Preamble
The toiling class and the exploiting class have nothing in common. They are, by
all means, at odds with each other as a direct result of conflicting economic in
terests. As such, between these two classes a struggle must go on until the work
ers of the world organize as one, take possession of the means of production and
abolish wage slavery.
Due to the inexorable laws inherent to the process of capitalist production, wea
lth and industry concentrate into fewer and fewer hands. This results in the sys
tematic exclusion of the working class and other oppressed groups from access to
the material and social fruits of civilization. As Karl Marx observed Accumulati
on of wealth at one pole is, therefore, at the same time accumulation of misery,
agony, of toil, slavery, ignorance, brutality, mental degradation, at the oppos
ite pole".
As such, capitalism is inherent to the interest of the bourgeoisie; the ruling c
lass.
Accompanying the concentration of wealth, created by industry, is the political
and social power. What concessions we have won were not given out of the kindnes
s of the hearts of the capitalist class. They were earned through intense and pr
otracted struggle culminating in the post-war welfare state. However, with the h
istoric assault on the labour movement many of these reforms have been rolled ba
ck, exposing Britain to the cold reality of capitalism. No reform of the capital
ist system, no matter how sweeping, can withstand the iron laws of capitalist po
litical economy.
As such, the bourgeoisie protects capitalism; that which is inherent to their in
terests.
Therefore, we Communists resolve to end the capitalist system altogether by mean
s of a revolutionary struggle. We maintain that the factories and fields, fed an
d fertilized by the blood of the working people of Britain, belong to them by ri
ght. Instead of the conservative motto, "A fair day's wage for a fair day's work
," we must inscribe on our banner the revolutionary watchword, "Abolition of the
wages system!" and aim our struggle towards a society organised by the words "F
rom each according to his ability, to each according to his need".
This is inherent to the interest of the proletariat; the working class.
As capitalism is an international mode of production with a hegemonic reach, so
too must our struggle be international. As the state enforces the property of th
e ruling class by force, so must work against the state. As the bourgeoisie atte
mpts to divide us through classism, white supremacy, patriarchy, heteronormativi
ty and other structures of power, so must we see past our differences and unite
in intersectionality with all struggles upwards and out of oppression.
This is how we raze capitalism.
Ideology
We, the Communist Party, are as the name implies, communists. It means our goal
is the classless, stateless society based on the principle "From each according
to his ability, to each according to his need".
We, the Communist Party, are intersectionalists and feminists. This means that w
e recognise the relationship between different power-structures such as patriar
chy, classism, heteronormativity and white supremacy such that these structure i
nform and reproduce each other and themselves and it means we see their complete
and total upheaval as necessary.
Article I - Name
The name of the Party shall be the Communist Party (CP).
In an international setting the name of the Party shall be the Model House of Co
mmons Communist Party (MHOCCP).
Article II - Organization
A - Party Voting
Democracy is at the heart of the Communist Party, and as such, all decisions are
arrived at democratically, with a Party wide vote.

The General Secretary and Deputy will serve as the voice for the Party.
D - Factions
Members have the right to create official factions.
To form a faction members must have at least four party members who will join. T
he applicant faction must also state why it believes itself to be significantly
different from any other faction. This will be confirmed by the Administrative C
ommittee. The Administrative Committee may also refuse a faction which supports
capitalism, racism, sexism, transphobia, rape, genocide, homophobia or queer bas
hing. If the Administrative Committee refuses the recognize a faction it will im
mediately go to a Party vote.
A faction is allowed one seat on the Administrative Committee.
All previously existing factions must be reaffirmed by at least four of their me
mbers stepping forward. Factions which fale this will be disbanded.
Factions may organize a private sub.
Factions members must indicate their faction in a flair on /r/mhoccommunist.
F - Party Union and Red Brigades
The Party shall help facilitate the self-organization of the working class.
The Party shall establish the Industrial Workers of Britain.
All Party members shall be members of the IWB, however not all members of the IW
B must be members of the Party.
The IWB will organize the workers, call for strikes, and promote direct action.
Three representatives from the IWB to the Party will be elected by the members o
f the IWB. The representatives will create a bi-monthly review of the IWB action
s which will be published at the end of every other month to the rest of the Par
ty.
The representatives shall have a term of six months. The representatives may not
hold the position for two consecutive terms.
A branch of the IWB shall be the Red Brigades. It shall be made up of volunteers
from the IWB and the Party.
