I.

The Event Scenario

Helicopter heading to the Off Shore Drilling in Java North Sea intends to take 4 crews for back to back task with normal
flight.
After flying 30 minutes as weather forecast depicts that the weather condition is fine, but suddenly the weather turns into
heavy rain and lightning therefore helicopter pilot speeds up the flight due to it is already near to helipad in front. Pilot
attempts to landing the helicopter due to the weather condition makes the helicopter slammed to runway resulting rupture
on fuel tank and oil gushes out leading to fire.
This emergency resulting those 4 crews get serious burns. 2 victims get serious burns stadium 4 stadium, 2 victims get
burns stadium 3 and the Helicopter Pilot gets burns stadium 2.
Emergency Response Team at the scene conducting firefighting towards the helicopter with the fire facilities at the helipad
location and finally fire can be controlled.
Medical team gives medical aid to the victims who get burns and based on medical consideration decided to bring them to
Jakarta for further medical treatment.
On Scene Commander reports the emergency to Incident Commander and proceeds to emergency Response
Commander for further action regarding the emergency which is resulting the victims.

Commander and forwarded to Incident Commander as well as Emergency Response
Commander.

Response Commander declares the emergency by commanding HSE Officer to
sound the emergency siren.

On Scene Commander together with Emergency Team right away to the scene
(helipad) for taking the response action and communicating intensively within the
response operation to Incident Commander.

crews and pilot who get burns.

2. Medical Team gives first aid to the serious burns victims probably have stadium 4 burns
level and then the victims who get stadium burns level as well as the pilot with stadium 2
burns level.
Those victims get first aid and based on the medical consideration then decided to bring
the victims to Jakarta for having further treatment.

Documenting the emergency response process since the dispatching Crash Tender,
controlling the traffic at the scene, rescuing the victims until the fire fighting process.
