INTRODUCTION
This Construction Quality Control Plan (CQCP) will be implemented to ensure
preparation and construction procedures are performed in compliance with the plans
and specifications. From being the procurement approach of the project is design build
(DB); Preliminary plans and specifications are prepared by Flintstone Engineering under
the terms of references (TOR) that describe the Tanzanian National Housing Corporation
interest. Accordingly please note that if there is any modification or change on plans and
specification during discussion and negotiation period this CQCP will incorporate the
changes and its final version will be submitted before commencement of the work.
This CQCP will provide a means to maintain effective quality control for the design build
project going to implement in Dar Es Selma, Tanzania at Victoria and Kalenga Site. The
quality control measures as presented herein include Site description, quality control
corrective actions.

1. PROJECT ORGANIZATION
Flintstone Engineering is an ES ISO 9001-2008 ECASE Cert., certified since 2008and
always strive for change and best performance accordingly its quality certificate renewed
continuously to date by the ECASE CERT of the Ethiopian Conformity Assessment
Enterprise. Accordingly its project organizations are all the same among all projects
except some adjustments to the specific nature of the project. This helps the company to
facilitate its internal activity, easy of reporting system and communication and which
results in timely delivery of quality products for clients. Therefore the project
organization for Victoria site and Kalenga site could became the same as the one we
implement for Africa Union Peace and Security Building located in Addis Ababa, Ethiopia
inside the compound of Africa Union Head Quarter. The very similar nature of this
project with the one we are now bidding is its being Design Build contract signed based
on FEDIC yellow book. As well the contract is signed with foreign currency (Euro)
different from Ethiopian birr. Please find conceptual project Organizational Charts in
AppendixA.
The resumes of key personnel, along with their job titles related to the conceptual
organizational chart are also included in the bid document.
In addition to the organization chart of the specific projects Flintstone will also establish
country office in Dar Es Selma, Tanzania which will become supervisory and functional
party of quality control team.
The functional responsibilities of key technical personnel are summarized as follows.
The Chief Executive Officer (CEO) and General Manager of Flintstone Engineering will
ultimately be responsible for the project's success. They will provide the required

resources to ensure that the project is successfully executed. They will be kept informed
of the project's progress and maintain that the project is meeting its goals. The CEO and
GM will resolve problems that cannot be resolved by the On-site Project Manager or
country representative of the company.
FLINTSTONE DEPUTY GENERAL MANGER, OPERATIONS MANAGER (DGM OPERATIONS MANGER)
The Contractors DGM-Operations Manger will oversee the project at the corporate level
and report directly to General Manager (GM) of the company. He will communicate
with the On-site Project Manager regarding all aspects of the project including, but not
limited to, project problems, progress, payments, schedules, administrative duties, and
QCM oversight. He will also resolve problems that cannot be resolved by the On-site
Project Manager and will periodically visit the site and be acquainted with personnel and
procedures.
FLINTSTONE DEPUTY GENERAL MANGER, CONTRACT & MARKETING MANGER (DGM CONTRACT
AND MARKETING MANGER )
The Contractors DGM-Contract and Marketing will oversee the project at the corporate
level and report directly to General Manager (GM) of the company. He will
communicate with the On-site Project Manager regarding all aspects of the project
including, but not limited to, project contractual matters, Project Supplies, Approvals and
testing results, documentation, quality of work, cash flow of projects, variations and
supplementary agreements. He will also resolve Contractual and Supply problems that
cannot be resolved by the On-site Project Manager and will periodically visit the site and
be acquainted with personnel and procedures.
FLINTSTONE HUMAN RESOURCE ADMINISTRATION DEPARTMENT HEAD (HRD HEAD ).
The Contractors Human Resource department head is responsible for corporate level
human resource administration issues, Quality Management System (QMS) and Projects
Occupational Health and safety agendas. She will communicate with the On-site Project

