The Implementation of Fourth and Fifth Pancasila

In West and North Borneo

Definition of Fourth and Fifth Pancasila

Pancasila have 5 sila that become our basic law, the fourth and fifth pancasila is one
of them that we will explain about the definition and the implementation in Borneo especially
west and north.
A. Fourth Pancasila
Kerakyatan yang dipimpin oleh hikmat kebijaksanaan dalam permusyawaratan
perwakilan , it is consist of one government from people, by people, and for people. The
way is deliberate the agreement with governments institutions. The simple
implementation example is discussion, when there is a problem that we can not solve it
by our self, we can discuss it with the other to get best decision.

B. Fifth Pancasila
Keadilan sosial bagi seluruh rakyat indonesia, it is consist of basic and destination,
that is achievement of Indonesians people in justice and prosperous in physical and
spiritual. The justice means that we have to fair with other people so there is no
differentiate between black or white, long or short hair, tall or short, rich or poor etc. All
of us same in front of pancasila.
In some of province in Indonesia, pancasila is does not work properly. They usually
wrong and the worse is that pancasila does not implemented in their province. There are
some cases that can prove if this is not going well or right. Explanation for the
implementation attached by the case, below:

North Borneo

North Borneo is one of the new province that release at 25 October 2012 that has been
validated in our law number 20 year 2012. By looking the separation between North
Borneo and East Borneo there is a problem with their implementation of their sila that we
will discuss bellow.
The factor that caused the East Borneo separate become North Borneo is because the
wide area of East Borneo is too large, it is about 150% bigger than Java Province include
the Madura island. Because of that factor East Borneo can not fair in giving the budget to
the every side of their Province so the half of East Borneo decide to separate their self and
become North Borneo.
A. Fourth Sila Implementation in North Borneo
Start from 25 October 2012 the East Borneo separate become North Borneo
according to UUD number 20 year 2012 .The successful of separation between
North and West Borneo is a proved that the fourth sila implementation in North
Borneo is good. Why? Because in this case, North Borneo separated without
conflict with East Borneo. It means, the negotiation going well and can be
accepted by everyone.
B. Fifth Sila Implementation in North Borneo
After the separation from East Borneo, they already can take control of their own
province. Because of the separated, North Borneo can be fair to their own
province and people, they can give and control the budget properly to every side
of their own province. Now the North Borneo already implemented the fifth sila
better than if they under control of East Borneo. In this case, North Borneo formed
as a good destination point. We know that the factor is East Borneo is can not fair
in giving the budget to the every side of their Province so the half of East Borneo
decide to separate their self and become North Borneo to make their area better.
One of the proof is about Growth Rate in Bulungan Regency, in 2011 the Growth
Rate is 6,06% and in 2012 the Growth Rate increases significantly about 9,38%
(BPS Bulungan).

West Borneo

West Borneo already build since 1 january 1957 which it have many kind of ethnic
such as Malay, Dayak, Tionghoa, Javanese, Madura, Bugis, and Sunda. By looking the
variation ethnic, Pancasila should be work properly because if pancasila does not work
properly those ethnic may have conflict that will cause disunity.
In West Borneo, there are many cases that connected how the implementation of
Pancaila working. Below are the cases and how Fourth and Fifth Pancasila
implementation:
A. Fourth Sila Implementation in West Borneo
The Fourth Sila implementation in West Borneo is good or going well. We can
look this implementation in Konflik Sambas case. We know this conflict
happened between Malay and Madura people, this conflict happened because of
some problems and continued times to times. We know the last conflict in 1999
was the biggest conflict between Malay and Madura people and the government
cant do anything. After this conflict finished, Madura people still fear to go inside
Sambas city and the relation between Malay and Madura people is not good. But
after few years passed, Madura people start to go to Sambas city and Malay
people start to go to Batulayang terminal. It means, the relationships between
Malay and Madura going better. This happened because the youth generation from
Madura tried to correct their bad culture/behavior and build the relationship again.
That is why, now Madura people can go into Sambas city, and Malay people can
do activities normally.
B. Fifth Sila Implementation in West Borneo
The Fifth Sila implementation in West Borneo is still bad. This proven by the
border area in Kapuas Hulu Regency is still far from good development, the
education still low without any schools buildings and hard to reach these area.
The border area in Kapuas Hulu Regency is left behind with another area in West
Borneo. To solve this bad implementation, the government must see this area and
make it better with build a good transportation system, make schools buildings,
and for the youths from this area who go to another areas, after he or she finished
the study, he or she must develop their area to be better. If all of this solutions can
be implemented, this area can become like another areas and Fifth sila can going
well.
