1 Scenario Overview
This component is used to calculate the remuneration for work done for each
employee. However, Payroll does not just involve the calculation of remuneration,
but consists of a variety of processes that are becoming increasingly important due
to the employers increased obligation to supply benefits and medical welfare.
The System calculates the gross and net pay, which comprises the individual
payments and deductions that are calculated during a payroll period, and are
received by an employee. These payments and deductions are included in the
calculation of the remuneration using different wage types.

4.1. Business Process Description

4.1.1 Payroll India in SAP


This component enables the running of the payroll for all employees in line with Indian
legal and business requirements. The SAP HR Payroll India component integrates with
other SAP HR components such as Personnel Administration and Personnel Time
Management. There are interfaces to Financial Accounting and Controlling also. The
component uses data from other areas of SAP HR for calculating all statutory and nonstatutory additions and deductions for the employees.
Each employee is SAP HR Payroll India is assigned to a Pay Scale Structure which
forms the base for determining the remuneration for the employees. The assignment
is done in IT 0008 (Basic Pay).

4.1.2 Pay Scale Structure


Pay Scale Structure binds collective agreement elements with the primary aim of
determining remuneration according to the collective agreement.

4.1.2.1Employee Subgroup Grouping for Collective Agreement Provisions


(ESG for CAP)
With the employee subgroup grouping for collective agreement provision you restrict
the eligibility of pay scale groups, so that only certain pay scale groups are valid for
specific employee subgroups.
The employee subgroup grouping for the collective agreement provision is defined for
each combination of employee group (EG) and subgroup (ESG). The standard grouping
3 (for Salaried Employees) will be assigned for all combination of EG/ESG in Group.
4.1.2.2Pay Scale Type
The pay scale type is the area of economic activity like a line of business for which a
pay scale is valid. This represents collective agreement types of the company.

The pay scale area is the geographical area in which a pay scale or collective
agreement is valid. The combination of Pay scale types and Pay scale areas are used
to create various valid combinations of pay scales. For PPEL Group, the following Pay

The Pay Scale Types and Pay Scale Areas can be defaulted in IT 0008 (Basic Pay) for the employees. The
default values are linked to the Personnel Subarea. These default values are proposed by the system while
creation of record in IT 0008 (Basic Pay).

Pay scale groups and pay scale levels are the criteria used to map pay grades / salary
structures. It is also used to classify data for indirect valuations. Pay scale levels are
subdivisions of pay scale groups.

4.1.3 Pay Scale Groupings


Pay Scale Groupings for Allowances are used to select employees based on their
eligible compensation benefits. To achieve this, each pay scale grouping is assigned to
a combination of pay scale level, pay scale area, pay scale type, pay scale group and
employee subgroup grouping for Collective Agreement Provision (ESG for CAP). These
groupings determine the eligibility of the employees for various allowances,
reimbursements and perks.

Pay Scale Groupings for Allowances to differentiate between employee groups. These
groupings determine which benefits apply to a particular group of employees.
Following naming convention will be used to define the Allowance Groupings:
1st Character Fixed alphabet representing Payscale Type (S for Steel, T for Thermal
Power, H for Hydro Power, M for Mines, P for Petroleum, and I for Info Tech)
2nd Character Fixed alphabet representing Payscale Area (P for Plants, C for
Corporate Office)

4.1.8 Factoring
If an employee did not work for the whole payroll period, then a partial remuneration
is calculated during the payroll run. In this way only results for the current period are
considered. Factoring is used in the following cases:
To reduce payments made to an employee because he or she joins, leaves, or is
absent from the company during a period
To calculate remuneration for an exact period because of changes in basic pay
and / or changes in other earnings.
Factoring is done as under:
Payable Salary = (Actual Salary for the Month / Number of Calendar Days in the
Month) * Number of Payable Days during the Period

4.1.9 Infotypes
The infotypes required for running of payroll for the PPEL Group are described below:

4.1.9.1Payroll Status (IT 0003)


