sense of humor, good leadership
and kind heart. It was because of
him that the Moorestown Police
Department is where it is today
technologically, as he was always
forward thinking and willing to
try new things for safer policing.
Now, Moorestown is mourning
the loss of Johnson, as he passed
away on Friday, April 24 of heart
failure at the age of 62. Members
of the Moorestown community
expressed shock and sadness of
Moorestowns great loss.
It really is a tremendous loss.
Harry was a great employee and
overall great guy, township manager Scott Carew said.
He was a really great part of
our community. He was an officer
in town for over 30 years and really brought Moorestown into the
technological era for our police
departmentmaking sure we
had the updated technology needed to be a top-notch police force,
Councilwoman Stacey Jordan
said.

He was always
a very active
and forwardthinking police officer. As

Johnson
graduated
from
Burlington City High School and
attended Stockton State College.
After college, he served in the
Marines as a corrections officer
and on border patrol.
After leaving the Marines,
Johnson attended the police academy and became an officer in
Edgewater Park. He later joined
the Moorestown Police Department where he worked his way
through the ranks to his position
as director of police in 1999.

Moorestown Township Council


approved an ordinance on first
reading for the appropriation of
$250,000, with an issuance of
$237,500 in bonds or notes, for preliminary engineering and feasibility study expenses for improvements to the water treatment
plants.
At the beginning of last weeks
meeting, council made an addition to the agenda approving a
memorandum of agreement with
the Department of Environmental protection in regard to water

allocations. According to township manager Scott Carew, the


state DEP determines how much
water each water source can provide with its own formula. Last
year, Moorestown hit a ceiling on
water produced and purchased
from New Jersey American
Water. Having hit that ceiling, the
township had to stop allowing
permits for water hook ups.
This agreement will allow for
increased capacity and get 40,000
more gallons for 30 to 35 homes,
many owners of which have been
waiting for months to get the
water hook up permit.
Coinciding with this MOA is

the ordinance on the preliminary


engineering and feasibility study
expenses for improvements to the
water treatment plants. The
$250,000 appropriation for the engineering and feasibility study is
to be used to evaluate and improve the water quality, which includes sampling. According to
chief financial officer Thomas
Merchel, about $150,000 is for the
study of all three treatment
plants, and $100,000 for any other
unexpected expenses.
This is just a preliminary expense to determine what is the
best way to go about treating the
wells and plants.
In other news:
Chet Dawson gave a presentation on the condition of Strawbridge Lake and a management
plan for the lake. His presentation
included findings of the lake and
proposals for improvements, including a watershed management
plan, taking out the spatterdocks
in the lake, a fish study, spot treatment of algae, providing education about the lake and various
chemical and physical testing of
the lake. Dawson mentioned applying for grants to help with
some funding.
Council passed ordinances on
second reading to authorize
bonds or notes in the amount of
$142,500 for the preliminary engineering and design expenses for
the reconstruction of the municipal parking lot, to establish
banked cap, to amend the township code to establish regulations
governing abandoned and vacant
properties, and to establish rules
and regulations prohibiting encroachments into public open
space land.
Council approved establishing and adopting a Complete
Streets policy and appointing a
Technological Advisory Committee.
Council awarded a contract to
Millennium
Communications
Group, Inc. in the total estimated
amount of $99,000 for various
technology requirements for the
town hall, library and North
Church Street Recreation Center
facilities.

BOE passes budget with increase


Residents with average assessed home will pay additional $237.38

The Moorestown Board of Education passed the 2015-2016 budget
with an eight-to-one vote on Tuesday, April 29. With this budget, the
average Moorestown homeowner,
with a home assessed at $446,500,
will pay an additional $237.38 per
year in school taxes.
I thank the board, the commu-

nity and staff for supporting all of


these wonderful programs we
provide our children, Superintendent Timothy Rehm said.
The budget was projected at
$65.4 million in expenditures and
$64.3 million in revenue. The
board said the projected $1.1 million deficit would be made up by
using a Spending Growth Limitations Adjustment of $683,601 for
health-care costs as well as the
use of $390,442 in banked cap
from the 2012-2013 budget.
The SGLA is a spending adjustment cap that allows the district
to go beyond the 2 percent cap
without a need for a referendum.
Moorestown didnt qualify for
this in previous years, but does
this year.
The tax levy breakdown is $58.5
million for the general fund and
$4.8 million for the debt service
fund, making the total tax levy

$63.3 million.
State aid was $3.7 million,
which mostly remained flat, except for the extraordinary aid,
which is anticipated to go up
$200,000. For the debt service
fund, state aid was $463,735,
which was down $864 from last
year. Board members asked members of the public at the first reading to write to the Legislature and
let it know that Moorestown deserves more aid for upcoming
years.
The districts health benefits
plan with Aetna was estimated to
increase by 22 percent to 27 percent. The board said it has been
in talks with the South Jersey
Health Insurance Fund to try to
save money. The fund has a maximum increase of 15 percent, so

Moorestown Library in need of teen volunteers for Summer Reading


The Moorestown Library needs responsible teens who like working with children
to be listeners in the Summer Reading Program. If interested, sign up for a training
session. Students entering grades eight
and up are eligible.

