Constitution of the Communist Party (MHOC)

Preamble
The toiling class and the exploiting class have nothing in common. They are, by
all means, at odds with each other as a direct result of conflicting economic in
terests. As such, between these two classes a struggle must go on until the work
ers of the world organize as one, take possession of the means of production and
abolish wage slavery.
Due to the inexorable laws inherent to the process of capitalist production, wea
lth and industry concentrate into fewer and fewer hands. This results in the sys
tematic exclusion of the working class and other oppressed groups from access to
the material and social fruits of civilization. As Karl Marx observed Accumulati
on of wealth at one pole is, therefore, at the same time accumulation of misery,
agony, of toil, slavery, ignorance, brutality, mental degradation, at the oppos
ite pole".
As such, capitalism is inherent to the interest of the bourgeoisie; the ruling c
lass.
Accompanying the concentration of wealth, created by industry, is the political
and social power. What concessions we have won were not given out of the kindnes
s of the hearts of the capitalist class. They were earned through intense and pr
otracted struggle culminating in the post-war welfare state. However, with the h
istoric assault on the labour movement many of these reforms have been rolled ba
ck, exposing Britain to the cold reality of capitalism. No reform of the capital
ist system, no matter how sweeping, can withstand the iron laws of capitalist po
litical economy.
As such, the bourgeoisie protects capitalism; that which is inherent to their in
terests.
Therefore, we Communists resolve to end the capitalist system altogether by mean
s of a revolutionary struggle. We maintain that the factories and fields, fed an
d fertilized by the blood of the working people of Britain, belong to them by ri
ght. Instead of the conservative motto, "A fair day's wage for a fair day's work
," we must inscribe on our banner the revolutionary watchword, "Abolition of the
wages system!" and aim our struggle towards a society organised by the words "F
rom each according to his ability, to each according to his need".
This is inherent to the interest of the proletariat; the working class.
As capitalism is an international mode of production with a hegemonic reach, so
too must our struggle be international. As the state enforces the property of th
e ruling class by force, so must work against the state. As the bourgeoisie atte
mpts to divide us through classism, white supremacy, patriarchy, heteronormativi
ty and other structures of power, so must we see past our differences and unite
in intersectionality with all struggles upwards and out of oppression.
This is how we raze capitalism.
Ideology
We, the Communist Party, are as the name implies, communists. It means our goal
is the classless, stateless society based on the principle "From each according
to his ability, to each according to his need".
We, the Communist Party, are intersectionalists and feminists. This means that w
e recognise the relationship between different power-structures such as patriar
chy, classism, heteronormativity and white supremacy such that these structure i
nform and reproduce each other and themselves and it means we see their complete
and total upheaval as necessary.
Article I - Name
The name of the Party shall be the Communist Party (CP).
In an international setting the name of the Party shall be the Model House of Co
mmons Communist Party (MHOCCP).
Article II - Organization
A - Party Voting
Democracy is at the heart of the Communist Party, and as such, all decisions are
arrived at democratically, with a Party wide vote.

