unning behind on payments to landlord, fears of


bankruptcy and management ineptitude, paints
a gloomy picture about the future of Liberias
emerging oil sector agency, the National Oil
Company of Liberia.
This week, a FrontPageAfrica investigative report revealed
how NOCAL is on the verge of sinking rock bottom as it is in
the process of seeking bank loans and pondering massive layoffs to save itself from an embarrassing collapse.
This followed a joint Senate and House committee hearing
on June 8, 2015, called to hear from the senior manager of
NOCAL, Dr. Randolph McClain as lawmakers sought to get to
the bottom of what was unfolding.
Short on answers and scrambling to explain the oil companys
looming demise, Mr. McClain appeared lost leaving lawmakers
with no alternative but to send the matter to Plenary with a
strong recommendation for President Sirleafs immediate
action.
President Sirleaf who returned from the African Union Summit
in Johannesburg, South Africa late Wednesday is said to have
been briefed on the matter and immediately summoned the
NOCAL leadership to the Executive Mansion for consultations.
It is unclear what action the president will take as the clock
ticks, the NOCAL accounts drain and nervous employees
ponder their future.
Until his resignation on September 17, 2013, Robert Sirleaf,
President Sirleafs son whose appointment to the NOCAL
board generated a lot of controversy, was an influential figure.
His appointment had generated criticisms from in and out of
Liberia with many criticizing Sirleaf of practicing nepotism,
she criticized her predecessors for.
Nevertheless, the President, in accepting the letter of
resignation of Robert Sirleaf from both his roles as Chairman
of the National Oil Company of Liberia (NOCAL), and her
Senior Advisor, lamented that the government was losing one
of its most capable and valuable assets.
Said Sirleaf: The government, and the nation as a whole,
hails your service and achievements during your tenure in
both roles. As NOCAL Chairman, you have accomplished the
primary mission I entrusted to you in the last 18 months: to

successfully lead the reform of our nations oil sector into


a transparent, accountable framework that will nourish
the inclusive development of our country. I salute the
extraordinary leadership and dedication you showed in that
task. Your job is now complete, and fulfills the promise made
to the Liberian people.
Sirleaf went on to say that it will be many years before
Liberians realize the scale of the profound debt the country
owes to Robert. But I am certain that day will come, the
President said.
More than a year after Robert Sirleafs departure from NOCAL,
many continue to point blame on the departed one for the
companys recent failures.
Mr. Sirleaf, responding to FrontPageAfricas Monday, June 15,
2015 report Whose Responsible for Meltdown at NOCAL,
said his records are very clear since his appointment in 2009
to his departure in 2013.
HAD A SPECIFIC MANDATE

Mr. Sirleaf explained in a letter to the Editor that when he


assumed a seat on the board as its chair, the company was
under-performing. Liberia's oil acreage attracted less than
stellar companies in the hydro-carbon business, and had an
"out of date" petroleum law for a "frontier country, he said.
Mr. Sirleaf says the board and management set forth a sector
reform agenda with a much higher bar of expectations,
accountability, transparency, and expected results. Our
specific directive was to meaningfully address these concerns,
reposition NOCAL, and meet these new challenges in a more
accountable and transparent manner.
Over the period of that service, and especially during the
period of his Chairmanship of the board, Mr. Sirleaf said: The
evidence abounds that we not only achieved, but superseded
specific targets. For example, you will recall that under our
diligent watch, in 2012-13, our team led the negotiations
with and brought Chevron into the Liberian oil acreage.
Not only did this change the landscape but it also set a new
financial record for a frontier country. Liberia received muchneeded signature bonus and fees of USD60M, a monumental
achievement for any frontier country.

Mr. Sirleaf said all of the transactions under his watch at


NOCAL were completed on time.
We followed this up with yet another higher accomplishment.
Our team successfully concluded a PSC with ExxonMobil
Corporation, the #1-rated oil company in the world. With
ExxonMobil, we again beat the record for signature bonus
and fees paid to a frontier country. That transaction would
closed ahead of schedule. We pursued the best oil companies
in the World for our country, and succeeded in concluding
these negotiations in timely manners with globally-renowned
companies.
I HAVE MOVED ON

Mr. Sirleaf said those transactions improved Liberia's overall


investment potential and international image.
But most importantly he added the board and the NOCAL
management was able to delivered on its most important
mandate. With assistance from international partners such
as the World Bank, as well as broader support from local
partners, we succeeded in drafting, validating and presenting
a new petroleum bill to the Legislature. The draft has been
credibly described as the "best far-reaching oil law in Africa."
By the time of my resignation from the board, all of the targets
of our goals had been fully realized. From transparency and
accountability reforms to successfully negotiated PSCs, we are
proud of what we achieved and left to other capable Liberians
to carry forward. During the period of one year when we
chaired the board, we insisted on and had NOCAL repeatedly
audited by local and internationally reputable firms. We
settled for nothing less.
Mr. Sirleaf added that audited reports during his time on
the board are easily accessible for anyone with minimal
interests. This was also one of the reforms measures we
firmly established. As you can easily determine, and the public
records will prove, we delivered the results the country needed
and the President asked of us. Having faithfully and diligently
achieved that, as promised, I respectfully parted ways with
NOCAL. I have moved on proud of what was achieved and
thankful to the government and people for the opportunity to
serve.

Travel Alert Not Enough As Virus Continue
To Wreak Havoc In Sierra Leone, Guinea
IT DOES NOT TAKE a rocket scientist to figure out that
Ebola is still lurking over Liberia.
LAST WEEK, the government issued a travel and health
alert, warning Liberians to avoid traveling to Guinea and
Sierra Leone, two countries still feeling the heat as the
virus outbreak continue to wreak havoc.
JOANNE LIU, International president of Doctors
Without Borders (MSF), last weekend cautioned that
health authorities in both Guinea and Sierra Leone are
continuing to make the mistakes of the past in combatting
Ebola, more than a year after its onset and more than a
month after Liberia was declared Ebola-free.
We are still making the same mistakes as we did in
the past, said Liu. We know now that engaging the
community in the response is essential, she added. But
we also know that leadership at the government level
is absolutely essential. Liu said that when certain
political interests are prioritised over the response to the
epidemic, this does not work, an apparent reference to
Guinea, where the issue of combatting Ebola has been a
subject of debate between President Alpha Conde and the
opposition.
IN LIBERIA, A FANFARE event climaxed an end of a
turbulent year which saw a killer virus claim nearly 4,000
lives and while many have credited Liberia for beating
the odds and the virus, the sad reality is, the porosity of
the countrys borders with next-door Sierra Leone and
Guinea makes it very likely that a simple slip could result
in one case returning to Liberias soil.
THE 18-MONTH-LONG Ebola epidemic has killed more
than 11,100 people in West Africa, although weekly
numbers of new cases have fallen sharply from last year's
peaks.
WHILE WE DO NOT HOPE that it does not come to that,
authorities must take cue from procedures put in place by
countries around the world when Liberia went through
the ruts of Ebola.
MANY LIBERIANS had to endure stigmatization and
forced to stay in their country as the virus killed scores of
its citizens and those next door.
AIRLINES WERE quick to pack up and leave because no
country wanted anything to do with a virus which still
has no cure and still is capable of wreaking havoc if it is
allowed to slip back in.
YET, THE GOVERNMENT through Deputy Health Minister
Tolbert Nyenswah while acknowledging that the virus is
still active in the two neighboring countries which have
reported 31 confirmed Ebola cases between May 1 and
May 7, 2015, cautioned Liberians wanting to visit the
two countries to be careful with how they attend burial,
funeral, and make visitation to medical facilities during
their stay in those countries. "It is good to stay on this side
of the border if you don't have very pertinent thing to do
there," Nyenswah.
EBOLA IS SPREAD only through direct contact with the
bodily fluids of an infected person showing symptoms,
such as fever or vomiting.
THROWING CAUTION to the wind is a norm, especially
when many Liberians have thrown away the sanitizing
buckets and are going about their normal business as
if Ebola has left our shores for good with no chance of

