Whats new about the Smart Rwanda Master Plan?

Execution Model - Restructure the national ICT leadership and governance
structure and make it more authoritative, accountable, streamlined and
responsive
Performance and benefits management - monitor and aggressively track the
KPIs, Return On Investment (ROI) and manage cost of ownership
Project prioritization process highly competitive selection criteria, embed
best project management practices, allocate adequate resources and
implement rigorous program management
Monitoring and evaluation Regular reviews; Impact analysis on growth of
the economy - job creation, reduction in poverty, ICT literacy, infrastructure
growth, together with other relevant ICT indicators
Public Private Partnership (PPP) Implementation Model of mutually
beneficial partnership program between government, private investors and
development partners to share the investment burden of the national ICT
investment costs

Key Messages of Smart Rwanda Master Plan?

24-hour Self Service Govt. All govt. services will be online by 2018
Cashless and paperless govt. - All govt. financial transactions will be made
electronically and via mobile by 2018
~US$50M saved through efficiency gains - savings through outsourcing and
reduction of future wage bill by foregoing recruitment of additional GoR ICT
staff
~US$1BN+ value of opportunities for the private sector - This is the
approx. value of projects to be implemented by SRMP via PPP model
SMART Rwanda to contribute 10% to GDP- Broadband access and other
ICT infrastructure projects offer a platform for economic growth
~100,000 jobs to be created by SRMP foster an enabling environment for
private investments to drive job creation, productivity and competitiveness
supported by technology and innovation