Resolutions, constitutional amendments, motions, petitions, or bills may be subm


itted at any time by any party member.
The discussion period shall will three to six days, decided upon by the author.
At the end of the discussion period a vote will be held, which will last four da
ys.
If any amendments are suggested during the course of the discussion period and
the author accepts them, they shall replace the old proposal and the discussion
period will increase by one day.
If any amendments are suggested during the course of the discussion period and t
he author does not accepts them, they shall appear alongside the original propos
al as an alternative. If more than two alternatives are proposed it will use sin
gle transferable vote.
Edits are small changes such as fixing typos and grammar. They do not require a
vote.
Once passed resolutions and constitutional amendments are put in place and are b
inding to all members.
Once a bill or motion is passed by the Party it will be posted to the broad left
subreddit in order to see how much support the bill will get. A vote will be he
ld to accept or reject any amendments proposed based on the feedback after four
days on the broad left sub. After this has been completed the bill or motion wil
l be sent to the speaker to be put up to the house. Should at least four members
object to posting the bill or motion a full Party vote will be held to determin
e if this should be done.
B - Administrative Committee
They party shall be administered by a body of 11. The Administrative Committee w
ill be mods on all relevant subreddits.
Spots on the Administrative Committee will be decided by the following
The first 4 shall be one member from each of the recognized factions. Members of
those factions shall decided however they wish to select their representative.
Should a faction disband or a faction be added the faction s seat will be removed
or added.
One shall be from the Women s Caucus and another from the Queer Caucus
The remaining five will be elected directly by the rest of the Party using singl
e transferable vote.
The duties of the Administrative Committee will be as follows
Vet new members
Post bills, motions and petitions being discussed in the MHOC for internal party
discussion.
Post votes
Submit motions, bills and petitions to the Speaker
Maintain the subreddit and its wiki
Terms for the Administrative Committee will last three months. The faction Women s
Caucus and Queer Caucus seat may not be occupied by the same member for two con
secutive terms, however the elected seats may be held for a maximum of two terms
.
Administrative Committee members may resign at any point at which point they wil
l be immediately replaced.
A vote to reelect the five electable members of the Administrative Committee wil
l occur if five Party members request it. If this is met a new election will be
held. The previous holders of these positions may run again. For members who are
newly elected to the Administrative Committee, the remainder of the current ter
m does not count towards the two consecutive term limit should it be less than h
alf the three month term.
C - General Secretary and Deputy General Secretary
The General Secretary will be the Party leader as required by the mhoc.They will
be elected by a vote of the Party from the Administrative Committee using singl
e transferable vote.
The Deputy General Secretary will elected by a vote of the Party from the Admini

strative Committee using single transferable vote. The Deputy General Secretary
may not be from the same faction as the General Secretary.
The General Secretary and Deputy will serve as the voice for the Party.
D - Factions
Members have the right to create official factions.
To form a faction members must have at least four party members who will join. T
he applicant faction must also state why it believes itself to be significantly
different from any other faction. This will be confirmed by the Administrative C
ommittee. The Administrative Committee may also refuse a faction which supports
capitalism, racism, sexism, transphobia, rape, genocide, homophobia or queer bas
hing. If the Administrative Committee refuses the recognize a faction it will im
mediately go to a Party vote.
A faction is allowed one seat on the Administrative Committee.
All previously existing factions must be reaffirmed by at least four of their me
mbers stepping forward. Factions which fale this will be disbanded.
Factions may organize a private sub.
Factions members must indicate their faction in a flair on /r/mhoccommunist.
F - Party Union and Red Brigades
The Party shall help facilitate the self-organization of the working class.
The Party shall establish the Industrial Workers of Britain.
All Party members shall be members of the IWB, however not all members of the IW
B must be members of the Party.
The IWB will organize the workers, call for strikes, and promote direct action.
Three representatives from the IWB to the Party will be elected by the members o
f the IWB. The representatives will create a bi-monthly review of the IWB action
s which will be published at the end of every other month to the rest of the Par
ty.
The representatives shall have a term of six months. The representatives may not
hold the position for two consecutive terms.
A branch of the IWB shall be the Red Brigades. It shall be made up of volunteers
from the IWB and the Party.
The Red Brigades shall be an aid to the workers, their duties will be as follows
:
bring food and other aid to workers on strike or protestors to whose cause the P
arty is sympathetic towards
protect strikers and protesters from hostile forces.
agitate hostile rallies and protests
provide medical aid to any injured
home building, factory building, industrial working
work at Party administered soup kitchens and homeless shelters or any other Part
y run function.
The Red Brigades shall be administered by a panel of five elected officers. They
will be elected by members of the IWB using single transferable vote. The offic
er s term will be three months. Officers may hold the position for three consecuti
ve terms.
The officers shall submit a bi-monthly report on the activities of the Brigades
which shall be published to the Party.
Officers may be recalled by the Administrative Committee or a vote of the IWB at
any time. The Administrative Committee may be overridden by a vote of the IWB.
The Red Brigades will be unarmed prior to the revolution. A stock of weapons may
be held in preparation for the revolution by the Red Brigades. Upon the eve of
Revolution, with the consent of a vote by the IWB the Red Brigades will be armed
.
During events action may be taken with a unanimous vote of the panel of officers,
else a full party vote is required
G - Women s and Queer Caucuses
To gain membership to the Women s Caucus one must be a member of the Communist Par

ty as well as self-identifying as non-male.