A NORM IN LIBERIA

fter the April 14, 1979 "Rice Riots" in Monrovia in


dozens of Liberians were killed, then US Ambassador
to the United Nations Andrew Young visited Liberia
and said it was a "sin and shame" that a country like
Liberia with such rich fertile soil and plenty of yearly
rainfall could not feed itself and yet people were shot and killed
by government for protesting for rice and rights. The Agriculture
Minister at the time is the same person we have as Agriculture
Minister today, Florence Chenoweth, a friend of President Ellen
Johnson Sirleaf. And in nearly 40 years since that bloody day, we are
still importing our staple diet, rice but Chenoweth is a "Doctor" and
her boss supposedly is an "economist" from perhaps the world's
number one prestigious institution of higher learning, Harvard
University in America.
So where is Liberia today in terms of self-sufficiency in food
production? We are still importing rice and the control and
distribution is a profitable business for cronies in the Agriculture
Ministry. And with this new affirmation by Chenoweth that the
Ministry is the piggybank for those who run the agency should
come as no surprise to Liberians because the cancer of corruption
has permeated every fabric of the three branches of government:
Executive, Judiciary and Legislative.
And where is the General who declared war on corruption while
campaigning for the presidency? She oversees this mafia-type
regime with family, friends and cronies looting the country. One
son and company just ran NOCAL into bankruptcy; one son keeps
an eye over our money and is Deputy Governor of the Central Bank
of Liberia, and another son heads the dreaded National Security
Agency to terrorize perceived enemies of the Sirleaf Empire. Yet the
son at the NSA is implicated in a $250,000.00 hotel armed robbery
against South Korean businessmen but he keeps his job and the
money and the taxpayers are asked to refund the Koreans.
That takes me back to one of my popular topics about the injustice
and criminality of this regime and how former Agriculture Minister
Chris Toe was able to walk free after he was implicated in a $6 million
corruption theft dragnet from a GAC audit for money meant to fight
army worms that devastated food crops and water sources in Bong
and Nimba Counties. But instead of going after Chris Toe, Ellen and
the corrupt judiciary up to the Supreme Court, with vengeance went
after poor Rodney Sieh and his corruption exposing newspaper
business in a kangaroo trial that exposed the rotten judiciary to the
rest of the world.
But President Ellen Johnson Sirleaf is on record for referring to
"journalists with their poisonous pens" against her regime. So
despite the fact that the courageous former Auditor General John
Morlu had challenged Chris Toe to sue him John Morlu and leave
poor Rodney Sieh and his FPA business alone, they corrupt system
wanted to teach the journalist a lesson not to mess with their money
making plantation. And so they unjustly closed down his business
and locked Sieh up in the disease-infested notorious South Beach
Prison where nearly 100 Liberians have died on Ellen's watch since
2006 for not having access to healthcare for inmates, and many who
have not had a day in court. Sieh got sick in jail and nearly die. Yet,
President Sirleaf "won" the prestigious Nobel Peace Prize that has
the highest respect for human rights.
But it is the way Rodney Sieh was railroaded for doing his job as a
journalist that speaks of the contempt this regime has for free Press.
Chris Toe's argument for his defamation of "character?" lawsuit

against Rodney Sieh and FPA was that because he had not been
prosecuted by the corrupt government, therefore FPA was wrong
to publish the government's own audit report. When has it become
the job of journalists to prosecute alleged crooks in any government
for that matter?
We have a screwed up judiciary where conflict of interest does
not matter for judges in cases where their interest is indisputable.
Even the corrupt Legislative Branch will confirm a nominee tor the
nation's highest court when the nominee's criminal past is known.
Forget the lower court that got its cue from the powers that be
to put away Rodney Sieh and throw away the key. Let me put the
spotlight on Liberia's highest court, the Supreme Court, a goofy
paper tiger that accommodates suspected war criminals and other
shady characters and takes it "justice" cue from the President.
The Justice-in-Chambers who upheld the lower court's ruling had
ties to the law firm that Chris Toe hired. Supreme Court Associate
Justice Phillip Banks had worked and was a partner at the law firm
Chris Toe hired. Associate Justice Philip Banks' sister is married to
Chris Toe's lead lawyer, Emmanuel James. But Banks and the entire
Supreme Court did not see any conflict of interest issues with Banks
upholding the lower court's verdict that Rodney Sieh should pay an
outrageous $2 million in damages that Chris Toe sought.
And so the corrupt judiciary sent the journalist with his "poisonous
pen" to jail and illegally closed down his news business. But Liberia
is supposedly a "democracy" that is rooted in the rule of law?
Then there is the tinted past character of Associate Justice Banks. As
Justice Minister of Liberia, Banks could not account for the evidence
($500,000.00) in a case, money that the government seized from
Nigerian businessman at Roberts International Airport upon arrival
in Liberia. Asked to produce the money during trial, then Justice
Minister Banks told the judge the "money was spent to chase down
prisoners who had escaped from the Zwedru Palace of Corrections"
in Grand Gedeh County.
When the Nigerian businessman did not get justice in Liberia and
his money through the Liberian judiciary, he later took his case to
the regional body, the ECOWAS Court in Abuja, Nigeria, and won. In
the end, the Liberian taxpayers had to refund the $500,000.00 to
the Nigerian. And Banks got rewarded and was confirmed by the
Senate as Associate Justice of the Supreme Court of Liberia only to
dispense injustice against Rodney Sieh and FPA. Had this been here
in America, Banks would have been impeached and in jail. He could
never have even made it on the Supreme Court because of how he
handled the Nigerian businessman's money and case.
But this is Liberia, Africa's first failed experiment at genuine
democracy, accountable democracy. No wonder why after nearly
170 years of "independence" we are still trying to figure out how
to run clean safe drinking water into pipes from our abundance of
fresh rivers and streams into our towns and cities, let alone feed
ourselves from such rich fertile soil.
Bravo Agriculture Minister, Dr. Florence Chenoweth for supervising
a vital but corrupt agency of government. And thanks to our
farsighted and visionary President, Ellen Johnson Sirleaf for
fulfilling her promise that as president, she will make sure when
papa comes home from work, his bag will be full with food for the
children and family. Papa has been coming home with an empty bag
10 years and counting, unless Papa is a club member of President
Sirleaf's Comfort Zone of Corruption, CZC. Da me again.

LIBERIA, STARTING with its government, must remain
vigilant and continue to follow Ebola safety measures,
including hand washing, temperature testing at both
private and public facilities across the country.
THIS MUST ALSO be exercised with a strong degree of
caution and keeping our borders along Guinea and Sierra
Leone closed until those two countries have been declared
Ebola free.
THE MSFS CAUTION comes in the wake of the Sierra
Leonean governments decision to imposed a three-week
daytime curfew in the last Ebola-hit areas in a bid to curb a

resurgence of the deadly virus.


PRESIDENT ERNEST BAI KOROMA has imposed curfews
in two northern districts after the number of new Ebola
cases in the country spiked to the highest level in months.
Offenders will be detained and prosecuted if they violate
the new measures, which will be in effect for the next 21
days.
IF SIERRA LEONE which is still battling the outbreak can
continue to exercise vigilance, Liberia which has beaten
the odds must not allow complacency to ruin the gains
made or even think about throwing caution to the wind.

Considering the well-articulated comments I have read under this
news article of NOCAL financial slow down, there is little to be
added other than the fact that the monthly rent of NOCAL alone is
unrealistic, and should there be an investigation, nothing short of
corruption based on conflict of interest will be uncovered. While
will a government owned institution be complacent with such
a rent amid abundance of early and massive financial resources?
What was the long term sustainability strategy when NOCAL was
dishing out cash as though someone was running his or her personal
farm? Liberia does not have the appropriate public structure of
operational management, control and accountability to continue
with this concept of autonomous agencies. NOCAL, NPA, RIA, LMA,
LTA, etc. should all be constitutionally reviewed and restructured
in a way that it is directly accountable to the State and not a select
group of individuals driven privately by the President. National
budget legs, poverty thrives, and external debts are climbing
once again, yet these lucrative institutions are left to generate and
expend millions impulsively by few individuals based on patronage.
God help Liberia.

