are fighting plans for the
construction of a 24/7 Coles
Express Service Station.
With five existing petrol stations
throughout
Bacchus
Marsh,
residents say they strongly object
to the development, which will be
located on the southeast corner of
Gell and Bennett Streets.

said the development of the petrol
station would allow for a number
of concerning issues including
increased
traffic
congestion,
noise levels, lighting and signage
visibility from their property,
increased crime rate and well-

acknowledged OH&S conditions.


A question the planning people
should ask is how does this 24/7
petrol station location add to the
beauty, character or economy of
our town, he said.
There is not a single benefit it will
provide to our community. It will
totally destroy cultural identity
and neighbourhood character.
Bacchus Marsh residents, Ron
and Anna Smethurst said with
current traffic congestion already
a major problem in the area, the
development of another service
was
beyond
comprehendible

Although the land is zoned
commercial, the location is totally
unsuitable due to traffic congestion,
intense on street parking, B double
petrol tankers turning into narrow
single lane streets shared by
buses, deliveries to supermarkets,
school traffic, general traffic and
pedestrians, they said.
It will also have a detrimental
impact on the local amenity in
respect to odours, lighting, noise
and hours of operation.

however Mr and Mrs Smethurst
said there was limited notice.
Only seven residents/businesses
within 30 metres from the site
were notified of the proposed
development.
Signage was placed on the
site facing Bennett Street from
February 24 to March 11, however
due to works on the site and
restricted pedestrian access due
to the closure of the pedestrian
walkway in Bennett St, nearby
residents and the community
were not aware of this proposal,
thus denying the opportunity to
comment.

Councillors have voted to


rescind a planning permit
granted for a service station
in Bacchus Marsh.
The Wednesday 3 June
council meeting saw the motion to rescind the permit
passed, and a new motion to
advertise the proposal more
widely carried.
Councils Development Assessment Committee originally granted the application
for the development of a
Shell/Coles Express service
station and the display of
associated signage on two
currently vacant lots - totalling 1467sqm - on 20-22 Gell
Street, Bacchus Marsh.
The proposed service station would have four undercover fuel pumps accommodating up to eight vehicles
at a time and an ancillary
cashiers office and shop.
Vehicles would circulate
through the site in one direction, with access to the
site via a proposed crossover from Bennett Street and
egress via a proposed crossover to Gell Street.
The site would be designed
to accommodate a B-double
truck to enter the site to refill
fuel tanks, and exit the site
without needing to reverse
and without obstructing vehicles refuelling.
Five car parking spaces
would be provided, and the

site boundaries would be


landscaped.
However the council meeting heard that the application was not advertised in
any Moorabool newspapers;
notices were mailed to the
owner/occupiers of only
four neighbouring properties and a sign put up on the
proposed site.
A report tabled at the council meeting indicated that attempts were made by council officers and the objector
to contact the applicant to organise a public consultation
meeting however a meeting
was unable to be scheduled.
One objection was received
though community opposition is now growing as
the proposal is becoming
known.
The objector said that the
proposal would increase
traffic and congestion on
Bennett Street but the
council officers response
disagreed.
The proposal is for a service station forming part of
the Bacchus Marsh Village
Shopping Centre to the east
of the site. The Traffic Impact
Assessment (TIA) provided
with the application indicates that service stations are
mostly used by passing traffic on multi-purpose trips.
Accordingly, the proposal
is expected to generate only
a small increase in traffic in
Bennett Street.

Council officers deemed the


proposal to be generally in
accordance with State and
local planning policy, the
Commercial 1 Zone, Design
and Development Overlay
and Particular and General
Provisions of the Moorabool
Planning Scheme and recommended the application
be approved, subject to
conditions.
Council officers have subsequently reviewed the extent to which notice of the
application was given, and
recommend the application
be advertised more widely,
and that Council rescind its
previous motion to issue a
Notice of Decision to Grant
a Permit subject to conditions, the report read.
East Ward Councillor Allan
Comrie did not participate
in the discussions or vote
as he declared a conflict of
interest as he owns a petrol
station in Bacchus Marsh.
A lengthy 20 minute discussion was held between
Councillors Tonia Dudzik
and Tom Sullivan about how
to issue a rescind motion
and then move a new motion
in relation to the matter.
The application will now be
mailed to property owner/
occupiers who were not previously notified, and signs
erected on the subject site
facing Bennett Street and
Gell Street.

During the annual Ballan
Autumn Festival, held in
March of this year, a group of
children visited a stall run by
Moorabools Best Start program
and added their unique creative
touch to an art display.
Each child received a papiermach house to paint, with
many adding collage, glitter,
drawing and other decorations
to their home.
The houses were arranged in
street formation, representing
local
communities
and
symbolising
the
coming
together of families from all over
the Shire.

program, the Ballan Autumn


Festival stall promoted the
slogan Loving where we live.
Best Start is a prevention and
early intervention program that
aims to improve the health,
development, learning and
wellbeing of children aged 0-8
years in Moorabool Shire.
Council CEO Rob Croxford
said the free art activity put
the collection of childrens
artwork together in order to help
promote healthy communities.
And the houses were as
colourful and diverse as the
amazing young artists who
created them, he said.
The mini-village has since been
displayed in the Ballan and
District Community Bank and
the Ballan Community House.

