a) Communications and Media Relations

Sections 25 (1) of the NCI Act No.12 of 2008, states that the
object and purpose for which the Commission is established is to
facilitate and promote equality of opportunity, good relations,
harmony and peaceful co-existence between persons of the
different ethnic and racial communities of Kenya, and to advise
the Government on all aspects thereof. And that (2) Without
prejudice to the generality of subsection (1), the Commission
shall: (a) promote the elimination of all forms of discrimination on
the basis of ethnicity or race; (b) promote tolerance,
understanding and acceptance of diversity in all aspects of
national life and encourage full participation by all ethnic
communities in the social, economic, cultural and political life of
other communities; and (c) plan, supervise, co-ordinate and
promote educational and training programmes to create public
awareness, support and advancement of peace and harmony
among ethnic communities and racial groups.
The Commissions Civic Education and Advocacy Department
spearheads the attainment of these functions through the
formulation, coordination and implementation of educational,
training and capacity building programmes aimed at promoting
good relations, harmony and peaceful co-existence between
persons of the different ethnic and racial communities of Kenya.
The core functions of the Civic Education and Advocacy
Department (CEAD) include:
1. Formulation and development of responsive public
awareness strategies and programmes for the achievement of
the objectives of the commission;
2. Implementation of programmes and activities that create
public awareness, support and advancement of national
cohesion and integration in liaison with other stakeholders;
3. Development and dissemination of Information, Education
and Communication programmes for the promotion of national
cohesion and integration;
4. Coordinating the development and implementation of
relevant policies and programmes for the achievement of
national cohesion and integration;
5. Liaising with Government Departments and Agencies and
the private sector in mainstreaming national cohesion and
integration;
6. Creation of networks and partnerships with national and
county stakeholders to facilitate the achievement of the
objectives of the Commission;
7. Coordinating with National and County Governments to
promote equality of opportunity, good relations, harmony and
peaceful co-existence between persons of the different ethnic
and racial communities in their jurisdiction;
8. Encouraging responsible media coverage for achievement
of national cohesion.
The Civic Education and Advocacy Department uses
communication, advocacy, and outreach initiatives to promote
active public participation in the advancement of tolerance,
understanding and acceptance of diversity in all aspects of
national life and equitable resource distribution.
The functions of CEAD are carried out within three key areas
