Minutes of meeting of Special Plan ( BRGF) held on 01.07.2014

under the chairmanship of Managing Director , SBPDCL
Managing Director reviewed the progress of Special Plan (BRGF)
scheme and found that none of the firm has executed work on
the basis of approved BAR Chart/PERT Network & they are
lagging behind the target.
1.M/s Feedback Infra Ltd. Gurgoan has been appointed PMU for Special plan (BRGF)
scheme. M/s Feedback Infra Ltd. Gurgoan has deployed one PM, two DPM, three
numbers APM and eight numbers of District coordinator till date. MD, SBPDCL
directed to deploy remaining man power as per LOA up to 31st July 2014. The
remaining man power will be selected through interview panel. ESE, Special
Plan(BRGF),OSD(HR&A) and EEE, Special plan(BRGF) will be the members of the
interview panel for selection of experienced persons of power projects.
2. Tender of AB Cable under BRGF Phase-II(Part-C) has been cancelled due to non participation of bidders. MD,SBPDCL directed that LT cabling work is to be done in
theft prone area & with high AT&C loss& HT AB cable may be provided for safety
purpose. It was decided to complete 100% AB cable in LT line in the selected villages.
At the same time, the theft prone areas may also be identified for installation of AB
cable. Whenever, the work of AB cable is taken up, it should be done in the entire LT
line of the DT. The AEE (Projects) and concerned District coordinator were directed to
conduct survey & submit report by 20.07.2014.
3.A bidder meet for discussion of issue related to R&M of LT OH & HT OH Line by AB
cable will be called up to 12th July 2014.
4.Tender for erection of over head line by AB cable will be floated up to 25.07.2014.
5. Work of each cluster was found lagging behind the target, Hence, the Agencies
were directed to submit revised Bar Chart for the work for completion within
prescribed time frame of the LOA.
6.All projects in charge will participate in the next meeting with following reports.
(i) Survey status
(ii) BOQ status
(iii) Status of vendor approval
(iv) Status of inspection call.
(v) Status of GTP approval.
(vi) Progress report.

(vii) Status of Payment.
7. In Special plan BRGF scheme, the existing 5 MVA power transformers of

identified PSS are to be augmented by 10 MVA power transformers. Released 5 MVA
power transformers will be utilized for augmentation of 3.15 MVA / 1.6MVA Power
transformers.MD SBPDCL has directed to prepare utilization plan for augmented
power transformers.
8.Every
NIT in charge/ concerned PMU in charge should visit his site at least once
in every 10 days and prepare his check list.
9.EEE of every Division
will issue certificate that the work assigned to one agency

is not covered in other scheme.
10.It
was directed to keep two vehicles in BRGF Dept. for field visits. CE(RE) was
directed to obtain formal approval.

The survey work & freezing of BOQ should be on time .
Mechanism of monthly review in each week & minutes of meeting of each week &its action
taken is not proper. The meeting should not be mechanical review rather it should be with
purpose and its achievement. On 5th august MD/ North held review
meeting of Special
plan(BRGF) and the agency was not present. Showcase of the firm was not proper and its
reply was yet to come.
Monthly review of next month with head of the agency. The review should be on roster wise
with review of North is Monday & South is Tuesday . The site Project Manager should also be
present in the review.
CMD directed that supplementary agreement should be executed by all agency which should
have milestones defined for completion of project with incentive clause. If an schedule date
of completion the agency fails to achieve 80% of awarded work , the firm should be debarred
from all future projects of BSPHCL & its subsidiary Co. aperies till the completion of projects
CMD expressed displeasure regarding slow progress of work by the firm & why action was
taken against the form for non progress of work as per approved bar chart. The agency
should complete the work by NOV-2014.
State plan:- Civil work of PSS is in final stage. Schedule time of completion on 06.08.2014 &
this is extended up to 15.10.2014. The time extension should be given with proper clause.
The firm should complete all the three PSS at Sagarpur,Dharaut, &Bhadsora
By
15.10.2014.CMD directed the firm to come up with full preparation in next meeting.
Dharaut PSS:- Agency asked for time extension due to damage road. & it should be given.
On the scale of 10the firm does not stand at 3. The company should be desamed.
Special plan (BRGF):As per approved bar chart the firm should have completed the R&M work By 18.06.2014 and
new work to be completed by 18.09.2014.
Survey & BOQ freezing work completed on 22.08.2014 to headquarter which is to be

The Schedule of work involved against NIT NO- 04/PR/SBPDCL/2014 are
reviewed on the basis of approved BAR CHART/PERT NETWORK. It was
found that your work Progress is not as per approved BAR CIHART/PERT
NETWORK. Details of poor performance areas are given below:
1. Your survey report is not received to this office till date.
2. Also you have to start supply of materials from September 2014. But
till date the progress is nil.
3. You have not submitted inspection call of materials and all matching
materials. Considering the time-period of work.your progress as per BAR
CHART' (provided by you) is unsatisfactory and target seems difficult to
achieve in specified time period. Since it is a time bound project of 18
months, hence you are warned to speed up your work in order to achieve
target within specified time.
This is also inform you that as per LOA/Clause:-1-X, before start of the
work, detailed Survey is to be carried out by your firm for identification of
weak areas before starting work & submit plan for all the works related
to strengthening/Augmentation of Distribution Network to be taken up
under the scope of awarded work.
The details of analysis and survey should also include single line diagram
of existing network, its voltage regulation at different load centres
and proposed distribution infrastructure along with its voltage regulation
after completion of work. After specific approval on this stage, the work
will be taken up.It is directed to expedite supply of materials as well as
erection activity & the work stated above.