I am sick. Pay 1.6 Million in rent annually? This is quite sad for a
poor country. The management could use part of that money to buy
a building or construct one.... The worst thing anyone can do to a
country is to deceive the whole country into believing that you can
transform the country when in fact you lack the will power to do
so. This is the case of President Sirleaf. She deceived the majority
of Liberians into believing that she can transformed Liberia. This
deceit has been in for over 30 year. She has been fighting every
former Liberia leader for this opportunity that has been misused.

your paper regarding a lease agreement
between the Episcopal Church of Liberia and the National Oil
Company of Liberia (NOCAL) for the use of three floors of the
Episcopal Plaza building.
Contrary to your story, NOCAL entered into an agreement
with the Episcopal Church of Liberia to lease per annum,
three floors of the Plaza at the cost of US $45,000.00 (Fortyfive Thousand United States Dollars) for each floor, and not
US $45.000.00 monthly for a floor as was reported.
Under the terms of the lease agreement, NOCAL is obligated
to paying to the church a total of US $135,000.00 (Onehundred Thirty-Five Thousand United States Dollars) per
annum for the premises.
NOCAL has already made an initial payment of US $45,000.00
(Forty-five Thousand Dollars) towards the amount, and has
now processed and made payment for an additional US
$45,000.00 (Forty-Five Thousand United States Dollars).
Processing for the remaining balance of US $45,000.00
(Forty-Five Thousand United States Dollars) is in progress.
We hope this clarification will help to provide a more
accurate picture of the lease agreement entered into
between NOCAL and the Episcopal Church of Liberia for
three floors our entity is now occupying as office space, and
the efforts we continue to make to meet our obligations to
all of our partners--despite the austerity measures the global
economic meltdown has imposed on the oil company.

country.
At times, the Ministry set the
date for the resumption of
schools to February but later
changed the date to March
without a specific dates.
During his taking over at the
Ministry as Minister, George
Werner complained about the
issue of transition; which he
said hampered the projects
designed by successors.
The Education Minister
said that the transition in
the government agencies
affect the productivity of the
agencies.
He added that continuity
helps to improve an agency:

The first case of Ebola reported
in Liberia was said to be a lady
who travelled from Lofa to the
Firestone Hospital where it
was reported that she had just
returned from Guinea where
she attended a funeral service
of a relative who reportedly
died of Ebola.
The
situation
was
the
beginning of a major outbreak
that caused the death of more
than three thousand Liberians.

Woods Applauds Netherlands
In a related development,

II has applauded the People
of the Netherlands for their
continuous support to Liberia.

urged

just provide emergency aid in

CARE Holland, Plan-Holland,
CORDAID, Terres de Hommes,
Save the Children and Oxfam/
Novib emphasized the need
to sustain the momentum
and support the EBOLA
transitional program, which
includes Education.
Education is crucial in
this matter. The future of
thousands of children is at
stake according to research by
Plan International. Children

in West-Africa are more and


more at risk of child labor
and child marriage due to
the economic decline. One
of the priorities should be to
implement hygiene protocols
in the schools that have been
recently reopened.
Woods
maintains
that
increased
investment
in
education is key to ending
poverty, promoting democracy
and building Liberias Human
Resource
Capacity.
He
lamented that the link between
health, education and other
areas of national development
must be made. He revealed that
the stark disparity between
Monrovia and the rest of the
country remain. Resumption
of academic activities in many
parts of Liberia was delayed
due to unpreparedness to
comply with the Ebola Protocol
put in place by government.
For instance, they lack of
access to water and other basic
exigencies. Traveling around
Liberia, one can agonize at the
lack of desks and chairs for
school going kids and a fitting
classroom.
It can be recalled that Woods
disclosed last April that
Liberia has been added to
the list of countries for the
Aid and trade development
instruments and the Nuffic
scholarship and academic
cooperation
programmes,
which he said will enable
Liberia to begin discussions
and establish partnership
with Dutch Investors but
most importantly under the
Nuffic Scholarship program,
Liberians can now benefit from
bilateral scholarship programs
for advanced studies in the
Netherlands.
Atty. Woods at the time
disclosed that the Netherlands
has informed the Liberian
Government of its willingness
to organize an International
investors conference later this
year.

Osadagbonyi were Thursday morning taken from
custody at Headquarters of the Liberia National
Police (LNP) under heavy police escort and forwarded to court
but were later sent back to prison due to delay in securing a
bond.
Family members as well as defendant Nah were seen weeping
profusely as the defendant, handcuffed walked alongside her
fiance to the court where she was arraigned.
Lawyers representing her legal interest asked the court for
a pre-conference with the other party which will determine
whether to proceed with the trial or not.
However state lawyers interposed no objection to the
submission made by Atty. Festus Nowon and Arthur Johnson
for pre-conference.
Judge Kennedy Peabody of the Monrovia City Court at the
Temple of Justice granted the defense lawyers submission for
a pre-trial conference scheduled for next Tuesday but called
on the defense lawyers to file a criminal appearance bond for
the defendants or else and they would go to jail.
Few minutes after Magistrate Peabody ruling the two
defendants were ordered by the magistrate to return to jail
for the delay in securing the criminal appearance bond which
could allow them temporary release.
The two were taken to the Monrovia Central Prison in the
presence of weeping family members. They are expected to
remain in prison until a valid criminal appearance bond is
filed for their release.
However, following their detention there was a last minute
rush by Nahs lawyers to Magistrate Peabodys chamber to
ensure that they are released before the court closes at 4: pm.
We dont want to file a parole bond for our clients but rather
the proper bond that could secure the release of our clients
said Atty. Nowon from the Dougbor Law Office.
The Women Voices Newspaper Publisher Helen Gbeh Nah
was arrested by the police on June 8, 2015 and charged with
theft of property, aiding consummation of crime and criminal
facilitation while her fianc Joshua Osadagbonyi, an employee
of the United Bank of Africa was also charged with money
laundering, theft of property and forgery.
The pair arrest stemmed from the alleged fraudulent transfer
of US$33,199.00 from the United Bank of Africa (UBA) which
Osadagbonyi, an IT personnel at the bank is reported to have
told police investigators that the amount was transferred
into the account of his girlfriend publisher Nah to purchase a
printing machine in the United States.
In the wake of the lobbying defense lawyers to have the
released if it done they are to re-appear at the Monrovia City
Court at the Temple of Justice on Tuesday, June 27, 2015 as
requested by the court.
Publisher Nahs arrest comes barely two years when another
journalist Darlington Pelenah was arrested by the police and
charged with armed robbery but Pelenah and two others
defendants were tried and found not guilty by the empaneled
jury.

Title: Request for expression of interest-A National Technical Assistant To Support Public Sector Pay Reform:
1. INTRODUCTION:
The Government of Liberia (GoL) through the Civil Service Agency (CSA) has received a funding envelope comprising IDA and a MultiDonor Trust Fund (USAID & SIDA) to support the strengthening of governance and public administration through the Public Sector
Modernization Project (PSMP). The Civil Service Agency intends to apply part of the proceeds of this financing to eligible payments
under the contract for recruitment of a highly organized and energized National Consultant to Provide Technical Assistance for Pay
Reform to the GoL under the Public Sector Modernization Project.

BACKGROUND
The government unveiled a new development agenda (Agenda for Transformation, 2012-2017), which places public sector
modernization at the heart of its program to achieve middle income status by 2030.The drive to clean up the payroll, rationalize the
wage bill and improve performance management has been captured under the Public Sector Modernization Project (PSMP) which
is rooted in the GOLs Civil Service Reform Strategy (CSRS) on (i) Pay and Pensions Reforms; (ii) Payroll Management; (iii) Improved
Performance; (iv) Leadership Development and (v) Capacity building for effective Programme Management. Seven (7) Ministries are
piloted for implementation alias Participating Ministries.
The Civil Service Agency is currently developing job descriptions for positions in the seven pilot ministries and classifying these
positions onto respective grades, utilizing the requirements for the jobs and the grade level description.
The Civil Service Agency now requires the services of a well-trainedand experienced, highly organized and energized Pay Reform
Advisor, with experience in Public Sector grading and pay reform implementation, to place individual civil servants in each position
onto the relevant steps within each grade and assist the CSA to implement the medium term pay reform strategy. The consultant will
work in collaboration with a donor provided Grading and Classification Advisor, as well as a team of staff from the Civil Service Agency,
Government Ministries/Agencies/Commissions(MACs) and the Liberia Institute of Public Administration.
2. OBJECTIVES OF THE ASSIGNMENT:
The objective of the assignment is to assist the process of grading and place civil servants on the various steps within their relevant
grades to enable the Civil Service to operationalize the new grading structure, understand the costs and implement the pay reform
strategy across the civil service;
Enable the Government to manage compensation in a sustainable, structured and consistent manner within its national budget; and
Help the reform team implement the Pay Reform using the Pay Strategy that has already been approved by Cabinet;
3. SCOPE OF WORK:
The consultant will work with the Technical Working Group drawn from CSA, GC and LIPA,in collaboration with the existing donor
sponsored Grading and Classification Advisor. He/She will report to the CSA Director General through the Director, Civil Service
Reform Directorate (known as the Project Coordinator).He/She will also work with a team comprising representatives of the Civil
Service Agency, Ministry of Finance, and sectorial ministries.
The specific tasks shall include:

