Franklin County Extension Activities May 6 May 19, 2015
UF/IFAS Extension Faculty have been involved in the following Extension activities during this period.
General Extension Activities:
3- Extension Staff have assisted citizens during this period on topics related to bugs, snakes, the leave no trace
ordinance, and injured wildlife.
Sea Grant Extension:
1Extension staff continues to work with county staff on the sea turtle lighting grant. Thus far the office has
received approximately 47 homeowner agreements to facilitate lighting retrofits with turtle friendly
equipment. Staff are awaiting approval of an amendment to the current grant that will provide additional
funding to service homeowner agreements that have been received up through April.

Extension Director conducted interviews for the permanent part-time Sea Turtle Lighting Specialist
position. Jacqueline Peek was selected to fill the position. Ms. Peek was previously in one of the OPS turtle
lighting specialist positions and has extensive experience with the project.
3-
Extension Director attended an oyster workshop at the FSU Marine Lab.
4-
Extension Director conducted another Oyster Training Video session in Wakulla County.
Family and Consumer Sciences:

1- Youth programming related to nutrition is being implemented at both the Carrabelle and Eastpoint locations of
the Franklin County Public Library.
2- Our FNP Program Assistant has partnered with Franklin County Schools to implement the Family Nutrition
Program as a standard part of the schools curriculum.
3- Gulf County FCS Agent provided a presentation to Franklin County Schools regular Parent Meeting on
Childhood Obesity and Diabetes.
4- Program Assistant collaborated with Panhandle Area Educational Consortium by providing educational booths
for their volunteer pre-kindergarten screening and open house.
5- Adult nutrition education and a cooking demo was provided to the public at the Franklin County Librarys
Eastpoint location.
4-H Youth Development:

1- Franklin County 4-H Saddle Club has wrapped up a successful first year. They will be on hiatus during summer
break until August when they will resume regular monthly club meetings.
Agriculture/Horticulture:
1- Extension Director conducted a presentation at the Waterfronts Florida Meeting in Apalachicola on Florida
Friendly Landscaping Principles for waterfront communities.
2- Extension Director conducted a presentation on Florida Friendly Landscaping at the St. George Island
Plantations clubhouse Living Shorelines Workshop.
3- Wakulla Countys Extension Director has continued to provide support in interpreting soil test result for citizens
in Franklin County.

Directors Report
June 5th the Franklin County Public Library in Eastpoint, will hold its very first Appy Hour using the
Ipads that were purchased through our awarded grant from Public Library Access Network! Children
and their parents/caregivers will learn and play in this interactive activity, which we will schedule
monthly.
During the week of June 15th, both branches of FCPL will be starting our huge Summer Reading
Program! This is a fantastic program for children, tweens, teens and adults. The theme this year is
Every Hero has a Story and Unmasked.
Subway graciously donated gift cards when the libraries build The Librarys Largest Hero Sandwich,
which is one of the many fun activities. The youth will be learning about community heroes including
fire fighters, emergency workers, first-aid workers and more. I encourage people to come into the
library to join in this great program.
On June 25th, we will also be holding a Lunch and Learn Ipad program for adults from 12:00
1:00pm, facilitated by Carly Peary. Participants will learn how to navigate the Ipads available at the
Eastpoint Library, or they can bring their own. We are excited that we are able to introduce this
technology at the library.
I have two action items
Please review the first chart that I have included in my report. I have worked for Franklin County Public
Library for eight years, and have concluded that there is a misperception about the organization of the
library. As you can see, the Friends of FCPL is a fund-raising arm and a 501 c-3 organization. It is also
the fiscal agent for Eileen Annie Ball, who is the coordinator for the grant-funded afterschool programs.
She has a staff of three people who are in charge of the programs that use library facilities at no-charge.
I have no authority over their organization or staff. I am a non-voting participant in the Friends
organization. According to the State Library, it is highly unusual for any Friends organization to own
the library building and for the County to pay a lease amount to them.
The Library Advisory Board is a BOCC appointed group who work with me as the director, on policies,
procedures, and guidance if needed.
However, that being said, please note that I have a staff of four.
Please review the second sheet which highlights Florida Library Standards. According to these
standards, I should have a staff of 6 people, equating to three per branch.
Currently, my staff of four (Each working 40 hours) and myself rotate and work 49 hours at both
branches of FCPL. I would like to expand library hours to include 2 more hours so that we could have
evening hours at each branch. I believe that the teens in Franklin County would benefit greatly by
having programs that they might be able to attend in the evenings. I would like to start a (STEM)
Science/Technology/Engineering/Math activity designed for teens where they would be able to do
hands-on activities at the library. I am committed to giving this group a place to go, and have fun and
learn at the same time. However, I could not run a program and run the Circulation desk or assist
patrons. I will be receiving my Masters in Library and Information Science at the end of August and
would like to begin the STEM programs in the winter months.
I am requesting that the Commissioners consider allowing me to hire a permanent part-time person (to
work 20 hours) who would work at both branches, and also assist me in the evening hours at both
libraries.
The cost of a permanent $10.00/hour part-time employee who would work 20 hours each week would be as follows:
Total Annual Wage Expense: $10,400.00
FICA (SS & MC 7.65%): $795.60
Retirement (7.37%): $766.48
Total Cost: $11,962.08
I am also requesting that the Commissioners consider allowing me to have an additional 2 hours added
to FCPL hours per branch, one night a week per branch.