To gain membership to the Queer Caucus one must be a member of the Communist Par
ty as well as self-identifying as anything covered by GSRM+.
Both will get one seat on the Administrative Committee.
H - Communist Party Members of Parliament (CP MPs)
Party members will be selected by the Administrative Committee to act as MPs. Th
ey may be recalled and replaced at any time.
Seats in the MHOC belong to the Communist Party not the MP.
MPs will vote based on a party vote.
Bills and motions will be posted in the Party subreddit during each reading. A s
traw poll will be posted at the end of the second reading or at the beginning of
the voting period.
During the discussion of the bill or motion before voting members should post wh
y they are voting if they are the first member voting that way.
Options in the vote shall be Aye, Nay and Abstain.
If a single option has a clear majority all MPs shall vote for that option.
If there is no single option voting has a achieved more than 60% of the votes, t
hen 60% of the MPs will vote in favor of the option with the most votes and the
remaining 40% of MPs will vote for the option with the second most votes.
I - Party Newspaper
All the committees will be abolished, except for the Propaganda Committee and B
udgeting Committee.
The Propaganda Committee shall be renamed the Communist Party Newspaper Committe
e.
The Editor of the Paper shall be selected by the Administrative Committee.
Any Party member who wishes to work on the paper may contact the Editor of the P
aper.
J - Budgeting Committee
The Budgeting Committee will be a four person group whose purpose shall be to ma
nage the Party s funds. Members shall be appointed by the Administrative Committee
. They may be recalled by the Administrative Committee or by a full Party vote a
t any time.
The budget they propose must be approved by a full Party vote.
They shall submit a bi-monthly report which will be published to the Party.
Article III - Membership
A- Gaining Membership
To apply for membership into the Communist Party, users will express their inter
est in joining in the MHOC Join a Party! thread.
Open to all who support the Communist Party s programme, regardless of race, gende
r, sexuality, disability, or religion.
The Communist Party reserves the right to vet prospective members, to be conduct
ed by the Administrative Committee.
Vetting shall include an inquiry into the applicant s Reddit post history includin
g any history of comments or posts in any leftist subreddit. The aforementioned
posts must be deemed by the Administrative Committee to have supported a communi
st/socialist agenda. The applicant should be using a Reddit account which is at
least 2 months old. Failing these requirements, the Administrative Committee wil
l ask the applicant the following questions: What in your own words does socialis
m and working class mean? and Have you been part of any leftist political parties
or organizations IRL?
B - Rights and Duties
All members are expected to participate as much as they can.
All members get one vote.
Members should strive to improve their understanding of socialist theory, as wel
l as helping to educate others within the party.

Article IV - Forming a Coalition


A - Decision to Form a Government or Official Opposition
Decision to form a government requires approval from a majority of those Party m
embers voting.
Decision to form an opposition requires approval from a majority of those Party
members voting.
Assenting to a coalition agreement requires approval from a majority of those Pa
rty members voting.
Communist Party cabinet ministers are put forth by the Administrative Committee,
but must be confirmed by a vote of the Party.
B - Coalitions
After election results are released the Deputy General Secretary shall take on t
he role of lead negotiator (LN). The LN will be responsible for recruiting one d
eputy negotiator (DN).
LN and DN responsibilities include representing the Party sincerely in negotiati
ons, presenting prospective coalition agreements to the Party, and soliciting fe
edback from Party members ahead of proposing a coalition agreement.
No Party member, even if they are contacted, should speak to other individuals f
rom other parties about negotiations until a deal has been reached. All Party me
mbers contacted by individuals from other parties must immediately notified the
LN and DN. Party members who communicate with other parties about the negotiatio
ns for a coalition face expulsion. Any individuals from other parties who appear
to be trying influence negotiations maliciously outside of agreed channels shou
ld be reported to the LN and DN.
The LN must publish all negotiation conversations before a vote is called on a c
oalition agreement.
Article V. Discipline
A. Code of Conduct
Party members are expected to refrain from racism, classism towards workers, nat
ionalism, ableism, sexism,transphobia, queer bashing or any form of bigotry or w
ishing violence upon anybody.
All members of the Party deserve to be treated with a fundamental level of respe
ct, regardless of differences of opinions, ideas or faction.
This fundamental level of respect pertains to section Article V A.1, but also in
cludes protection from harassment from other members, including but not limited
to personal attacks of any nature.
Members of the Party are expected to uphold Article V A.1 in any and all MHOC re
lated media.
All members should remember that when they post on MHOC related media outside of
the Party forums, that they are representatives and ambassadors of this Party a
nd that the reputation of this Party and your comrades is affected by your actio
ns.
A consistent disregard for the image of the Party shall be seen as a violation o
f the Party's Code of Conduct as outlined in Article V A.
B. Punishment
Enforcement of Article V. A is the responsibility of the Administrative Committe