New timetable off the rails

Whilst local city commuters may


be celebrating over the announcement of a new V/Line timetable,
Ballarat bound travellers are
suffering.
The new schedule, which comes
into effect on June 21, will see
more services added for those
heading to and from Melbourne,
including an increase of express
trains between Melbourne and
Bacchus Marsh.
However Bacchus Marsh resident
and parent, Bill Mansell said the
new V/Line timetable is a disaster
for Bacchus Marsh, Melton and
Ballan kids who attend school in
Ballarat.
The morning train gets earlier
and earlier, he said.
The new service gets to Ballarat
at 7:41am thats an hour before
schools open. Some older, but
more importantly, some younger
kids are in Ballarat an hour before
school.
Mr Mansell said the afternoon
train would also come forward,
with kids being forced to rush to
the 3.52pm train in order to avoid
waiting more than an hour for the
next service.
All of this has been done with,
apparently no consultation with
Bacchus Marsh or Melton school
commuter families, or at least
none that the people that I have
spoken with are aware of, he
said.

Laura Hawken, a Bacchus Marsh
resident and Year 12 student at
Ballarat Federation College, said
she was already the first to arrive at school under the current
timetable and is often made to
wait around for the doors to be
unlocked.
With the new timetable Ill be in
Ballarat 80 minutes before I need
to be there. Not to mention the 20
45 other school kids that board
the same train either at Bacchus
Marsh, Melton or Ballan, she
said.
Other than the fact that its absolutely freezing in Ballarat, its
also just exhausting. Getting up
at 6am just so that you can get to
school on time and then waiting
around for everyone to actually
show up kind of takes its toll.
Public Transport Victoria (PTV)
spokeswoman, Helen Witton said
with the regional rail link now
complete it was necessary to rewrite the timetable for the Ballarat
line focusing on getting people to
and from Melbourne for work.
Given the complex nature of
timetabling the Ballarat line, it
was necessary to shift the morning and afternoon service earlier,
she said.
The new timetable provides an
additional train to Melbourne in
the morning peak from Ballarat
and from Melbourne to Ballarat
in the afternoon peak. There are
also four additional peak trains
for Bacchus Marsh station and
on average a 30-minute frequen-

cy will run every hour during


weekdays.
PTV and V/Line receive regular
feedback about train timetables
and have incorporated this feedback into the final timetable.
Concerned Ballan resident and
parent Glenda Nielson said she
couldnt believe the changes that
had been made, stating that they
would severely compromise start
times for workers, students and
young people who must be in Ballarat prior to 9.00 am.
I am baffled by the lack of foresight and the resultant discrimination for all of the residents of
Ballan, she said.
Ms Nielson said her daughter,
who is one of four special needs
young people who catch the current 7.36 am train from Ballan in
order to arrive in Ballarat before
9.00 am, was already made to wait
45-minutes at the Ballarat station
before she was picked up by a
support worker or connecting
bus.
This is the only train that will
get her there by 9.00 am. Yes, the
new train [which will leave Ballan 18 minutes earlier under the
new timetable] will get her there
before 9.00 am, but it is an untenable situation to have her sit at the
station for over an hour until she
can be collected, she said.
I acknowledge that there are
other options to get to Ballarat;
a taxi at a cost of $40 each way,
parents or carers to take them,
but both are expensive and time
consuming.

Member for Buninyong, Geoff


Howard reasons for the changes
to the timetable and lack of community consultation. Mr Howard
chose to avoid a direct answer
saying the new timetables take
into account available rolling
stock and coordination with Geelong and Bendigo services.
The Andrews Labor Government is also undertaking the first
Regional Network Development
Plan that will set out priorities
for regional public transport services, infrastructure and investment over the short, medium and
long-term.
Mr Howard said the community
would have the opportunity to
have their say in a community
consultation to be held over the
coming months.
This consultation will form a
critical part of the development
of the Regional Network Development Plan that will inform
future timetabling and priorities
for the regional rail network, he
said.
Labors investment in new rolling stock, infrastructure and
forward planning will further
bridge the gap between our cities
and the regions by delivering new
trains, more capacity and better
rail services for local commuters.