A RESOLUTION OF THE FRANKLIN COUNTY, FLORIDA, BOARD OF COUNTY
COMMISSIONERS, AUTHORIZING SUBMISSION OF A COMMUNITY DEVELOPMENT
BLOCK GRANT APPLICATION, FINDING THE APPLICATION CONSISTENT/NOT
INCONSISTENT WITH THE LOCAL COMPREHENSIVE PLAN AND DESIGNATING THE
LOCAL COMPREHENSIVE PLAN AS THE LOCAL COMMUNITY DEVELOPMENT
PLAN, COMMITTING FUNDS TO THE PROJECT, AUTHORIZING THE COUNTY
DIRECTOR OF ADMINISTRATIVE SERVICES OR COUNTY COORDINATOR TO
EXECUTE CERTAIN DOCUMENTS PERTAINING TO THE GRANT, AND PROVIDING
FOR SEVERABILITY AND EFFECTIVE DATE.
WHEREAS, the Franklin County Board of County Commissioners (hereinafter referred to as the
County) desires to improve the welfare of its citizens by providing financial and technical
assistance to homeowners to rehabilitate and/or replace their homes, and
WHEREAS, the County has decided to apply for a Community Development Block Grant
(CDBG) to fund the housing assistance to homeowners, and
WHEREAS, the local comprehensive plan encourages the provision of safe and decent housing,
IT IS THEREFORE RESOLVED by the County that
1. A Housing Community Development Block Grant application will be submitted to the
Florida Department of Economic Opportunity (DEO) on or before June 22, 2015,
2. The CDBG application is consistent or not inconsistent with the local comprehensive
plan, and the local comprehensive plan will serve as the community development plan,
3. The County will contribute $50,000 or more in available State Housing Initiatives
Partnership (SHIP) funds to the CDBG housing rehabilitation/replacement project after the
CDBG grant application site visit by DEO and prior to the CDBG grant administrative closeout,
and
4. The County Director of Administrative Services or County Coordinator, in addition to
the Board Chairman, is authorized to execute documents pertaining to the grant, including the
application, environmental and other certifications, grant award agreement, grant modifications
(if any), grant completion/close out documents, and other responses and reports to DEO, subject
to appropriate action by the Board and public participation, if applicable.
5. If any portion of this Resolution is found to be invalid, the remainder shall continue to
be in full force and effect.

