I am writing to request participation in the Delegation of Authority Program pW'Suant to 287
(8) of the Immigration and Natwalization AeL This partnetship will enable us to better serve
and meet the needs of the citizens of Loudon TN and the citizens of the 9'" Judicial District
of TN through our partnership and participation in the 9'" Judicial Drug and Violent Crime
Task Fon:e.
J am proposing the following:
Train (4) officers with a minimum of two years experience, who have passed a
background security check acceptable to ICE. and have no pending disciplinary actions
Training facilities are avaiJable at the Loudon Police Dept. where instructors can
utilize computer training aids, videos and any other material they may need in instructions.

This program will allow us to enter into a Memorandwn of Understanding that will enable us
to participate with ICE in identifying criminal illegal aliens who pose a risk to the citizens of
Loudon and the surrounding areas. I look fmward to your speedy endorsement of this request

Dear Chief Webb,

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to
notity you that the Office of the Assistant Secretary for U.S. Immigration and Customs
Enforcement (lCE) has received your request for 287(g) Delegation of Authority training for
the Loudon Police Department.

On June 4, 2007, the Program Manager for 287(g) Delegation of Authority at ICE
Headquarters forwarded your request for participation in the 287(g) program to the Special
Agent in Charge (SAC). and the Field Office Director (POD) for the New Orleans, Louisiana
area of responsibility. The SAC and FOD. along with a member of your stafTwill need to
conduct a feasibility assessment study. After completion, the assessment will be reviewed at
ICE Headquarters and a determination wi11 be made to either accept or deny your request to
participate in the program.

Should you require information concerning the status of your request to panicipate in the
287(g) program, your local ICE point of contact for New Orleans., Louisiana is Deputy Special