Finding a
wastewater
solution
Following representations by MaryAnne Thomas Member for Macedon,
Victorian Water Minister Lisa Neville
visited Blackwood to meet with
representatives from the Blackwood
Action Group and to get an update
from the working group charged
with finding a wastewater solution for
Blackwood.
Introducing the Minister Ms Thomas
said that the Blackwood community
was strong, proud and resilient and
wanted to see a wastewater system
in place that would enable some
development in Blackwood subject
to the restrictions of the Bushfire
Management Overlay.
Ms Neville was pleased to hear that
work between Central Highlands
Water, Mooroobool Shire and the
EPA is progressing well and asked
Ms Thomas to keep her informed of
progress.
I welcome the opportunity to
hear directly from the Blackwood
community about their wishes
and aspirations for their town. As
promised I have convened a working
group to develop a wastewater solution
for Blackwood and I look forward to
receiving their recommendations Ms
Neville said.
This strong resilient community
deserves a future and its great to
have a water Minister who is keen to
work with the passionate residents of
Blackwood to find a sewage solution.
Ms Thomas said.

Vegetarian Pho from Scratch (with Optional

Traditional Pho can take hours but this is a quick and easy
recipe made from scratch. Rice noodles - and whatever
else you like - swim in a delicious, aromatic broth and is
perfect for customising to individual tastes. Freeze any
leftover broth for easy homemade pho later on.
PREP TIME: 45 MINUTES
COOK TIME: 10 MINUTES
TOTAL TIME: 55 MINUTES
INGREDIENTS:
Broth:
12 cups water
3 medium sweet onions, peeled and quartered
4 medium carrots, cut into 3-inch chunks
1 medium bulb garlic, top cut off and halved
1/2 cup dried shiitake or porcini mushrooms
1 stalk lemongrass, halved and smashed lightly
2 thumb-size pieces of fresh ginger, sliced
3 star anise
1 teaspoon whole cloves
1/2 teaspoon black peppercorns
1 6-inch cinnamon stick
2 tablespoons brown sugar
Kosher salt and/or a few dashes of soy sauce to taste
For the soup:
Banh Pho at rice noodles; plus any of the following:
Cubed extra-firm tofu
Sliced mushrooms
Broccoli orets
Sliced carrots
Chopped baby bok choy
Very thinly sliced top round steak (about 1/8 pound per
serving)

Toppings:
Fresh Thai basil
Bean sprouts
Fresh jalapeno slices
Fresh lime wedges
Hoisin sauce
Sriracha sauce
DIRECTIONS:
Make the broth:
1. Add all ingredients to a large stock pot and stir. Bring to
a boil over medium-high heat, then reduce heat to mediumlow. Simmer uncovered for 45 minutes.
2. Remove from heat and let cool until safe to handle. Place
a colander over a large bowl and pour broth into colander.
Discard solids. Strain one more time to remove all the bits
and pieces: Place a fine-mesh sieve over the stock pot and
pour the both back into the pot, through the sieve. Taste,
adding salt if desired. Return to the stove and bring to a
boil.
Cook the noodles:
1. Either follow package directions, or, if no clear directions,
bring a pot of water to boiling. Turn off heat. Add noodles
to water and stir gently until softened, about 1 - 2 minutes.
Strain noodles and rinse under cold water to prevent
sticking.
Assemble your soup!
1. Add noodles to a large bowl. Top with vegetables, tofu,
and/or beef, as desired. Carefully pour boiling-hot broth
over the veggies/tofu/beef, taking care to dunk the beef
under the broth so all of the beef cooks in the hot broth.
The veggies will blanch in the broth, too, so they should be
tender enough by the time youre ready to eat.
2. Serve with assorted toppings.

We are so excited to be back as part of the Bacchus Marsh


Community. We reopened on 9th of May for Mothers day
and had our grand opening on Saturday 16th May. We had
face painting, balloons, colouring in competitions, sausage
sizzle, Celebration cake and a door prize basket of goodies.
The store was very busy and we were delighted to see so
many familiar faces back in our store. We are getting back
on our feet slowly as we rebuild our stock and learn what
our customers are looking for now we have moved to a Main
street location.
We apologise that we were unavailable for a few months but
all has worked out well in the end. Our wonderful customers
have congratulated us on the new location and new store.
We have been very warmly welcomed back and we would
like to thank everyone for your support.
We look forward to being able to provide quality books,
music, DVDs and ABC products for our customers once again.

accommodation permit

The definition of a gated
community is being questioned in a planning permit
application which has been
deferred by Moorabool Shire
Council.
The matter was heard at the
Wednesday 3 June council
meeting as a permit application to use a Myrniong residence as a paid guest house.
It came at the recommendation of council officers who
investigated a complaint
that the site was already being used as an accommodation business.
The application was for a
house in Pykes View Road,
on a .4ha parcel of land to
be used for short-term accommodation targeting
bridal parties from St Annes
Winery.
The council officers report
recommended that the permit application be refused.
Southern Rural Water had
concerns that guests at the

site could risk the capacity


of the sewerage system and
agreed to the permit application if it limited the number
of guests to five.
Three of the 11 landowners
within the site which council
officers referred to as a gated
community have objected
to the permit on social and
amenity grounds.
The estate has gates across
the road leading into it.
However Robert Eskdale,
speaking on behalf of applicant Peter Alexander, said
that the site is not a gated
community.
Its always had gates into
the property but they have
always been left open, and
about five years ago the body
corporate put some electronic motors on the gates so that
they could be locked. Most
of the time at the moment it
is locked, he said.
Mr Eskdale said when his
client read the report by
council officers he realised
they were taking it as a

gated community and using


that to justify refusing his
application.
He got legal advice, and the
council officers also referred
to some VCAT matters in the
report, and in those the definition of a gated community
is one where public access is
denied at all times and public access is only through the
control of each lot owner or
by some security people.
In this case, every second
Sunday the gates are left
open all the time for the garbage collectors to come in
early on the Monday morning, and at times because
theres no security people
there, people leave the gates
open for many hours if they
are expecting deliveries, and
if people are building they
leave the gates open so that
youre not having to give a
lot of people the code numbers to get in.

