Pilot Boarding Area: Bandrele pilot boarding position is located in position
Lat. 12 53 S, Long. 45 16 E, 9.0 nautical miles from Dzaoudzi port.
ANCHORAGES: No suitable anchorage outside the reef. Vessels arriving
after port operations hours (0600 2200) must remain drifting at least
10 nautical miles from the reef, except in an emergency. There are several
excellent anchorages in the bays of Longoni and Pamandzi.

Inward Clearance is compulsory. Form is supplied by Pilot on boarding.
For Outward Clearance, one agency official boarded the vessel. According
to Pilot information, agency SMART Dzaoudzi worked on VHF Channel 18.
However, several calls were made, but no reply received.
Approaches: The vessel approached the pilot boarding ground 1.5 nautical
miles NE off Passe MZamboro in order to pick up Pilot at 0900 hrs. Pilot
station had confirmed vessels ETA 1.5 hours earlier on VHF Channel 14.
Excessive currents were not observed at the boarding ground (6 hours before
high water at Dar Es Salaam). In fair weather conditions and good visibility,
the approach and the passage of Passe MZamboro is without any difficulties.
Cape Douamougno Lighthouse is a conspicuous leading mark for approach,
and even Pointe Bandaboi leading lights in 174 direction (white beacons)
are clearly visible at the pilot boarding ground.
Pilotage: For Pilot embarkation, speed had to be reduced to about 10 knots,
pilot launch (white hull) is capable of 35 knots (2500 h.p. hydrojets). After
boarding the vessel at exactly 0900 hrs., the Pilot, who is an ex-French navy
officer, ordered a speed of about 15 knots for the lagoon passage. Contrary
to former Masters Reports, the Pilots speak fluent English and appeared to
be a skilled and experienced.
Lagoon Passage: All courses to be steered during the passage are clearly
marked by leading lights, buoys and beacons, all being lit (except 1 patch
buoy, see Anchorage). All buoys and beacons appeared to be well
maintained so that, contrary to former reports, passages during night-time
are possible, although some leading lights may be extinguished. The Pilot
confirmed that 24 hour pilotage is provided.
Anchorage: The vessel dropped anchor at the W Anchorage, position
marked on the chart between Mamutzu and Dzaoudzi Island, 4 th shackle
on deck. A 3.6 m. patch 0.5 nautical miles SW of I Mogne Amiri is now marked
by an isolated danger buoy, which is presently unlit.

General: Currents: During the first part of the lagoon passage until passing
Kongo Buoy, remarkable currents were not observed. During approach to
the anchor position and during anchoring, partly strong currents in
unpredictable directions were noted. The current set partly contrary to the
indicated directions in the tidal stream table on BA Chart No. 2744 related
to high water at Dar Es Salaam.
Remarks: The pilot station provided an excellent service during the whole
stay. Support was given regarding tenderboat traffic and also for agency
matters.
BA Chart No. 2744 appeared to be not very accurate. Differences between
charted positions and reality were observed for several buoys and beacons.
The Pilot informed that all relevant information regarding changes at Mamutzu
port were given to the French Naval Office. Thus the French chart for this
port may be more accurate (New French Chart No. 7492 SHOM).

OVERVIEW: The Longoni port mainly handles containers and general
cargo. The Dzaoudzi port in the east is used for passengers, fishing boats,
watersport and oil terminal.

Pilot Boarding Area: Mzamboro pilot boarding position is located in
position Lat. 12 34.5 S, Long. 45 08 E, 9.5 nautical miles from Longoni
port.
ANCHORAGES: No good and safe anchorage outside or inside North
Coral Reef (Recif du Nord). Vessels arriving after port operations hours
(0600 2200) must remain drifting at least 10 nautical miles from the reef,
except in an emergency.
Safe anchorage in Longoni Bay and Pamandzi Bay/Dzaoudzi Bay (max.
draft 11.5 m.).

General Description: Mayotte Island is situated in position Lat. 12 46' S,
Long. 45 13' E, in the Indian Ocean and known to be one of the Comoro

MAYOTTE
group of Islands, but it is under the administration of French Government. It
has no connection with the Comoro Government. Therefore, vessels calling
at Dzaoudzi or Longoni should hoist French National flag. Population is mostly
Muslims. The island is surrounded by a barrier reef which is broken by many
small passages but the main passage to arrive Dzaoudzi anchorage or
Longoni harbour is via Passe MZamboro. This passage is deep but very
narrow with a width of 9 cables safe water in between the Eastern extremity
of Recif du Nord and the NW extremity of Grand Recif du Nord-East. It leads
to the anchorage off Ile Pamanazi and the Ile Dzaoudzi. The maximum draft
permissible is 11.5 m. alongside quay at Longoni. The inhabitants of the
island speak French, Arabic and a mixture of Somali and other African
languages.

Pilotage: Pilotage is compulsory for vessels over LOA 30 m. Messages to

Pilot boards vessel about 1.5 miles off MZamboro Passage. Only one Pilot

Anchorages: There are no good anchoring grounds outside Recif du Nord.
Longoni Bay: Good anchorage ground in Longoni Bay.

