NTDC TERMS OF REFERENCE (TOR) FOR


CONDUCTING ENVIRONMENTAL STUDY (EIA/ESA)
REPORT
1.

Scope of Work

The scope of work includes carrying out the Environmental and Social
Assessment Studies (EIA/ ESA) of 500KV Shikarpur Grid Station and allied
Transmission Lines Project, Shikarpur,. The detail of scope is as under:-

Addition of 2 x 600 MVA, 500/220kV Transformers with allied


equipment
Two 500kV S/C T/Lines approx 20+20=40 km long on 3-Bundle
Greeley conductor for looping In/Out of 500kV Dadu-Guddu Circuit
# 1 at Shikarpur New.
Two 500kV S/C T/Lines, approx 22x22=44 km long on quadbundle Greeley conductor for looping In/Out of 500kV DaduGuddu Circuit # 2 at Shikarpur
220kV D/C T/Line, approx 50 km long on single Rail Conductor for
looping In/Out of 500kV Guddu-Sibbi S/C at Shikarpur New.

Land is available for construction of 500kV Shikarpur substation at


Shikarpur Sindh.
PC-1 of this project is submitted for approval to ECNEC.
The study will cover the following activities:a) Review of all the available documents regarding the Project, guide lines
provided by Govt. of Pakistan Environmental Act and IEE/EIA Regulations
2000 etc. Meeting with client/ Environmental Cell/ Design/ Survey Team/ and
all the relevant line departments at district and provincial level including
Agriculture, Forestry, Wild Life, EPA (Sindh), Fisheries, Revenue Departments
and Livestock etc. regarding the transmission lines scheme. The
reconnaissance Environmental and Social Assessment survey referring to the
best suited Transmission Line route require is to be finalized in liaison with all
the concerned stakeholders (along with 1:50,000 survey of Pakistan map, the
modern Google Earth Web Site may also be utilized) Marking of T/Line route
on SOP geodetic sheets, desktop studies photographs of Project area and
Social screening.
b) Delineation of study area for T/Line Env. Corridors of Impact for Transmission
Lines, Preparation of Check Lists for Env. & Social issues and Safeguard
Matters.

c) Full EIA/ ESA will be conducted in accordance with NTDC/ foreign funded
project guidelines for in assonance of the Environmental and Social
considerations of Govt. of Pakistan Environmental Act, 1997 and IEE/EIA
Regulations 2000, addressing National Regulatory Requirements i.e. NEQS
in conformity with other acts and laws of the land and clearly acceptable to all
the stakeholders (direct and indirect effectees)
d) Based on the collected data for both Environmental and Social issues the
baseline conditions of the Physical, Biological Ecological and Social, Cultural
Natural, Economic Environment of the Project area is analyzed with modern
and sophisticated methodology and tools/ equipments to highlight the
Environmental and Social hot spots and showing poverty ratio of Project
areas. I.e. GIS Technology use is preferable.
e) After knowing the baseline conditions the consultant will provide various
options for mitigations of possible negative impacts of the project (if any),
which will be presented/demonstrated to client/design NTDC and all
concerned stake holders based on Socio-Environmental settings.
f) The potential Environmental and Social Impacts of the best alternatives be
evaluated for the planning, design, construction and operational stages.
g) Based on the findings of the field observations, detailed surveys of the field
investigation through public consultations, and involvement of all the
stakeholders to highlight the community concerns and quantifying the level of
cumulative impacts evaluation through a representative sample. The finding
of these aspects needs to be comprehensive i.e. it may give practical and
implement-able mitigation measures to minimize the negative impacts and to
enhance the positive impacts including involuntary resettlement issues, liquid
& sold waste Managements, compensation issues, air pollution, noise
pollution etc.
h) ESA/EIA report should have all the Plans like i.e. Health and Safety
Measures, mitigation measures for high tension wires & its impacts on health,
HIV/AIDs Control Awareness Plans, Entitlement Matrix & Principals, policy
and legal framework, Waste Water/Solid Waste Management Plan, Total
water consumption and generation from the camp site, New grid site,
Redressal of Grievance Framework, Social costs (Training program of NTDC
Clint staff) showing no of days, cost, timing for training, Community
Development Plan, Monitoring Framework, NEQs, (EMP, RAP, EMMP) TMP,
RPF, RP) to address Socio-Environmental Impacts and to give suggestions,
solutions, and recommendations for strengthening the Capacity Building of
NTDC staff, Environmental and Social Management capabilities, like latest
world experience about Environment and social safeguards matters, which
enables them to implement the plans in its true spirit with the involvement of

local communities/ stakeholders/ NGOs/ consultations/ clients E&SIC


contractor etc.
i)