The system automatically creates this infotype when the employee is hired. This is the
infotype in which data on the payroll status of an employee is stored. In general, the
system updates the infotype and writes the changes to the payroll past. The following
information is stored in this infotype:
Earliest Personal Retro Accounting Date Defines the date in the payroll
past up to which payroll relevant master data changes are allowed as well as the
date up to which the system carries out retroactive accounting
Run Payroll Upto Date up to which the payroll is run for the employee, even if
he or she has left the company
Do not account after Final date up to which payroll is run for the employee.
After this date the employee is no longer selected for the payroll
Payroll accounted to This date specifies the date up to which payroll
accounting has been run for the employee
Earliest Master Data Change When employee data that is relevant to
payroll is changed, the system stores the earliest date from which the master
data change is valid
Master Data Change Bonus It allows retroactive accounting of bonuses (offcycle payroll runs) following changes in master data.
Personnel Number Locked When this flag is set, the employee is excluded
from payroll.
Payroll Correction This flag is set automatically by the system in case of
rejection in the payroll run or change in payroll relevant master data in the
correction phase.
This infotype can also be used to stop the payroll for an employee for particular month
by locking the personnel number. However, it is not recommended to lock the
personnel numbers, specially in the month of March for any year.
4.1.9.2Basic Pay (IT 0008)
In this infotypes, regular payment wage types as per Pay Scale Structure are
maintained for the employees. Employees are assigned to the allowance groupings
through this infotype.
Following wage types will be defaulted for all allowance groupings in IT 0008:
Basic Pay
Fixed Compensation (FCP) along with applicable components as per grade
Special Allowance
The entitled components under FCP will be defaulted in IT 0008. Apart from
above few dummy wagetypes (viz. Total Fixed Pay, Employer PF, etc.) will be
defaulted.

4.1.9.3Recurring Payments/Deductions (IT 0014)


In the Recurring Payments/Deductions infotype, amount and/or a value and a unit of
measurement are maintained that should be paid or deducted by Payroll in fixed
intervals (monthly, quarterly, etc). These payments / deductions are paid or deducted
within a defined periodicity i.e. this is maintained with start date & end date.
4.1.9.4Additional Payments (IT 0015)
In the Additional Payments (0015) infotype, amount and/or a value and a unit of
measurement are maintained that should be paid or deducted in a certain period by
Payroll. Additional payments are wage elements which are not paid or deducted in
every payroll i.e. this infotype is used for onetime payment/deduction & contains only
start date.
4.1.9.5Date Specification (IT 0041)
The payroll process reads date type N0 (Retirement Date) from this infotype. If this
date falls in the financial year for which payroll is being executed, then the salary
projection (for tax purposes) is done till this date else projection is done for full
financial year. For PPEL Group, it is proposed to maintain this date type for all
employees for correct computation of income tax for the employees due to retire in
the middle of financial year.
4.1.9.6Loans (IT 0045)
This infotype is used for entering all the company loans data.
During the payroll run, the data in the Loans infotype (0045) is used to calculate the
following values:
Loan repayment
Loan interest
Imputed income taxation / perk
The loan types are stored as subtypes in the Loans infotype (0045). Every loan that is
created gets a sequential number. The combination of loan type and sequential
number makes is possible for the system to uniquely identify every loan. This also
makes it possible to create several loans of the same type for an employee.
This infotype will be used to deduct the loans / salary advance in instalments and
calculate the perquisite value for income tax purposes as applicable.

4.1.9.7Membership Fees (IT 0057)


The contribution taken from an employee towards various memberships is stored is
this infotype. Each membership types is created as subtypes for this infotype.
Following membership types are proposed for PPEL Group:

The existing membership types for Mess / Canteen will no longer the
applicable. They will be moved to IT 0015 for deduction under diferent WTs
for each of these Mess / Canteen. All regular deductions (having fixed
amount for each months) will be in IT 0057 and all irregular deductions
(having variable amounts for each months) will be in IT 0015.
4.1.9.8Personal IDs (IT 0185)
Employees PAN is stored in this infotype. This information is read by the payroll for
tax purposes.
4.1.9.9Additional Of-Cycle Payments (IT 0267)
This infotype is used to store the one time payments which are to be processed
through Off-Cycle Payroll Run.
4.1.9.10
Previous Employment Tax Details (IT 0580)
This Infotype is used to store information required by the current employer regarding:
Salary, exemption, contribution and deduction details of the employee pertaining
to the previous employments in the current financial year.
Certain lifetime exemptions from all previous employments.
4.1.9.11
Housing (HRA / CLA / COA) (IT 0581)
This infotype stores information on employee housing. In this infotype, details of any
furniture or domestic help provided to the employee by the company are also
captured. While computing exemptions and perquisites on employee housing, the
system also refers to these data maintained in this infotype.
The Housing Details section of the infotype has an Accommodation Type option. The
type of accommodation availed by the employee determines the tax treatment on
housing. The system computes HRA exemption on Rented Accommodation and
accommodation perk on Company Leased Accommodation (CLA) or Company Owned
Accommodation (COA).

