Surender Mohan, ChairmancumManaging Director Neyveli Lignite Corporation (NLC) said here on
Wednesday. Addressing a press conference, Mr. Mohan said the second unit of 250 MW had attained

(NLC) in Tuticorin, is expected to commence power generation by April 2015, increasing the total power
generatingcapacityfrom2,490MWto4,240MWinthenexttwomonths.
Mr.MohansaidtheUnionMinistryofEnvironmentandForestshadgivenclearancetotheNTPLOrders
project on April 16. Civil works have commenced and orders have been placed for steam generator and
turbo generators in the Neyveli New Thermal Power Station. Around seven units of wind power with a
capacityof10.5MWoutof51MWhavebeencommissionedin201415.NLChasissuedLetterofAward
(LOA)toBharatHeavyElectricalsLimited(BHEL)forsettingupa10MWsolarpowerplantatNeyveli.

Neyveli Lignite recently commissioned Unit I of Thermal Power Station (TPS) II Expansion Project (2x250

weeks.Furthermore,heexpectsthecompanysinstalledcapacitytoincreaseto4,240MWbyMayandaims to

Q: Can you tell us about this power plant, how many phases have been commissioned
alreadyandwhenistheprojectexpectedtogetcompleted?
A: Extension of TPSII, it is 2x250 megawatt, nations first Circulating Fluidised Bed Combustion
(CFBC) power plant coming first time in India. So it has been commissioned one unit has been
commissioned on April 21 and we are going to commission the other unit, that is other 250
megawatt.Thatwillbecommissionedwithinthreeweeksfromnowonwards.Therearesomesmall
minor modifications are there so it will be commissioned. With the commissioning of these two
plants, about 250 megawatts each, our capacity has gone from 2,740 megawatts to 2,900
megawatt.Againtheyaregoingtocommissiononemore250megawatt and next month they are
planningtocommission1,000megawatt.Thatwillcometo4,240megawatt.SoourNeyvelipower
stationcapacitywilljumpfrom2,740to4,240megawattbyendofMay.
Q: What is the capacity at which you will be able to operate all of them on an average for
FY16?
A:Newplantsoperateabout6570percentplantloadfactor(PLF)butotherwiseafteroneyear,we
will go up to 80 percent of average. Our average plant operation is 80 percent. New plants are at
initialstages,sotheywilltakesometimetostabilise.
Q:Allofitisoninhouseminedcoal?
A: Yes, everything is supplied inhouse. In Neyveli TPSII expansion is pit head plant whereas
Tuticorin where it is a coalbased power plant we get it from the coal from Mahanadi Coalfields
Limited (MCL), we have got Fuel Supply Agreement (FSA) with MCL and also from the imported
coal. There also now our capacity is 250 megawatt now but it is supposed to come at 500
megawattsotherewearedoingsomeminormodification.

CoastalEnergen,partofthe$1.75billionCoal&Oil(C&O)Group,hasraisedworkingcapitalofRs1,950
crore to complete its 1,200 Mw Mutiara Thermal Power Plant in Tuticorin. The company announced that
SBIandaconsortiumofbanksincludingPunjabNationalBank,CentralbankofIndia,IndianBank,J&K
Bank,AndhraBankandCanaraBankhascompleteddocumentationonMarch28,2015.Thecompanyis
expected to get some more funding from large Infrastructure finance companies including India
Infrastructure Finance Company Limited (IIFCL) and IFCI Limited. It also said that the first unit of 600

MWinMutiaraplantwentliveonDecember23,2014andhashasgeneratedover1billionUnitstilldate
witharevenueofoverRs500cr($81mn).Ithasconsumedover800,000metrictonnesofcoalmostly
financed and supplied by large Japanese and Indian trading houses, said the company. "Monthly coal
consumption is expected to be close to 500,000 metric tonnes when its second unit of 600 Mw gets
commissionedbytheendof2015,"itsaid.
The company, in December, said that in nine months from December its second unit, with the same
capacity will commence. Total cost of the project is Rs 7,600 crore, of which Rs 6,200 crore will be
investedbyDecember.FoundationstonefortheprojectwaslaidinDecember2009,afterseveralhurdles
and challenges the project has started Power supply to TANGEDCO, power generation and distribution
arm of Tamil Nadu Government, said Ahmed Buhari, Founder President & CEO, Coastal Energen in
December.
The first unit was synchronised to the grid on September 7, 2014 and attained full load of 600 Mw on
December 2, 2014. The power generated from this unit is tied up with TANGEDCO under a 15 years
Power Purchase Agreement. With the declaration of COD, the supply of 600 Mw (Gross) of Power will
commenceimmediately.Thecompanyishopefulthatitwouldattractfinancialinstitutions,consideringit
has addressed all the concerns. TANGEDCO will procure the power for Rs 4.91 per Mw for the next 15
years. The project is coming at a time the power crisis is expected to increase in southern parts of the
country,ledbyTamilNadu.Thedeficitisaround9,254MWor22percentinthesouthernregion.