Manager and Human resource administrator regarding all human resource administration
issues including but not limited to Maintain overall responsibility of Site safety, the
preparation, implementation, and enforcement of the site-specific Health and Safety
Plan, Review and comment on the regularly (monthly) collected site safety reports that
includes all safety and occupational health issues, Ensure that all activities are carried out
in compliance with the approved site Health and Safety Plan. She is also responsible for
assigning Site Safety and Health Officer. She deals with legal issues related to HR administration
which are beyond the capacity of On-site Project Manager. She will periodically visit the site
evaluate and comment on the quality management system of the projects.
FLINTSTONE FINANCE DEPARTMENT HEAD (HRD HEAD).
The Contractors Finance department head is responsible for corporate level financial
administration, Internal Auditing, Stock Accounting and Cash transfer to projects; He will
communicate with the On-site Project Manager and Finance Head regarding all financial
issues including but not limited to Revenue Collection, Stock Balance, Tax issues, Payroll
and Regular collection of financial documents for internal and external auditing purpose.
He also made regular site visit for evaluation of projects finance department performance
on stock accounting, procurement, documentation and other finance related procedural
activities.

The Contractors On-site Project Manager, will be the primary contact person at the site
with whom the Tanzanian National Housing Corporation will interact with on a daily
basis under this contract. The PM in Flintstone Engineering has the primary responsibility
of planning a particular construction job and overseeing its progress along the way. The
PM will ensure that:

Planning
At the beginning of a project, the project manager with its key staff prepares a plan that
details the steps required, and then calculates the material, labor and equipment costs
and personnel needed to complete the project. He prepares a timeline to show when
each stage must be completed with the required quality to meet the final deadline. The
project manager determines the permits necessary and ensures that they are obtained. He
reviews the contract in detail and prepares a detailed that includes the cash flow schedule
to meet the required target. Interpret and explain plans and contract terms to administrative
staff, workers, and clients, representing the owner or developer.

Ensure appropriate resources are allocated to the project and balanced to ensure
timely and quality product delivery. (Site logistics another important task is
generally organized by the superintendent)
All cost tracking and reporting is carried out in a manner compliant with
Flintstone Engineering working procedures and formats.

Reporting
The project manager must review sign and send regularly and occasionally prepared
reports for the country office/Head office of Flintstone Engineering and clients. Items
typically included in these reports include Progress, actual execution labor, material &
equipment cost, overhead cost, variation orders and any cost overruns, workplace
injuries, issues with trade unions or the causes of construction delays, Pictures of current
status. Other reports that might be needed include incident reports if a worker is injured.
The report might be prepared and compiled by subordinate staffs but it must be
thoroughly reviewed by the PM.
VI.
Flintstone Engineering have a trained to train trade foremans to fill their knowledge and
skill gap on the subject matter for safe, quality and timely execution of each type of new
activities. Ensuring the organization implementation of these procedures could become
the responsibility of the PM.
The project manager is typically responsible for explaining worksite policy, project goals
and safety procedures to workers.

Preparing monthly work progress plan, cash flow plan, revision of master
schedule and compiling reportings.
Construction projects do not always progress according to schedule. Bad weather,
delays in receiving supplies, accidents, and building inspectors who are behind
schedule can play havoc with the managers initial plan. In these cases, he must
revise his schedule as needed, reordering tasks or assignments so that the final
deadline can still be met.
Conduct approvals, tests, certification and documentation.
FLINTSTONE - QUALITY CONTROL MANAGER (QCM)
The Quality Control Manager will report directly to Contract Manger and/or the
On-site Project Manager with matters concerning quality control. He will have
both the authority and the duty to halt any operation appearing to be out of
compliance with contract specifications.
The QCM is responsible for keeping and maintaining all records related to
personnel, supplies, equipment use, and equipment calibration and sampling. His
function will be to ensure compliance with the contract plans and specifications.
QCM responsibilities include:
Performing and documenting field inspections.

Serving as main point of contact at the site for Tanzanian National Housing
Corporation (NHC) questions and discussions on quality and technical issues.
Delegating duties to alternate QCMs and notifying NHC to whom what duties
have been delegated.
The QCM or an alternate will be on-site when work is being performed.