Drive implementation for the medium term pay reform strategy across the GOL, but specifically within the 7 pilot institutions;
Develop and agree the method for the starting placement of individual civil servants on their grade, for all civil servants;
Place each individual civil servants in all Ministries on their steps within the grades;
Based on individual placements, estimate the cost of the structure to the GOL;
Assist the CSA to make any modifications to the salary structure that may be necessary to enable the GOL to afford the placement;
Review payroll management and control system;
Develop processes and procedures necessary for effective payroll management and control;
Review previous work already done to transform the Pay Reform including the Medium-Term Pay Reform Strategy;
Review, analyze, edit and layout the Medium-Term Pay Reform Strategy and have it distributed to all Ministries, Agencies and
Commissions of Liberia;
Assist the government Project Coordinator in briefing the management of MACs on pay reform implementation the assignment, and
explaining how they will be involved and how civil servants will be affected;
Assist the Project Coordinator in providing initial training and coachingstaff analysts in grading, payroll management and control
Prepare an inception report outlining sequencing of activities, methodology to be applied, and timeline for completing the assignment.
Model the fiscal impacts of at least three possible pay scenarios, which align to each of the grading structures for civil service, health
care delivery personnel and education delivery personnel. The three scenarios will reflect high, low and base case assumptions about
progress on related reforms, including the grading and classification exercise that is currently ongoing. The scenarios will model
different size, composition and distribution of staffing, and different choices by GoL regarding pay levels for the existing grading
structure and the extent to which salary levels are benchmarked against external comparators. The approach to modeling and impacts
assessment that the Consultant will carry out will be guided by GoLs medium-term projections and targets for the wage bill, in order
to ensure that reforms are fiscally sustainable and in line with the Agenda for Transformation.
Develop a pay model, which can be used in the future when considering pay options and train identified employees at the CSA to use
the pay model.
Prepare an implementation plan that presents considerations related to sequencing. It will provide practical guidance in a flexible
manner taking into account the political economy, capacity, resource constraints, and the recommendations laid out in the MediumTerm Pay Reform Strategy Update of 2014. The plan needs to include a monitoring framework to track progress in implementing
reform.
Liaise with (a) the consultant who is responsible for designing a suitable grade-by-grade structure for the civil service (including for
education and health); and (b) the High Level Task Force on Wage Bill Management.
Survey a representative sample of civil servants to identify the key factors (both financial and non-financial) which create job
satisfaction. Propose how the findings can be used to improve the retention of critical skills;
Design a new salary structure(s) based on the results of the job evaluation and the market survey. To the extent possible, the
structure(s) should consolidate allowances with base pay
Develop an implementation plan for phasing in the new salary structure(s) based on policy priorities and wage bill constraints;
4. Deliverables:
Inception Report to include a detailed 12 month work plan implementing the medium term pay strategy, within three weeks after
commencement outlining sequencing of activities, methodology and timeline (2 weeks after commencement ;
Work with existing Job Evaluation Technical Assistants to grade Civil Servants of Participating MACs and produce Job Evaluation
Report
Individual civil servants placed on steps within grades and handbook on placement guidelines, within four weeks after commencement
Monthly report and outputs from agreed implementation work plan to the Director General updating on progress
A report that lays out in detail the specific salaries of the new civil service pay scale and a related implementation plan
Report on New Civil Service Pay Scale (5 weeks after commencement) (ref. Task 3).
Report on modeling of fiscal impacts of at least three possible scenarios for salary structures (10 weeks after commencement) (ref.
Task 4).
Report on a Pay Model (12weeks after commencement to include status of training in the model) (ref. Task 5).
Draft Final Report:Integrated report reflecting the agreements or modifications on the Civil Service Pay Scale, the model and fiscal
impacts, with the implementation strategy, including any proposed phasing approaches (14 weeks after commencement) (ref. Task 6).
Final Report: A final report to include the final agreed civil service pay scale and any modifications to the draft final report (24 weeks
after commencement).
5. Qualification Requirements:
Minimum Master Degree in the Business Administration, Human Resources or related area;
A minimum of 9-years working experience in Job Evaluation, Classification, Pay and Grading, 5 of which must have been in the public
sector;
Detailed understanding of Public Sector Management, Reform or Governance in Developing Countries especially Africa;
Demonstrated ability to work successfully individually and in teams where training others is required;
Ability to work at senior levels of government
Proven ability to think conceptually, strategically and analytically
Exceptional oral, written and presentation communication skills
Advanced computer skills in Word and Excel software

6. Duration of Assignment:
The Consultant will be contracted for twelve (12) months, and is expected to work full time (office hours) within Monrovia, except
otherwise situation demands outside Monrovia travel on related project matters.

7. Selection method:
The consultant shall be selected based on the individual selection method of the World Banks consultant selection guidelines. Main
criteria for the selection will be relevant work experience and qualifications.
In case of travel requirement outside Monrovia within Liberia for project related assignments, the consultant shall be paid travel
expenses and hotel expenses on actual basis and suitably determined subsistence allowance to the Consultant.

Specialist:
1. Introduction:

2. Objectives of the Assignment:


To supplement the capacity of the CSA to manage the Gender Mainstreaming activities under the
project hereafter called the Client, including the planning and implementation and supervision of
all Gender Mainstreaming operations under the project;
To carry out an In-depth evaluation of the Gender Mainstreaming activities and work products of
the PSMP.
To have a thorough review of the Project Appraisal Document, (PAD), with a view to
strengthening Gender Mainstreaming activities,
To continue with the development of Gender Mainstreaming capacity
To facilitate activation of Gender Mainstreaming activities in participating ministries and
agencies and build their capacity to gradually take over the Gender Mainstreaming function at the
end of the consultancy period.
3. Scope of the Services:
The scope of the services to be provided by the Gender Mainstreaming Consultant is as follows:
The Gender Mainstreaming Consultant will work as part of the Project Implementing Team
under the supervision and guidance of a high-level inter-ministerial steering committee, The
Project Oversight Committee (POC); and will form part of the Technical Working Group (TWG)
which draws technicians from the three implementing Agencies, the Liberia Institute for Public
Administration (LIPA), the Governance Commission (GC), and the Civil Service Agency (CSA),
coordinated for the attainment of project's goal.

B. Capacity Building
Provide support in guidance, mentoring, and coaching the Local gender mainstreaming and other
staff in gender mainstreaming Management. The Gender Mainstreaming Consultant will be the
champion within the agency to build capacity among local gender mainstreaming staff and to
promote confidence and efficiency in their gender mainstreaming deliveries.
4. Qualifications and Competencies:
The Gender Mainstreaming Consultant shall possess the following:
1. Required Qualifications:
Minimum Master Degree with focus on gender or women studies;
At least 5 years experience in gender programme related work with Civil Society or women
group;
Understanding of and experience in change management processes in organizations;
Understanding of global civil society issues, international and national NGO networks;
Ability to work successfully individually and in teams;
Ability to think conceptually, strategically, and analytically;

2. Competencies:
Demonstrates integrity and fairness by modeling values and ethical standards;
Minimum 5 years of relevant experience in mainstreaming gender in development and policies;
Record of participation in at least 2 assignments of similar size and degree of
complexities(consultancy services), in the area of gender mainstreaming in projects, programme
or policies;
Knowledge of analytical methods and tools for mainstreaming gender in Civil Service Reform or
related areas is considered an assets;
Sound understanding of gender and development issues;
Excellent communications, presentation, report writing, and analytical skills

gender mainstreaming and to developing concrete plans and mechanisms for internal and external
gender mainstreaming across Seven participating MACS

The Monitoring and Evaluation Specialist will serve as the focal technical person for all monitoring and evaluation related activities
for the PSMP. S/he will assist and report to the Project Coordinator as regards the monitoring and evaluation of project activities
implemented by the project. The M&E Specialists responsibility is to coordinate and support implementation of monitoring
and evaluation of all the project activities to be conducted in accordance with the Results Framework, Result chain, and planned
objectives of the Project.
3. SCOPE OF THE ASSIGNMENT:
The Monitoring and Evaluation Specialist will work as part of the Project Implementing Team under the supervision and guidance of a
high-level inter-ministerial steering committee, The Project Oversight Committee (POC); and will form part of the Technical Working

B. CAPACITY BUILDING
During the course of the assignment, the consultant will be required to build the capacity of staff from M&E, CSRD, and all departments
that work to achieve the reforms deliverables.