A drug rehabilitation centre
in memory of a murdered
young Bacchus Marsh woman is a story as heart-warming as it is heart-breaking.
And now, support from
the generous community of
Moorabool is being sought
for the drug rehabilitation centre named Bluebird
House.
Bluebird
House
was
named as a tribute to Sarah
Cafferkey, explained Noelle
Seery, Sarahs mum.
Somewhere over the rainbow has significant meaning to Sarah and I and after
looking closely at the lyrics
we (the team behind Bluebird House) discovered
Bluebird means a spiritual
awakening.
So we decided this would
be a perfect way in honouring Sarah.

after her seven days in detox


she had nowhere to go and
there was no further support
except through her local
doctor. This is not enough
for anyone struggling with
addiction.
This is why Bluebird
House was formed and is
so important to get funding
and community help to get
this up and running.
Sarah Cafferkey was murdered in Bacchus Marsh in
2012; her killer is now serving a life sentence in jail.
Ms Seery is urging the community to commit to regular
monthly donations over a
period of at least 12 months.

Two local businesses have sponsored
children for the Healing Equine
Assisted Learning (HEAL) program.
Both have donated the cost to put one
child through the eight-week program
as part of a group.
The money will be used to sponsor
children who would otherwise be
unable to afford to participate.
The HEAL program, run by CAFS
Bacchus Marsh at the Mt Wallace
Equestrian Centre, provides the
opportunity for disadvantaged children
- often from troubled backgrounds - to
learn to improve their behaviours and
to improve their psychological health
through interacting with horses.
Since The Moorabool News ran the
story in the Tuesday 2 June edition,
two local business owners stepped
forward to get the ball rolling on local
businesses sponsoring children for the
program.
Paul Tatchell, who owns a local

the CAFS HEAL program, like we do,
said one of the program facilitators,
Sarah Gaylard.
The children that attend the program
often come from very disadvantaged
and impoverished families, none of
whom would have the money to attend
the program without the support from
the generous community donations.
We do not claim to be miracle workers,
but we believe that all the children that
attend the program leave in a better
place than when they began. For some
it may only be that they had a fun hour
once a week, but for others there are
amazing benefits and influential life
lessons that are learned.
Feedback we have received from
children is that they have learned to
feel trust, and see that I can achieve
amazing things and feel completely
accepted for who I am. We at CAFS
believe that these children deserve
this opportunity and we hope the
community can support us to make it

Moorabool ratepayers will
have to wait to find out if
paying rates by direct debit
will become an option.
A motion put to the Wednesday 3 June council meeting
to consider introducing a
direct debit payment option
with 10 payments over 12
months was deferred.

The option would be in addition to the two current


methods of either one payment in full, or four quarterly payments.

A report prepared by council officers recommended


adopting the new payment
option.

TREE PRUNING WORKS


Council is currently undertaking aerial inspections and tree pruning works in the Bacchus Marsh
Avenue of Honour. The works will continue until this Friday 19 June.
These important tree works are part of the ongoing commitment to the Bacchus Marsh Avenue
of Honour Strategic Management Plan.
Council periodically undertakes these works to limit the risk to public safety and extend the life
of the trees within the Avenue of Honour.
Works on the trees will be conducted between 8.00am and 5.00pm.
Trafc and other disruptions will be kept to a minimum.
MOORABOOL RETURNS FIRE READY GRANT FOR COMMUNITY
WARNING SIREN FOR DALES CREEK/GREENDALE
Moorabool Shire Council and the Community Sirens Working Group have been working on
the Community Warning Sirens funded project for several years now but unfortunately with no
further money available to complete the Dales Creek/Greendale Community Siren funding is
being returned to the State.
As per the Council resolution of November 2014 the $30k infrastructure component of the
funding has been returned to the State Government Fire Ready Communities Grants Funding.
Council will continue to work with communities in emergency management planning and seek
funding for projects where available.

A trio of bands
for Coimadai

Coimadai will be hitting
the right notes next month
as a massed brass band join
together to celebrate the official opening of Coimadai
Memorial park.
The Kyneton, Daylesford
and Geelong Brass bands
will assemble together on
Saturday, June 27, where
they will provide a musical
backdrop to the opening ceremony of the Memorial Park.
Coimadai Avenue of Honour Restoration Association
chairman, Ken McDonald
said the massed band would
play songs from the First
World War era, alongside a
number of other favourite
hymns, marches and popular songs.

