What is ETEEAP?
The EXPANDED TERTIARY EDUCATION EQUIVALENCY AND ACCREDITATION
PROGRAM (ETEEAP) is an educational assessment scheme which recognizes knowledge,
skills, and prior learning obtained by individuals from non-formal and informal educational
experience. Equivalency competence standards and a comprehensive system employing written
test, interview, skills demonstration and other creative assessment methodologies are established.
The University also administers competency-based evaluation. A Panel of Assessors is convened
to determine the knowledge, skills and attitudes relevant to a particular discipline, and
consequently the equivalent credits and appropriate certificates and degrees to be considered.
The awarding of the degree is recommended by the Dean and the faculty experts or assessors
from each college.
The mandate to implement the program is embodied in Executive Order 330 issued by President
Fidel V. Ramos on May 13, 1996 as a result of the recommendations made by the First
Employment Summit in September, 1995.
How does UV implement ETEEAP?
The University of the Visayas (UV), being deputized by the Commission on Higher Education
(CHED) implements the Expanded Tertiary Education Equivalency and Accreditation Program
(ETEEAP). The University has four authorized colleges that can award ETEEAP degrees,
namely: Business Administration, Criminology, Engineering and Architecture and Graduate
School.
Who may benefit from the program?
Any Filipino who must have, at least graduated from high school, or must have obtained or
passed the Philippine Education Placement Test (PEPT) equivalent to first year college;
One who must have been employed for at least five (5) years in the field or industry
related to the academic program or discipline for which he/she is obtaining an
equivalency for a bachelors degree; 15 years in case of a masters degree with 5 years
junior managerial experience; 20 years in case of a doctorate degree with 10 years
seniors managerial experience;

He/she must be, at least 25 years old for a bachelors degree, 35 years old in case of a
masters degree, 40 years old in case of a doctorate degree, and must present a birth
certificate to support the claim;
One who is able to show evidence, capability, and thorough knowledge in the field for
which equivalency is applied. He/she must submit any of the following evidences:
a) certificates of proficiency issued by a government regulatory body,
b) certificates of proficiency issued by the employer(s),
c) certificate of proficiency issued by a licensed practitioner in the field or
d) a business registration.

How to avail of the Expanded Tertiary Education Equivalency Accreditation Program?


1. The candidate has to obtain a copy of the application form of CHED-RO VII from the
UV-ETEEAP Director/Coordinator.
2. The candidate has to submit four (5) copies of the following documents:
a) Accomplished application form;
b) Birth Certificate;
c) Certificate of individual proficiency in the discipline or field of interest;
d) Most recent academic record (Form 137, high school diploma, post-secondary degree
certificate, transcript of records).
3. The candidate will be notified of the status of his/her application from the University
Director/Coordinator. If a candidate has qualified for admission, he/she could proceed to
undergo the process of assessment and accreditation.
4. The candidates will be accredited by the Panel of Assessment according to any of the
following criteria:
a. For formal learning: transferability of credits;
b. For non-formal education (sponsored training, workshops, etc.) through case- -tocase evaluation of training design and evaluation; credit recommendations will be
awarded for each validated training program;
c. For informal learning/knowledge obtained through self-study-an: an assessment
process which can include any of the following written and oral examinations,
product presentation, skill demonstration, or portfolio assessment.
d. Portfolio assessment: If a portfolio is preferred, the candidate is required to organize
the claims of learning according to the areas of standard competencies laid out by the
institution and then to be assessed by the faculty. In this case, the candidate will have
to enroll in a portfolio development course in order to develop the portfolio. At this
point, a group of candidates will be assisted by a faculty counselor who will advise
them on building a portfolio. Once the portfolio is ready for presentation, it is
submitted to the portfolio assessors who will evaluate the portfolio and recommend
the credits to be given, in which competencies, how much, etc.
5. In case the candidate needs further knowledge or skills, he/she will be advised to
participate in appropriate and order to complete his/her learning, then go back for
assessment. Competency enhancement programs are continuing education programs that
allow non-traditional learners to pursue learning through means that are adapted to their
learning styles and life career.
6. In this manner, the candidate earns credits progressively until he or she has satisfactorily
earned the necessary credits based on the competencies standard to merit the degree or
certificate.

7. Candidates will be required to pay the full cost of the assessment program, regardless of
the credits that they earn.
What happens during assessment?
1. The Director/Coordinator acts on the application of the candidates on the basis of the
admission criteria.
2. Qualified candidates are assisted by a career counselor from the College who will
help them identify the knowledge, expertise, skills, attitudes, and values (competence)
they have acquired from experience.
3. The Director/Coordinator assists the candidates in the portfolio preparation process
through group workshops, tutorials, or with the aid of a self-learning manual for
portfolio development.
4. The VP Academic through the Director/Coordinator convenes the Panel of
Assessors/Experts composed of faculty, industry practitioners, and representatives of
professional associations, and consumer groups, to conduct the evaluation of the
evidences of learning presented by the candidate.
5. Upon recommendation of the Panel of Assessors, the Director determines the amount
of equivalent credits to award to the candidate. As may be necessary, a learning
contract (in the enrollment form) is executed between the University and the
candidate to define the terms of the learning program which may involve further
assessment and equivalency.
6. The University administration reserves the prerogative to determine the candidates
minimum residency in the institution before awarding them degrees.
7. The candidates shall be given modules for independent study (distance learning)
to complete their deficiencies (after the assessment). The degree can be finished in
two to three terms.
How will UV-ETEEAP be implemented?
The following objectives guide the conduct of program implementation:
a) To accredit and assess prior non-formal/informal learning of individuals towards the granting
of equivalency a certificate and/or awards/diploma in tertiary courses starting 1997;
b) To fully develop the system of equivalency and accreditation in the institution as a bridging
mechanism for the flexible entry and exchange between the non-formal and the informal
systems of higher learning from 1996-1998.
c) To implement the accreditation and equivalency program in the priority disciplines in four
(4) colleges in the institution starting 1998; and
d) To award certificates and degrees to at least 100 deserving candidates each year, starting in
1998.
The program is governed by these policies:
a) Ensuring the highest standards of quality that are acceptable to employees and academe,
consistent with international standards of the practice of professions;
b) Non-discrimination to entry of participants to the program;
c) Fairness, creativity, and appropriateness of the assessment process;
d) Adherence to the highest principles of integrity and excellence;

e) Partnership between the industry, professional associations; and


f) Promotion of career guidance, self-evaluation and further competency enhancement.
