Mr.President,
Mr.SecretaryGeneral,
Excellencies,
LadiesandGentlemen,

IthanktheNonAlignedMovementforitsinitiativetoorganizethisextraordinarymeeting.

PakistanassociatesitselfwiththestatementmadebyH.E.Dr.HassanRouhani,PresidentoftheIslamicRepublicofIran,onbehalfofthe
Movement.

Today,globaleffortstoregulatereduceandpreventthespreadofarmaments,particularlynuclearweapons,arefacingseriouschallenges.

Thirtyfiveyearsago,thisaugustAssemblyreachedconsensusonthemandateandmachinerytopursuethedisarmamentagenda.

Withthepassageoftime,regrettablythisconsensushaserodedandthegoalssethavebecomeelusive.

Thismeetingisthereforeverytimelyforexploringcommonground.

Itprovidesusauniqueplatformtoreviveandrestoreourcollectiveagreementandinfactbuildanewconsensusondisarmamentandnon
proliferation.

Mr.President,

Pakistaniscommittedtothegoalofgeneralandcompletedisarmament,whichisglobal,nondiscriminatoryandverifiable.

OurapproachtowardsnucleardisarmamentisdeterminedbytheguidingprinciplesoftheFirstSpecialSessionoftheGeneralAssemblyon
Disarmament,whichupholdstherightofeachstatetosecurityandundiminishedsecurityatthelowestlevelofarmamentsandmilitaryforce.

Thismeanssecurityforallnotsecurityofaprivilegedfew.

ItwasonmywatchasPrimeMinisterin1998thatPakistanconductednucleartests.

IcantellthisAssemblythatthisdecisionwastakenaftermuchthoughtanddeliberation.

Wewerecompelledtodosoinresponsetothedevelopmentsinourneighbourhood.

Itwasanexistentialchoicewemadeforstrategicstabilityinourregion.

Ournuclearpolicyisguidedbytheprinciplesofrestraintandresponsibility.

WedonotwantanarmsraceinSouthAsia,becauseconsequencesofconflictwithnuclearweaponswillbehorrendous.

PakistanwouldcontinuetoadheretoitspolicyoftheCredibleMinimumDeterrence,withoutenteringintoanarmsrace.

Atthesametime,wearefullyalivetotheevolvingsecuritydynamicsandwouldmaintaindeterrencetoreinforcestrategicstabilityinSouth
Asia.

Earlierthismonth,IchairedameetingoftheNationalCommandAuthority(NCA)whichreaffirmedourconstructivestrategicposture.

Regrettably,nuclearpoliciesdictatedbypoliticsandprofitsintherecentpastarealteringthestrategicbalanceinourregion.

Itakethisopportunitytocallupontheinternationalcommunitytoreversenucleardiscrimination,withseriousimplicationsforPakistans
nationalsecurityandinfacttheglobalnonproliferationregime.

OntheproposedFissileMaterialTreaty,ourstanceisdeterminedbynationalsecurityandstrategicequilibriuminSouthAsia.

Weadvocateacomprehensivestrategicrestraintregimethatestablishesnuclearrestraint,balanceinconventionalforcesandamechanism
forconflictresolution.

Pakistanisanactive,mainstreampartnerintheglobalnonproliferationefforts.

WehavecontributedconstructivelytotheNuclearSecuritySummitprocess,whichisalaudableinitiative.

IcallforPakistansinclusioninallexportcontrolregimes,includingNuclearSuppliersGroup.

AsPrimeMinister,IfeelthatenergydeficitisoneofthemostseriouscrisesfacingPakistan.

Werequireenergyfromallsourcesconventionalandalternate.

Pakistanqualifiestohavefullaccesstocivilnucleartechnologyforpeacefulpurposes.

Wehavetheexpertise,manpowerandinfrastructuretoproducecivilnuclearenergy.

Aswereviveournationaleconomy,welookforwardtointernationalcooperationandassistanceinnuclearenergyunderIAEAsafeguards.

Mr.President,

Thestrainsontheglobalnonproliferationregimehavebecomemoreacuteinrecentyears.

Thepursuitofpoliciesbasedondiscriminationanddoublestandardshasdamagedtheintegrityoftreatiesandnormsofnonproliferation.

Themultilateraldisarmamentmachinerymustbestrengthenedandrevitalized.

Forthatweneedcollectivepoliticalwill.

Thereisaneedtoconstructanewconsensusonnucleardisarmamentandnonproliferation.

Suchaconsensusshouldbebasedonequity,balance,restraintandcooperationamongstates.

IcallontheGeneralAssemblytoconveneaSpecialSessiontobuildanewconsensusondisarmament,nonproliferationandpromotionof
cooperationinthepeacefulusesofnuclearenergy.

Pakistanisreadytomakeitscontributiontothisglobalconsensusbuildingexercise.