It is quite unusual to have


three sizable bands mass together for a single occasion,
he said.
But what will make this
event really special is that
Coimadai vocalist Julie Vanzyl will sing many of the
songs with the brass band
accompaniment.
Mr McDonald said the
opening would include a
re-enactment of the original ceremony held in 1918,
which would see a number
of Coimadai school children
join Ms Vanzyl in singing
a medley of songs from the
First World War.
It is no easy task to sing
with a brass band and many
hours of rehearsal have been
put into this project, he
said.

Everyone present at the


opening will certainly enjoy the effects of all of this
hard work and the musical
show is certain to be quite
spectacular.
Mr McDonald said the
unique musical event would
be heard for at least two
hours before, during and after the official ceremony.
The opening of the park is
open to all and no invitation
is necessary; so if youre a
brass band buff, or you just
enjoy good old time music,
the Coimadai Memorial
Park is the place to be.
The opening of the Coimadai Memorial park will
be held from 1:30pm on
Saturday, June 27 at 732 Coimadai-Diggers Rest Road,
Coimadai.

Gordon study
adopted

Moorabool Shire Councillors have adopted the Gordon Infrastructure Study.
No submissions were made
to the study following its
four week exhibition period.
Councillors voted to adopt
it at the Wednesday 3 June
council meeting held at
the Bungaree Community
Centre.
The study identifies road,
drainage and footpath networks required to accommodate projected growth in the
town following the recent
implementation of the reticulated sewerage system and
the Gordon structure plan.

It also has a methodology


within which future developers possibly contribute to
infrastructure upgrades as
appropriate.
A Structure Plan Amendment which is currently
awaiting approval aims to
introduce a minimum lot
size of 800 square metres in
the township due to the limited capacity of the sewerage
system.
It is anticipated that as a result of the projected growth,
Council will encounter increasing pressures on the
road, drainage and pedestrian networks from the community, a report prepared
by council officers read.

Further, it is expected
that this growth will occur
at random locations and be
small scale with some subdivisions relying on infrastructure connections that
will not be in place.
The study area considers
the central Gordon Township defined by St. Patricks
School to the west, Gordon
Recreation Reserve to the
east, Nightingale Street to
the south and the Old Western
Highway/Lyndhurst
Street intersection to the
north.
The study will be made
available at councils website

check up

A session has been held to
check-in on the Ballan community following the closure of the CFAs Fiskville
Training College.
The Community Strengthening Session was held on
Wednesday 10 June at the
Ballan Recreation Reserve.

Facilitated by Dr David
Younger, a community recovery psychologist, the
session was attended by
20 people including Mayor
Paul Tatchell and officers
from Moorabool Shire Council, four counsellors from
the Victorian Council of
Churches and a representative from the CFA.

The session explored the experiences of other communities coping with loss and
grief, the physical reactions

to experiences of loss, stress


and grief and some tips on
how to recognise the symptoms and what to do.

Mr Younger is writing a
summary of the session that
will be made available for
community members interested in the session through
councils website.

Mayor Tatchell encouraged


CFA staff, their families and
the community to keep an
eye out for each other and
anyone who seems to be
having a tough time of it.
People going through a
tough time will often withdraw from clubs and social
settings and its up to all of
us to reach out and make
sure theyre ok, he said.

A
second
community
strengthening session may
be held later in the year.

Meanwhile, public hearings

continued yesterday as part


of the parliamentary inquiry
into pollution, contamination and unsafe practices
at the college as well as
the impact it has had on the
health of those involved.
Member for Western Victoria Simon Ramsay is a
member of the parliamentary committee conducting
the inquiry and trained at
Fiskville himself although
he reports no ill effects on
his own health so far.

Council Mayor Michael Tudball declined to comment on
his own history at Fiskville
due to his role as a Board
Member of the Country Fire
Authority, but did confirm
he remains an active volunteer firefighter with the Bacchus Marsh Fire Brigade.

Council Clips

A new Disability Advisory
Committee is on the horizon
at Moorabool Shire Council.
Councillors voted at the
Wednesday 3 June meeting
to have council officers prepare a report on the need for
a new DAC to be established,
its proposed role and terms
of reference.
The issue was raised at the
May meeting of councils
Social Development committee, which identified the

need for a DAC to provide a


formal forum to discuss access and inclusion issues in
the community and to provide feedback on disability
matters.
The motion was moved by
East Ward Councillor Tonia
Dudzik, who said that the
previous DAC fell through
and that council can benefit
from the feedback of a DAC.
The report will return to a
future meeting of council to
be considered.