Exemptions (IT 0582)
The Exemptions infotype (0582) stores the details of the bills submitted as proofs for
various exemption against reimbursements given to the employee. Payroll computes
the lower of amount paid or amount maintained in this infotype against the
reimbursement as exemptions. For PPEL Group following exemptions will be
maintained in this infotype against received bills for tax purposes:

Car and Conveyance (IT 0583)
The Car and Conveyance (0583) stores the type of conveyance for computation of

4.1.9.14
Income from Other Sources (IT 0584)
This infotype stores the details of income of employees from sources other than the
current employment for the current financial year. This information is used for tax
computation for the employee during payroll run.
There are two subtypes to this Infotype:
0001 Income from House Property
The information on House Property (Rent received, Intt. On Housing Loan,
etc.) are stored in this subtype
0002 Income from Other Sources
Any other income reported by the employees (bank interest, business
income, etc.) are stored in this subtype

Section 80 Deductions (IT 0585)
This infotype keeps a record of the proposed and actual contributions made by an
employee towards Section 80 subsections and divisions. During payroll run, the tax
deductions are made after checking the entries in this infotype.
Only one record can exist for an employee for a financial year. When the infotype
record is created, the system checks the Payroll period field in the Payroll control
record. The financial year, to which this period belongs, gets defaulted in the record.
When modifying the record, then the financial year to which this period belongs, is
picked up for modification. The applicable investment types are maintained by SAP
and any changes are updated through SAP Notes / Patches.
4.1.9.16
Section 80 C Deductions (IT 0586)
This infotype keeps a record of the proposed and actual investments made by an
employee towards Section 80 C. During payroll run, the tax deductions are made after
checking the entries in this infotype.
Only one record can exist for an employee for a financial year. When the Infotype
record is created, the system checks the Payroll period field in the Payroll control
record. The financial year, to which this period belongs, gets defaulted in the record.
When modifying the record, then the financial year to which this period belongs, is
picked up for modification. The applicable investment types are maintained by SAP
and any changes are updated through SAP Notes / Patches.
4.1.9.17
Provident Fund Contribution (IT 0587)
This infotype stores the Provident Fund information of an employee. Here the details
on the PF, Pension Fund and VPF along with the PF / Pension Numbers are stored.
While processing payroll, the system obtains PF information from this info type and
necessary deduction is made.

4.1.10

Income Tax

Income tax is deducted from all employees gross salary for as per the Income Tax Act
of 1961. This is deducted by the employer on a monthly basis and is deposited to the
Govt. under a unique identification as specified.
In the current system, there is no issue / problem with respect to computation of
income tax for the employees.

However, there is requirement for computation of onetime tax on certain special

4.1.11

Gratuity Payment

Criteria: Gratuity calculation to be maintain for employees over 5 yrs of


continuous service in PPEL Group
Calculation: Basic (as on date) * Years of service * 15 / 26
Process: Processed by HR
Payment: The payment for Gratuity to happen post retirement or at the time of
exit from PPEL Group post completion of 5 yrs and above with the Group
Computation: The gratuity computation will happen in Full and Final Settlement

For the purpose of computation of gratuity at the time of Full and Final Settlement,
system will take Date Type 01 (Group Joining Date) from IT 0041 which is required to
be maintained for all employees.

4.1.12

Bonus

Bonus at PPEL Group is payable at the rate of 20% of the paid Basic Pay. However, the
frequency of payment is different across locations / companies. It is monthly in some
locations (e.g. Patratu plant, JPL) and annually in other locations.
Monthly Payment Relevant wage type needs to be maintained in IT 0008 for the
payroll to read and pay along with the monthly salary.
Annual Payment Standard process to compute Bonus (Transaction
PC00_M40_BONS) needs to be executed for computation and update of wage type
with the computed amount in IT 0015 / IT 0267 for payment. Payment can be done
through regular salary if the wage type is updated in IT 0015. It can also be paid
through off-cycle payroll if the data is updated in IT 0267 while executing transaction
PC00_M40_BONS.

4.1.13

Increment

Since the increment varies for each employee, it is recommended to continue with the
current process of computation of incremented salary outside SAP and then update
the revised salary in IT 0008 using BDC. Existing BDC will be used for update of IT
0008.