The Red Brigades shall be an aid to the workers, their duties will be as follows
:
bring food and other aid to workers on strike or protestors to whose cause the P
arty is sympathetic towards
protect strikers and protesters from hostile forces.
agitate hostile rallies and protests
provide medical aid to any injured
home building, factory building, industrial working
work at Party administered soup kitchens and homeless shelters or any other Part
y run function.
The Red Brigades shall be administered by a panel of five elected officers. They
will be elected by members of the IWB using single transferable vote. The offic
er s term will be three months. Officers may hold the position for three consecuti
ve terms.
The officers shall submit a bi-monthly report on the activities of the Brigades
which shall be published to the Party.
Officers may be recalled by the Administrative Committee or a vote of the IWB at
any time. The Administrative Committee may be overridden by a vote of the IWB.
The Red Brigades will be unarmed prior to the revolution. A stock of weapons may
be held in preparation for the revolution by the Red Brigades. Upon the eve of
Revolution, with the consent of a vote by the IWB the Red Brigades will be armed
.
During events action may be taken with a unanimous vote of the panel of officers,
else a full party vote is required
G - Women s and Queer Caucuses
To gain membership to the Women s Caucus one must be a member of the Communist Par
dia. Such disagreement should always be paired with a statement of support for t
he party itself and its members, and/or a statement affirming that the opinions
contradicting the party line are one's own, and not the party's..
Exceptions to this freedom of discussion are as follows; Anti-Capitalism, Gender
Liberation, Anti-Racism, Anti-Discrimination, Anti-Fascism, GSRM Liberation, Op
position to Political Mass Killings, and Internationalism, all of which will be
taken as integral parts of the Party's ethos and held inviolate and as such will
not be debated within any media of the MHOC.
Violation of Article VII. C.4 shall result in expulsion by a 2/3 super-majority
vote in the Administrative Committee.
D. Non-Conformity With Communist Ideals
Any general behavior which is seen to not conform with the general ethos of the
Party, but has not been defined as inviolate in Article V C.4, shall be subject
to scrutiny by the Administrative Committee.
Should the member in question be found in violation of Party ethos as defined in
Article V D.1, the Administrative Committee shall take a 2/3 super-majority vot
e on whether or not to reprimand the member.
The maximum punishment a member shall receive as a result of this vote is a remo
val from Party office.
E. Contingency
Should the Administrative Committee be unable to carry out any of its tasks outl
ined in Article V, the decision will be carried out by a full Party Vote.
Reasons which either the DPC or CC may not be able to carry out their task inclu
de; conflicts of interest, an insufficient number of sitting members.
F. Appeals and Transparency
Any disciplinary decision made by the Administrative Committee is subject to app
eal if so desired by any Party member.
All disciplinary decisions made by the Administrative Committee shall be publicl
y announced on the main Party forum upon conclusion of the disciplinary hearing.
This will be done in order to maintain democracy within the Party and give Part
y members opportunity to question and appeal the decision if so desired.
All announcements as outlined in Article V F.2 shall have the reasoning outlined
and a minimum questioning period of 24 hours.
An appeal will be given a minimum of 24 hours due consideration before receiving
a response from the relevant committee.
G. Safe Space
The Communist Party aims to be a safe space for the people of oppressed gender,
sexual, and ethnic identity groups, as well as for disabled people.
Self-identifying members of oppressed groups are encouraged to organise in caucu
ses, with the aim of furthering liberation issues within the party.
Comrades should avoid assuming or denying the identification of other comrades.
Examples include, but are not limited to, assumptions regarding sex, sexuality,
gender identity, preferred personal pronouns, neurotypicality, able-bodied statu
s, class background, and personal relationship type.
We should give one another the time and space to communicate, and not attempt to
derail discussions by attacking contributions on the basis of tone when the con
tribution comes from a member of an oppressed group and the topic concerns their
oppression.
Oppressive slurs, words, phrases or statements that implicitly or explicitly dem
ean on the basis of their association to an oppressed group, are to be treated a
s a violation of the Code of Conduct.
Only a member of a liberation group may use a word/phrase that holds an oppressi
ve relation towards their identity ('reclaimed words').
When a member uses oppressive language or makes a point that reinforces the oppr
ession of one or more liberation groups, comrades should report the post to the
Administrative Committee and request that they consider punishment, ranging from
censure to expulsion, for the member (if they are found at fault).
Members of a liberation group are to be seen as authorities on that respective l
iberation movement and their voice shall not be drowned out by well-meaning alli
es.
