brother Muhammad Azam said.
Siddique and his father then beat Bibi
before dousing her with petrol and
setting her on fire in Central Pakistans
Muzaffargarh district said Azam.
Bibi had been married to Siddique for
three years, during which time she
had suffered repeated domestic abuse
because of the couples inability to have
children, Azam said.

The Aurat Foundation, a campaign group

Girl Hit By Driver With Learner's Permit,


Dies Of Injuries
A six-year-old girl has died of her injuries,
after being one of four pedestrians hit
last Sunday by an inexperienced driver
behind the wheel of an SUV in Port
Coquitlam, B.C., police say.
"Sadly one of the pedestrians, the sixyear-old girl, passed away," Cpl. Jamie
Chung of Coquitlam RCMP said Monday.
The girl has been identified as Kianna
Moreau, according to her friends and
an online memorial fund. A candlelight
vigil will be held for her on Friday at
Rocky Point Park in Port Moody at 8:30
p.m. PT.
The driver, a woman in her 40s who was
just learning to drive, lost control of a
Honda CRV while trying to turn right on
Shaughnessy Street from Lions Way in
Port Coquitlam at about 4pm according
to police.
She drove up on the sidewalk and struck
four pedestrians who were walking in
the parking lot of a busy strip mall, said
Chung.
The girl's mother was also hit, and is
still in hospital in serious condition, as is
another victim. The fourth person struck
was released from hospital with minor
injuries, according to Coquitlam RCMP.
The local MP, Industry Minister James
Moore, tweeted his condolences over the
girl's death.

Midwestern town quit after the residents
elected the towns first ever black female
mayor.

Proper Breathing Is Key To Body, Mind


Control

Breathing is the most essential and


frequent activity that we engage in
from birth till death. Yet it is one of the
most neglected aspects of our existence
because we erroneously presume that it
is entirely an involuntary function.
The end result is that this giver of life
has been ignored, leading to numerous
unwanted consequences.
Our lungs have the capacity to take in
about four litres of air in each breath.
In olden times, we used to take this full
quota when we were active throughout
the day, first as hunter-gatherers and then
as crop growers. The modern lifestyle
has turned us into veritable couch
potatoes that barely take half a litre of
air per breath. That is only one-eighth of
the requirement. Our diaphragm barely
moves if we are sedentary, with the
result that the lower part of our lungs
hardly gets any oxygen.
The shocking shortfall not only causes
numerous aches and pains and diseases
but also leads to negative emotions like
anger, anxiety and stress.
Air is available free of cost, but we have
to make a deliberate effort to ensure
that we take in our full quota. The most
important item on the to-do list is to set

aside at least one hour every day for


exercises which make us moderately
breathless. Regular brisk walking is an
ideal starting point. In the process we
will be taking a lot of air willy-nilly.
You can also train yourself to take in more
oxygen even when at rest. The technique
is called yogic or diaphragmatic
breathing.
Lie down or sit comfortably. When you
start inhaling, fill your belly from the
lowest part up so that by the time you
have taken the full breath, your tummy
is protruding as well as the chest. Hold
for a few seconds and then start exhaling
while at the same time contracting your
belly.
This should be done preferably on an
empty stomach. So reserve five minutes
for this practice before breakfast, lunch
and dinner every day. After you have
practised for some weeks, start spending
all your spare time in mindful breathing.
Suppose you are having to wait at traffic
lights. Instead of ruing the delay, utilise
the time for diaphragmatic breathing. As
your practice increases, you will notice
that you have started pumping your belly
without even noticing.
Interestingly, many of those who lead

a sedentary life tend to do exactly the


opposite. They contract the belly when
they breathe in and expand it when they
breathe out. If you too are making that
mistake, make a persistent effort to
correct it because this kind of breathing
is worse than not moving the belly at all.
Please note that you are not pumping air
into the belly. It is going into the lungs
only. It's just that when you expand the
belly, the diaphragm is forced to move
down and the lungs can take in more air.
You will soon find that your stress level
has started going down. The air that you
breathe, besides nourishing your body,
has a vital force called 'Prana'. The more
air you pump in, the more vitality you
have.
There is an additional advantage.
This pumping action strengthens your
abdominal muscles and helps in reducing
the waist size.
The yogic way of breathing which
involves 'Kumbhaka' (making a big belly
after a deep inhalation and holding the
breath for a few seconds) and 'Rechaka'
(expelling all air and holding for a few
seconds while the belly has been pulled
in) helps one increase the lung capacity
to as much as six litres.