Coastal Energen, which is putting up a thermal power project near Tuticorin, southern Tamil Nadu, has
secured Rs. 1,950crore funding from a SBIled consortium of banks, the Founder President and CEO,
AhmedBuhari,saidtoday.Thefundingisacombinationofworkingcapitalandtermloans,hesaid.This
is good news for the state of Tamil Nadu because Coastal Energen will now be able to move faster
towards the completion of its second of the two units of the thermal project. Both units are of 600 MW
capacityeach,andthefirstbegangeneratingelectricityinDecember2014.Theworkingcapitalpartofthe
loanwillmakeiteasierforthecompanytooperatetheUnitI,Buharisaid.Inthelastfourmonths,Coastal
Energenhadsomehowbeenmanagingtheshow,butnowtherunningoftheplantwillbesmoother.
Coastal Energens Rs. 7,600crore coalbased power project is the only one that has come up in Tamil

kWhr. Commenting on securing the funding, Buhari said it was a big milestone and that the company
wouldnowaimtowardscompletingtheUnitIIbytheendoftheyear.CoastalEnergenhaslandsofover
1,080 acres at the site which can accommodate 5,000 MW of power projects. The company has
previouslysaidthatitwouldexpandcapacitybeyond1,200MW.ThecompanyispartoftheCoalandOil

IndiaandSriLankaonMondayexpressedtheircommitmenttounlockingthevastpotentialforeconomic
cooperation between the two nations. The commitment was made after an official meeting between
visitingSriLankanPresidentMaithripalaSirisenaandPrimeMinisterNarendraModihereduringwhichthe
two nations signed four agreements, including one on Peaceful uses of nuclear energy. Addressing the
media, Modi expressed his support for a more balanced growth in trade between the two countries. I
conveyed our readiness to promote greater flow of Indian investment and tourists into Sri Lanka. We
discussed expansion of cooperation in the energy sector, both conventional and renewable. Our
commerce secretaries will meet soon to review our bilateral commercial relations, the Prime Minister
said.
The signing of an agreement on the Peaceful uses of nuclear energy is also seen as an attempt to
energiseeconomicengagementbetweenthetwonations.Theagreementwillfacilitatecooperationinthe
transferandexchangeofknowledgeandexpertise,sharingofresources,capacitybuildingandtrainingof
personnel in peaceful uses of nuclear energy, including use of radioisotopes, nuclear safety, radiation
safety, nuclear security, radioactive waste management and nuclear and radiological disaster mitigation
and environmental protection. Sources indicate that the agreement will not only help train personnel but
alsohelpinusingirradiationforpreservationoffood,amongotherthings,whichcouldbenefitthepeople
oftheislandnation.
There were also extensive discussions on enhancing connectivity and the possibility of opening more
airports apart from the one in Colombo. In this context the issue of restarting a ferry service between
TalaimannarandTuticorinwasalsodiscussed.IRCONtakingupinfrastructuredevelopmentinSriLanka
and the fishermens issue were also discussed at length. IRCON, originally the Indian Railway
Construction Company Ltd, is a leading turnkey construction company in the public sector. The Prime
MinisteralsoacceptedaninvitationtovisitSriLanka,avisitthatisexpectedtotakeplaceinthesecond
week of March. External Affairs Minister Sushma Swaraj is also likely to pay a visit to Sri Lanka in the

