EMPANELMENT OF THIRD PARTY SAFETY AUDITORS

SCHEME FOR REGISTRATION OF THIRD PARTY SAFETY AUDITORS FOR


OIL STORAGE AND HANDLING INSTALLATIONS

1. Background

The Independent Inquiry Committee Report on Oil Terminal Fire at

Sanganer,

Jaipur submitted on 29.01.2010 and accepted by Ministry of Petroleum and


Natural Gas, Govt. of India on 21.04.2010 have recommended the following vide
para 10.4 (c )

Quote:
Annual Safety audit by well qualified third party which should ensure that
systems and procedures and safety back-ups are in place, their requirements
are understood by all concerned and they are properly operated by the
concerned personnel.
Unquote:

It has been decided by MOP&NG that above said action to be implemented by


the parties registered by Oil Industry Safety Directorate (OISD).
Accordingly, OISD is initiating a process to register well qualified and
experienced parties.

2. Minimum Qualification and Experience:

The minimum Academic qualification and relevant experience of the applicant


shall be:

a) Bachelors Degree in Engineering/Technology in any of the discipline from


government approved/recognized Universities and 10 years experience
of working in any functions i.e Operations, Safety, Maintenance and
Engineering in Refineries, Storage , Handling and Pipeline transportation
of Petroleum products (Petroleum has the same meaning as defined in
the Petroleum Act, 1934).
Or
b) Degree in any discipline of Engineering / Technology with minimum
experience of 5 years of working in Oil Industry Safety Directorate in the
capacity of Joint Director and above.
Or
c) Degree in any discipline of Engineering / Technology with minimum
experience of 5 years of working in

Safety, Health and Environment in

the capacity of Dy General Manager in Public Sector Oil Marketing


Company
Note : The applicant shall have weightage over others for
i)

Previous experience of carrying out Safety Audits in his previous employment.

ii)

Being a member of External Safety Audit Team of Oil Industry Safety Directorate

3. Selection and Registration Process

a)

Every application shall be submitted in the prescribed application format


attached as annexure I.

b)

The age of applicant shall not be more than 65 years during the registration
period.

c)

The applications so received will be scrutinized by a committee headed by


Executive Director, OISD and other three members from Oil PSUs not below
the rank of Executive Director.

d)

Besides the application and other documents, applicant may be required to


appear for interview. The actual amount of expenditure incurred on travel

limiting to lowest available economy class fare of Air India will be


reimbursed.
e)

The selection committee in exceptional cases may relax the qualification and
experience specified above in 2 to register the persons having extra-ordinary
relevant qualification and experience. The committee will record the
circumstances for such exceptions.

f)

The registration will be for a period of one year, renewable as prescribed


subsequently.

g)

The registration will not guarantee any regular/assured employment or any


business to the applicant.

4. Performance Evaluation and Disqualification during registration period

The selection committee will review the performance of registered persons


during the registration period and may mid-term de-register the persons
whose performance is not found satisfactory to the requirement and not
limiting to following.
i) In case of adverse feed back from oil company
ii) Non-adherence to the schedule given by oil companies
iii) Any adverse feed back in writing by the respective installation the content
of which are not connected with audit.

5. Renewal of Registration

a) The renewal of registration will follow the same process as outlined above
in 3.
b) The applicant will not be registered in case of :
- he has not carried out minimum 3 audits during the one year period
of registration.
- his registration has been revoked in the previous registration period.
Notwithstanding anything above the selection committees decision will be
final

6. Remuneration
The empanelled auditor will be paid the following remuneration by the respective
Public Sector Oil Marketing Company on successful completion of audit:

7. Others.
i)

Oil Companies will select auditors and one of them as convener from
the registered parties with the approval of OISD

ii)

Oil Company shall give prior information about the schedule of audit to
OISD.

iii)

OIL INDUSTRY SAFETY DIRECTORATE (OISD) invites applications in a


prescribed format from Individuals for empanelment of Safety Auditors for third
party audit of OIL PSUs MARKETING TERMINALS AND DEPOTS.

The

minimum qualification for applicant shall be Degree in Engineering / Technology


in any of the discipline from government approved/recognized Universities &
experience of working in Safety, Operations, Maintenance and Engineering in
Refineries, Marketing Installations with Storage & Dispatch and Pipeline
transportation of Petroleum Products.

The detailed qualification, experience, selection process and format of


application for empanelment of Safety Auditors is given on OISDs website:
oisd.gov.in. The completed application forms shall be submitted to Executive
Director, at the above address. The empanelment will be an on-going process
and, the registration will remain open all the time, however, initially the last date
for receipt of applications is 15th September, 2010 for registration of first
empanelment.
