HSE Officer

Purpose
Ensure the integration, by local management, of issues specific to HSE, compliance with rules and
procedures at all levels as well as the prevention of risks. Carrying out his tasks within a continuous
improvement loop, he is entrusted with ensuring operational management of a specific site take into
account the issues concerning the protection of people and property.
He therefore contributes to developing and shaping the HSE culture within his scope of responsibility.

Main activities
Implement the general policy at local level

Help to draw up the sites health and safety policy, monitor its implementation and guide the policy
Be involved in drafting and rolling out action plans to be implemented and rules to follow on site in
connection with general and local health and safety policies
Work with the site management team to steer the implementation of action plans drawn up in connection
with guidelines and general policies
Among other things, compile procedures, communication material and safety protocols
Roll out procedures and the tools needed to implement action plans
Assist operational managers in implementing procedures and ensure that they are correctly applied
Help to determine safety requirements for new projects/site contracts based on the defined action plans
and policies
Analyse and validate the procedures (PPSPSs)
Work with the HR Department to organise training programmes
Ensure that the QSE document system is relevant, coherent and up-to-date
Cooperate with a working group to help draft a document for professional-risk assessment

Support the management

Be a recognized referent and have a global vision of the territory (people, machines, techniques, risks)
Provide health and safety-related advice and warnings to the local site management team for all
discussions and/or for specific actions needed
Ensure that managers take account of health and safety issues in their day-to-day management
Assist local management teams in providing employees with health and safety-related information and
disseminating practices to be adopted
Support operational managers in evaluating the sites level of compliance with regulations and suggest
corrective actions if necessary
Accompany operational managers in case of crisis, playing the part of rock in the storm and of
atmosphere maker

Check adherence to regulations and internal procedures in the field

Ensure adherence to instructions regarding HSE


Know the rules for conducting visits and audits in the field
Ensure the conformity of material and equipment and that they are used correctly
Verify the consistency between the rules set out as part of the action plans and the actual conditions in the
field
Check the work permits and authorisations of the personnel performing work
Perform first aid, if necessary
Ensure that all Health and Safety actions can be traced (e.g. malfunctions, audits, signature of permits)
Suggest measures for correcting discrepancies noted during checks, monitor their implementation, and
report the findings to line management

Manage risks

Identify risky situations, analyse them, suggest corrective solutions, and monitor their implementation

Analyse accidents and monitor the performance of actions necessary after the accident
Prepare for and monitor work that poses specific risks
Guide methods for analysing HSE risks

Train and raise awareness among stakeholders

Provide operational managers with daily support in training and raising awareness among personnel by
leading training sessions either alone or with someone else, depending on the subject in question
Ensure that employees use HSE equipment
Help to report on employee training requirements

Use feedback for continuous improvement

Ensure that information from the field and employee opinions regarding health and safety issues are
passed on to line management
Be a source of proposals for all measures aiming to improve working conditions, hygiene and safety by
applying your practical experience
Help to supply feedback from the organisation in question

Perform follow-up and reporting

Act as the first point of contact and draft reports


Monitor the various indicators of HSE activities within his scope of responsibility
Regularly compile reports and draw statistics from them
Report on action performed following visits and audits
Monitor and compile local annual results
Ensure that information from the field and employee opinions regarding HSE issues are passed on to line
management

Manage relations with internal and external stakeholders

Act as the point of contact for employee representation bodies and potentially participate in the CHSCT
Coordinate subcontractors

Contribute to the animation of the Functional Line

Facilitate HSE meetings and promote HSE -related discussions during operational meetings
Participate in the HSE network and share an overview of the local situation at the site in question

Represent the Functional Line both internally and externally

Act as the point of contact for the Health and Safety Officer and be the health and safety contact on site
Represent the site internally and externally
Be the ambassador for general policies (e.g. Group, Business Line, BU) on the site