Tamil Nadu Electricity Board's (TNEB) loss touched 13,985.03 crore in 201314, an increase of 20% in
comparisontothepreviousyear.TNEB'sdebt,meanwhile,hasgoneupto74,133.11crore,whichismore
than50%ofthestate'sdebtburden.Thesestartlingfigureshavecomeoutinthelatest(201314)revenue
accountandbalancesheetofthepowerutility,uploadedontheTNEBwebsiteonFriday.In201112,the
company incurred a loss of 13,321.34 crore. Sustained losses over many years has led to accumulated
lossesmountingto52,226croreattheendofthelastfinancialyear.Purchaseofpoweratastronomical
prices and interest burden have eaten up the company's revenue despite an 11% increase in earnings
fromsaleofpowerlastyear.
Thoughthelossestillnextyearwillbefinancedbyaconsortiumofbanksfollowingalongtermguarantee
from the Tamil Nadu government, as per the central bailout package for lossridden power companies,
next year has to be a breakeven year (no loss or no gain). TNEB is nowhere near achieving it though.
Duetoincreasingdebt,theinterestandfinanceburdenwentupby44.42%in201314,comparedtothe
previous year. While revenue from sale of power went up from 26,688.82 crore in 201213 to 29,536.39
crore in 201314, an increase of 10.66%, power purchase has also gone up from 25,740.83 crore to
30,529.30crore,anincreaseof18.60%.
Afinancialexpertsaid,"Asofnow,TNEBisshortofworkingcapital.Itismanagingwithborrowingsand
securitydepositsfromconsumers.Thisshouldchangeforthecompanytolowerlosses".Also,itshould
leverageonitslandassetstoraisemorerevenue,saidtheexpert.Formanyyears,powerpurchasehas
beenshootingup.PoliticalpartieshavebeenchargingthatthisistheprimaryreasonforTNEB'slosses.
ButTNEBofficialsmaintainthatthereisnootherwaytomeetthepowerdemandinthestate.
"Powerpurchaseisgoingupeveryyearasthedemandisincreasingbyaround12%peryear.Inorderto
meet the demand, we have to purchase power. Otherwise, there will be power shortage," said a senior

The staterun mining and power generation company, the Neyveli Lignite Corporation (NLC), has said it
was planning to acquire power plants in India and coal blocks outside the country. During the 13th Five
Year Plan (FYP) period, the company intends to add 11,206 megawatt (Mw) at an outlay of Rs 65,000
crore.Thedevelopmentcomesatatimewhenitsprojectsareincreasinglyfacingproblemsduetodelay
invariousclearanceandtimedelayfromBharatHeavyElectricalsLtd(BHEL),amongotherfactors.NLC
ChairmanandManagingDirectorBSurenderMohansaidforafastergrowth,thecompanywaslookingto
acquirepowerplantassetsinIndia.
"Eightoffershavebeenshortlisted.Theseareunderevaluation,"saidMohan,whilerefusingtoshareany
details about the eight proposals. NLC need to pursue ways to expedite implementation of the new
projectsmoreefficiently,saidMohan."Ifwewanttostartanewplant,itwilltakearoundfourfiveyears,
so this (inorganic) way will be easy for us," said Mohan. On the ongoing projects, he said the TPSII
expansion project at Tuticorin totaling 500 Mw capacity, in collaboration with BHEL, reached UnitI on
January6,2015."Thecommissioninghasnotyettakenplace.Wedohopethesamewillbecompletedat
the earliest and the commissioning of UnitI could be achieved by the monthend. Another 250 Mw will
alsobereadyforcommissioningbeforeFebruary2015ascommittedbyBHEL,"saidMohan.
He said the scheduled dates of commissioning NTPL's 2X500Mw Thermal Power Project at Tuticorin
have been postponed due to the delay in obtaining forest clearance. It is now expected by March 2015.
The 2X500Mw Neyveli New Thermal Power Project is also being constructed as a replacement for the
existing TPSI. The contracts have been awarded for all the three major packages and activities have
beencommenced.UnitIisexpectedtobecommissionedbyOctober2017andUnitIIbyApril2018.On
the 3X660Mw Gadhampur Thermal Power Project (GTPP) in Uttar Pradesh, Mohan said land had been
takenintopossession.However,thegovernmentsanctiondelayedduetoenvironmentalclearances,asit
islinkedwithstageIforestclearanceofthelinkedCoalblockatJharkhand.
Mohan said exploratory drilling work at Jharkhand is affected due to law and order problem and stiff
resistance from local villagers. To address the coal requirement for the NTPL and other power projects,
NLC is planning to acquire coal blocks. For this, offers from Australia, Mozambique and Indonesia are
being evaluated. NLC is also formulating plans for the 2X500Mw Thermal Power StationII, second
expansionlinkedwithMineIIIeightMTPA,the15MwNeyveliSolarPowerExpansionProjectandthe10
MwsolarPowerprojectatBarsingar,Rajasthanwithfutureexpansionof30Mw.

