Experience and Responsibilities:

Mr. Adantor is a Senior Civil Engineer with more than 19 years in Highway Administration with
experience in the design, supervision and project management of the construction of buildings,
facilities, roads, maintenance and quality control. His experience focuses on the design of new
structures, and the inspection and rehabilitation of existing ones. Mr. Adantor‘s skills include
programming and planning of roads construction, engineering economics, environmental
engineering, soil mechanics, ability in management. He is familiarized with testing equipments
and construction specifications design. He is fully proficient in computer skills and use of
relevant software, e.g. MS Office Word, Excel, Power point.

September 2009 to Present: CMTS

Senior Construction Inspector

Downtown Business Improvement – District Streetlight and Streetscape Project (DDOT)

Work under this project is to maintain vehicular and pedestrian traffic per DC Standard
Drawings No 616.06 through 616.16, build or repair sidewalk, curbs and gutters. Upgrade
existing wheelchair ramps to meet ADA requirement, upgrade street lighting. Remove
temporarily relocate and replace traffic signals.

My duties are to inspect all work done and all materials used to ensure the work done is
completed in conformance with the contract documents.

October 2008- September 2009: Phoenix Engineering

Construction Inspector (TETIII)

A- Interchange Reconstruction I-495 at Arena Dr from MD 202 to MD214


Client: Maryland Department of Transportation - State Highway Administration (SHA)
District 3

This project consists of the design and construction of the I-495 at Arena Dr interim
improvement for miles from MD 214 to north of MD 202 and associated improvements to the
interchanges at MD 214, Arena Dr, MD 202, and their ramps.

B- Friction Improvements in Various Locations – Area Wide

This project consists of the application of patching, grinding, and resurfacing of hot mix asphalt
at various locations selected by the state Highway Administration’s District 3.

My duties are to check concrete formworks to conform to its dimensions, geometry and
elevations, locations and batter of piles as foundations tracked the blow courts white driving
piles, clearance from forms, lap requirements, dry-run, screed machine, and check concrete depth
and profile, deck elevations, setting and anchor bolts at expansion bearing. I closely watch their
works to anticipate mistakes or violations from specifications/plans. Measure and calculate
estimated and final pay quantities.

April 2008- October 2008: Prime Engineering

Construction Inspector (TET III)

A- Grade Separation of MD 450 at CSXT Rail Road


Client: Maryland Department of Transportation - State Highway Administration (SHA)
District 3

This project, located in Prince George’s County, is for the construction of 1.24 miles of SSXT
Railroad track for the grade separation of CSXT Railroad at MD 450, including four bridges and
eight retaining walls, beginning 0.66 miles south of MD 450 and extending to CSXT Bridge 1A
over the Northeast Branch of the Anacostia River.

B- Replacement of dual bridge # 16208 on MD 201 over MD 965


Client: Maryland Department of Transportation - State Highway Administration (SHA)
District 3
This project, located in Prince George’s County, is for the removal and replacement of Dual
Bridge Nos. 16028 on MD 201 over MD 965, Amtrak, and Beaverdam Branch.

April 2007- April 2008: CDG (Constellation Design Group)

Construction Inspector (TET III)

A-Replacement of Sound Barrier # 16036ND on MD 197 between Contee Road and


Montpelier Drive (Prince George’s County).
Client: Maryland Department of Transportation - State Highway Administration (SHA)
District 3

This project, located in Prince George’s County, is for the replacement of existing sound barrier
along MD 197 Northbound between Contee Road and Montpelier Drive with a precast concrete
noise barrier system for total wall length of 1312 ft.

B- Safety and Resurfacing on MD 212 (Riggs Road) at Sargent (Prince George’s County)
Client: Maryland Department of Transportation - State Highway Administration (SHA)

This project, located in Prince George’s County, is for converting the leftmost westbound
through lane of MD 212 into a second westbound left turn lane onto Sargent Road lane. There
will also be grinding and resurfacing within the project limits. This project will also include the
rebuilding the existing traffic signal at the intersection of MD 212 (Riggs Roads) at Sargent
Road.

My duties for 2 projects are to monitor contractor and subcontractor for compliance, conducted
field testing of materials, documented use of traffic control and daily production for field
quantities, performed simple drafting duties, reading and interpreting contract documents and
other inspection documents, created and corrected blueprints, and performed engineering
calculations.

C- Maryland Transportation Authority (MdTA) Project:


Uninterruptible Power System (UPS) Replacement at Various Facilities

This project, located in Baltimore, is for replacing existing UPS systems originally installed to
support an order toll collection system with network accessible, remote monitored UPS.

My duties for this project are to assure contractor’s work is within MdTA specs, plan and
standards, assure all construction materials are from an approved “source of supply” and are
certified and/or field test as required, measure and calculate estimated and final pay quantities.

June 2006 –April 2007: MAFI Associates, Inc

Soil technician: I performed geotechnical investigation and prepared reports for engineering
evaluation. I management field exploration including sampling and logging soil boring, rock
coring and each earthy resistively testing. I conducted site hazard evaluations. I analyzed soil
data to provide geotechnical design parameters. I monitored and documented construction work.
I performed inspection of asphalt, soils and structural concrete.

May 2004 – May 2006: Ministry of Public Works, Lome -Togo


Deputy Director: I oversaw roadways projects and government buildings project funded by
lenders such as World Bank, Union European Fund, Bird, Kuwait Fund and others financial
institutions. I managed contractual agreements and related documents associated with consultant
services, claims negotiation and change orders. I prepared and presented reports to elected
officials, general public and other stakeholders.

September 2005- May 2006: Lecturer, Training School of Road Maintenance

In the department of Civil Engineering, I introduced freshman students to road maintenance,


mathematical and physics concepts.

November 2000- May 2004: Ministry of Public Works, Lome - Togo

Program Manager for Planning and Programming Department (Buildings roads, bridges): As
program manager for Planning and Programming Department, I prepared roadways annual and
multi annual program and economic analysis. I participated in fund raising meeting for roadways
financing; assisted in preparing the capital improvement program; established project schedules
and ensure that projects stay on schedules; prepared feasibility studies for projects.

November 1999- November 2000: Ministry of Public Works, Lome - Togo

Contracts and Procurement Manager: I have in charge of reviewing cost estimates and track
project accounts to ensure that projects stay within budget, I participated in contracts negotiation,
checked invoices payments; performed other related duties as required, responsible for contract
document formulation, development of project specific provisions and conditions, project
designs for various projects to reduce/eliminate conflicts and need for Change Orders during
construction; provides oversight of bid process.

Sept 1994- November 1999: Ministry of Public Works, Lome - Togo

Project Manager of Roads Maintenance: In charge of project execution; I served as technical


leader in road and bridge projects, prepared requests for proposals for selection of design
consultants, evaluated technical and price proposals and make recommendations on the award of
consultant contracts, performed contractor qualification assessments/recommendations,
contractor claim evaluation.

Feb 1990 – Sept 1994: Ministry of Public Works, Lome Togo


Assistant Project Manager of Road Maintenance: I inspected the works implementation,
contracts preparation, payment follow up. I provided quality control, asphalt and concrete
testing. I had used to supervise contractors, ensure specifications compliance and bidding
documents preparation. I provided and administered the government maintenance program to
include prioritizing needs and establishment of objectives for roadway maintenance. I reviewed
quotations and bills, and assisted construction management personnel during project execution.