All About Shashi Kapoor In Documentary

Megastar Amitabh Bachchan, who has


worked with Shashi Kapoor in films like
Deewar and Silsila, is all set to share
his experience of working with him in a

the "Satyam Shivam Sundaram" actor

known for his drag act as Gutthi in
"Comedy Nights With Kapil", hopes the

In the Akshay Kumar-starrer, Sunil
will be seen as a policeman - a role he
thoroughly enjoyed.
"I hope people accept me in this film
as I am very nervous. I hope people
accept me in a man's role. I am playing
a policeman in the film and it's not a
negative role," Sunil said.

says he's not too comfortable with the
idea of doing a sex comedy on the big

The movie is an action-thriller, which

"37 years of 'DON' today (Tuesday). A
film made by that gentle giant Nariman
Irani, the DOP of extreme excellence,"
Big B wrote on his blog.
The 72-year-old is ecstatic about the
film's journey and he even took to his
micro-blogging website Twitter to
express his happiness with his fans and
well-wishers.
"37 years of DON .. today!! Incredible! A
journey that still continues," he tweeted.
The actor also shared anecdotes from
the set of the film - especially one when
producer Nariman A. Irani saved a child
at the Rajkamal Studios, while he was
shooting for a film there.
"Ran (Irani) to save the child. He did.
But injured himself in the effort. Broke
his femur, was hospitalised, went into

surgery and came out well. Few days


later complications set in and he passed
away," Big B wrote.
Also reminiscing the iconic song
"Khaike paan Benares waala", he said
it was shot in second shifts at Mehboob
Studios from 2 to 10 p.m.
"During the action scene, I had hurt my
feet and had huge burn boils on the palm
of my feet. Could not wear shoes, or
walk. The song was bare foot...so...took
pain killer injections on my feet before
each shot and completed the song and
the scene," Big B wrote on his blog.
The actor was congratulated for the
song by then writer duo Salim Khan and
Javed Akhtar. The duo saw the rushes of
the film and sent a telegram to Srinagar
where the megastar was shooting.
"Salim-Javed saw the rushes of the
film... more importantly, the rushes of
the paan eating duplicate DON, and sent
me a telegram, in Srinagar where I was
shooting for another film congratulating
me," Amitabh wrote.
"It was a most encouraging moment for
me I remember. I still remember the room
in the Palace Hotel, when I received the

message, and my inner feeling of great


joy on its contents," he added.
A remake and sequel of the film were
released in October 2006 and December
2011, respectively which starred
Bollywood superstar Shah Rukh Khan.
Directed by Chandra Barot, "Don" is
considered to be one of the most iconic
movies of Bollywood.
The megastar was last seen in
"Shamitabh" and will soon be seen
in Shoojit Sircar's "Piku" and Bejoy
Nambiar's "Wazir".

Love Your Kids Equally


Parents say they treat and love their kids
equally. However, a new study has shown
that most people fall into the trap of
showing favouritism, making the 'black
sheep' of the house feel unaccepted and
unloved.
The research by a professor of psychology
shows 69 per cent of her sample of 70
could identify the family "favourite"
and 80 per cent could identify the "black
sheep".
Parents say they treat their children
equally. But when you ask people they
say ''Of course there was a favourite.''
They take it for granted.
She said the middle child was almost
never considered the favourite. The
favourites were usually the oldest or

the youngest, or the only boy or girl in


a family dominated by one sex; or the
child who shared a parent's interests and
outlook.
People say, ''Mum always liked her best
because she looked like her or shared her
interests. Or ''My father didn't take to me
because I wasn't sporty like him.
She said it was often easier for parents
to like the child who was like them.
They might love their children but not
necessarily like all of them or relate well to
different temperaments. Parents felt guilty
and tried to disguise their preferences.
She said adults who considered
themselves the black sheep placed
themselves on a continuum from feeling
not loved or part of the family to being

just a little bit different and getting the


"raw end of the stick" more often than
was fair.
For some black sheep the consequences
could be lasting, serious and sad.
The family is the primary social unit and
if you feel you are not accepted or loved
by your parents where does that leave
you in this tough world.
It could be tough for parents, too. But
accepting a child's difference, and not
blaming, was a start to understanding.
And having involvement with an
extended family was also beneficial.
Those respondents who had most
involvement with extended family were
the least likely to say there had been a
favourite or black sheep.

As shopping cart-related injuries are


common and can result in severe injury
or even death, parents should consider
alternatives to placing children in
shopping carts until carts are redesigned
to prevent injury.
In 2005, more than 24,000 children
were treated in US hospital emergency
rooms for shopping cart-related
injuries. Most of these injuries occurred
when a child fell from a shopping cart,
the cart tipped over, the child became
entrapped in the cart, or the child fell
while riding on the outside of the cart,
according to the new policy statement.
Injuries to the head and neck accounted
for 74 percent of shopping cart-related
injuries among children younger than
15. Of the 4 percent of children treated
in an emergency room for a shopping
cart injury, more than 93 percent
were under age 5. With the potential
instability of some existing shopping
cart designs, and because it is difficult
for a parent to easily ascertain a cart's
safety simply by looking at it, parents
should carefully consider the potential
for injury before placing a child in a
shopping cart, according to the policy.
Instead of putting children in shopping
carts, parents can try one of the
following alternatives:
Get another adult to come with them to
watch the children while shopping.
Put children in strollers, wagons, or front
packs/slings instead of in shopping carts.
Ask older children to walk and praise
them for behaving and staying nearby.

