The
Universal
Exposition
The
Universal
exposition
Expo
first
took
place
in
the
year
1851
(London)
and
has
been
considered
since
beginning
a
platform,
where
the
participants
(countries,
but
also
private
companies
or
global
organisations)
present
their
peak
products
in
the
areas
of
art,
science
and
technology
on
an
international
level.
In
the
year
1904
(Louisiana)
in
the
United
States
the
EXPO
changed
from
installations
in
the
centers
of
host
cities
to
spacious
parks,
where
the
participants
can
build
their
own
pavilions.
Since
the
year
2000
(Hannover)
it
takes
place
in
a
regular
interval
of
5
years.
The
Czech
Republic
has
a
unique
relationship
to
the
EXPO
Czechoslovakia
first
participated
on
the
EXPO
as
the
sole
successing
state
of
the
former
Austro-Hungarian
Empire
in
the
year
1920
(Brazil),
in
the
year
1958
(Brussels),
it
surprisingly
won
the
first
prize
and
the
pavilion
kept
on
gaining
high
recognition
in
the
following
years.

Montreal,
1970
Osaka).
While
the
last
participation
in
the
year
2010
(Shanghai)
earned
independent
Czech
Republic
a
silver
prize
in
the
rented
pavilion
category.
EXPO
2015
is
hosted
by
North
Italian
Milano
in
the
region
of
Lombardy,
a
major
region
in
the
areas
of
design,
modern
technologies,
architecture
and
industrial
and
agricultural
production.`
The
topic
of
the
exposition
is
Feeding
the
Planet,
Energy
for
Life
and
for
their
expositions,
participating
states
may
build
original
pavilions,
rent
prefabricated
modules
or
share
theme
clusters.
1. The
participation
of
the
Czech
Republic
On
20th
December
2012
the
Government
of
the
Czech
Republic
decided
to
start
the
preparations
for
their
participation
on
the
EXPO
2015
given
that
the
draft
coming
from
a
tender
is
supposed
to
have
three
phases,
the
decision
to
appoint
the
Commissioner
General
(Ji
Frantiek
Potunk)
and
start
the
activities
of
the
office
of
the
General
Commissioner
of
the
Czech
Republics
participation
on
the
Universal
Exposition
EXPO
2015
Milan
(KGK),
does
not
guarantee
a
definitive
decision
to
participate
on
the
EXPO
2015.

the
conditions
of
participation
The
basic
condition
of
Czech
participation
on
the
EXPO
2015
is
engaging
the
private
sector
in
a
way,
which
would
immediately
show
that
the
national
exposition
in
Milan
is
not
an
exposition
for
the
sake
of
itself
and
that
the
costs
wont
only
be
paid
by
the
state.
The
goal
is
to
create
presentational
platforms
for
entities,
whose
activities
leads
to
products
that
are
capable
of
competing
on
an
international
scale
and
for
those,
who
can
aid
the
creation
of
the
exposition
both
financially
and
in
content.

investment
distribution
PPP
The
cofunding
of
Czech
participation
on
the
EXPO
2015,
funded
by
the
system
PPP,
a
combination
of
public
and
private
funds,
is
based
on
the
assumption,
that
the
national
pavilion
on
the
EXPO
2015
will
be
created
with
regards
to
the
owner
and
its
use
after
the
end
of
the
exposition.
The
structure,
with
the
expected
size
of
870
meters
squared,
must
be
dismantleable
and
adapted
to
the
uses
of
its
future
owner-investor.
The
second
ambition
of
the
new
approach
is
successfully
addressing
companies,
that
are
capable
of
partaking
in
the
creation
of
the
national
pavilion
with
a
free
or
low-cost
supply
of
building
materials,
technologies
and
services
in
exchange
for
providing
marketing
and
media
placement
and
services
of
the
KGK
and
its
media
partners.
The
third
goal
is
to
open
the
exposition
to
companies
whose
activities
and
products
make
the
topic
Feeding
the
Planet,
Energy
for
Life
attractive
for
them,
companies
that
have
business
interests
in
Northern
Italy
or
provide
space
on
an
exposition
of
global
extent
for
companies
whose
global
business
strategy
or
corporate
social
responsibilities
require
presentation
in
either
world
or
national
media.

