THE CRIMINAL CODE OF THE KINGDOM OF RUTHENIA

Persenburg-Gtzdorf, March 19, 2015


HIS ROYAL MAJESTY, OSCAR I, by the Grace of God and the Will of the People, King of
Ruthenia, in respect of Article 7, Chapter I of our Constitution, do hereby decree and
promulgate the Criminal Code of the Kingdom of Ruthenia, which reads as follows:

CHAPTER I
General Principles
1. All the Ruthenians are subject to Ruthenian Law, even in foreign territory.
. The person of His Majesty and members of the Royal Family are judicial,
civil and criminal inviolable.
2. The person to practice a crime shall be punished in accordance with this Code.
3. Criminal law also applies to foreigners who live, work, or is in Ruthenia for tourism,
if the crime is committed in the territory of the Kingdom.
4. The condemnation of government authority, implies the loss of office and any kind of
title and honor entrusted to him if the penalty is suspension, detention or expulsion of
the Empire.
CHAPTER II
Sentences and Their Species
5. The penalties are as follows:
a. suspension of rights;
b. public warning;
c. order of recantation;
d. revocation of citizenship and expulsion.
1. Suspension of rights is to have their rights as citizens banned for a period of
time to be determined.
2. Public Warning is to draw the attention of the public order offenders,
clarifying the facts and exposing the criminal for authority endowed with coercive
power.

3. Order of Recantation is the obligation imposed by coercive authority to


delinquent to take the crime committed and apologize publicly to the victim.
4. Revocation of citizenship and expulsion is the forfeiture of all rights and
privileges of the criminal and his expulsion of all activities to be developed in the
country limit.
CHAPTER III
Aggravating and Mitigating
6. Are considered aggravating and may increase the penalty:
a. criminal recidivism;
b. concurrence of crimes and persons;
c. premeditation;
d. frivolous or unworthy motive;
e. abuse of authority.
7. Are considered mitigating and may decrease the penalty:
a. good record;
b. confession of crime.
CHAPTER IV
Crimes and Sentences
Section 1 Crimes Against the Nation

8. Provoke intermicronational conflicts.


. Penalty - loss of political rights for 1 (one) month.
9. Acting against national security.
. Penalty - Revocation of citizenship and expulsion.
10. Undermining the government and any of its organs and limbs, as well as the
elections, plebiscites, referenda and other popular consultations.
. Penalty - Revocation of citizenship and expulsion.
11. Attempt against the King or the Royal Family.
. Penalty - Public Warning, Order of Recantation or Revocation of citizenship
and expulsion.
12. Attempt against members of the government, in any sphere.
. Penalty - loss of political rights for 1 (one) month.
13. Hack and / or deliver viruses or improper and abusive material to others.
. Penalty If wrongful, Public Warning; if Intentional, Revocation of
citizenship and expulsion.
14. Offend the Ruthenian State, its institutions and its symbols.
. Penalty Revocation of citizenship and expulsion.

Section 2 Crimes Against the Citizenship

15. Have dual-citizenship without informing the government.


. Penalty Public Warning.
16. Control fictitious profile to act surreptitiously against the State or a citizen or group
of citizens.
. Penalty Order of Recantation.
Section 3 Crimes Against the Administrative Order

17. Absence not communicated by members of public service, exceeding five days.
. Penalty Public Warning. In case of recidivism, loss of the office.
18. Public property deviation.
. Penalty Public Warning and loss of the office.
19. Bad conduct of government official or member of the public administration.
. Penalty Public Warning. In case of recidivism, loss of the office.
Section 4 Crimes Against the Individual

20. Offend, humiliate and / or disrespect citizen.


. Penalty Public Warning. In case of recidivism, loss of rights. Is considered
aggravating when the offense, humiliation or disrespect is against a member of the
Government, of the Church or of the Royalty and Nobility.
21. Offend or disrespect the creed, religion, race or ideology of other citizen.
. Penalty Order of Recantation. In case of recidivism, Revocation of
citizenship and expulsion.
22. Offend and / or denigrate micronations, diplomats and tourists and other foreigners
in service.
. Penalty Order of Recantation. In case of recidivism, Revocation of
citizenship and expulsion.
23. Impersonate any person, national or foreign.
. Penalty Order of Recantation. In case of recidivism, Revocation of
citizenship and expulsion.
24. Slander, defame or insult citizen, national or foreign.
. Penalty Order of Recantation. In case of recidivism, Revocation of
citizenship and expulsion.
25. The crimes of this chapter will only be processed upon convocation by the judiciary
for the judgment of fact upon fact the material evidence typified in this Code.

CHAPTER V
Judgement

26. People of Public Law and Private Law can move actions of criminal nature against
people of Public Law and Private Law in the country.
27. The process of opening will be through petition sent to the Judiciary Power.
. The petition must contain obligatorily:
a. qualification of the parties, nationality, occupation and e-mail address
and / or username;
b. description of the criminal act;
c. documented evidence of the criminal act.
28. The quote of the accused to answer the charge, after convocation will be within 5
(five) working days.
29. Will be considered in default the accused who not present his defense, giving gain
cause to the accuser.
Section 1 Pardons

30. The King and the Chancellor may grant pardons to criminals, without justification,
by own will or request of the accused.
31. The Chancellor pardon may be revoked by the King.
Section 2 Sentence

32. The judge must issue reasoned decision within 10 days, under limitation period for
crime and decay of the victim's right to sue.
CHAPTER VI
Final Dispositions
33. This law will take effect on 1 April 2015.
