Technology Adoption: Building Information Model (BIM) Fund (ENHANCED)

1. What is it?
The Building Information Model (BIM) fund aims to help firms to
adopt BIM technology into their work processes to improve their
productivity by defraying part of the cost incurred in training,
consultancy, software or hardware.

2. What is the enhancement?

To encourage wider adoption of BIM in the industry, the BIM fund has been enhanced. The enhancement
allows applicants firm to double the number of applications from 3 to 6. While the application procedure
remains largely the same, the applicants firm is required to use a slightly bigger sized project and
achieve a 20% instead of a 10% productivity improvement for the 4th to 6th application. The $210,000
cap for project collaboration scheme has also been removed to encourage more project partners to use
BIM collaboratively. A ONE TIME support for expenditure of manpower involved in setting up the firms
BIM deployment plan is also added to the list of supportable items. For the 1st application only, firms may
also use a past/completed project in place of the ongoing or upcoming project with a minimum GFA of
100sqm.
3. What are the application eligibility?
i.

Applicants firm must be Singapore construction companies who are registered with BCA,
Accounting and Corporate Regulatory Authority Singapore (ACRA), the Professional Engineers
Board Singapore (PEB), or the Singapore Institute of Architects (SIA)
Applicants firm must be a member of an on-going or upcoming local construction project for the
purposes of putting BIM technology into practice. For the 1st application only, the applicants firm
may also use a past/completed project in place of the ongoing or upcoming project with a
minimum GFA of 100sqm.

4. What is the objective?

The BIM fund is intended to help firm to incorporate BIM technology into their work processes at 2 levels:

The Firm Level Scheme supports individual firms to build up capability in BIM modeling,
visualization, value-added simulation and analysis and project documentation.

The Project Collaboration Scheme supports firms to build up capability in BIM project
collaboration in order to reduce design conflicts and costly reworks downstream.

5. What are the funding support and requirements?

Each firm can apply for any combination of Firm Level and Project Collaboration schemes up to a
maximum of 6 times.

disciplines from unrelated firm. (e.g. Architect discipline from firm A teaming up with Engineer discipline
from firm B) to work on the same project using BIM technology
**A ONE TIME expenditure of manpower involved in setting up and implementing company BIM
deployment plan is now supported under the enhanced BIM fund.
**The fund will support 50% of the expenditure of manpower capped at $10K as part of funding for any of
the 4th to 6th application.
6. What are the completion criteria?

Applicant is required to implement BIM technology in an on-going or upcoming local construction

project. For the 1st application only, firms may also use a past/completed project in place of the
ongoing or upcoming project with a minimum GFA of 100sqm.

Applicant from a design discipline such as Architectural or Engineering shall make several BIM esubmissions via CORENET e-Submission system to at least a few key regulatory
authorities (applicable to consultant firms ONLY); For applications using past projects, no BIM e-

submission is required; Applicants only need to submit the model and documentations as part of
the claim.

Applicant is required to obtain and attend the BIM e-submission template session by
BCA (applicable to consultant firms ONLY);

Applicant shall send at least 1 staff to attend *BIM Modelling/Management skill courses offered by
BCA Academy or the respective BIM software vendor;
*BIM Modelling/Management skills course is to assess your knowledge of the tools, features, and common tasks of the respective BIM software.

Applicant is required to submit a report which demonstrate:

a. at least 10% productivity improvement, conflict reduction, and/or process reengineering
as a result of using BIM (1st 3rd application);
b. at least 20% productivity improvement, conflict reduction, and/or process reengineering
as a result of using BIM (4th 6th application);

Applicant who applies for expenditure of manpower is required to submit a deployment plan to
build up BIM capability within the firm;

Applicant is required to invite BCA officer(s) to attend at least 1 of the project coordination
meetings (applicable for applicant who applies for Project Coordination scheme).

7. How to apply?
Applicant is to submit the BIM funding application and get BCA in-principle approval first before
committing or signing any contract with the software vendor or service provider.