Dzaoudzi, near Dzaoudzi or Mamoutzou.

Health: Yellow fever vaccination not required, but can be arranged if ship
requires.
Radio: It is the vessels duty to communicate ETA at Pilot Station 24 hours
prior to arrival to Harbour Master (Telex: 0935 915868 MY) and to Pilot Office
by VHF Channel 14 when 24 miles off.

Medical: Good hospitals are available in Dzaoudzi and Mamutzu. All kinds
of cases are dealt with.
Stevedores/Cargo Handling: Agents work as stevedores, and there is no
limit in ordering labour. Rates: 200 TEUs per day. Large bags up to 1,500 tons
per day (three gangs).
During Ramadan they work from 0700 1600 hrs. and during normal days
they work from 0700 1900 hrs.
Density: 1025.
Fresh Water: Available alongside at 60 tonnes per hour.
Provisions: Large quantities of meat, fish, vegetables and fruits are
available. Ships personnel can only go and buy it. There is little variety of
vegetables or fruits.
Vegetables: Lettuces, local spinach, French beans, local onions and potatoes,
etc.
Fruits: Apples from South Africa, bananas, coconuts and when in season
pineapples are available but in small quantities.
Fuel: Diesel oil available by truck, capacity 14 tonnes. Orders to be placed
48 hours in advance.
Consuls: No Consulates. Difficulties if any, can be handled by Mayotte
Administration.

Gangway Watchmen: This is a very peaceful island, no pilferage, therefore
watchmen are not kept or arranged.
Opening/Closing Hatches: It is normally done by ship but in case of
frequent rains and with special cargo like rice or wheat, extra labour could
be arranged with Agents.
Customs Allowances: No restrictions on any type of goods. Bonded stores
are not sealed, therefore no limit on allowances.
Cargo Gear: Only ships gear is used, however rope slings are arranged
by the stevedores.
Shore Leave: No restrictions on shore leave and no passes are issued.
Airport: Flights every day from Pamandzy Airport to Reunion Island.
Repatriation: Repatriation can be arranged. Contact Agent as soon as
possible.
Time: GMT plus 3 hours. No variation in the time throughout the year.
Holidays: French administrative holidays i.e. 1 January, 24 April (Slavery
Day), 1 May and 25 December (Christmas Day). The local people enjoy
Muslim rites holidays such as Eid-ul-Fitar, Eid-ul-Azha, 10 of Muharam
holidays. The labour works on Saturdays and Sundays.
General: Communications while at Anchor: Ships are allowed to use their
transmitters for cables and satellite communications.
Currency: Euro is the local currency. There are three banks: BFC, Credit
Agricole and Banque de France. US dollars can be changed either at the
banks or direct at shops. No other currency is accepted in the shops, but
Visa and most other cards are accepted.

Summer draft 11 m., arrival draft 11 m.
Approaches: The vessel arrived off Ile Mayotte at 0100 hrs. and stopped
engines about 10 miles off Recif du Nord and drifted till 0500 hrs. (daybreak),
then steamed in towards the entrance and picked up pilot at 0600 hrs., about
2 miles NE of MZamboro Pass. At the original position of stopping the ship,

the current set ESE at about 1 knot. At the pilot boarding grounds the current
set in the reverse direction, i.e. Westerly at 1.5 knots. This reversal of current
is a regular feature in that area, and has to be kept in mind while approaching
the pilot boat.
Charts: BA Charts No. 2110, 563 and 2741. Chart No. 2741 is not very
accurate, and gives a false impression of the critical area around the Bancs
Jumeau. The French Hydrographic Chart No. 6240 (Published May 1959;
Edition No. 2 November 1968; large corrections: No. 1 February 1974; small
corrections: 1988 2229) is a much more accurate and a larger scale chart,
and is used by the pilot for reference.