DELIVERABLES/OUTPUTS:
Lead the development of and oversee the review of project level Monitoring & Evaluation plan and associated work-plans for each
component/activity (as reflected in the results framework);
Help develop an M&E Manual for CSA M&E Directorate and conduct regular training during the time of contract;
Be responsible for sourcing data and information for specific M&E needs directly from the tripod, such as budgets, staff capacity
and other internal data particularly for indicators not requiring a survey.
Support technical work such as reviewing M&E methods, carrying out training needs, designing M&E tools and advising M&E
technical assistance.
Oversee and participate in evaluations and assessments.
The M&E Specialist will also serve as the evaluation team member of selected evaluations conducted under this Project.
Ensure quality control of M&E outputs (e.g surveys,etc), by contributing substantively to the design and field testing of the
monitoring methodology, review, supervising design and implementation of the survey, participatory data collection methods and
protocols, data verification techniques, and other technical evaluation and analytical tasks to be conducted by this project.
Closely cooperate and coordinate with the communication specialist for the design, quality, development and completion of all
assessments, analytical reports, case studies, and success stories.
Develop and maintain an M&E database for the project and contribute to the maintenance of the database.
Review monitoring and evaluation system/mechanism, process and procedures of the project and forms and formats for project
activities under its various components; monitor project progress through field visit, offer feedback and keep regular communication
with the participating ministries and the Technical Working Group.
Attend, participate and provide necessary inputs for preparation of and during project meeting, Workshops and trainings;
Serve as focal point for providing M &E inputs on Implementation Progress Reports(IPRs)
Prepare and submit M&E inputs as per the Results Framework to the quarter/ annual project implementation progress reports on
meeting the deadline as per the requirement of the project.
Accomplish others tasks related for preparing, monitoring, evaluation and implementing as per the need of the project assigned
by the Project Coordinator.
B. EXPECTED OUTPUTS/REPORTING REQUIREMENTS:
The consultant will report to the Director-General of the Civil Service Agency through the Director of Civil Service Reform Directorate
(referred to as Project Coordinator). In addition to the regular responsibilities, the consultant shall be accountable for providing /
preparing the following documents and reports during assigned period.
M&E implementation plan for the PSMP using the result framework and chain;
M&E inputs to Monthly/Quarterly/Yearly Project Implementation Progress Report;
Monitoring and Supervision report as per the requirement.
Prepare and submit Guidelines/Manuals of concerned fields visits/surveys as per the need of the project.
Reports and proceeding of seminars, workshops and training
Identify, report, and help manage risks associated with Project implementation
Report Updates should include:
o Highlight progress against milestones
o Explain the reasons for lack of progress, setting out corrective action either taken or intended
o Identify blockages to be addressed by the Project Oversight Committee
o Present any policy proposals for decision by the Project Oversight Committee

4. Required Qualifications:
Academic qualifications:
The consultant should have a minimum of a Master degree in Public Policy, Program Management, Economics, and other related
Social Sciences; Management, Environmental Sciences, Natural Science or related field combined with extensive experience in
similar responsible position in the Public/Civil Service is considered as equivalent.
Experience:
At least 9 years of work experience in a field related to public sector reform, service delivery, and planning or project management.
At least 5 years of experience in M&E design and implementation at the project level would be preferable. Previous involvement with,
and good knowledge of, CBOs, I/NGOs and civil society is desired.
Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel), GIS and SPSS is an advantage. Experiences in
creating and managing performance monitoring plans and leveraging performance monitoring data for improving ongoing project
management are under consideration.
Knowledge in designing and field testing surveys and other data collection instruments are required.

Competencies:
The M&E Specialist should possess excellent technical skills in research methods, Risk Analysis, program and project performance
assessment and management;
Demonstrated experience in monitoring and evaluation of Public Sector project activities especially under World Bank funded
project;
Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders
in a highly sensitive environment. S/he must be able to respond quickly to requests for information;
S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability
to work with minimal supervision;
Excellent data analytical skills and interpretation;
S/he must have ability to write clearly and concisely, and have sound quantitative skills (managing, analyzing and interpreting
data);
Experience on planning, monitoring and evaluation of community based social projects and having good computer knowledge on
database software like; MS Excel, SPSS, GIS will be given priority;
Broad knowledge and understanding of building monitoring and evaluation system, determining baselines and setting resultsbased indicators;

The overall objective of the assignment is to provide an On-line HRMIS and Biometric Registration/Verification System that will be deployed in various regions
across the Country in order to capture and verify HR and Biometric data of employees of Government assigned to the Fifteen (15) Counties of Liberia. The
assignment will entail:
The development of a robust On-line HRMIS and Biometric Registration/Verification System capable of enrolling and verifying employees of Government assigned
to the leeward counties of Liberia. The firm will also include Off-line capabilities during the development of the software so as to address issues of disruptions and
down-time in the on-line connectivity.
Train the Human Resource Management Information System (HRMIS) and Biometrics Staff on how to use the system efficiently and effectively.
Deploy the system to regions where there exists a presence of the Civil Service Agencys Regional Offices.
3. SCOPE OF THE ASSIGNMENT:
The Civil Service Agency is seeking an experienced consulting firm or Consortium of firms who will develop, train and roll-out an On-line HRMIS and Biometric
Registration/Verification System in various regions across the country as per Implementation Plan. The scope of work for this assignment includes:

system so that existing skills and experiences currently possessed by CSA Biometrics Staff can be fully leveraged.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be network aware such that enrolment information can be
automatically saved to a local database when the central server is inaccessible; and synchronized whenever the server is accessible from the local/decentralized
computer.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will have a manual override to allow the operator to elect to operate
locally or online in cases where the server is accessible but the integrity of the network may make online enrolment unreliable.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will be capable of registering persons who are not in the database.
Note that Biometric enrolment was originally conceived as the acquisition of fingerprints and photographs of persons already in the Government of Liberias payroll
database. However, while this remains the primary requirement of biometric enrolment, the system must also be capable of registering persons who are not in the
database.
Develop and deploy an On-line HRMIS and Biometric Registration/Verification System that will allow automatic checking of Employee/Payroll numbers at the
time of enrolment to avoid duplication.
In addition, the system should permit the biometric registration of any person with the following minimum information:
1. First Name;
2. Last Name;
3. Gender
Biometric enrolment should include the acquisition of at least one photograph and images of all ten fingers of each subject.
The system should allow the retrieval of a person's record using any one of the following:
1. Full Name;
2. Employee/Payroll Number;
3. Social Security Number; and
4. System generated Person ID (pID) number
The search shall permit use of wild cards. Where multiple search results are returned, it must give the operator the option of checking each result at will.

Decentralized Systems
The server system should have a function for loading decentralized systems with an administrator specified subset of database records according to the respective
locations in which they will be used.
Decentralized systems should be capable of connecting to the central server and synchronizing their respective databases as follows:
New enrolments in the local database that have no records on the server will be copied to the server database
Changes to records on the server will copied to and overwrite records on the local database
Decentralized systems should be capable of importing from and exporting their databases to portable media; and the central server should have a means of
synchronizing with databases on portable media.
Decentralized systems should be capable of performing fingerprint and facial identification functions on their local datasets; and should be capable of performing
identification against the entire CSA database when the biometric identification server is accessible.
Access Control
The system must include a comprehensive access control system that grants read/write access to subsets of the database by location, ministry, and position level;
and to records by type (for example biometric records, employment, compensation, etc.)
Deliverables/Reporting Obligations:
1. An brief Inception Report: Submit a first draft inception report of the project within 15 days following signing of the contract, detailing:
An analysis and review of the project and work plan
Development of system development and deployment strategy that provides clear reporting criteria and schedule, and perceived challenges;
2. A draft final report submitted to the Project Team for review and comments.
3. A final report, subject to approval by the project team and head of the CSA

The BIOMETRICS CONSULTING FIRM shall report to the Director-General of the CSA through the Director of the Civil Service Reform Director (known as the Project
Coordinator) of the Public Sector Modernization Project (PSMP).
Responsibilities:

Maintain regular communication with the PSMP Management Program team via direct meeting, audio-conference, videoconference, and email regarding all
aspects of the evaluation procedure, system development and deployment, and reporting framework etc.
Provide PSMP and World Bank with copies of its evaluation procedure work flow and its system development and deployment methodology for review.
Strictly comply with all general independence, confidentiality, and professional integrity codes. Seek advice from CSA and World Bank team when uncertain about
requirements and expectations in this regard.
Permit the World Bank representatives and PSMP team or designated entities or individuals to monitor and inspect selected components or all of the process.
Monitoring may take the form of unannounced visits to firm offices and field area.
4. QUALIFICATIONS REQUIRED ( Evidence to substantiate that) :

a) Team Leader:
Masters Degree in Information Communications Technology, Management Information Systems, Biometrics and Identity Management, Public Administration,
Public Sector Management and Reform, Project Management or related field to the above with bias in IT;
Must have a minimum of ten (10) years relevant work experience;
Must have experience in strategic planning, systems analysis and design, monitoring/evaluation, CSA reform initiatives and other reform programs, especially
related to the public sector;
Must demonstrate practical and relevant experience dealing with difficult governance issues and other stakeholders participatory processes XC
b.) Key Staff (Minimum two personnel):