HOUSING REHABILITATION/REPLACEMENT
PROGRAM POLICY
The Franklin County Community Development Block Grant (CDBG) Housing Rehabilita,on/Replacement
Program will be implemented according to the applicable state and federal rules and statutes.
A. TYPE AND AMOUNT OF ASSISTANCE TO BE PROVIDED
The CDBG housing rehabilita,on program will provide 2nancing and technical assistance to very low
(30% adjusted median), low (50% adjusted median) and moderate (80% adjusted median) income
homeowners who wish to rehabilitate or replace their substandard single family homes located in
unincorporated Franklin County. The CDBG program will assure that each dwelling, upon comple,on of
construc,on, will meet Minimum Sec,on 8 Housing Quality Standards and applicable local codes. This
will be done through checklists during the rehabilita,on inspec,on and work write-up process;
replacement homes will automa,cally exceed the Sec,on 8 Standards. No assistance will be provided
for rental housing.
The 2nancing will be in the form of a deferred payment loan to the owner, in the amount necessary to
pay for the construc,on costs, lead based paint tes,ng, sep,c system or sewer service installa,on or
repair, potable water well system or public water system installa,on or repair, and other associated costs
such as ,tle searches, surveys, soil tes,ng, recording fees and associated taxes. No repayment of the
loan will be required as long as the owner con,nues occupancy of the home as his/her primary
residence, maintains homeowner insurance (and ?ood insurance if applicable) with structure coverage
su@cient to pay all debt against the property, and pays all property taxes and assessments in a ,mely
manner, and complies with applicable local codes regarding use and care of the property. The term of
the loan will be for ve years for loans of less than $25,000, seven years for $25,000 to $40,000, and
ten years for loans of more than $40,000. The loan balance will be forgiven in equal amounts at the
end of each year of the owner-occupants compliance with the terms of the loan, on the anniversary
date of the loan. Failure to comply with the requirements of the loan will result in the loan balance
becoming immediately due and payable to the County.
No home will be rehabilitated unless the aAer-rehabilita,on value will exceed the cost of rehabilita,on.
In lieu of performing property appraisals, the County will assume that any rehabilitated site-built
dwelling will be valued at a minimum of $40 per square foot of heated space. The cost limit for
rehabilita,on will be limited to $40 per square foot for site-built dwellings, not to exceed $45,000. The
cost limit for rehabilita%ng mobile or manufactured homes constructed in 1995 or later will be $11 per
square foot, not to exceed $15,000. The cost limit for pre-1995 mobile or manufactured homes will be
$7 per square foot, not to exceed $7,000.
If a home cannot be fully rehabilitated within the applicable cost limit, the dwelling will be rejected for
rehabilita,on assistance. This rejec,on may be made without developing a bid plan and speci2ca,on for
construc,on work, if the County's housing rehabilita,on specialist or Building Inspector determines that
the dwelling is structurally unsound to the extent that it cannot be feasibly rehabilitated and so cer,2es
in wri,ng. Rejec,on of rehabilita,on may also be made if the residence has experienced severe ?ooding
or has ?ooded on more than one occasion.

If the structural condi,on of a dwelling is such that the housing rehabilita,on specialist believes there is
a reasonable possibility of rehabilita,ng the dwelling within the applicable cost limit, the home will be
inspected and a bid plan and speci2ca,on write-up will be prepared. The housing rehabilita,on
specialist will es,mate the cost of the proposed rehabilita,on work. If the es,mated cost of
rehabilita,on is not more than 15% above the applicable cost limit, and the homeowner approves the
proposed work, the project may be approved for bidding, subject to other factors such as the grant
budget.
If a dwelling is determined to be not feasible for rehabilita,on, or if the es,mated cost of rehabilita,on
exceeds the applicable rehabilita,on cost limit by 15% or more, or if the actual low and otherwise
acceptable bid price is above the applicable cost limit, the dwelling may be considered for replacement.
In such situa,ons, the home may be demolished, debris removed from the site, and a new home
constructed or purchased. The replacement loca,on must be on the same site unless the current site is
not suitable for the replacement dwelling and the homeowner owns an alternate site that is more
suitable. An example of this would be where the exis,ng home is located in a ?oodplain or close to a
railroad track or hazardous site, or the zoning is not appropriate, or there is some other compelling
reason not to replace on the current site. Each site must be reviewed for environmental issues and an
environmental clearance must be received from the Florida Department of Economic Opportunity (DEO)
prior to issuing 2nancial assistance to the owner.
No home will be demolished unless it is part of a voluntary home replacement ac,on. No home will be
converted to any use other than as the residence of the owner occupant who applies for assistance.
The limit of CDBG 2nancial assistance for replacement of a mobile home is determined by the current
cost of a comparably sized new replacement mobile home of high quality, plus associated costs of set-up,
clearing the site of the old home, and the other applicable costs described above.
In no case will the
total CDBG assistance for a mobile or manufactured home exceed $50,000. Owners will be allowed to
select the replacement mobile home, with County oversight and approval of the price and features. If
the exis,ng mobile home is not adequately sized for the family (including only permanent residents), a
larger replacement home may be approved by the County. The County also has the op,on of approving
a site-built replacement home in lieu of a mobile or manufactured home.
The limit of CDBG nancial assistance for replacement site-built housing is $95 per square foot, up to
$114,000 per home. The amount spent should be less than the limit for houses not located in
?oodplains, and 2-bedroom houses . Budget constraints may also require the use of mobile or
manufactured homes as replacement homes.
B. ELIGIBILITY AND SELECTION FOR ASSISTANCE
Applicants and all household members must be U. S. ci,zens, or legal residents with a minimum of 5
years remaining residency. Applicants must live in and must possess ,tle to the home, with no other
owners except occupants of the home. The home must be the applicant's primary residence, as veri2ed
by homestead exemp,on status. A ,tle search will be conducted on each applica,on prior to reques,ng
construc,on bids. Clear ,tle and a sa,sfactory record of paying all property taxes and assessments, as
well as mortgages on the property, are required. If the ,tle search reveals addi,onal owners other than
occupants of the property, the applicant may take ac,ons to obtain ,tle from the other owners. If this
occurs in a ,mely manner and su@cient funds remain to provide assistance, the applica,on may be
reconsidered for approval. The County may allow family members who are absentee co-owners to

