Agrarian Reform Under
Corazon C. Aquinos Presidency
Comprehensive Agrarian Reform Law
(Republic Act no. 6657)

Narrator:
Under the Presidency of Corazon C. Aquino,
Comprehensive Agrarian Reform Law or CARL was
implemented for the reason that the implementation of Agrarian
Reform proceeded at a very slow rate due to the lack of
political will. The redistribution of the land was also very slow
because of the improper governance of the government. As a
result of this, a large amount of Agrarian Land in the
Philippines was converted to Industrial Land.
Farmers:

(Shouting)
Welga kami!!... Welga kami!!... Welga kami!!... Welga
kami!!.. ibalik sa amin ang lupang para sa amin!!.......

Farmer 1:
Wala kayong karapatan para kakamin ang aming
sakahan!! Wala kayong puso!!

Farmers:

(Shouting)

kami!!.. ibalik sa amin ang lupang para sa amin!!.......

Narrator:
Because of this incident, President Corazon C. Aquino
made a Law which is the Republic Act no. 6657 or also known
as Comprehensive Agrarian Reform Law or CARL which
protect the agricultural workers of the Philippines. The
Comprehensive Agrarian Reform Law aimed at helping the
small and marginal farmers of the Philippines by providing
them easy access to land and other necessary inputs.
After the law has been criticized and studied, it was
finally enacted by the 8th Congress of the Philippines and signed
by our President Corazon C. Aquino.

Pres. Corazon C. Aquino:
This day, I, Corazon Aquino proclaimed that the
Philippines is now under the Republic Act No. 6657 or also
known as Comprehensive Agrarian Reform Law. This law
states policy that ensures and promotes welfare of landless
farmers and farm workers as well as elevation of social justice
and equity among rural areas.

Outside Malacaang
Farmers:
Mabuhay ang ating Pangulo!! Mabuhay!!

Narrator:
After a few days, the press secretary of the President
announced that there are certain requirements or qualifications
that will be the basis of giving the ownership of the land.
Press Secretary:
Because of the implementation of Comprehensive
Agrarian Reform Law, there will be an equal distribution of
land to those qualified beneficiaries who are:

b.)
c.)
d.)
e.)
f.)
g.)

agricultural lessees and share tenants;


regular farm workers;
seasonal farm workers
other farm workers
actual tillers or occupants of public lands
collective or cooperative of the above
beneficiaries; and
other directly working in the land

Narrator:
After announcing the qualified beneficiaries to every
barangays, the government is now giving the certificates for
those farmers.

Farmer 2:
Maraming salamat po sa pagbibigay niyo sa amin ng
aming lupang sakahan. Asahan niyo pong palalaguin namin ang
sakahang binigay niyo. Maraming salamat po!!
Narrator:
The proclamation of the CARL organized, signed and
established by our President Corazon Aquino founded the right
of farmers and regular farm workers who are landless to own
directly or collectively. The President proclaimed that the land
reform would be the most centerpiece of her government. The
program encouraged and undertakes the just distribution of all
agricultural lands and provides incentives to land owners for
voluntary land-sharing. Because of these major aims that

implemented by the government, the farmers and farm workers


provided the opportunity to enhance their dignity and improve
the quality of their lives through greater productivity of
agricultural lands. These would make them to be more
progressive concerning Agrarian Reform Law.