A highlevel environment ministry panel has given its nod to staterun miner Neyveli Lignite to set up a
new thermal power plant of 1,000 Mw capacity at a wildlife area in Tamil Nadu's Tuticorin district. The
Standing Committee for the National Board for Wildlife (NBWL) chaired by Union environment minister
PrakashJavadekaralsoclearedtheexpansionprojectof800MwatKothagudemThermalPowerStation
in Telangana. These were among 53 public utility projects approved in the recent meeting of the NBWL.
The NBWL clearance is mandatory as these projects are located near the periphery of wildlife
sanctuaries.
According to sources, the NBWL has given clearance to the Neyveli Lignite's 1,000 MW coalbased
thermalpowerprojectatTuticorin,whichcomeswithinthe10kmperipheryofMullakadurangeofforests

The NBWL has also approved the Telangana Power Generation Corporation Ltd's expansion project with
800MwcapacityattheKothagudemThermalPowerStationlocatedatPalonchanearKinnerasaniwildlife
sanctuaryinTelangana.Amongotherprojects,theNBWLhasapprovedtheChennaiPulicatroadproject
and construction of fish landing centre in Tirunelveli district in Tamil Nadu, construction of third railway
track between Habibganj and Barkheda passing through Ratapani in Madhya Pradesh. It has also
approved the double track railway line project near Balaram Ambaji Wild Life Sanctuary in Gujarat, two
hydrocarbonexplorationprojectatKhusiramparaandBabhusaiparainGumtiforestdivisioninTripura.

CoastalEnergenhasstartedcommercialoperationswiththefirst600MWunitofitsthermalpowerproject
starting power supply to the state grid. The company which is setting up a 1,200 MW power project in
Tuticorin will commission the other 600 MW unit in the second half of 2015, according to Ahmed AR
Buhari, founder President and CEO, Coastal Energen. Coastal Energen, a part of the Dubaibased Coal
and Oil Group, has entered into a 15year agreement with the public sector Tamil Nadu Generation and
Distribution Corporation to supply power at a levellised tariff of Rs 4.91 a unit. Discussions are on for a
similaragreementforthesecondunitbuttheoptionsarestillopenforthecompanytoenterintoashort
termagreementorsellpowertootherpotentialcustomers,hesaid.
OfthetotalestimatedcostofRs7,600crore,makingitoneofthelargestprivatesectorinvestmentsin
the state, over Rs 6,200 crore has been spent. The debtequity is about 76:24 and is likely to settle at
about 80:20. Coastal Energen has over 1,080 acres of land and has long term plans to expand power
generation to 5,000 MW, he said. Coastal Energen hopes to set up a jetty and a kilometrelong pipe
conveyortotheplanttobringintheimportedcoalfortheplant.Also,theIndianRailwayshassanctioned
arailwaysidingtowithinakilometreoftheplant.Butfornowitwilldependonarailwaylineavailableupto
10kmfromthepowerplanttobringintheimportedcoalfromtheTuticorinPort.
HyderabadbasedMyHomeCementislikelytoinvest250croreinacementgrindingunitinthevicinity
to use the fly ash generated from the power plant, according to Buhari. The plan is in the preliminary
stage but will effectively address environmental concerns of over 250,000 tonnes of fly ash that will be
generatedannuallyfromthepowerplant,hesaid.