This training is recommended for all


volunteers and required for new volunteers. Sessions are: Wednesday, May 20 at 7
p.m.; Thursday, May 21 at 7 p.m.; and Saturday, May 23 at 3 p.m.
Volunteers are needed for two-hour

shifts from June 19 through Aug. 15 during


the following times: Monday to Thursday, 9
a.m. to 9 p.m.; Fridays, 9 a.m. to 5 p.m.; Saturdays in June, 9 a.m. to 5 p.m.; and Saturdays in July and August 9 a.m. to 1 p.m.

a part of townships new website

As spring approaches and
everything turns new, the Department of Parks & Recreation is
pleased to be a part of the new
Moorestown Township website
rollout. This month, the new website will offer residents better access to pertinent information and
all things recreation. As one navigates the new site, one will find
information laid out in easy to
find categories.
Information
about government services, township committees and department
activities will all be found on this
website.
To locate information about
the Department of Parks & Recreation, one can find the depart-

ment listed under the Government tab or the Community tab.


Either main tab will lead you to
the Department of Parks & Recreation page within the site. The
department page will offer visitors a complete overview of recreation programs listed by season.
Each season will provide a drop
down menu that separates activities into youth, teen, adult, special needs and other specific categories. Programs will be easy to
find and events easier to register
for. Registration will be as easy as
the click of a mouse simply locate the program for which you
wish to register and click on the
link and it will automatically take
you to the registration site.
Additionally, the Recreation
Department provides a listing of

youth and athletic clubs that offer


local youth additional opportunities. Although the department offers a wide variety of sports programs and recreational outlets, it
also partners with the many private clubs and organizations that
specialize in particular sports.
Partnerships are essential to providing residents with a wide variety of activities in varying degrees of interest and ability.

With increasing numbers of
women in politics, business, medicine and the law, many people
feel that the womens rights movement is no longer needed. Yet
nearly half of Fortune 500 boards
have fewer than 20 percent
women members. In the 2008
presidential election, 34 percent
of eligible women didnt vote.
And, yes, women still earn about
84 cents for every dollar earned
by a man for the same work.
To address the above problems
and before the year 2020 (the 100th
anniversary of womens suffrage), a group of 50 national organizations as well as extraordinary women leaders from all 50
states are working to implement
five national goals:

Achieve pay equity
Educate employers about
policies and practices that enable
men and women to share family
responsibilities
Educate a new generation
of girls and boys to respect their

passed way on April 20 at the age
of 67. He was the beloved husband of Kathleen Nazarok; loving

Harry E. Johnson, of Mt. Laurel, fought until the end and
passed away on April 24 at the age
of 62. He was the loving son of
Jane (nee Artz) and the late
Harry Johnson; beloved husband
of Deborah Johnson (nee Kozlowski); dedicated father of
Erika and Harry Johnson; cherished brother of Cathleen Johnson, Jane Palmer, and Sheri Murphy (Benjamin) and brother-inlaw of Kathie Solomon (Jason);
and dear son-in-law of Jacqueline
Carney (George). Harry is also
survived by his nieces and
nephews, Steven, Mason, Grace,
Haley, Abigail, Charlotte and Lauren.
Harry graduated from Burlington City High School and attended Stockton State College. He

Moorestown Police Department
where he worked his way through

Harry was a dedicated and loving

travel and fish. He was very dedicated and took pride in everything he did.

Moorestown Police Department
into the 21st century. He was the
one to get computers into
Moorestowns police cars along
with other software and technological advances. According to
Lieber, he was always the first to
try new policing technology and
make the Moorestown Police Department a trailblazer.
Some people wait and see;
Harry was always willing to take
the chance, usually for the good.
Other departments came to us for
recommendations or guidance.
He wasnt afraid to make a commitment and not afraid to jump
into the computer age, Lieber
said.
With a smile on his voice,
Lieber told the story of Johnson
conducting interviews, showing
his fun side. One of the questions
Johnson asked right off the bat
was a complicated accident reconstruction question that couldnt be done without paper, a pen
and a calculator. Lieber thought
he was serious, and so did the interviewee, as apparently he
looked ready to fall out of his
chair. But Johnson started laughing soon after at his joke, and that
helped to ease the interview afterward.
He had a very dry sense of
humor and liked to play around
with people, but he really had a
very good heart, Lieber said.
As a leader, Lieber said Johnson was a fair man, allowing for
input from officers, but making
the final decision himself, of
course. The example Lieber used
was when the officers wanted to
change the graphics on the police
cars. They came to ask about the
change, and Johnson allowed the
officers to come up with the design themselves, and after review,

accepted it.
At the Moorestown Council
meeting on Monday, April 27,
members of the council offered
their condolences to Johnsons
family as well as the Moorestown
Police Departments officers.
It is a great loss for
Moorestown and Harry will be
very and greatly missed, Mayor
Victoria Napolitano said.
Johnson is survived by his wife
Deborah, children Erika and
Harry, his mother Jane and siblings Cathleen, Jane and Sheri.
He was a dedicated and loving
husband and father, who loved to
travel and fish.
Carew mentioned during the
meeting that he anticipates the
township finding an appropriate
way to recognize Johnsons service to Moorestown sometime in

Rehm said the districts main
goals for the 2015-2016 year are to
maintain a curriculum for all
grades that supports excellence
in academic achievement, to continue to provide technology resources to meet how society is
today, and to be sure the district is
remaining efficient in all areas of
the budget.
Members of the board voted in
favor of the budget, except for
board member Brandon J. Pugh.
Pugh felt the one-to-one technology plan for grades seven through
nine wasnt efficient in saving
money, but in fact a two-year plan
for grades eight and nine would
be better and more of a cost savings. According to Pugh, the current plan calls for $950,000 while
his option purposes $590,000.
To me, I think we get the same
outcome, see additional savings
this year and avoid having a fulltime salary on the books for future years makes sense for me. So
it would spread the cost out more
evenly, and we would get the same
outcome. That is my position on
the technology. I think it has a
very valuable position in the
classroom, but to get the same
outcome, taking into account the
financial, to me, benefits, that is
where I would be more comfortable, Pugh said.
