POSITION PURPOSE

The purpose of the Security and Emergency Management Specialist position is to provide
strategic security and emergency management advice, document processes and assist with
resolving emergency management and security concerns, to ensure Powerlink is prepared
for and able to effectively and efficiently respond to any of the wide range of hazards that
may disrupt its operations.

The Security and Emergency Management Specialist forms part of the Business Resilience
group in the Stakeholder Relations and Corporate Services division. The main role of the
Business Resilience group is to develop and implement strategy and processes that support
Powerlinks ability, as a critical infrastructure provider, to prepare for and effectively and
efficiently recover from major business disruptions.

ACCOUNTABILITIES

Leadership Accountabilities (Individual Leadership)

Work with immediate manager to develop SMART individual performance and


behavioural targets, ensuring that required outcomes and alignment to broader team
goals are clearly understood.
Monitor and measure achievement of performance and behavioural objectives
through regular discussions with immediate manager, proactively seeking feedback
and support to ensure expectations are met.
Clearly communicate input requirements from others and seek to understand
questions or concerns, facilitating problem solving to ensure outcomes meet
business requirements.
Proactively develop and maintain constructive working relationships with team
members and key stakeholders, working collaboratively to achieve mutual business
outcomes.
Follow and role-model Powerlink business processes and policy expectations to
ensure that required outcomes are achieved in accordance with organisational
expectations.
Take personal responsibility for understanding and following safety policies and
practices, demonstrating personal engagement with safety and proactively identifying
risks and hazards (to immediate manager) to continuously improve Powerlinks
safety performance.

Role Specific Accountabilities

Ensure Powerlinks emergency management framework and supporting systems are


implemented across the organisation effectively, and maintain a program of
continuous monitoring improvement to ensure Powerlinks emergency response
preparedness;
Facilitate the development of emergency management plans across Powerlinks key
business functions through engagement with stakeholders to ensure plans support
corporate objectives and reflect the threats faced by Powerlink;
Control and coordinate the development, management and monitoring of a security
management framework to ensure that Powerlinks protective security arrangements
support overall organisational resilience priorities;
Perform vulnerability identification, risk analysis, and assessments of evolving
physical security threats and information security threats to develop and coordinate
vulnerability reduction measures to ensure Powerlink employees, information, and
property are not compromised or subjected to deliberate actions by unauthorized
individuals.

SELECTION CRITERIA

Qualifications
Essential
Degree level qualifications in a field relevant to emergency management, business
continuity management or security management, or lesser qualification/s coupled
with demonstrated experience applicable to emergency management and/or security.

Previous Work Background/Environment


Essential
Implementation of protective security arrangements using a risk informed,
intelligence lead approach in a medium to large sized organisation.
Practical application of the all hazards approach to emergency management in the
development of frameworks, standards and processes supporting organisational
resilience.
Desirable
Leading or managing emergency management or response teams.
Application of knowledge to the utilities, industrial or other critical infrastructure
provider.
Previous exposure to information security management.
Demonstrated Technical Skills
Essential

Demonstrated use of contemporary risk management practices and their application


to security and emergency management.
Demonstrated practical application of emergency management systems,
methodologies, standards and relevant legislation.
Demonstrated experience in the development and implementation of incident
management standards, procedures and practices.
Demonstrated ability in applying protective security management frameworks,
standards and procedure in a medium sized organisation.

Desirable

Demonstrated experience in the application of business continuity management,


including the conduct of Business Impact Assessments and Risk Assessments.
Applied knowledge of information security management concepts.

Demonstrated Behavioural Skills

Demonstrated personal responsibility for understanding and following safety policies


and practices, demonstrating personal engagement with safety by proactively
identifying risks and hazards (to immediate manager).
Able to work in an autonomous manner in order to meet customer requirements and
key performance indicators.

Well-developed written and oral communication skills and the ability to liaise with a
range of stakeholders across all levels (internally and externally)