The level of punishment is at the discretion of the Administrative Committee.
When an allegation is brought about an offence relating to a liberation group, t
he Administrative Committee will closely listen to members of the group in quest
ion when seeking to establish if a violation of the Conduct Code has occurred.
C. Party Ethos and Deviation thereof
It is to be taken as granted that all members of the Party have read and underst
ood the Party Programme, Resolutions, and Constitution and that the members reco
gnise that these has, as such, been established as the Party Line by majority vo
te of the Party.
Discussion and questioning of the Party resolutions, programme or constitution s
hall be freely encouraged (and expected to be confined) within the party forums.
Comrades' disagreement of the Party Line as established in the Party Programme i
s highly encouraged to be kept at minimum outside of Party forums in any MHOC me

dia. Such disagreement should always be paired with a statement of support for t
he party itself and its members, and/or a statement affirming that the opinions
contradicting the party line are one's own, and not the party's..
Exceptions to this freedom of discussion are as follows; Anti-Capitalism, Gender
Liberation, Anti-Racism, Anti-Discrimination, Anti-Fascism, GSRM Liberation, Op
position to Political Mass Killings, and Internationalism, all of which will be
taken as integral parts of the Party's ethos and held inviolate and as such will
not be debated within any media of the MHOC.
Violation of Article VII. C.4 shall result in expulsion by a 2/3 super-majority
vote in the Administrative Committee.
D. Non-Conformity With Communist Ideals
Any general behavior which is seen to not conform with the general ethos of the
Party, but has not been defined as inviolate in Article V C.4, shall be subject
to scrutiny by the Administrative Committee.
Should the member in question be found in violation of Party ethos as defined in
Article V D.1, the Administrative Committee shall take a 2/3 super-majority vot
e on whether or not to reprimand the member.
The maximum punishment a member shall receive as a result of this vote is a remo
val from Party office.
E. Contingency
Should the Administrative Committee be unable to carry out any of its tasks outl
ined in Article V, the decision will be carried out by a full Party Vote.
Reasons which either the DPC or CC may not be able to carry out their task inclu
de; conflicts of interest, an insufficient number of sitting members.
F. Appeals and Transparency
Any disciplinary decision made by the Administrative Committee is subject to app
eal if so desired by any Party member.
All disciplinary decisions made by the Administrative Committee shall be publicl
y announced on the main Party forum upon conclusion of the disciplinary hearing.
This will be done in order to maintain democracy within the Party and give Part
y members opportunity to question and appeal the decision if so desired.
All announcements as outlined in Article V F.2 shall have the reasoning outlined
and a minimum questioning period of 24 hours.
An appeal will be given a minimum of 24 hours due consideration before receiving
a response from the relevant committee.
G. Safe Space
The Communist Party aims to be a safe space for the people of oppressed gender,
sexual, and ethnic identity groups, as well as for disabled people.
Self-identifying members of oppressed groups are encouraged to organise in caucu
ses, with the aim of furthering liberation issues within the party.
Comrades should avoid assuming or denying the identification of other comrades.
Examples include, but are not limited to, assumptions regarding sex, sexuality,
gender identity, preferred personal pronouns, neurotypicality, able-bodied statu
s, class background, and personal relationship type.
We should give one another the time and space to communicate, and not attempt to
derail discussions by attacking contributions on the basis of tone when the con
tribution comes from a member of an oppressed group and the topic concerns their
oppression.
Oppressive slurs, words, phrases or statements that implicitly or explicitly dem
ean on the basis of their association to an oppressed group, are to be treated a
s a violation of the Code of Conduct.
Only a member of a liberation group may use a word/phrase that holds an oppressi
ve relation towards their identity ('reclaimed words').
When a member uses oppressive language or makes a point that reinforces the oppr
ession of one or more liberation groups, comrades should report the post to the
Administrative Committee and request that they consider punishment, ranging from
censure to expulsion, for the member (if they are found at fault).
Members of a liberation group are to be seen as authorities on that respective l
iberation movement and their voice shall not be drowned out by well-meaning alli
es.