cer%fy that they will not occupy the dwelling, and then sign the deferred payment loan as nonqualifying owners
The County may approve assistance for owner-occupants who have a life estate in their home. In such
cases, the owners must execute the deferred payment loan along with the occupying life estate holder.
Only the life estate holder would be considered the owner-occupant, so if that individual(s) did not
maintain owner-occupancy due to death or non-residence, the loan amount would become due
according to the terms of the loan.
In addi,on to providing informa,on rela,ng to income eligibility and ownership, the applicant must also
provide proof of insurance on the dwelling. If the owner cannot obtain a homeowner 2re and casualty
insurance policy due to the poor condi,on of the dwelling, the owner must provide a deposit on an
insurance policy that is to be issued con,ngent upon the construc,on being performed. The deposit
must be an amount equal to one year of coverage for not less than the CDBG 2nancing amount, plus any
prior debt against the property. The homeowner must also obtain ?ood insurance for the complete
aAer-rehabilita,on or new construc,on value of the home if the home is located in a 100-year
?oodplain. The homeowner and ?ood insurance must be maintained by the owner for the full term of
the CDBG deferred payment loan. The owner must show the ability to pay for insurance, as well as other
applicable housing expenses, in order to be approved for CDBG housing assistance.
The homeowners care of the property will be evaluated during the applica,on process. Failure to take
reasonable care of the property (considering the owners income) and keep it free of debris and other
code viola,ons may disqualify an applicant. Prior to proceeding to the bid package development stage,
the applicant must have the property in compliance with all applicable local codes such as care of
premises, weeds and trash. Compliance is the responsibility of the applicant.
When ini,a,ng the CDBG housing rehabilita,on program, the County may consider applica,ons for
assistance already received by the SHIP, weatheriza,on, or other housing programs. This step will allow
those program funds to be leveraged with the CDBG grant, and will save ,me in the implementa,on
process. The County will also adver,se the availability of CDBG funds a minimum of one ,me in a
newspaper of general local circula,on. Applica,ons will be accepted con,nuously, but the Administrator
may terminate or suspend acceptance if it is apparent that the applicant pool is adequate to u,lize the
available grant funds.
The Board of County Commissioners and any of their staJ involved in the CDBG program implementa,on
will be informed on a regular basis of the names of applicants under considera,on for assistance. The
applicants will be provided with a list of names of the above persons, as well as CDBG Ci,zen Advisory
Task Force (CATF) members. The applicants, staJ and Board will be required to immediately disclose any
con?ict of interest they may have in any applica,on situa,on. Names of applicants will be included in
the minutes of Board of County Commissioner mee,ngs, and any con?ict of interest stated in the
minutes along with the 2nal rankings of applicants based on the local CDBG policy. Florida statutes will
be followed in the con?ict of interest declara,on and subsequent ac,ons. The con?ict will be no,ced to
DEO, along with a request to waive the con?ict. Upon approval of the waiver from DEO, the County will
proceed with the normal applica,on and approval process. If the CATF becomes involved in the
applicant selec,on/approval process, the CATF members will be provided a list of applicants and
required to disclose any con?ict of interest they may have. In the event of a con?ict of interest, the CATF
member will abstain from par,cipa,on in any process that involves the con?ict of interest.