These were taken ashore by the pilot for the Harbour Master and the
Customs.
No Customs, Port Health or Immigration Authorities boarded during
vessels stay of about 30 hours. The bonded stores were not sealed. Agents
do not board unless the Master needs some service. They can then be
contacted on VHF Channel 12, Call sign Smart Dzaoudzi.
Pilotage: Compulsory for vessels exceeding 30 m. in length. There are
2 Pilots. Both are very good and experienced ex-Navy Pilots. If fluent French
is spoken and vessel has no defects then vessels up to 50 m. are exempt
from carrying a Pilot.
Pilotage Movements: (A) Daily from 0600 2200 hrs. by MZamboro Pass.
Deep drafted vessels are taken in and out at time of high water when passing
the 8.8 m. and 10.0 m. patches off the Bancs Jumeau, ESE of Cap
Douamougno.
(B) 24 hours for small vessels using Bandele Pass or MZamboro in case
of emergency.
The pilot boards from a black-hulled launch with white superstructure, about
2 miles NE of the entrance between the reefs, with the beacon on Cap
Douamougno in line with Dziani Bole peak, bearing 202 (T). If the vessel
has arrived at night, the pilot boards at the break of dawn, otherwise at the
next high water.
Note: The MZamboro Pass is well buoyed throughout, and according to the
Pilot, not a single buoy has been carried away by rough seas or dragged
out of position during the last six years, contrary to information given in the
Sailing Directions (South Indian Ocean Pilot 1971, page 205, lines 41, 42).
It is also not true that the beacon on Cap Douamougno is difficult to see,
as reported in Supplement No. 11, 1987, to the above pilot (39S corrected
to 21.3.87). All the beacons constituting leading marks are painted white and
are placed in prominent positions, and are highly visible, at least in normal
weather conditions.
Max. Size: Max. draft 11.5 m.
Tankers: Tankers of between 30,000 37,000 tonnes d.w.t. have been using
the port. After arriving off Ile Pamanzi the vessel is turned around, heading
outwards, approximately NEly and moored with both anchors down (four
shackles on the port anchor and six shackles on the starboard anchor in our
case), and the stern made fast to two mooring buoys, one on each quarter,
with 2 stern lines out from each quarter, passed through fairleads with a fore
and aft separation of 10 m. 15 m. between them.
This berth is just off the muddy beach fronting the Army Oil Terminal on
the NW side of the Ile Pamanzi.
Discharging: After mooring is completed, Army personnel from the terminal
board the ship to assist in connecting the hose. There is a submerged pipeline
to the shore tanks, the outer end of which is kept buoyed near the berth.
This is hoisted up on board by ships derrick or crane (on either side, in our
case it was on the port side), and connected to the ships manifold. The
flange size is 6 in. only, and we had to use our bunkering reducers to connect
up to the cargo manifold.
The line can take a discharge pressure of max. 8 kg./sq.m. at the manifold.
This gave us an average discharge rate of only 130 cu.m.p.h. for 3 grades
of products.
An Army Loading Master attends on board during the discharging
operation, and an Army soldier sits in the Cargo Control Room, watching the
gauges throughout.
For discharging about 3,200 tonnes of products of 3 grades, the vessel
stayed in port for about 30 hours.
After completion of discharge, the tanker has to give a water push to the
last product to clear the submarine pipeline. This takes about 30 minutes.
Medical: Excellent medical facilities are available if required.
Shore Leave: The Agent has to obtain permission from the Immigration
Authorities, and then arrange the necessary boat service.
General: Population: There is a total of about 200,000 inhabitants, mostly
of mixed Asian and African origin, and about 7,000 French nationals.
Provisions: There were no ship chandlers in evidence. One has to do ones
own shopping. Except for bananas and coconuts, everything else is imported
from France, Madagascar, Reunion Island, etc., and therefore expensive,
and available in small quantities.

Cargo Handling: 6 in. submerged hose used on the starboard side to


discharge at 145 cu.m./hr. and 3 kg. maximum pressure. The distance to the
shore tanks is 800 m.
Cargo: Discharged part cargo (3,000 tons).
Fresh Water: Not available.
Fuel: Not available.
Shore Leave: Allowed. Cost of boat U.S.$170.000 for 24 hours.
Departure: Possible anytime. We left at 1900 hrs.

The Operator received this report from the authorities in Longoni:
Radio for Port Office: Contact the Harbour Masters Office as soon as
possible (compulsory minimum notice 24 hours before arrival) in order to
confirm or change your ETA.
Inform us of any incident or accident and if there are any dangerous goods
onboard, either in transit or to be discharged.
Upon Arrival: Call the Pilot on VHF Channel 14.
When you arrive in port, the Pilot will let you have an Inward Declaration
form. When this form has been correctly filled in, it has to be handed to the
Harbour Masters Office within 24 hours.
At Anchor: Monitor VHF Channel 12 around the clock.
Berthing: Vessel berthing must be performed according to Pilots
instructions and orders that will be given by the Port Officer.
On Board: Vessel must be manned by sufficient number of crew at all times
in order to manoeuvre without delay as required.
You are advised to check visitors who come aboard.
Sailing: Your Agent knows the rules are for advance warning deadlines.
Prevention of Accidents: The transport and handling of dangerous goods are
governed by specific rules (IMDG code and the local ruling dated 4 December
1996).
Accident Control Aid and Assistance: The most important of all is to ensure
rapid response.
All ships Masters and watchmen must give the alarm without delay as
follows:
If they have a telephone on board: Fire No. 18, Harbour Master No. 621222.
If no telephone on board: VHF Channel 12.
Other warning signal: Failing that, attempt to attract Port Authoritys
attention by repeated blasts of the ships siren at regular intervals.

Position: Lat. 12 45.62' S, Long. 45 16.31' E.
Berth: Sea berth.
Entering: By MZamboro Pass only. Pilot joins ship 2 miles from the
entrance.

Channel: Very good buoy channel (day and night).


Anchoring: Pilot advised that it is possible to anchor at Banc de lIris only
(no swell or rough seas). We remained drifting.
Tugs: One tug assists with mooring and unmooring.
Berthing: Vessel moored on a heading of 335 with Goumbe Doume Island
ahead of the vessel. The starboard anchor was used with 5 shackles with
2 ropes to 2 quarter buoys.