For navratna lignite miningcumpower producer Neyveli Lignite, land acquisition and environmental
clearancesareposingseriouschallengesinrealisingtheplannedfourfoldexpansionofpowergeneration
besides operationalising some of the lignite and coal mining assets by the end of 13th Five Year Plan.
Thepublicsectorundertakingisbattlinghardforthelastoneyeartooperationalisethereadytofunction
1,000Mw Tuticorin thermal power plant. Neyveli had to negotiate with the Tuticorin Port Trust for
concluding the land acquisition, and is now awaiting the National Wildlife Board's final nod for beginning
thePhaseI(500Mw)operationsoftheshorebasedpowerunit.
WhiletheTamilNadugovernmentofferedthewildlifeclearancerecently,thecompanyexpectsthecentral
body would follow suit making the plant kickstart operations anytime before January 2015. After this, it
plans to streamline the 500Mw second phase in less than two months. Tamil Nadu has a 50 per cent
share in the output, while the rest would be available to the other powerdeficit states in the South.
According to the companys website, the first unit was expected to be commissioned in February 2014
andthesecondunitinMay2014.WeareexpectingthefinalnodfromtheNationalWildlifeBoardinthe
nexttwomonthsfortheTuticorinpowerplant,saidSurenderMohan,chairmanandmanagingdirectorof
NeyveliLigniteCorporation.
NLChassettheprojectinajointventurewithTangedco.NLCholds89percentequityintheJVNLC
TamilNaduPowerLimited(NTPL)andthestatedistributioncompany11percent.NTPLhassigneda
fuel supply agreement with Mahanadhi Coalfields Ltd for supply of 3 million tonnes of coal. In the north,
the companys Pachwara South coal block in Jharkhand is in a rough weather due to tough forest laws
and more than 50 per cent of the mining land is in critical forest zone. The block would supply raw
material to its yettobe commissioned 1,980Mw (3X660Mw) Uttar Pradesh thermal power plant at
Ghatampur. The company is, however, knocking on the Centres door for delinking the obligatory mining
clearancebeforeitcouldbeginoperationsofthepowerplant.
We have been urging the Centre to allow us feed the UP plant with imported coal till the time the
Jharkhand mine is fully developed, said Mohan. Today, for establishing a power plant, one has to get
close to 65 clearances, he added. NLC and Uttar Pradesh Rajya Vidyut Utpadhan Nigam Limited
(UPRVUNL) have formed a joint venture company, Neyveli Uttar Pradesh Power Limited (NUPPL), to
executetheplantworks.IntheJV,NLCholds51percentequityandUPRVUNL49percent.NLCwould
bespendingRs14,000croreonthepowerproject.
ThecompanyonThursday,afterasixyeardelay,operationalisedthecomplicatedecofriendlycirculating
fluidised bed combustion (CFBC) technologyrun lignitefired TPSII power unit in Tamil Nadu. Of the
planned PhaseI 250Mw, it was able to recognise only 100Mw. The project involves setting up of two
units of 250Mw each. The project contractor, BHEL, delayed the commissioning as it had to come up
with an improvised fluidised bed heat exchange (FBH) tubes in the unit, he said. Neyveli is also
concernedaboutmeetingtheprojecttimelinesandcostoverrunsassociatedwithdelayedcommissioning.
Imresponsibletotheauditteamsonwhatwentwrongandthereasonsforthedelay,hesaid.NLChas
setatargettoachieve11,204Mwpowerproductionbytheendof13thFiveYearPlan.
Another key issue it had to face during the process of land acquisition was providing livelihoods for the
projectdisplaced. While it is ready to offer contractual jobs, the locals have been demanding permanent
jobs. We are currently engaging more than 60 per cent of the locals for contractual jobs. However, we
cant afford more, said Mohan. To make resettlement and rehabilitation (R&R) more inclusive, it is
devising a more acceptable R&R policy and has tied up with Hyderabadbased Institute of Public

Though the 1,000MW NLC Tamil Nadu Power project at Tuticorin is ready, statutory clearances are
holding it up from becoming operational. The 6,600crore plant was to be originally commissioned last
December. The State Government, on earlier occasions, had announced that the project will be
commissionedinAugust2014.
NeyveliLigniteCorporation,acentralpublicsectorenterprisewhichispromotingtheprojectinpartnership
withTamilNaduElectricityBoard,hadannouncedthatthe2x500MWprojectwouldbecommissionedin
October. When contacted in Neyveli Lignite, which holds an 89 per cent stake in the project,
acknowledged that the project is awaiting wildlife and forest clearances from the Central Government
departments concerned. The state pollution control authorities have also not extended the clearance
granted earlier to commence operations pending the establishment of a sewage treatment plant. The
previouspermitwasvaliduptoJune,theofficialsaid.
NLC has floated bids for setting up the treatment plant and is confident that once the clearances are
obtained the power plant can be commissioned. But he declined to specify a possible date. Industry
representativesexpressedconcernthatinapowerstarvedstatelikeTamilNaduwherethereisa3,000
4,000MWshortfallonademandofabout12,000MW,alargepowerprojectisallowedtoidleformonths.
Tamil Nadus share of electricity generated from the project will be close to 400 MW. The NLC official
saidboththe500MWunitsarereadytogoonstreamwithinamonthofeachother.Over70,000tonnes