Selec,on of homeowner applicants to assist may ini,ally be on a 2rst applica,on completed and
approved, 2rst served basis. However, the administrator will review approved and poten,al
rehabilita,on and replacement cases to verify that the total number of housing units contracted in the
CDBG grant agreement will be achieved, as well as the commiKed percentage of very low and low
income homeowners and the contracted amount of leveraged local funds (SHIP or other). The
applica,on approval process must achieve the results contracted in the CDBG grant award, within the
available grant period. This achievement will govern the applica,on approval process. The
Administrator will submit the list of quali2ed applicants to the Board of County Commissioners for
approval prior to reques,ng bids.
If there are more eligible applica,ons than can be approved through the 2rst completed, 2rst served
approval process (within the above requirements), the Administrator will rank the applicants according
to a priority system. Priority will be given to applicants who have not received more than $5,000 in
housing assistance within the past 2ve years, or $10,000 within the past ten years, from the County or
other government program such as weatheriza,on, excluding loans requiring repayment. Within that
group of applicants, and/or to rank the second ,er of applicants, a scoring system may be used. One
point will be assigned for each factor applicable to the owner and permanent residents of the home: a.
owner(s) aged 65 or older, b. owner completely disabled, c. completely disabled dependent residing in
the home. In the event that an approved applica,on for assistance must be rejected or removed from
the program the applicant will be no,2ed in wri,ng of the rejec,on and the reason for rejec,on.
C. Temporary, Voluntary Displacement and Relocation
Persons occupying housing which is to be rehabilitated ore replaced using CDBG/federal funds must
voluntarily agree to inclusion in the program and shall temporarily vacate the housing at the direction of
the County (or its designed agency) in order to facilitate the safe, timely and economical rehabilitation
process.
In some situations, the homeowners property may be large enough and suitable for the replacement
housing to be constructed without demolishing the existing dwelling until the new unit is completed. In
those cases, there is no displacement of the owner.
In all other situations, homeowners are required to find temporary housing. They must pay for their own
temporary housing, moving, storage, and all other expenses associated with the voluntary temporary
displacement. If the homeowner can demonstrate that relocation assistance is absolutely necessary, the
County may approve a moving allowance of
$500. This last resort allowance will be provided in two
payments of $250 each on move out and move back in or as otherwise authorized by the Commission or
the CDBG Administrator.
D. IMPLEMENTATION
The County will contract with a quali2ed company or individual to implement the CDBG housing
rehabilita,on program. The contracted en,ty is herein referred to as the Administrator, and will be in
charge of the applica,on solicita,on, processing, approval and ranking procedure. The Administrator
will employ, contract, or serve as the housing rehabilita,on specialist. The housing rehabilita,on
specialist will inspect the property and note Sec,on 8 and other applicable de2ciencies, as well as
develop the work write-ups, cost es,mates, and bid packages for rehabilita,on and replacement work.