Other Registration Requirements:


The interested firms should attach evidence of the following documents with their applications:
Documentary proof of valid legal entity of the firm i.e. Registration with Securities and
Exchange Commission or Registrar of firms;
Registration of firm/consortium with relevant professional body, if any;
Audited Statements of Accounts for last 3 years;
Undertaking that the firm has not been blacklisted or debarred by any government organization;
The firms experience in Biometrics System Development and implementation in public/private sector, if available, where it has been involved in development and
implementation of biometrics systems, and provision of services and any relevant and recent analysis or report.
Details of major works/projects completed in public/private sector during the last five years. The list must include a brief description of the project relevant to
the assignment;
A capacity statement on available IT equipment (software/hardware) requirement for evaluation process.
List of key permanent professional staff including detailed CVs of core team for the assignment, showing qualification and experience including the projects on
which they have worked; their role in the project and duration of their engagement with the project, and the name of a contact person for identification purposes.
Proof of registration, income tax and sales tax.

5.DURATION OF ASSIGNMENT:
The duration for this assignment is Six (6) months and based on the achievement of specific milestone predetermined by the project team. The work schedule
will be determined by the project team and the consultant for the duration of the assignment. The duty station shall be Civil Service Agency Monrovia, Liberia.
However, a portion of this assignment could be undertaken away from the CSA or Monrovia.

The consultant shall be selected based on the Consultants' Qualification Selection, (CQS), method of the World Banks consultant selection guidelines. Main criteria

1. Introduction:
The Government of Liberia (GoL) through the Civil Service Agency (CSA) has received a funding envelope comprising IDA and a MultiDonor Trust Fund (USAID & SIDA) to support the strengthening of governance and public administration through the Public Sector
Modernization Project (PSMP). The Civil Service Agency intends to apply part of the proceeds of this financing to eligible payments
under the contract for hiring a highly organized and energized Communications Specialist/Public Relation Officer, who will carry
on with the Communications/Public Relation function under the project and continue the capacity building of the Monitoring and
Evaluation officers in the participating ministries and agencies.

2. Objectives of the Assignment:


The objectives of the assignment are as follows :
To supplement the capacity of the CSA to manage the Communications/Public Relations activities under the project hereafter
called the Client, including the planning and implementation and supervision of all Communications/Public Relations operations
under the project;
To contract the services of a Communication/Public Relations Specialist needed to implement existing Communications strategies
and plan in order to positively highlight results of the PSMP over the project life cycle.
To carry out an In-depth evaluation of the Communications/Public Relations activities and work products of the PSMP.
To have a thorough review of the Project Appraisal Document, (PAD), with a view to strengthening/developing Communications/
Public Relations activities.
To facilitate activation of Communications/Public Relations activities in participating ministries and agencies and build their
capacity to gradually take over the Communications/Public Relations function at the end of the consultancy period.
To produce relations materials, edit and layout reports and other promotional material and assist in planning, publicizing, and
carrying out special events;
To work in concert with the PSMP project Coordinator, CSA communication/PR Officer, stakeholders, beneficiaries and donors to
develop activities that highlight and showcase donor assistance/achievements of the PSMP;
To monitor local and international press coverage and monitor effectiveness of the communications strategy, provide feedback to
inform ongoing Public Relations activities and future programs;
Assist in editing, designing structure for monthly, quarterly, and yearly project implementation progress report in close consultation
with the Director of CSRD(known as the Project Coordinator);
3. Scope of the Assignmdnt:
The scope of the services to be provided by the Communications Specialist/Public Relations Officer is as follows:
The Communications Specialist/Public Relations Officer will work as part of the Project Implementing Team under the supervision
and guidance of a high-level inter-ministerial steering committee, The Project Oversight Committee (POC); and will form part of
the Technical Working Group (TWG) which draws technicians from the three implementing Agencies, the Liberia Institute for
Public Administration (LIPA), the Governance Commission (GC), and the Civil Service Agency (CSA), coordinated for the attainment
of project's goal. Under the direct supervision of the Director of CSRD (referred to as Project Coordinator), the communication
specialist, will be responsible for carrying out the internal and external communication strategy/plan for CSA. S/He will also provide
communications support to the internal and external partners such as the GC and LIPA team. These activities are to be carried out
within a participatory context that gives importance to advising and transferring knowledge to partners and stakeholders.
The consultant is expected to disseminate information and messages from the activities of the PSMP to the wider public, influence
decision making and knowledge sharing. Also, promote and enhance the national, regional, and global visibility of the PSMP.
Specifically the consultants work is expected to:
Raise the profile of the PSMP, nationally, regionally, globally, and with identified audiences;
Ensure effective lobbying and advocacy with critical stakeholders at all levels including government and policy makers;
Support and further the effectiveness of the activities implemented by partners including LIPA, and GC in relations to the PSMP
and reforms in general;
Within the framework of the project and its objectives, utilize existing communication strategy and develop information strategy
and carry out communication activities to promote and share information about the project objectives, outputs and outcomes;
Assist PSMP team in developing appropriate branded public information documentations and events;
Assist in the preparation of schedules, briefing materials, scene setters, briefing with PSMP team;
Maintain a calendar of the PSMP events in close coordination with PSMP team and our implementing partners.
Design, develop, and disseminate all outreach materials and activities to advertize beneficiaries, products to target audience
and media, including outreach folders and fact sheets, newsletter, blog/website entries, tweets, newsletter, brochures, video, and
campaigns, for broadcast and print media;
Engage with change Agents(Internal Reform Committees) across MACs, and capture success stories for disseminations through
website , outreach folders and to media;
Design, develop, market, and maintain project social media page;
B. Capacity Building
During the course of the assignment, the consultant will work in concert with the PSMP project Coordinator, CSA communication/
PR Officer, stakeholders, beneficiaries and donors to develop activities that highlight and showcase donor assistance/achievements
of the PSMP and to communicate the reforms and achieve the deliverables.
Provide support in guidance, mentoring, and coaching the Local Communications/Public Relations officers and other staff in
Communications/Public Relations Management. The Communications Specialist/Public Relations Officer will be the champion
within the Agency to build capacity among local Communications/Public Relations staff and to promote confidence and efficiency in
their Communications/Public Relations deliveries.
Participate in and facilitate related training and workshops as appropriate;

4. Qualifications and Competencies:


The selected Communications Specialist/Public Relations Officer shall possess the following:
Required Academic Qualifications:
The Consultant shall possess a Minimum of Master degree in Development Studies, Public Policy, Communications, Media
Management, Journalism, and equivalent;
Minimum of 5 years knowledge of professional experience in policy advocacy, internet campaign, coalition building and
management and/or networking is desirable. Work experience in the Public Sector will be an advantage;
Minimum of 5 years Training and experience in development and use of information management systems and techniques;
At least 5 years of work experience in the field of Public Information and communications, preferably in a newspaper or media
Agency, at least 5 years of experience in Communications at the project level would be preferable
1. Competencies:
Training and experience in Computer aided design;
Demonstrated experience in writing articles and text for professional publications and also to a highly illiterate public;
Excellent writing skills;