Dear Editor,
Is it a sign of the times that
agriculture in Moorabool is
an unwanted industry?
Going on a recent council
meeting you could be forgiven for thinking so.
Whilst the issue of unsustainable rate increases to all
ratepayers is an ever growing crisis, there is one minority group in the community
whom get little to no recognition. Our farmers.
Whilst everyones council rates sky rocket, spare
a thought for the genuine
farmer whose income is
derived from the land that
he nurtures through good
times and bad, whilst competing amongst a world market, wild weather and public
perception.
Why is it then that a genuine primary producer pays
2.5 times more in municipal
shire rates than any other
commercial business within
the Shire? Perhaps its due
to governments at all levels
having no real understanding of how an agricultural
business operates. Perhaps
government at all levels only
see land as a commodity and
not a sustainable resource.
Can you grow more land?
So, where does this leave
farming families in Moorabool and across the State of
Victoria? Farm rates is a State
wide issue that has been on
the boil for many years. Its
now reached a point where
rates is one of the single biggest issues killing off otherwise strong, sustainable
farming family businesses.
Farmers care for the environment, provide meaningful employment and contribute significantly to the local
and State economy.
Rate reform is urgently required. Whilst Moorabool
farmers fight on behalf of
all farmers across Victoria,
one can only hope Moorabool Shire Council can start
to publicly acknowledge the
true cost of rates to genuine food producers. And, at
what cost they are prepared
to continue to ignore them.

in this years Queens Birthday Honours.
The western region has a
proud tradition of community service and it is wonderful that were celebrating the
contribution of these exceptional locals, Jim Conroy and

beyond to make a positive

matter whether you live in a
large regional city or a small
country town, there are always opportunities to make

Further to the letter of R &

The first priority of Shire
Councillors and government
departments must surely be
the welfare of the people.
Heritage preservation and
economic development, important as those considerations are, come second to the
present and future wellbeing of the population.
The wellbeing of the people of Bacchus Marsh is adversely affected by our traffic woes.
Should there ever be a disaster in the centre of town
escape routes would be so
limited as to be instantly
blocked by traffic. The town
is gridlocked during school
peak times and continues as
workers head home.
The proposal to site a service station at Gell Street
is not in the interest of the
people of Bacchus Marsh
who are already well served
by centrally placed petrol
outlets.
There may be scope for

more commercial businesses


close to the outer housing
developments but to allow a
not-needed petrol station on
a site that is already a traffic
bottleneck is to disregard
the needs, the concerns and
the quality of life of Bacchus

One has to ask why when a
local asks for something and
proceeds through the right
channels, they are knocked
back, then along comes a big
conglomerate and its yes
well think about it.

Police are still hunting a
man who shot a man in the
leg and pistol-whipped another man in an alleged road
rage attack near Bacchus
Marsh.
The men presented themselves at the Ballan Hospital
at about 5pm on Sunday 31
May following the incident
and were transferred to the
Royal Melbourne Hospital.
Police said the driver had
tried to run the men off the
Western Freeway before the

I need to draw your attention to the impact
the new train timetable from Melbourne
to Ballarat (commencing 21 June 2015) will
have on the residents of Ballan.
I was genuinely shocked and appalled to
read the new schedule that will replace the
7.36am train to Ballarat. The new timetable
has two options:
1 7.18am departing Ballan, arriving at
7.41am in Ballarat or;
2 8.50am departing Ballan, arriving at
9.13am in Ballarat.
Both of these options are entirely unsuitable for any resident of Ballan, let alone
the more vulnerable members of the community who rely on public transport. The
8.50am from Ballan will severely compromise start times for workers, students and
young people who need to be in Ballarat
prior to 9.00am, severely jeopardising education, work and job skill opportunities. I
am baffled by the lack of foresight and the
resultant discrimination for all of the residents of Ballan.
My daughter is one of four special needs
young people who currently catch the
7.36am train from Ballan, arriving in Ballarat at 8.02am. She travels with a group
of young people who either attend a day

include all onshore gas, not
just unconventional, but the
Greens voted against that.
But thats the Greens for you
theyd rather a quick headline than a common sense
outcome.
These are the same Greens
who want to kill the tradition
of cattle in the high country,
kill off forestry and the thousands of jobs that go with it,
and ban duck hunting.

The taking of public transport encourages

timetable is not ideal, as it involves a 45-minute wait at the Ballarat train station before
she is picked up by day program workers
or a connecting bus. This is the ONLY train
that will get her there by 9.00am. Yes, the
new train at 7.18am will have her there before 9.00am, but it is an untenable situation
to have her sit at the train station in Ballarat
for over an hour until she is collected.
I acknowledge that there are other options
to get to Ballarat; a taxi at a cost of $40 one
way, parents or carers to take them, both
expensive and time consuming.
What I would like to ask is, has the timetable been changed without public consultation? Secondly, there is a train that stops
at Bacchus Marsh (from Melbourne) at
8.00am, but does not continue to Ballarat.
Surely this can be considered as a viable
option?
I have sent correspondence to the Minister
for Public Transport Jacinta Allen and local
State MP Geoff Howard, but they have chosen