Leave children at home with another


adult.
Shop online if local grocery stores offer
shopping on the internet.
If a parent chooses to place a child in a
shopping cart, he or she should ensure
that the child is properly secured in an
effective and age and size-appropriate
belt or harness. Furthermore, parents and
caregivers should never:
Leave a child alone in a shopping cart.
Allow a child to stand-up in a shopping
cart.
Place an infant carrier on top of the
shopping cart.
Allow a child to ride in the basket.
Allow a child to ride on the outside of
a cart.
Allow an older child to climb on the cart

or push the cart with another child inside.


To help parents, some businesses adopt
shopping cart safety strategies and offer
other assistance to help prevent injury.
This may include providing a supervised
in-store child-play area; a pick-up area
or assistance in bringing purchases to a
vehicle; cart modifications to improve
child restraint and cart stability; strollers
or wagons for in-store use; education
and warnings about cart dangers; and/
or customer incentives, such as stickers
or other giveaways, to reward safe
shopping cart behavior. In addition,
safety standards for shopping carts be
revised to include "clear and effective
performance criteria" for child-restraint
systems and cart stability to prevent
falls and injuries due to cart tip-overs.

Techera Has High Hopes For MLS
At 5-foot-2, he may strike a diminutive
figure. But new Vancouver Whitecaps
winger Cristian Techera is hoping to
make a huge impression in Major League
Soccer.
Nicknamed Vicho ("Bug") by his
father, Techera could be the final piece
of the puzzle for Whitecaps coach Carl
Robinson, for now at least. A striker, a
left winger and a center back were at the
top of Robinson's shopping list in the
offseason, as he looked to build a squad
capable of challenging for MLS Cup.
He found them all in South America,
adding MLS leading scorer Octavio
Rivero and defender Diego Rodriguez

"It's a big change for me, from one place
to another," Techera told media this week
through a translator when asked about his
move to MLS. "I really want to experience
it and to see how everything goes. I've
seen [the Whitecaps] play back home.
Soccer here is much nicer and prettier and
suits my qualities as a player."
Techera met up with his new teammates
for the first time last Saturday, joining
the Whitecaps ahead of their match at
Real Salt Lake. The winger was itching
to play, but after nearly 15 hours of flying
via Buenos Aires and Dallas, Robinson
thought better of it.
Watching the game from the stands,
Techera was impressed by the spirit he
saw from his new team in their 1-0 road
victory.
"I can tell the team is united," Techera
added. "I can tell they're willing to fight

for results, and I've come to help."


With his paperwork finally sorted out,
Techera arrived in Vancouver on Sunday.
He has barely had time to unpack but
describes what he's seen of the city so far
as "very nice, beautiful, very different
from Uruguay." It will take some time
for him to settle in, with his wife and
two daughters set to join him in Canada
in around a month. Until they arrive,
Techera knows some familiar faces
already at the Whitecaps.
He becomes the fourth Uruguayan in
Vancouver alongside Rivero, Rodriguez
and Nicolas Mezquida. Techera and
Mezquida go a long way back. They first
met at age 14 and have played together
on a regional team as well as opposite
each other in the Primera Division, while
the winger played with Rodriguez's
brother at River Plate.
"It really does help," Techera said of
the amount of South Americans already

at the club. "It makes me feel at home.


[Nico and I], we've been friends from a
young age. But there's not only Nico, but
Octavio and Diego. It's good for me."
Describing himself as "a very fast player
and technical" who likes to have the ball
at his feet, Techera has already been
impressing with his skills at training this
week and has his eyes on staking a claim
to a starting spot.
Robinson has clearly liked what he's seen
so far but tried to dampen immediate
expectations of the player as he finds his
feet in his new surroundings.
"You can see the quality that he's got,"
Robinson said of Techera. "He scores
goals, but I'm not going to rush Cristian.
Delighted to have him here. When I bring
players into this group, I want to bring in
players that are going to affect the team.
I think we can do that with Techera, but
he's got to fight for his place. He's like
everyone else."

Who Is The Right Fit As The Next Coach


Of The EdmontonOilers?
There is absolutely no doubt that
McDavid brings a lot of swing as who is
the next coach. Especially when you look
at the players he will be playing with in
Edmonton in the great years ahead.
Todd Nelson has undoubtedly done good
enough of a job to be able to continue as
the Oilers next head coach.
He came in midseason to a roster filled
with familiar faces from the OKC Barons
and after returning the ping-pong table to
it's rightful location in the locker room,
he greatly improved the atmosphere
surrounding the Oilers.
There is no doubting the fact that the
players greatly enjoyed playing under
Nelson and he helped push the Oilers
Power Play number up to around 25%
for a period of time in the second half of
the season.
"I think now that Nellie has taken over,
we're trying to find an identity and play
with an identity. But now that Nellie has
taken over, hockey is starting to become
fun again. The puck has been going in
and the power play has been clicking,"
said Jordan Eberle, an unabashed and
vocal believer in new coach Todd
Nelson.