Monroviahe Board of Tax Appeal (BOTA) has received a


new board member following the resignation of
Cllr. Joseph K. Jallah from his post.
The management of the entity as part of its
commitment to the professional ethics and respect for
its staffs Wednesday honored Cllr. Joseph K. Jallah who
has been serving as one of its board members prior to
his resignation.
Cllr. Jallah resigned his position in order to contest
the 2014 Special Senatorial Elections to represent his
county, Lofa County.
His decision was in line with President Sirleaf policy
which called for public officials to resign prior when
they have ambition for elected positions.
Cllr. Jallah has been serving the post since his
appointment and confirmation in2010. Speaking during
the honoring ceremony for the outgoing board member,
the chairman of BOTA Ambassador Charles A. Minor
said he has known Cllr. Joseph K. Jallah over the years as
hardworking, very good and dedicated person since he
joined BOTA.
Cllr. Jallah is very royal, very supportive simply because
he always wants to reach out to his colleagues. He gives
us more support of publicity and other means. But one
of these days, BOTA will need your technical advice and
we will call on you for so many reasons, said Mr. Minor.
He also commended Cllr. Jallah for the legal services
he provided during his time at the entity. According to
him, the supports provided by Cllr. Jallah will never be
forgotten by BOTA.
For his part, the outgoing member of BOTA and honoree
Cllr. Joseph K. Jallah thanked his colleagues, the

my colleagues and I consider how blessed Im to be able
to count so many of you as friends, mentors, role model,
respected business people, leaders and pioneers- all of
your respective and unique words,
Someone once said you only live once-but if you do
it correct, than once is more than enough. I have been
exposed to so many opportunities as well as personal
growth and other challenges were set before me, but
they were underpinned by the support of the group and
their belief that it could be done, the honoree noted.
Also speaking was the incoming Board member Cllr.
David Kolleh who told the gathering that he has known
Cllr. Jallah as a friend to his elder brother and replacing
him is like working with his brother.
He said Cllr. Jallah had every means to either choose
to resign or to remain on the Board, saying great men
always take risk.
As a new comer, you listen more and talk less, so for
me, I will listen more and talk less and want to assure
the Board members that I have come to work with them,
Cllr. Kolleh said.
He continued We have come to walk by your side to
make sure that BOTA becomes number one organization
in the country and promised to create awareness for this
institution in Liberia, because many people dont know
about this organization.
BOTA is known as Board of Tax Appeals which is
responsible to investigate tax matters between the
tax payers and tax collectors and it is a government

for institutions,
Liberians and officials who
have been using the crisis to
seek donations from foreign
partners only to amass
wealth.
During the heat of the
outbreak,
many
public
officials and civil society
actors solicited huge sum of
money from donor partners
under the guise of fighting
the virus from Liberia.
Many
donor
partners
pumped in money to support
the fight against Ebola from
Liberia and keep survivors of
the virus in good health.
One
humanitarian
organization
that
was
involved in the fight against
Ebola from the region is the
Seventh Days Advantage
(SDA) Church developmental
arm,
the
Adventist
Development and Relief
Agency (ADRA) Germany.
Audio
recording
and
documents in the possession
of the FrontPageAfrica reveal
that ADRA Germany during
the Ebola crisis donated
over US$100,000 (hundred
thousand) to ADRA Liberia
to support Ebola survivors
in Liberia under a special
project headed by the
Executive Director of ADRA
Liberia, Anthony Zaizay and
Pastor Youkonjay Barnard,
coordinated by Jerry Doe of
ADRA Liberia.
In one of the audio recordings
the Finance Director of ADRA,
a pastor of the Better Living
SDA Church on 12th Street
Sinkor, Youkonjay Benard is
heard instructing one of his
colleagues to fake the names
of Ebola survivors.
The ADRA Germany project
was intended to help Ebola
victims in Liberia who lost
their personal belongings
through burning and homes
destroyed.
The project was intended
to help parents, in the cases
where parents were affected,
their children are missing out
on food and other support,
and ADRA survivors and
nutritional kits were to
ensure that the immediate

needs of these Ebola victims


are met.
In the kits are supposed
to be bed-spreads, soap,
mattresses clorox among
many items that were to be
given to survivors in Liberia
by ADRA Liberia from the
over US$100,000 donation
from ADRA Germany.
But from the audio recording
in the possession of the
FPA, ADRA Liberia allegedly
provided a fake report to
its partners from Germany
that the over US$100,000
given to help Ebola survivors
was used for the intended
purpose.
The audio from both Zaizay
and Barnard revealed that
only US$50, 000 (fifty
thousand) was used instead
of the entire US$100,000
provided for the purpose. The
rest of the more than US$50,
000 was allegedly diverted to
other use by ADRA Liberia.
ADRA Liberia from the
recording gave their partner
ADRA Germany exaggerated
reports by increasing the
number of Ebola survivors in
their report.
The Finance Director of ADRA
Liberia, Pastor Barnard in the
recording is heard telling the
program coordinator Jerry
Doe that they have spent a
little over US$50,000, asking
Jerry to increase the names of
survivors and items donated
to reach the amount provided
by ADRA Germany.

"How much is one hundred
thousand so much, if you put
all of the receipts together
we have spent over fifty
thousand, so we will only
be eating like forty- five
thousand from the project,
but what I want you do is that,
your listing that you have is
forty-five thousand and we
also did another listing for
fifty thousand so when you
combine the both lists we
will be hitting something like
a little over ninety thousand
maybe only five thousand will
be left and we can repay that
amount then to pay for the
entire hundred thousand,
Pastor Bernard said in the
recording.
For his part, the Head of
ADRA
Liberia,
Anthony
Zaizay in his recording told

of Ebola survivors to six
hundred names and pleaded
that the list should not be
given to any individuals but
only him (Anthony Zaizay).
But ADRA Liberia head
Anthony Zaizay described
the recording as distraction
intended to spoil the image
of the organization.
He told FPA Wednesday night
via mobile that he will not
dignify the recording because
he (Zaizay) knows who
is behind such recording,
saying, it is Orlando and
the Jerry Doe man who was
serving as the program
coordinator of the program,
they are only releasing this
recording because their
contracts with ADRA is over
maybe they want to come
back, he noted.
FPA has not been able to get
Jerry Doe and Orlando that
were accused by Mr. Zaizay
of secretly recording him
(Zaizay) and Pastor Benard.
He furthered explained that
ADRA is an international
organization that is involved
in many different projects
and he (zaizay) is heading
all of the projects for ADRA
Liberia, saying, I decide
administratively when and
how to shift projects and
maybe that recording you

administrative instructions
that I was given and nothing
wrong with that, he
explained.
For his part, the finance
Director of ADRA Liberia
when contacted described
the recording as rubbished
that he cannot give credence
to.
Fake Ebola survivors?
FPA has obtained copies of
listing of Ebola survivor that
ADRA Liberia claimed to have
benefited from the program.
One of the survivors on the
list, Teta Togatt told the FPA
that she has not benefited
from any ADRA donation.
She explained that she is not
an Ebola survivor but her
husband and two kids are
survivors.
My husband and two
children survived but we
did not get anything from
any SDA group, what I can
remembered is that some of
the groups came and took
down our numbers and they
said they were giving things
but since that time up to
present we have not seen
anyone, she noted.
Another survivor on the list
identified as Amos expressed
serious disappointment in
the way his name is being
used by ADRA Liberia saying
that he did not any money or
donation from the SDA group.
I dont want to get angry
with information because
since the Ebola crisis I have
not gotten anything from
any group call ADRA so if my
name is on any list you are
talking I will take issue with
that group, he said.
FPA has observed that some
of the names on the list are
actually Ebola survivor but

recent political history before,
but its worth repeating: In
1951, the states ratified the
22nd Amendment, which
limits a president to serving
two consecutive terms. In

in which a party was seeking
to hold the White House for
more than eight years, only
once has either party managed
to score a third consecutive
presidential term. That was in
1988, when Michael Dukakis
outlasted a weak Democratic
field and narrowly missed
making history as our first

The reason for this, most likely,
is that candidates in Clintons
position
inevitably
find
themselves caught between
powerful
and
conflicting
currents that are all but
impossible to navigate without
a good bit of luck.

For one thing, after your


party has governed for eight
years, your ideological base
is almost always dispirited
and resentful of compromise.
Thats the nature of governing,
as Barack Obama now knows;
the higher the expectations
among purists coming in,
the more betrayed those
purists ultimately feel when
the other party isnt stamped
out of public life forever and
their own president makes
concessions to political reality,
instead.
At the same time, the broader
electorate tends to tire of a
president and his endless
bickering with Congress after
eight years (note Obamas
45 percent approval rating),
and voters hold out hope
that a change of agendas

will somehow bring with it a
change in the political climate,
too. The last thing the majority
of voters want is a new
president whos more strident
and less pragmatic than the
last one.
Somehow then, as a partys
third-term candidate, you have
to be both more ideologically
pure and more flexible than the
incumbent president, and you
have to disown that president
without appearing to be a rank
hypocrite.
Take, for example, Al Gore.
(And yes, I know, Gore actually
won, but Ill deal with that
in my soon-to-be-written
novel of alternative history,
titled President Gore and the
Lockbox That Beat al-Qaida.)
Gore had to simultaneously
hold off a serious challenge
from the left, in the person
of Bill Bradley, while also
taking credit for Bill Clintons
economy and, at the same
time, distancing himself from
the presidents moral failing.
In this jumble of conflicting