Setting her vision


on the world

Travelling to Africa has always
been at the top of Patricia Powells
bucket list, and come September
shell finally be able to tick it off.
The Gordon resident will join
charity organisation World Vision
in a journey to Uganda, where ten
participants will work with local
communities to improve the wellbeing of the area.
Patricia said the idea came about
after her eldest daughter Nene and
her friend Tina, who is employed
at World Vision Australia, suggested she accompany them on the
trip.
At first I thought I am probably
too old and I dont know how I
could possibly raise $3000, however with their encouragement I
decided to do it. All of the money
raised goes directly to World
Vision.
Patricia, who previously worked
as a registered nurse at Ballan
Health before moving to the Ballarat Day Procedure Centre, said
her passion had always been
for children, animals and the
environment.
Whilst World Vision is all about
helping those less fortunate, there
is very much a dedication to working with children and families,
she said.
From this trip there are many
things I hope to achieve. I will be
getting a snapshot into Ugandan
life, whilst also experiencing the

work of World Vision firsthand


through farming projects, child
protection committees, and health,
water and education projects. I am
also looking forward to experiencing the beauty of the African landscape and its wondrous wildlife.
Patricia will depart Australia
with Nene and Tina on September 6, and will visit the Bwindi
Impenetrable National Park before
travelling with World Vision over
13-days to a number of primary
schools, medical clinics, farms and
youth advocacy groups.
Each group going on a trip with
World Vision raises funds for the
communities they visit ours is
to go towards four school rooms,
she said.
Currently 250 students are being
educated in a thatched hut - each

participant aims to raise $3,000.


Patricia will be host to a fundraising lunch this Sunday (June 21) at
Donegans Farm, located at Butterfactory Road, Gordon.
Commencing at midday, Patricia
said the lunch would include a
two-course meal at $35 for adults
and $20 for children, with a Childrens Farm available for viewing
from 11am onwards.

a fun afternoon and at the same
time you will be contributing to
the building of four school rooms
for children living in a remote
area, she said.

State puts up levy


by seven per cent

The Fire Services Property Levy,
which appears on rates notices,
is being called into question by
Woodlands Ward Councillor Pat
Toohey.
Cr Toohey raised the matter in
Urgent Business at the Wednesday
3 June council meeting.
He said council is being instructed by the State Government to collect the FSPL on its behalf through
rates notices but that it put the
amount up in excess of seven per
cent in the state budget.
I asked the question of our finance officers of where this money
is spent and do we have any idea
how much is spent in Moorabool
Shire? And the answer is no, we
have no knowledge at all about
what percentage was spent in
Moorabool and what is collected.
So I put forward in Urgent Business that we write to various politicians including the Minister for
Emergency Services, the Auditor
General, the Treasurer, the Premier and the Minister for Local
Government.
The FSPL came into effect in 2013,
replacing the previous system of
insurance premiums including a
fire services amount.
The state government provides an
amount additional to the FSPL to
fund fire services.
Cr Toohey said accountability
is needed for where the FSPL is
spent given that it is such a huge

The slow energy decline scenarios continue


As I began last week, so
I will continue this week,
with a very brief overview
of David Holmgrens book
Future Scenarios: How
Communities Can Adapt
to Peak Oil and Climate
Change, (Chelsea Green
Publishing, Canada, 2009).
Last week I mentioned how
David has four possible scenarios as we face a world of
declining energy and one
with a warming climate.
Last week I outlined scenario one - Brown Tech: (slow
oil decline, fast climate change).
I then began outlining scenario two - Green Tech: (slow
energy decline rates and mild
climate change symptoms). I
will continue scenario two.
In this world of slow energy decline and the mild
end of the climate change
predictions the organic
and permaculture worlds
help to stabilise agriculture

practices in a world where


energy inputs are becoming
more and more expensive.
David believes that there
are reasons to believe this
green-tech scenario will
tend toward a more egalitarian structure with a shift
of power from control of oil
wells and mines to agriculture, forestry and renewable
technologies. David believes
that over time an evolution
towards the earth-steward
scenario seems an obvious
response to the inexorable
decline of non-renewable
resources. David believes
that this relatively benign
scenario might lead some to
think that it is business as
usual or that we are moving from energy growth to
stability. He assures us that
it is energy incline and will
not be easy although it is
the best of the four and has
the potential to transition

society to a no materialistic
and enable a maturation of
feminism and environmentalism and a resurgence of
indigenous and traditional
cultural values. Finally, in
this scenario state and city
governments are able to
function with some success.
The third scenario is Earth
Steward: Bottom-Up Rebuild (Rapid energy-decline
rates, mild climate change
symptoms). In this scenario
oil production declines rapidly and gas production follows suit. According to David the shock to the worlds
fragile financial systems is
overwhelming, resulting in
severe economic depression
and perhaps some further
short, sharp resource wars.
This economic collapse prevents the development of
large scale renewable sources of energy. International
and national communica-

tions networks break down.


