WHAT IS SPAD?

The Land Public Transport Commission (SPAD) was officially established on 3 June 2010
following the passing of the Suruhanjaya Pengangkutan Awam Darat Act 2010 by Parliament
in May 2010. SPAD gained its full powers on 31 January 2011 with the gazetting of the Land
Public Transport Act 2010.
SPAD, which comes directly under the purview of the Prime Minister, brings the functions of
drawing up policies, planning and regulating all aspects of train, bus and taxi services as well
as road- and rail-based freight transport under one roof. SPAD also has enforcement powers
which it will carry out with close cooperation with other enforcement agencies such as the
Royal Malaysian Police and the Road Transport Department.
SPADs VISSION
The vision of SPAD is to lead the transformation of public transportation to become the
rakyat's mode of choice. This is because the majority of Malaysians have been able to have
their own vehicle . For states with high population , it will contribute to the severe traffic
problems . For example, in developed areas such as Kuala Lumpur and Johor Bahru . Thus,
by creating SPAD , transformation of public transport in Malaysia can be improved as well as
a selection of people to use public services in performing everyday activities .
SPADs MISSION
SPADs mission is ensuring a safe, reliable, responsive, accessible, efficient, planned,
integrated, affordable and sustainable land public transport system to enhance economic
growth and quality of life.
Increased in the rate of road accidents that occurred in Malaysia also can be avoided because
of the use of public transport , they are more secure . Students do not have to ride a
motorcycle to go to school instead use public transportation like buses . Public transport is
also planned to facilitate people's daily affairs in Malaysia . In addition, by creating a public
service , it can directly generate income economy. SPAD FARE RATE
The Land Public Transport Commission (SPAD) announced fare adjustments for taxi and
express bus services, to be introduced in two stages. Fares for taxi rides will be effective
immediately, while adjusted fares for express bus will be effective 15th May 2015. Senior
citizens, the disabled and children below 12 years old will continue to enjoy a 25 % discount

on express bus fares. This is Malaysias first express bus and taxi fare review in six years; the
last was made in 2009. In comparison, Singapore, London and Sydney review their public
transport fares annually. For taxi services, SPAD has introduced TEKS1 M with new policies
to optimise passenger safety, comfort and convenience, with specifications on minimum
headroom and legroom, vehicle age limit and interior conditions of the car. To date, there are
900 TEKS1 M operating in Klang Valley, Johor Bahru and Penang. SPAD also announced
that after due consideration and review, the Commission has approved requests by KTM
Berhad (operator of KTM Komuter, Electric Train Service (ETS) and KTM Intercity), and
Prasarana (LRT and Monorail), to carry out a fare review exercise, details of which will be
announced at a date to be advised by the respective operators.
Taxi services
The taxi fare review initiative covers a comprehensive list of cost items required to operate a
taxi. These are grouped into five key cost components - vehicle and equipment, fuel,
maintenance, overhead and labour. New fares are only applicable for budget taxis, TEKS1M,
and hired cars in Peninsular Malaysia. No fare revision for airport and executive taxis. Only
taxis drivers who have calibrated their taxi meters at PUSPAKOM are allowed to implement
the new fares. Until then, drivers must charge the old fees. The first advantage is of taxi
services is encourages short distance trips by offering the driver a minimum return per
journey. This is because it will covers the total vehicle operating costs and cost of labour for
the provision of the journey. Besides, it can courages passenger pickups during peak hours,
where drivers are compensated for opportunity cost of travelling in congested traffic. It can
also minimise errant taxi drivers and increase service level for passengers. The second
advantage is ensuring the Meter is on. The MeterOn application, to be launched on March 25,
aims to empower passengers to take control over the selection of their taxi drivers, and rate
their attitude and behaviour. Equipped with five features; driver verification, journey tracker,
driver rating, SOS alert and quick report, the app enables commuters to rate the drivers,
lodge a report immediately with SPAD, and keeps a record of the passengers taxi rides.
Express Bus Services
For the bus services, the fare calculation is based on operating cost per km and bus
capacity.The operating cost is RM2.29/km. Passengers will pay 2.1 sen more per km.The
advantages of fare revision of express bus services is enables operators to enhance services
provided and comply with the requirements set by SPAD which are safety, comfort and

reliability. Examples of safety are better fleet management (maintenance), better driver
management (speed monitoring) and better journey risk management.For comfort, it includes
less breakdown, cleaner buses and operators hotline. For reliability it is about on time
departure.