Quality control measures will extend to field sampling procedures; staffing; types of
material and equipment to be used; and methods of performing, documenting, and
enforcing quality control operations of both the Contractor and subcontractors
(including inspection and testing).
As previously stated, maintenance of the CQCP will be the responsibility of the QCM
Contract Manager, PM and ultimately CEO. The QCM will be responsible for
ensuring that all materials and work comply with the contract specifications.
The QCM may have a field engineer at his disposal to assist him with the on-site
inspections.
Testing firms will be at the disposal of the QCM to ensure contract compliance in all
aspects of work. All reports from testing firms will be forwarded to the QCM for his
review and approval.
2.1 IMPLEMENTATION
The QCM will be responsible for implementing the CQC Plan by ensuring that
quality materials and supplies are provided for the proposed project, and that good
workmanship is provided in all aspects of this contract. The QCM will report directly
to the CM and/or On-site Project Manager and will complete daily site inspections to
ensure compliance with the quality control specifications.
Daily reports will be completed listing all field testing and sampling activities. These
reports will be submitted to the client representative on a daily basis. The QCM will
be responsible for ensuring that all materials and work comply with the contract
plans and specifications, and that all performance standards are met.
It is anticipated that the NHC representative and the Flintstones QCM will meet
frequently in order to forecast and/or prevent any potential problems from arising.
An on-site quality control meeting will be conducted on a weekly basis as part of the

weekly progress meeting in order to review performance during the previous oneweek period, and prepare for the upcoming two-week period. It is anticipated that
the Flintstones On-site staffs indicated above who have direct contribution to
implementation of CQCP, Health and Safety Officer, and clients representatives will
attend this meeting.
2.2DOCUMENTING
The QCM will record project activities in a daily quality control report maintained
on site at all times. All site activities, site inspections, and field testing of materials will
be recorded on a daily basis, along with any unacceptable site occurrences or
deficiencies and their associated corrective actions. Each daily entry into the report
will be signed by the QCM. Quality control reports will be submitted on a daily basis
during all field construction activities.
3. INSPECTIONS
To ensure that all construction and remedial activities comply with the project
specifications, the QCM will complete, in conjunction with the subcontractors, three
phases of site inspections for each feature of work. These inspections will include the
following:
Check to assure that provisions have been made to provide required field
quality control testing;

Examine the work area to ascertain that all preliminary work has been
completed;
Verify all field dimensions and advise PM of any discrepancies;
Perform a physical examination of materials and equipment to assure that
they conform to approved shop drawings or submittal data and that all
required materials and/or equipment are on hand and comply with the
Contract requirements.
Subsequent to the preparatory inspection and prior to commencement of work,
the Contractor shall instruct each applicable worker on the level of workmanship
required to meet contract specifications.

5. SUBMITTALS
The QCM will follow standard procedures concerning submittals, including the
use of the clients transmittal form if any or Flintstones transmittal form. Each
submittal form may contain more than one submittal specific to that specification
section. A submittal register listing major submittals will be prepared by Flintstone

6. DOCUMENTATION
All testing results will be recorded on the daily quality control report. A sample
Daily QC report is included in Appendix D. Any concerns or deviations from the
required material specifications and the actions taken to correct the problems will
be noted on the report. Information recorded on the daily quality control report
will include:
Definable features of work that was addressed.
Description of trades working on the project.
Numbers of personnel.
Weather conditions.
Types and numbers of tests performed.
Results of testing.
Nature of defects or cause for rejection.
Proposed corrective action(s).
Corrective action taken and date.
Delays encountered.
Directions received from the Engineer and actions taken.

7. REVISIONS TO WORK
The Contractor will be responsible for ensuring total compliance of field work to
the project specifications. Should modifications or revisions to the specifications
become necessary, the Contractor will make the request, in writing, to clients
representative? Approval from clients representative must be received prior to
allowing the modifications or revisions to be made in the field. The QCM will be
informed of and record all such requests in his daily log and on the daily quality
control report.