Electricity grids become
non-functional and while international tensions remain
the stronger countries are
constrained by unreliable
energy availability. There is
a radical reduction in mass
mobility of both people and
goods and the food supply
chain is severely affected.
The collapse of the tax base
reduces the power of state
and federal governments.
Loss of jobs and houses leads
to migrations of people out
of cities to smaller towns and
farms. There is an explosion
of home businesses and local
currencies flourish. In this
scenario each generation realises that there is a need for
further simplification and
localisation of society.
The fourth scenario is
called by David. Lifeboats:
Civilization Triage (Rapid
energy-decline rates, severe

climate change symptoms). In


this lifeboat scenario there
is a progressive collapse in
most forms of economic and
social organization. Urban
areas are largely abandoned
and dangerous and remain
valuable for quarries for salvaging materials, especially
metals. In the most remote
areas remnants of huntergatherer and pioneer-farmer
cultures are better able to
weather the changes. Local
wars and disease decimate
the global population. The
areas worse affected are the
high density, previously affluent and urbanised countries. One model David
suggests is the model of the
Christian Monasteries as
one that might offer some
guide to the way forward
for some in this world. However, it is a brutal world.
It is interesting to note that
in his summary of the four

scenarios David has this


fourth scenario as hamlet
and gated communities
and nomads as settlements,
household and barter as the
economy, a feudal system
with patriarchal authority as
politics and male dominated
and warrior cult as gender
and culture and spirituality. I wonder; is this not too
dissimilar from Australian
politics today? This summary of the fourth scenario
is in strong contrast to what
David suggests could be the
likely outcome of the third
scenario where it is a town
and bioregion participatory
democracy with a female
dominated and an earth
spirituality.

The weekend turned out a magnificent day in regards to what


Mother Nature put on, unfortunately some of the results did not go
our way. There was a good win to the Cobras in the U18.5, however

The 2015 BMFNC GALA BALL will be held on Saturday 11th July at
Tabcorp Park Melton. This event is one of the major events that the
club has arranged for this year and will be a Black Tie Event (strictly
NO DENIM). The cost of the tickets will be $125 per person and the
doors open at 6.30pm for a 7pm start.
This event is being proudly presented by both the Senior and
Junior clubs for what will be a tremendous night for all, your ticket
includes a 2 Course Buffet Dinner, beer, wine & soft drink, a live
band and door prizes.
Tickets must be pre-purchased by Friday 3rd July and can be
purchased through the club, please see Tricinda Brinsmead, Ben

Country Open Day
held at Reef Hills Park.
Although numbers were down this year,
the 36 athletes who competed proudly
represented the Centre claiming 7 gold, 5
silver and 6 bronze medals.

Cross Country returned to


Lake Dewar last Saturday,
competing over varying distances. The Under 6s started
the day off with a 500m race
through the gum trees, out
on to the oval and back to the
start line. Fourteen athletes
contested the 1km event in
the Under 7 & 8 race. The
Open age athletes completed

three laps of the 1km course


with the Under 11 & 12 race
a close contest over the 2km
distance. In the final event
for the morning, the Under
9 & 10 athletes ran strongly
from start to finish to produce some great times in
their 1.5km race.
This Saturday athletes will
be representing the Centre

at the Western Metro Region


Cross Country Open Day to
be held at Brimbank Park,
Keilor.
Athletes will walk the
course at 9am with the first
event scheduled to start at
10am.
Centre singlets will be distributed to competing athletes on the day.

spectacular against top of the
ladder Newlyn. Although
defeated 19-26, the girls
never gave up and kept high
intensity throughout the
entire game. Anais Clifford,
Erin Vella and Ellie Burquest
were dynamite in the attack
line while, defenders Lara
Casey, Mia McConnell and
Bethany Boland put arms
and constant pressure over
every ball.
15&Under - The girls
worked extremely hard
together and encouraged
one another until the
last
quarter.

worked very well together in

the attacking half, bringing


the ball down into the ring.
An eight goal turn around
saw Newlyn very cautious
and at half time it could have

some accurate shooting
from Katelyn McGregor and

girls dropped their heads
after a few quick turnovers

C Grade - Ballan were
determined to get the win
as were Newlyn, it was a
close game with only a goal
separating the teams at
every change. The defenders
worked tirelessly to turn the
ball over and bring the ball
into attack, Simone Pedretti
fought hard for every ball
taking timely intercepts to
keep Ballan in the game.
Despite being down by three
goals early in the last quarter
Ballan fought back to take
the lead, Tamara Hodge was
accurate in goals ensuring
the girls hard work was
shown on the scoreboard.
With seconds to go Ballan
held a one goal lead and
looked certain to take the
win, however a late penalty
shot after time saw Newlyn
level the scores at 26 all. Best
on Court - Tamara Hodge.
B Grade - A slow start saw
Ballan lead by just three
goals at the first break,
however Ballan found their
form to dominate the second
half. Ballan 40 defeated
Newlyn 18. Best on court Bianca Gordon.
