A couple of advantages could be that wages are kept low due to starting rates, lessened risk
on internal control due to fraud of people who know system's risks, new ideas from varied
employees, ready supply of alternate human resource, flexibility of management.

A new employee may bring a new enthusiasm to the tasks that make up a job; this 'new
blood' can provide a nice balance of motivation. For instance, that project which has been