The applica,on review process will include a review of the property loca,on to determine compliance
with zoning and land use requirements. A check for loca,on in a 100 year ?oodplain will also be
performed. Flood insurance requirements will be noted when applicable.
The applica,on review process will include a review of property appraiser records and other appropriate
documents to determine if the home is 2Ay years old or older. If a home is 2Ay years old or older, the
applicable photographs, loca,on and other informa,on will be forwarded to the State Historic
Preserva,on O@ce for review of possible historic signi2cance. If required by the SHPO, the property will
be rehabilitated according to the Secretary of the Interior Standards for historic property rehabilita,on.
If complying with the standards causes the cost of rehabilita,on to exceed the CDBG limits for
rehabilita,on assistance, the Board of County Commissioners may vote to exceed the limits. If the
structure is not feasible for rehabilita,on and the owner desires to demolish and replace the structure,
the required informa,on will be submiKed to the SHPO prior to demoli,on. If the total cost of
rehabilita,on or replacement exceeds the CDBG limit, or if the ,me required for compliance exceeds the
available ,me under the grant agreement, the County may reject the applica,on.
For all proposed rehabilita,on project dwellings constructed prior to 1978, a lead based paint test will be
conducted by an appropriately licensed en,ty. If lead is found in an amount exceeding the limit
contained in the applicable federal regula,on, the lead abatement procedure will be speci2ed in the
inspec,on report. Lead abatement will be included in the rehabilita,on process, and must be performed
by a cer,2ed lead abatement contractor. Upon comple,on of the abatement work, a compliance test
will be conducted. Compliance with the federal regula,ons must be documented prior to issuance of
payment for the abatement work. Unless the work is contracted separately, the prime contractor for the
rehabilita,on work will be responsible for the compliance. The cost of lead abatement is considered in
the project cost es,mate, and may make the total rehabilita,on project exceed the limit for CDBG
assistance.
All rehabilita,on/replacement will comply with the following energy conserva,on standards.
1. Refrigerators and gas water heaters replaced or installed shall be Energy Star rated,
2. Exterior doors and windows replaced or installed shall be Energy Star rated, if applicable,
3. Ligh,ng 2xtures and ceiling fans replaced or installed shall be Energy Star rated,
4. All rehabilita,on will include aPc insula,on and, if appropriate, ?oor insula,on, as well as sealing all
exterior walls, unless such items are already in place,
5. Any replaced or new (for new home construc,on) HVAC unit shall be Energy Star rated and have a
SEER ra,ng of at least 14.
All construc,on and demoli,on contracts will be by and between the homeowner and the contractor.
The Administrator may choose to publicly solicit a contractor pool, or may publicly adver,se batches of
proposed contracts. Contractors must be appropriately licensed by the Florida Department of Business
and Professional Regula,on. Contracts will require that change orders, if any, which cumula,vely exceed
$1,000 above the original contract amount will only be paid with CDBG funds if those change orders are
to correct documented code viola,ons based on a bona 2de code viola,on report or to meet Sec,on 8
Housing Quality Standards. The County, as well as the homeowner and the contractor, must approve all
change orders prior to ini,a,on of any addi,onal work based on the change order, although the
Administrator and the Countys staJ designee may approve change orders not exceeding 1,000.

Each payment request submiKed by the contractor must be approved by the County (through the
Administrator) and the homeowner. Final comple,on on each dwelling will be documented by all
building related permit inspec,on approvals, cer,2ca,on by the contractor that all work required by the
contract is complete and warranted for one year, as well as approval of the work and acceptance of 2nal
condi,on by the homeowner and the Administrator or housing rehabilita,on specialist.
All housing 2les must be adequate to provide informa,on required from the County by the funding
agency during the grant closeout process. This includes, but shall not be limited to:
a. A statement from the contractor that all items on the ini,al work write-up as modi2ed through
change orders have been completed;
b. An acknowledgment that the housing unit meets the applicable local code and Sec,on 8 Housing
Quality Standards, signed and dated by the local building inspector or the CDBG housing
rehabilita,on specialist;
c. A signed statement by the housing unit owner, or his or her representa,ve, that the work has
been completed based on the work write-up and change orders. Should all requirements be
ful2lled and the homeowner or his/her representa,ve refuse to acknowledge comple,on of the
work, the housing unit case 2le shall be documented with a statement detailing the stated
reason for said refusal;
d. This documenta,on shall be completed prior to the submission of the administra,ve closeout
package and shall accompany the administra,ve closeout package when submiKed to the DEO;
and
e. The following data will be provided by housing unit and summarized by ac,vity as part of the
administra,ve closeout for each ac,vity providing direct bene2t (i.e., housing rehabilita,on,
temporary reloca,on, hookups, etc.):
1. Address of each housing unit rehabilitated with CDBG funds, the date the construc,on was
completed on the housing unit, and the amount of CDBG funds spent on that housing unit.
2. Whether the household is headed by a female, the number of handicapped persons in the
household, the number of elderly persons in the household, the income level status of the
household; the number of occupants in the household, categorized by sex; and the racial/ethnic
demographics of the household by number, and/or other informa,on requested by the State.
The Board of County Commissioners may vote to waive provisions of this policy rela,ng to limits of CDBG
assistance and priori,za,on of applicants. Other waivers may also be granted, providing that the
waivers do not violate federal or state CDBG requirements, or result in the need for a grant subgrant
agreement modi2ca,on that would reduce the Countys original grant applica,on score below the
fundable range.