power. Press reports show that the Neyveli Lignite Corp (NLC) held its 58th annual general meeting
(AGM) in Chennai, when B Surinder Mohan, chairman and managing director explained to shareholders
aboutvariousprojectsthatwerebeingundertakenbythem.TheseincludeprojectsinMaharashtra,Uttar
Pradesh, Telengana, Odisha and Chhattisgarh, apart from its home state of Tamil Nadu. The projects
range from 50 MW to 150 MW. He explained that, additionally, NLC is also looking up opportunities for
developmentinacquiringassetsabroad,infaroffplaceslikeAustralia,IndonesiaandMozambique.
Even for some of their projects, outside Tamil Nadu, where Neyveli Lignite is actively associated,
ironically,theytoofacetheshortageofcoalandtheimperativeneedtosecuresupplies.Thiswouldcover
obtaining "clearances", as usual. The two major projects in the pipeline are the 1,000 MW plant at
Tuticorin and its own plant at Sirkali for 4,000 MW. In the last couple of days, TV channels have been
reportingtheprecariousinventoryconditionsofthepowerplantsinthecountryandalmost58plantshave
hardlyaweeks'supply.Alltheassurancesthathavebeengiven,includingthe58milliontonnesofstock
pileatvariousplacesandpitheads,itwouldappear,havenotcometotherescue.Infact,CoalIndiahas
notmadeanyannouncementabouttheactiontakentomovethiscoalbya"coalexpress"tothesepower
generators.
Itisasadcommentaryonhowthisapexorganisationisworking,ifatall.Afterallthe"work"donetoget
thefuelsupplyagreements(FSAs)fromvariousconsumers,whatisthenetresult?Weneedtohearfrom
someonewhoisresponsibleandwhocandeliverthegoodsinsuchtryingcircumstances.Wenowrevert
back to the work in progress in Neyveli's work in its own backyard. According to the annual report, the
newthermalpowerplant(2x500MW),sanctionedbytheuniongovernmentinJune2011,isexpectedto

among NLC, Mahanadi Coalfields and Hindalco, the coal mining at Talabira, in Odisha is "awaiting"

if BHEL and other equipment suppliers are unable to bring their delivery forward, it is time NLC starts
looking for secondary support sources of supply. Import the equipment, if necessary to avoid years of
waiting time for domestic supply, unless other related work is time consuming to complete. The time

projects are commissioned. It is already in the process of setting up two power projects in Tamil Nadu

InTamilNadu,ithasplanstosetupa4,000MWcoalbasedpowerplantnearThirumullaivasalvillageof
Sirkali taluk, Nagapattinam district. In Uttar Pradesh, it will set up a 1,980 MW (3X660 MW) plant in
GhatampurinKanpurNagardistrictatanestimatedcostofRs14,375.4crore.Besides,inRajasthan,the
company "has proposed setting up a thermal power plant of 250 MW capacity... At an aggregate
estimatedcostofRs2,298.83crore.Also,ithasplannedtosetupanothernewpowerplantinRajasthan

Neyveli Lignite Corporation (NLC) planning to acquire coal blocks in Mozambique, Indonesia and
Australia.Thecompanyhassaidthatitwouldrequirearound10milliontonnesofimportedcoal,besides
the coal allocation in India. NLC's Chairman and Managing Director B Surender Mohan said that the
company is looking at mines which got capacity of about 200250 million tonnes per annum. "We are
looking at mines which can supply coals for long time, say minimum of 20 years," said Mohan, adding
that the company is open for other join venture and acquiring mines. The company will appoint one
agency which would take care of these deposits. In the next six months will finalise and will acquire or
formaJV,saidMohan.
Addressing the shareholders earlier, he said that for the 1,000 MW thermal power plant of NTPL under
implementation the company's proposed 4,000 MW Thermal Power Project at Sirkali, Tamil Nadu, the
company would require two million tonnes of coal initially. He added, this could increase to 10 million
tonnesatalaterperiodoftime.
ThecompanyearlierissuedanotificationseekingExpressionofInterestforacquiringcoalblocksabroad.
"Offers have been received for coal block in Mozambique, Indonesia and Australia," said Mohan, who
added that action is being taken for technical, financial and legal due diligence studies. Besides, coal