imperatives, what should


have been an easy argument
for
another
Democratic
presidency became obscured
by questions about what, if
anything, Gore really believed.
Then theres John McCain,
who had to reassure his own
restive base that he would be
as reliable a culture warrior
as George W. Bush, while
also trying to prove himself a
different kind of conservative
to the rest of the electorate.
McCain tried to do both by
choosing Sarah Palin as his
running mate, which might
have been the worst hiring
decision since William Bligh
brought Fletcher Christian
aboard the Bounty.
For Clinton, the first real test
of this dynamic comes with
the debate over the Asian
free trade pact, in which the
administration she served
finds itself at odds with the
populist base of the party,
even as polls show that most
Americans support trade.
For weeks, Clintons answer
was to say nothing, while her
declared opponents Bernie
Sanders and Martin OMalley
gleefully hammered away at
the trade pact as a betrayal of
all that is holy in the world.
Then, last weekend, after
House Democrats dealt Obama
a stinging defeat in his effort
to get so-called fast-track
authority to finish negotiating
the treaty, Clinton finally
weighed in. Pointedly declining
to endorse the trade deal, she
instead told Obama he should
listen to the wisdom of Nancy
Pelosi, the House minority
leader who opposed the pact,
and she advised Obama to use
the defeat as leverage to extract
even more concessions from
our Asian trading partners

suspected that the Guinean
lady was bleeding from the
nose and the officers decided
to isolate the three riding on
the motorbike.
While in that process, Assistant
Minister Nyenswah said a
Liberian woman arrived from
Margibi to receive her mother
in order to help her seek
medical treatment in Liberia.

conference hall, the hospital
Administrator Dominic Rennie
said with the help of partners
the hospital has reopened and
is providing the basic health
services including surgery,
medical, pediatric, maternal
child health and providing
other related treatments.
We want to tell the public that
redemption hospital has fully
restored all the services that we
have been offering before. We
want to encourage everyone
to come to this hospital, and
come early because of the
preventative procedures we
have put in place, said Rennie.
The new measures put in
place at the hospital include
infection prevention control to
ensure that patients and staff
are well protected.
Those preventive measures
include washing underneath
the feet of shoes, washing
hands
and
performing
temperature checks.
Patients should be sincere
enough to admit what illness
or symptoms they have been
experiencing which will help
the nurse to determine what
step to take in such situation,

keynote
address,
underscored the importance
of paying taxes and called on
Liberians not to consider the
process as an act of charity
but a statutory duty.

actions which ensure overall
coherence, complementarity
and continuity of Community
interventions, including in the
area of transition from relief
to development.

Liberians, who willingly


pay their taxes, have a deep
understanding that they are,
in fact, contributing to the
building of a great nation.
In economics, we say that
there is no free lunch. You
may not pay for the lunch,
but somebody has to pay
for it. For Liberia, there is
no free development; no
free running water; no free
electricity; no free education
or healthcare; there is no free
peace and security.
The money to pay teachers,
doctors
and
nurses,
engineers and bus drivers,
police and military officers,
comes from somewhere.
Even if prenatal and infant
medical care is free for the
patients, the resources to
fund them come from the
national budget, which is
reliant on revenue, loans or
grants from our development
partners, Konneh said.
The LITP was established
in order to encourage
compliance
and
reduce
the
unnecessary
fights
and disagreements that
usually
ensue
between
tax
administrators,
tax
practitioners and taxpayers,
largely due to ignorance,
misinterpretation of the
law and in some instances
outright dishonesty.

LIBERIA FOOTBALL CHIEF EYEING FIFA PRESIDENCY

Football Association is hoping that
Africas large voting bloc (54) backs his
bid to become the next president of the
Liberia Football Association.
Bilitys pronouncement makes him the first FA President
in Africa to make a play to succeed Sepp Blatter,79,
since the long-time Fifa President announced that he
would be stepping down as President of the sports
world governing body on June 2, 2015.
Bility, who has led the Liberian FA since 2010, becomes
only the second African to make a bid to become Fifa
president. Current Confederation of African Football
(Caf) president Issa Hayatou lost to Sepp Blatter in the
2002 presidential elections.
For Bility, the support of Africa will be key: Coming
from the continent with the largest vote, Im confident
that Africa will showcase their candidate and unite
the rest of the world around me, Mr. Bility told
FrontPageAfrica Thursday.
In addition to getting the support of his African peers,
Bility will also need Sepp Blatters blessing.
Despite his fall from grace in the wake of a massive
corruption scandal, Blatter still wields a lot of influence
on the continent which has consistently voted him in
office overwhelmingly.
This was evident on the eve of the most recent elections
when Mr. Issa Hayatou, President of the Confederation
of African Football(CAF) declared the continents
support for Blatter. His actions in favor of Africa speak
for him, Hayatou said in his address to the members.
To us, he is still the man of the moment. Dear Sepp,
Africa is comfortable having you. Africa stays with
you!
Blatter went on to win re-elected as FIFA president
for a fifth time after rival candidate Prince Ali bin Al
Hussein conceded defeat as the voting went into a
second round. Out of the 206 valid votes, Blatter got
133 while Ali obtained 73 as neither candidate was
able to obtain the two-thirds majority for an outright
win.
Blatter initially welcomed the results which came in
the midst of the corruption probe that led to the arrest
of several high-ranking Fifa officials. But announced
later that he was stepping down as Fifa President.
Blatter joined FIFA in 1975 and has been FIFA president
since 1998. His win came despite demands that he
stepped down in the face of a bribery scandal being
investigated by US, Swiss and other law enforcement
agencies that plunged the world football body into the
worst crisis in its 111-year history.
Nations vote by secret paper ballot. A two-thirds
majority is necessary on the first ballot, and a simple
majority on the second.
Even if Bility wins the endorsement of Blatter and
gets Blatters blessing, he would need the win over a
majority of the 53 Europe votes up for grabs, 35 votes
from North and Central America and the Caribbean,
46 votes from Asia, ten from South America(Zicos
territory) and 11 from Oceania.

Europe which has the world's wealthiest leagues and clubs, has
not held FIFA's top spot since 1974, when Brazil's Joao Havelange
ousted England's Stanley Rous 68-52. Havelange held office for
24 years.
Blatter, who was a top aide to Havelange defeated Sweden's
Lennart Johansson, then the president of UEFA, 111-80 on the
first ballot in 1998. According to published reports, there were
accusations even before the election that Blatter's associates
were buying votes.
No candidate from Europe has declared an intention to run and
many believe the absence of a European candidate could offer the
African candidate a boost although Bility faces stern challenge
from Brazilian great Zico who earlier expressed his interest in
contesting the Fifa presidency.

In the last election, UEFA president Michel Platini estimated


that at least 45 EU countries would back Ali who has not yet
expressed interest in contesting. Neither has Hayatou, a close
Blatter supporter who is not expected to contest.
Bility says if elected he would work to build the integrity of Fifa
currently embroiled in a massive corruption scandal.
Africa, Bility said must take the lead to reform FIFA. We must
take the lead to unify the organization, we must take the lead to
bring football together to much acrimony right now, we make
laws that will no longer leave decisions in the hands of a few, we
strengthen our relationship with Interpol, today Africa is more
united.
Bility, 48, said he has spoken to about a half dozen Presidents of
the Confederation of African football who have given him their
support. You can see the excitement in them, my colleagues
know me to be bold, and outspoken. Im highly opinionated, what
is not right I dont bow down on it, I think it has given me some
respect, President Hayatou will lead the African support, Id be
very surprise if one person from Africa criticizes my decision

WHAT BILITY NEEDS TO DO TO WIN

For the LFA President to win, he would need more than African votes.
A look at where he needs to tap to win the Fifa presidency.

AFRICA " 54 VOTES


Blatter has had strong backing voiced in Africa,
where few nations have powerful leagues.
The Confederation of African Football has
consistently supported Blatter. With Blatters
support, Bility could make gains here. He says
some have already committed.

ASIA " 46 VOTES


This is another bloc that has supported Blatter
overwhelmingly in the past and one Bility will
need if he is to make gains. This bloc voted for
Blatters opponent, Prince Ali in the recentlyheld elections because it wanted change.
SOUTH AMERICA 10 VOTES

Brazil and Argentina dominate this


confederation and gave their support to
Blatter in the recent elections. While they have
the fewest votes of all the confederations, it
could add up and Bility, if he convinces them,
could have some tally to add to his quest
although tapping in Zicos territory could be a

challenge.
OCEANIA " 11 VOTES
This bloc is considered also to be small. Since
the departure of Australia in 2006 for the AFC,
Blatter has enjoyed a strong support here and
so could Bility with Blatters blessing.