Addendum
2k Web Group Amendment to Scope of Services Agreement
Social Media Services
This addendum to the contract between 2k Web Group and the Franklin County TDC
provides for an expansion of the scope of services to the contract in place for the period
October 1, 2014-September 30, 2015 to include a Social Media component.
2kWeb Group will provide additional services to include a minimum of 17 hours a month
of professional assistance in the development of a social media component to the TDC
internet program. These services will span all regularly accessed platforms for social
media including: Facebook, Twitter, Instagram, Pinterest and Google.
These additional services will be billed at the rate of $717.50 per month.
All other provisions of the original contract shall remain the same.

Joe Taylor, who leads a coalition of agencies working to improve life in Franklin County,
says he's not surprised by how his county fared in a study released last week by the
American Journal of Public Health.
The study, reported by USA Today, showed that based on survey respondents and
health-care data, Franklin County was No. 2 behind Monroe County in binge drinking and
No. 1 among Florida counties in heavy drinking.
Heavy drinking was defined as exceeding an average of one drink per day for women
and two drinks per day for men over the past month. Binge drinking was based on the
consumption of four drinks or more for women and five drinks or more for men in one
sitting at least once during the past month.
The results were based on phone surveys from health departments nationwide and from
the Centers for Disease Control and Prevention.

"This is an issue that is not new news," said Taylor, executive director of Franklin's
Promise Coalition, a broad-based community organization and referral service. "It is not
shocking news for those of us who live and work within this population."
Nancy Culp, a substance abuse counselor for Disc Village in Franklin and Wakulla
counties, said she understands that excessive drinking is an issue in Franklin, but so is
the abuse of other substances such as amphetamines, which might be greater.
She also raised a question about the study and its definitions of "binge" drinking, noting
that it usually involves more than one drink per hour, and that it takes two hours for the
system to get rid of one drink.
"Is a single occasion all day or in one hour?" she asked. "If you have a beer at lunch, one
at 3 o'clock and two more in the evening, that's not binge drinking."
Taylor said many people turn to alcohol or illegal drugs to escape the day-to-day stress.
Most of it is a result of the county's economic conditions and its distance from the centers
of help in Tallahassee.
For instance, he said, workers have been devastated by declines in the fishing and
oyster industries that once provided a decent living. Tourism is another economic draw,
but those benefiting are the owners and top managers while rank-and-file employees
struggle to make ends meet, often without benefits.
"These challenges make a certain sector of the community very vulnerable, and they look
for coping skills, and drinking is one of them," he said.
Rather than produce more studies, Taylor said, places like Franklin County need
resources to empower their residents to reverse the trend. Studies have shown that 25
percent of families live below the poverty level, and 45 percent of children live below the
poverty level.
"Find out why people are drinking and fix the problem," he said.
There also are challenges about Franklin's coastal makeup, which is divided by
waterways, bridges and the forest, he said. "It really takes a lot to bring communities
together."
Sister Jeanne Drea, with St. Patrick Catholic Church in Apalachicola, agrees with Taylor.
She's also on the coalition board. The loss of jobs in the seafood industry has taken its
toll, she said.
"Psychologically, it's really bad for the folks here, especially parents of the children," she
said.
The coalition, she said, works to help individuals and families understand that they must
empower themselves in order to turn their lives around. But that takes time and
resources and buy-in from those most affected.
"We're trying to have people take a look at their lives and how we might work together to
help them," she said.

Budget Preparations
Budget time is approaching for county agencies. The TDC Board approved its proposed budget
for 2015-16 at its May 6, 2015 meeting. Based on collections this past year, revenues for 2015-16 are
projected to be $950,000. Budgets will be final when adopted by the BOCC at the end of September. The
TDC will be preparing its marketing plan in August and September.
Workshop with Advertisers
May Committee meetings are cancelled. Instead, the TDC, will hold a workshop to hear
proposals from advertisers at the EPVC on May 20, 2015 beginning at 2:00 P.M.
COCA Advertising
The TDC has approved an advertising program with the Leon Council on Culture and Arts that
will dovetail with COCAs More than you thought, This Week Monday events distribution. The focus of
the Franklin County ad will be Things to do if you are going to the coast this week. The COCA email
distribution is to a pre-qualified list of individuals interested in arts and culture is a major audience for
visitors to Franklin County. This will be an opportunity to highlight events occurring each week before a
Tallahassee audience. The program is expected to begin in June.