complex
and
partial
solutions
Thus,
the
realization
of
Czech
participation
on
the
EXPO
2015
has
two
possible
solutions.
-
A
complex
one,
which
will
create
a
tender
and
its
winner
will
be
he,
who
in
his
offer
connects
the
main
investors
(i.e.
co-contractors
of
the
construction,
runners
of
the
pavilion
during
EXPO
2015
and
the
owner
after
the
end
of
the
exposition)
and
will
prove,
along
with
the
size
of
his
donation,
that
he
is
capable
of
performing
such
a
task.
A
partial
one
in
which
the
KGK
will
collect
offers
for
partial
participation
on
the
creation
of
the
building
for
EXPO
2015
and
will
create
tenders
with
individual
subjects
and
coordinate
their
activities.
The
form
of
the
solution
will
be
determined
at
the
end
of
the
first
(three
month
long)
realization
phase,
whose
function
is
determining
the
real
interest
of
the
private
sector,
in
participating
in
the
creation
of
the
national
pavilion
and
the
exposition
the
predicted
date
is
late
March/early
April
2013.
2. Partnership
and
participation
Private
firms,
but
also
institutions
and
organisations
or
regions
and
statutory
cities,
will
be
able
to
partake
in
Czech
participation
on
the
EXPO
2015
in
several
ways>
a,
the
acquirer
of
the
national
pavilion
a
subject
considering
the
construction
of
a
building,
whose
size
and
functionality
correspond
with
the
conditions
of
the
national
pavilion
on
the
EXPO
2015
and
after
the
end
intends
to
acquire
a
modern
building
with
a
world/wode
reputation
for
a
fraction
of
its
price.
Interest
is
expected
from
universities,
educational
or
fun
parks,
larger
companies,
statutory
cities
etc.

a
subject,
who
does
not
necessarily
need
to
acquire
the
pavilion,
but
due
to
the
size
of
his
donation
for
its
realization
(financial
or
material
investment)
becomes
the
only
partner
of
the
first
category,
a
partner
with
the
largest
marketing
space
and
PR
services.
Interest
is
expected
from
larger
companies,
who
seek
to
draw
attention
to
themselves
on
a
national
scale
or
in
the
region
of
EXPO
2015.

supplier
is
a
subject
who
wishes
to
gain
exclusivity
and
create
a
marketing
and
PR
platform
for
supplying
cheap
or
free
construction
materials
and
services,
whose
quality
and
quantity
will
suit
the
needs
of
the
pavilion.

space

the
location.
Based
on
the
services
required
the
prize
will
start
at
50.

(per
day
with
basic
services)
and
end
at

a
week
with
complex
services).
The
value
and
range
of
mutual
performances
will
always
be
decided
individually
based
on
meetings
and
contracts
between
KGK
and
the
partner
subject,
the
current
offer
being
preliminary.
4. Marketing
services
The
office
of
the
General
Commissioner
for
EXPO
2015
Milan
(KGK)
offers
potential
partners
of
Czech
participation
an
exclusive
and
significant
marketing
and
PR
platform
in
both
the
Czech
republic
and
Italy.
Individual
services
can
be
combined
or
specified
based
on
the
objectives
of
the
partner.

name
and
the
activities
of
the
subject
will
be
shown
on
the
building
(during
the
exhibit
according
to
the
organisers,
after
the
exhibit
according
to
the
owner),
in
all
publications
made
by
the
KGK
and
on

platforms

like
commercial
ads
at
tens
of
millions

5. Schedule
a,
three
realization
phases
The
project
of
Czech
participation
on
the
EXPO
2015
relies
on
three
realization
phases:
-
phase
one
about
three
months,
during
which
the
KGK
will
address
potential
partners
and
a
wide
business
sphere,
gathering
offers
for
cooperation.
Based
on
that
a
tender
will
be
formed
to
choose
the
realizator
of
the
national
pavilion.
-
second
phase
three
months
during
which
contracts
will
be
prepared
for
the
partners,
including
the
drafts
for
mutual
performances.
And
a
tender
for
the
realizator
of
the
national
pavilion
and
for
the
auther
of
the
idea
design
for
the
exposition
will
be
created.
-
third
phase
-
after
ending
the
proper
tender
of
the
realizator
(including
the
appeal
periods)
and
signing
binding
contracts
with
the
partners
the
construction
of
the
national
pavilion
and
the
EXPO
2015
exhibit
will
commence.

contractual
guarantees
The
concept
for
Czech
participation
on
the
EXPO
2015,
which
won
the
tender
created
by
the
Ministry
of
foreign
affairs,
then
approved
by
the
Government,
assumes
a
new
form
of
co-financing
called
PPP
and
none
of
the
former
participations
on
Universal
Expositions
presents
a
precedent
for
the
contracts.
That
is
why
the
KGK
has
began
preparing
contracts,
which
will
,
within
current
legislative
-
especially
binding
rules
for
working
with
public
finances
enable
the
realization
of
the
above
mentioned
assumptions.
Subjects
showing
interest
in
participating
on
the
EXPO
2015,
as
well
as
the
workings
of
the
ministry,
will
consult
as
well
as
regularly
inform
KGK
of
their
progress.