It is recommended to use the personnel action for change in pay / increment at all the
systems.

4.1.14

Promotion

In promotion, the grade of employee is changed. It also entails change of position and
salary. The personnel action for promotion is executed for the promoted employees
and the BDC is executed for change in salary. For PPEL Group, the process will be as
under:
Promotion Decision: The promotion decision will be made outside SAP as in
the existing system.
Personnel Action: Once the decision is made, personnel action for promotion
needs to be executed for the employees. The changes in Position, Grade
(Employee Subgroup) and Salary will be done in the respective screens for these
infotypes which will form part of the Promotion Action

4.1.16

Variable Pay

Variable pay is made to the employees based on his / her rating in the appraisal for
the year. There are three frequencies for payment of Variable Pay Monthly, Quarterly
and Annually. The frequency depends on the employees grades and location. For
corporate, the payment is made annually and for plants / projects, payment is either
monthly or quarterly or annually depending on employees grade.
Monthly For employees in CG4 and CG5, the amount is paid monthly through IT
0014 with an assumption that the employee will get 50% of the Variable Pay (based
on rating Good). Depending on the annual rating of the employee, necessary
adjustment of amount is done outside SAP and the differential value is updated in IT
0015 which is paid after declaration of appraisal results in the subsequent year.
Quarterly For employees in CG3, the amount is paid quarterly through IT 0015 with
an assumption that the employee will get 50% of the Variable Pay (based on rating
Good). Depending on the annual rating of the employee, necessary adjustment of
amount is done outside SAP and the differential value is updated in IT 0015 which is
paid in after declaration of appraisal results in the subsequent year.
Annually For employees in CG2 and above, the amount is paid annually through IT
0015. The actual amount is calculated outside SAP after appraisal process and the
value is updated in IT 0015 for payment after declaration of the appraisal result in the
subsequent year.
Process should be followed:
1. For Monthly payments, IT 0008 will be used instead of IT 0014
2. For Quarterly payments, IT 0014 will be used instead of IT 0015. This is being done
to solve the problem related to pro-rata computation of the quarterly amount
based on employees attendance, which is done outside SAP and updated every
quarter. In this, it is proposed to maintain the value of Variable Pay in IT 0014 for
quarterly payment using the payment dates field (payment period and interval).

Retroactive Accounting

If the master and time data of an employee is changed for a payroll period for which
the payroll has already run, the existing payroll results is rechecked by the payroll
driver during the next regular payroll run and then included in the payroll again. The
system automatically performs retroactive accounting for the payroll past.
To prevent all changes from triggering a retroactive accounting run, changes are
checked for retroactive accounting relevance. This ensures that retroactive accounting
is only triggered by changes that require a correction of the payroll results.
4.1.16.1

Retroactive Accounting Limit

A common retroactive accounting limit for all employees assigned to a particular


payroll area is maintained in the payroll control record and then if required, a more
recent retroactive accounting date for individual employees can be maintained in his /
her payroll status infotype (IT 0003). For any employee, the absolute retroactive
accounting limit is his or her hiring date.
The retroactive accounting limit determines the exact date up to which change in
master and time data in the payroll past is allowed and up to which the system can
perform retroactive accounting.

Reporting for Posting Payroll Results to Accounting

The payroll results contain information that is relevant for Accounting. For this reason,
they must be evaluated for posting to Accounting. The Posting to Accounting
component performs this task. It is the interface between Payroll and Accounting. It
helps to:
Group together posting-relevant information from the payroll results
Create summarized documents
Perform the relevant postings in the Accounting components

Following steps are involved in creating the link between wage types (payroll results)
and GL:
Define Symbolic Accounts The symbolic account is used to group wage types
together that are processed in the same way for payroll posting to FI.
Define Posting Characteristics of Wage Types The symbolic accounts are
assigned to all the wage types which are required to be posted to FI. The posting sign
is also assigned to determine whether it will debit or credit the GL.(FI/CO consultant
role)
Assign Symbolic Account to GL Account In this section, GL accounts in
Accounting is assigned to the symbolic accounts in Human Resources. According to
this assignment, during posting to Accounting, the accounts in Financial Accounting
are assigned to line items, for which symbolic accounting has been performed.

As far as processing of payroll and subsequent activities are concerned for PPEL, the
existing process flow will Be like other JSPL group