May 19. 2015
1- Inform the Board that I participated in a teleconference regarding the Continuum of
Care Big Bend Homeless Coalition. The Coalition is just now developing a Policy and
Procedure document. The Board may remember that it took the Gulf Coast Consortium a
long time to develop their policy and procedures, and the Consortium had strong
assistance from the Florida Association of Counties. The Homeless Coalition does not
have any outside support or assistance so I believe it is going to take an even longer time
for the Coalition to develop their own internal guidelines. I will participate when
necessary and report to the Board, but do not expect programs targeting the homeless to
be starting any time soon.
2- As the Board is aware, the legislature did not complete its budget process during the
regular session and is coming back in June to finish it. A review of the proposed budgets,
such as they are, indicates that most of the programs the Board has received funds from
in the past are slated to be funded at about the same amount as this year. The two
exceptions are: there appears to be no funding for FRDAP projects, and there is a large
discrepancy for funding land acquisition- with the Governor proposing $130M, the
Senate proposing $2M, and the House proposing $205M.
3- Provide Board with copy of Phase 1 Environmental Assessment of the Els Court
property the county is slated to buy from the Trust for Public Land. No recognized
environmental conditions were identified, so no additional assessments are
recommended, and the county is moving forward with acquiring the property. I have
previously stated that the county was the applicant for the funds from the National
Coastal Wetlands Conservation Grant Program, but technically the state of Florida was
the applicant as they sponsored the countys application. This was necessary as only the
state of Florida can receive funds from the National Coastal Wetland program, but upon
receipt of the funds by the state, the state will in turn develop a sub-grant agreement with
Franklin County. The state sponsored our application so the money has to be spent
buying the tract we identified, but the money first has to go to the state, and then it comes
to the county, and then the county in turn will actually buy the property from TPL. (TPL
will have bought the property from the current owner during all this as TPL has a contract
for purchase with the current owner.)
4- Board action to sign FAA grant request for $730,292 for pavement rehabilitation. The
FAA had initially set aside some $580,000 but has found an additional $150,000 to help
the county maintain the extensive runways and taxiways that are all concrete. As the
Board is aware the runways at the airport are approaching 75 years in age. Even though
concrete seems like an indestructible material things do happen in 75 years. The Board
action needs to have 2 steps, although it can be all in one motion. The first step is to sign
the pre-application requesting the money. The second step will be for the Board to open
bids at the July 7 meeting for the project, and the winning bid will be sent to FAA with a
grant application for the amount of the bid. Even though the FAA has set aside funds
they will not award the grant until they have seen, and approved, the bid selected by the
county. The airport committee recommends the Board seek these funds. As funds
become available in the future, more pavement rehabilitation work will be requested.
The state and feds are providing all the funds so there is no match required by the county.
5- The Board opened Request for Proposals at the last meeting for consulting services
associated with the RESTORE Act. Dewberry Consultants responded, and the Board
agreed to defer any consideration of this issue until the June 15 meeting. I want to inform
the Board that Gulf County has signed a contract with Dewberry for RESTORE Act
services. Alan has received a copy of the Gulf County contract that he will provide to the
County Attorney. Wakulla County is also negotiating with Dewberry for the same
services.
6- Inform the Board that Alan and I participated in a meeting last Wednesday called by
Jay Abbott, Fire Chief, regarding ambulance service on St. George Island. The Fire Chief
had told his Board that he thought the BLS ambulance on the Island was not the answer
considering the types of EMS calls that come from the Island during the summer. Mr.
Michael Cooper, Weems CEO, was also in attendance. Mr. Cooper and the Chief agreed
that with the number of trained First Responders on the Island the First Responders can
provide as much life saving as a BLS ambulance. Mr. Abbotts concern is that the BLS is
dispatched because it is on the Island when the circumstances often require an ALS
ambulance. Mr. Cooper went over the EMS call numbers for the Island and the rest of
the county, and everyone agreed that the numbers did not warrant an ALS ambulance
being stationed on the Island. However, the concept of a chase vehicle was discussed
by Mr. Cooper and the Chief as something that would be an upgrade from a BLS but not
cost as much as an ALS to operate. Mr. Cooper said he would look into the options and
report to the Board at his next regular report.