Planperiods,saidMohan.Speakingaboutcompany'sproposednewpowerprojects,hesaidthepresent

rate to set up one MW power plant it would cost about Rs 77.4 crore. Going by the calculation, the

Industrial corridor and has decided to set up a new financial institution to support funding for large
infrastructureprojects.Accordingtoanofficialpressrelease,thedecisionwastakenatameetingofthe
TamilNaduInfrastructureBoardheadedledbytheChiefMinisterJJayalalithaa.TheBoardalsoapproved
plans to set up a two large sea water desalination projects to the South of Chennai to augment drinking
watersupplytothecity.TheprojectstructureoftheMaduraiTuticorinIndustrial(MTI)Corridorwillcover
29 projects spanning the southern districts of Madurai, Sivaganga, Virudunagar, Tuticorin, Tirunelveli,
RamanathapuramandKanyakumari.Thetotaloutlayenvisagedforthismegaprojectisabout1,83,819
crore.
Inaddition,thereareplanstohavea800MWthermalpowerprojectinTuticorin,agreenfieldportinthe
Manappad region, and an entrepreneurship development centre for small and medium enterprises and a
world class medicity at Madurai. The Board also approved the establishment of the Tamil Nadu
Infrastructure Fund Management Company Ltd (TNIFMC) which will roll out and manage new
InfrastructureFinanceVehicles(IFV)suchastheInfrastructureDebtFund(IDF),AlternativeInvestment
Fund(AIF)andInfrastructureInvestmentTrust(InvIT)asperSEBIguidelines.
This fourth generation financial institution will be setup in partnership with banks, insurance companies
and private financial institutions. The Board also approved plans for two Sea Water Reverse Osmosis
(SWRO)plants.Oneoftheunits,tocomeupatPerur,willhaveacapacityof400millionlitresadayata
costof4,070croreandanother150MLDatNemmeliatabout1,371crore.BothwillbebuiltonDesign

After enjoying continuous power supply for nearly a month, several parts of Tamil Nadu, including
Chennai, experienced outages as wind energy dipped below 20MW. The peak shortage on Monday
evening and Tuesday morning ranged between 344MW and 453MW despite increased generation from
stateowned power plants. Sources in the Tamil Nadu Electricity Board said power problems faced by
residents in Chennai were mostly due to local transmission glitches. "The outages in the city could be
attributed to isolated problems, in substations or transformers. But, in other parts of the state, the
problemwasduetoagrowingshortage,"saidanofficial,seekinganonymity.
Withnonewprojectsintheoffing,theTNEBhastomanagethegrowingpowerdemandwiththreeplants
under construction by the Neyveli Lignite Corporation (NLC). The two NLC thermal plants in Tuticorin,
each with 600MW capacity, is likely to be commissioned in a month's time and TN will get at least
600MW from the two units. Apart from this, another small thermal plant in Neyveli is also likely to be
commissionedsoon."ThepowersituationinTamilNaduisratherprecarious.So,howcanthestatecall
itselfpowersurplus?"saidKPMGpowerexpertArvindMahajan.
For Tamil Nadu to advance from the present acute situation to a state of surplus, there should be more
capacity addition and transmission problems need to be sorted out, he said. "For this to happen, the
government should make more private power producers set up thermal plants in the state. This way the
governmentneednotinvestseveralcroresofrupeestosetupnewplants,"hesaid.OnTuesday,some
of the power plants managed by the centre were also down due to maintenance, adding to the state's
woes. While the demand stood at 11,000MW, the TNEB continued to grapple with a shortage. If the
demandcrossed12,000MW,allpowerplantswouldhavetofunctionatmaximumcapacity.
The state government's project to get power from private producers from northern states is also facing
hurdlesdespitethecommissioningoftheSholapurRaichurtransmissionline."Weareonlyhopingtoget
1200MW from private producers through this line. The chief minister has written to the prime minister to
open the line for Tamil Nadu. Only if this happens we will be able to get the power from north for 15
years,"saidaTNEBofficial.