Minutes of the review meeting held by CMD, BSP(H)CL of all on-going

projects under SBPDCL with the working Agencies, Consultants (PMU/PIU)
and officers of field & HQ on 18.11.2014.

Presentation was made by STF team in which it was shown in details the
defect in erection work of different agencies and poor civil work being
carried out by the agencies.

It was directed that jointing sleeves to be used in stringing of conductor at
joints and turn table to be used for handling of conductors.

Regular field visit should be done by Project officers & officers at
Headquarter to monitor work as per work program submitted by agencies.

Most of the agencies have not submitted work programs.
All R&M work to be completed by 31.12.14 by all the agencies of BRGF,
Phase-I scheme.
M/S East Indias Civil Work is poor quality & it should be checked.
Road department will not object if the poles are erected at ROW edge.
All agencies should submit work program & it should be clarified in minutes
by YES/NOS.
Action should be taken against observation made by PMU/PME/Third Party.
DI to be issued by EEE of concerned projects at Headquarter.
CMD directed to carry out the project work on time with quality. All officers
at head quarter should carry out field visit.

ESE of concerned circle, EEE/ Projects, AEE/Projects & JEE/ Projects should
report about performance of agencies. If not performing then report for
termination. Working of agencies should be in full mode with quality on top
priority.

be constructed under R&M head under BRGF Scheme. MD, SBPDCL directed

(iii) The firm raised issue regarding non-utilization of procured VCBs.EEE

Ckm. line is to be completed by end of April, 2015.

8. Districts: Nalanda, Nawada & Banka NIT NO: 02 (M/S

(i) MD, SBPDCL directed to finalize the scope of work of Nalanda

district. If scope is not available then to transfer it to Nawada & Banka
districts.
(ii) Agency requested for 25 nos. DT in Nalanda and 25 nos. DT in
Nawada district on loan basis. E.S.E, E.S.C Biharshariff was directed to
make available distribution transformer on loan basis and all 50
distribution transformers to be energised by April, 2015.
(iii)Agency was directed to accelerate works and meet target as per
approved BAR CHART/PERT Network till end of May, 2015.Weekly
progress to be monitored & work should be expedited to match with
approved BAR chart/PERT network.
(iv) Details of target given to agency are as follows:(a) 33 KV Line- To achieve 05 Ckm stringing by April, 2015 end.
(b ) 11 KV Line- To achieve 10 Ckm. Stringing of Dog conductor,, 10
Ckm of rabbit conductor and 25 Ckm of Weasel conductor by
April,2015 end.
9. Districts: Patna & Bhojpur NIT NO: 03 (M/s Supreme-VPIL JV.)
(I)MD, SBPDCL expressed displeasure about slow progress in both
districts and directed to issue notice to agency to improve their work
& match with approved BAR chart/ PERT network in next three
weeks or else their BG of mobilization advance will be invoked.
(ii)It was directed to agency by the MD, SBPDCL to submit detail plan
for supply & erection for Patna & Bhojpur districts separately on weekly
basis.
(iii) Details of target given to agency are as follows:(a)
33 KV Line- To achieve 15 Ckm stringing.
10. Districts: Gaya & Rohtas NIT NO: 04 (M/s Shirdi Sai
Electricals Ltd. Hyderabed.
(i) Work progress of firm is very unsatisfactory and MD, SBPDCL
directed to issue notice to agency to improve their work & match with

approved BAR chart/PERT network in next three weeks or else their BG

of mobilization advance will be invoked.
(ii) Details of target given to agency are as follows:(a) 33 KV Line- 10 Ckm stringing by April, 2015.
(b) 11 KV Line- To erect 2198 nos. pole by end of April, 2015 and
stringing of 24.2 Ckm by end of April, 2015.
(c) LT Line- To achieve 100 Ckm. stringing by end of April, 2015.
(d) R&M of DSS- To complete R&M of 200 nos. DSS by end of April,
2015.
11. A notice may be issued to all three agencies of BRGF Phase-II to
submit load flow analysis by 15 May, 2015.The work of all three agencies
will be monitored weekly for upto three weeks and if progress is not
found satisfactory, BG to be invoked against mobilization advance
12. The progress of BRGF project will be reviewed by MD, SBPDCL on
every Tuesday and the progress of work will be monitored as per the
given target of the month. The agency should show progress of work
accordingly.
13. MD, SBPDCL directed that in future awards of works the agency will
have to open separate account for mobilization advance provided to
them & monthly utilization of accounting to be done.
14.MD,SBPDCL instructed to complete the layout work of new control
room building & extension work within a week under R&M of PSS work
for BRGF phase-I project. Also the construction work should start
immediately. The SBD documents also to be checked & this clause to be
inserted.
15. CE (Civil) will ensure that all pending estimates for approval are
cleared.

(i)EEE Jehanabad raised issue of action not being taken by agency for rectification of
improper concreting of poles for which SOR has already been given. MD,
SBPDCL warned agencies that quality shall not be compromised at any cost
anywhere and directed M/s GKC APL JV to resolve issue at priority.
(ii)MD, SBPDCL expressed displeasure for very slow progress and instructed M/s
GKC APL JV to deploy 6-7 new gangs by 22nd May, 2015.

feeder of 2.87 Ckm length containing 75 poles. Agency committed
to resolve issue by end of May, 2015.

(iii)EEE Kaimur raised issue of conductor twisting in Bhabhua Old

to Devimandir feeder of 1.65 Ckm and poor quality of civil work in
new control room .Agency committed to resolve issue.
(iv) Details of target given to agency are as follows:(a) R&M of PSS- To handover 15 nos. PSS by 30 th May, 2015 and
handover of additional 11 nos. PSS by 15 th June, 2015. All 39 nos.
PSS by end of July, 2015.
