and operations of the La Verne Police Department
I again write to request that you affirm integrity of records and operations of the La Verne Police
Department:
1) Warrant for Arrest of Joseph Zernik under #8BR0429801, requiring bail of $5,000
On February 6, 2010, Joseph Zernik was stopped by Officer McKindley, ID #720, of the La Verne
Police Department, who arrested him stating that a warrant for such arrest existed by the Burbank
Court. When Officer McKindley was asked to allow inspection of such warrant, he printed a paper from
the La Verne Police Department computer system, but displayed it only from a distance. When Officer
McKindley was asked to provide a copy of the warrant - the request was denied. Officer McKindley
also informed Dr Zernik that a bail of $5,000 was required for release from arrest pursuant to such
warrant by the La Verne Police Department.
4) Responses of Record Supervisor Ruth Mahlow upon request to access public record, which
was the warrant for the arrest of Joseph Zernik under #8BR0429801, which was claimed to have

The warrant print outs are included as part of the officers report and are not separate entities. You will
not be getting copies of the warrants.
Implied in such response by Records Supervisor was: (a) That a "separate entity" which was an honest
valid and effectual warrant for arrest of Joseph Zernik, under #8BR0429801, indeed existed prior to the
arrest of February 6, 2010, and (b) That a "separate entity" which was an honest valid and effectual
warrant for arrest of Joseph Zernik, under #8BR0429801, was indeed executed by Officer McKindley
on or about February 6, 2010, and (c) That warrant for arrest of Joseph Zernik, under #8BR0429801,
was later incorporated into the report of Officer McKindley, and therefore, no longer existed as a
"separate entity", which was an honest, valid, and effectual warrant for arrest of Joseph Zernik.
I therefore write to request your affirmation of the following, pertaining to integrity of records and
operations of the La Verne Police Department. In the following requests, the term "honest" is used in
the sense of "devoid of fraud and deception":
1) An honest valid and effectual Warrant for Arrest of Joseph Zernik under #8BR0429801, requiring
bail of $5,000, existed as a separate entity at the time of the arrest of Joseph Zernik on February 6,
2010.
2) Notice to Appear, issued by Officer McKindley on a form of the East District Pomona Court,
L254423, where the court names printed on the form were crossed out, and the non-existent Burbank
Municipal Court was instead inscribed by hand as the place of required appearance, was an honest,
valid and effectual record of the La Verne Police Department.
3) An honest, valid, and effectual Warrant for Arrest of Joseph Zernik under #8BR0429801, requiring
bail of $5,000, was executed on about February 6, 2010 by Officer McKindley of the La Verne Police
Department, as stated by him at the time of the arrest and booking.
4) Warrant for Arrest of Joseph Zernik under #8BR0429801, requiring bail of $5,000, no longer existed
as an honest, valid, and effectual "separate entity" by the time Records Supervisor of La Verne Police
Department Ruth Mahlow provided her email response of Tue, 9 Feb 2010 14:01:06, stating: The
warrant print outs are included as part of the officers report and are not separate entities.
Time is of the essence, given that one of the records listed above, whose integrity your are requested
to affirm, is a Notice to Appear pertaining to appearance on February 19, 2010. Your timely response is
therefore kindly requested today, February 17, 2010.