ESA/EIA report should have detail location plan and route of transmission
lines, treatment options and final mechanism for solid waste, liquid waste
water generated from grid station site and transmission line sites camps,
stakeholders consultation original forms with signatures to whom consultant
met during working and soil and ground water sample analysis of Gridstation
concerned area/corridor is also important and required by E&SIC.
Afforestation Programme if required, correctness and validity of information
supplied by consultants.
2) Estimation of Socio-Environmental Cost
The consultant will prepare a reliable cost estimate for the actions
recommended for Environmental Investigations, social and Re-settlement
plans, Mitigation Plans of the Project showing the category and numbers
of (direct and in-direct) affectees and affected assets/ infrastructures etc.
within acceptable guidelines of NTDC and Govt. of Pakistan EPA
requirements and as per funding agency JICA guidelines.
3) Report Preparation and Documentation
i)
After completion of the detailed identification and evaluation of the
(+/-) impacts and recommendations for mitigations measures, with
all relevant data, workable assessment, conclusions and
recommendation ESA/EIA socio-environmental draft report be
submitted to the client (NTDC) for comments (if any). The final
ESA/EIA reports will be submitted accordingly after incorporating the
observations/ comments of E&SIC (if any).
ii)
The EIA/ ESA report will be prepared fully considering the NTDC
guidelines and Govt. of Pakistan Environmental Act, 1997 and IEE/
EIA Regulations 2000 also considering requirements of National &
International Protocols & obligations, requirements of foreign donor
agencies like JICA.
The draft EIA report will be submitted for the scrutiny of NTDC with in two
(2) months for comments after the incorporation of comments the report
with be re-submitted in required number of hard copies (15 No.) and
electric copies (soft copies 02 No.) for NTDC record and onward
Transmission to concern EPAs for legal environmental approval, review/
NOC, clearance etc. EIA/ ESA report will be considered final from NTDC
after Environmental approval/NOC by EPA (Sindh).
Any amendment/ comment/ observations (like land payment procedure if
any for grid and tower site methods of informing, the public during
activities, any structure tree, crop compensation, debries disposal timing,

expected no of job creation etc should also be clear from EIA/ ESA
reports) made by the consultant as per satisfaction of concern EPA or any
stakeholder during the review/ approval process will be addressed
appropriately and incorporated in the report and be submitted in the
required number of hard and soft copies, accordingly until NOC/ approvals
obtained by authorities of the host country (Pakistan)/ EPA (Govt. of
Sindh).
A brief of Executive Summary of the ESA/EIA report and other relevant
important information/ RP shall be translated in local/ Urdu language for
the effective awareness, response and involvement of local
communities/affected persons and submitted to NTDC by consultant.
4) Implementation Schedule
i)

An IEE report will be submitted with in one month from date


of award of contract.
ii)
EIA draft report will be submitted within two (02) month time
including completion of all field work/ office work, activities from date of
award of the contract.
iii)
EIA final report will be submitted with in two and half months
(75 days).
iv)
Complete ESA/EIA report will be submitted with in three (3)
month time form date of award of contract.
v)
The consultants are required to submit Technical/ Financial
Proposal to demonstrate how efficiently and effectively this study/
research can be conducted.

vi)

The Technical/ Financial Proposal will include list of team


members their relevant qualification and experiences with proposed
positions and brief job description along with direct and indirect cost on the
proposed professionals for the captioned studies.

5) Coordination during the Study Period


The consultants will fully appraise of all the activities through out the study
period, the client (NTDC) and in close liaison with Environment and Social
Impact Cell & EPA (Sindh).
NTDC will facilitate consultant for getting site informations, Transmission
Lines Route Details & Profile.
The EIA/ESA report will be considered final after environmental approval of
EPA Sindh/NTDC/ Env. & Social Impact Cell and from all concerned
Departments satisfactions. Consultant will fully coordinate for clearance of
environmental report from concerned EPA GoP. OHS aspects of Power Safety
Codes should be in EMP, particularly these relate to workers health,
sanitation, fire safety, for personal and protective equipment, accidental
spillage control etc. Env. / Social expert of consultant will also give
presentation to EPA (Sindh) during Public Hearing or any other concerned
agency when and where required by EPA/ NTDC.
