Who We Are
InDev Specialists, Inc (InDev) provides training and professional advisory assistance in three
core areas: electric power and utility technical assistance, communication services, and management and operations consulting.
InDev focuses on identifying practical solutions to corporate problems and creating innovative
strategies for success. We provide professional development that enhances leadership, team
building and communication skills; and provide training that transfers solutions, capabilities,
and techniques into the corporate memory as a catalyst for positive change.
InDev brings objective expertise to bear on solving intractable problems. Typically, 80% of an
organizations problems can be traced to 20% of its operations. By applying Pareto Analysis
(80/20) survey methods to difficult situations, InDev evaluates problems from a work process
viewpoint. Using Root Cause Analysis, InDev then identifies, isolates, and separates problems
from symptoms, thereby minimizing the possibility of their reoccurrence. InDev formulates and
tests viable remedies and recommends solutions and corrective actions that can be implemented
before problem-costs escalate.

InDev utilizes a number of subject-matter experts and trainers to complement and enhance the training experience. InDevs roster of Training Associates includes professional engineers, managers, and financial experts, as
well as skilled technical trainers drawn from among the thousands of electric utility professionals working in the rural electric cooperatives, municipal electric systems, and investor electric utilities throughout America. This
alliance of experts ensures the competency and technical knowledge of the
instructors. The InDev training team roster includes professional trainers
such as Cameron Sheppard - with more than 40 years of experience in line
work and JTS training.

Transformer Connections 1
A beginners transformer class, that teaches the employees how to identify all of the
different types of transformers used in the utility industry. Also, it instructs them in
how to identify the basic parts of a transformer and how to read the nameplate
information.
This includes a presentation and a hands-on demonstration.

Transformer Connections 2
This class moves the employees to the next level, including learning about the
inductive properties of transformers, polarities, fusing and turns ratio
characteristics. Basic single phase use is discussed, and a hands-on
demonstration for hookups is given. Basic paralleling of single phase
transformers is explained.

Transformer Connections 3
This class will give instruction on making up all of the transformer banking
theories and hook-ups for an individual system. The student will have hands-on
experience hooking up transformer banks, along with regular written testing for
each bank discussed. Also, the instructor will discuss the methods for paralleling
three phase banks for emergency situations. Ferro-resonance will be addressed
along with how to avoid it.

Capacitor Safety
Capacitors are one of the most misunderstood and dangerous of the apparatus
that a lineman handles. The course will give an overview of inductance and
reactance, lagging and leading current, and show how to properly inspect and
switch out capacitors. Shunting the devices, will also be demonstrated. Actual
system information and photos will be needed for this program.

One of OSHAs favorites! Use of ladders requires knowing how to select the proper

ladder for each job. Load limits, length and angle ratios, step ladders, straight ladders,
decals and proper materials. Proper footing is also important! Aluminum in our industry is
not recommended! There is even discussion of specialized ladders for transmission hot
work.
Office Safety
Office workers are often neglected or overlooked with the safety program.
Take a look around to see if they are familiar with the emergency action plan,
the first aid procedures, or the fire extinguishers. Have they been given a safety
manual? Many accidents happen in the office, we can help with these issues.
Safety Accreditation Preparation
For preparation of a safety accreditation inspection, we can administer a mock
inspection using the actual inspection booklets to determine if you are ready for
the real thing. This is not a bad idea, for those hoping to pass on the first
inspection.

Forklift Safety
A annual refresher course for forklift operators certification. This program has to
be designed around your actual equipment. Discussion will include the safety
triangle, fueling hazards, traveling with a suspended load, all terrain forklifts,
oil leaks, signaling for turns and crossings, and many other subjects.

Program Director
James Willis
Mr. James Willis, the President of InDev Specialists, Inc., is the program
director. James works with both clients and the core training program
team to ensure that each program meets the clients needs and exceeds
their expectations. Mr. Willis has over thirty years of experience in the
electricity industry and years of international development experience.
He also has extensive practical electric power system experience as a
lineman, electrical engineer, and senior utility executive.
Mr. Willis educational background includes:

Mr. Willis has a solid education and training background including experience as an adjunct
professor in the State of Georgias university system. He has developed curriculum and implemented
training programs in more than a dozen countries in diverse training situations and environments.
James has effectively managed training programs, international study tours, and U.S. based sitevisits for over 10 years, and he participates as a subject-matter expert and trainer for various training
programs.
Mr. Willis is a cooperative development specialist and an expert in small electric system
development. He is an electrification expert in energy efficiency, energy resource planning, system
evaluations, environmental impact assessments, and rapid rural appraisals. James is an experienced
organizational specialist, strategic planner, and operational framework developer, and is an expert in
power system operations and management, . He also is well versed in livelihood advancement and
economic development consultant. He has capabilities in alternative/renewable energy,
IT/telecommunication implementation, and sustainable development approaches.
Mr. Willis has participated in disaster response and recovery operations across the globe, and has
implemented emergency response actions, transition projects and long-term rehabilitation programs.
He has worked in post conflict activities including Africa, Asia, and Eastern Europe, as well as
disaster response operations after earthquakes, floods, hurricanes, and typhoons in Asia, the
Caribbean, Central America, and the U.S.
Mr. Willis international experience includes assignments in Afghanistan, Bahamas, Bangladesh,
Bolivia, Cambodia, China, Colombia, Costa Rica, Dominican Republic, El Salvador, Ethiopia, Repof-Georgia, Greece, Guatemala, Haiti, Kenya, Laos, Malawi, Nepal, Philippines, Romania, Sudan,
Tanzania, Thailand, Uganda, and the U.S. (a full resume for James is available upon request)
Provided quality control reviews of competency modules designated to train American Red
Cross staff in the operating procedures that govern the processing of donors and blood nationwide. Designed training modules and modified others as necessary.
Managed a media project to produce drug prevention audiotapes for ehthnic high-risk adolescents and parents. Designed and wrote three training manuals, conducted interviews, and produced 12 audio tapes offering lesions learned from field experience.
The National Center for Prevention (NCAP), Rockville, MD. Edited curriculum on Family
Strengthening Program to serve as operational guidelines for NCAP grantees.
Researched and developed sequenced instructional modules for NASA staff on procurement
procedures and participation on Source Evaluation Boards (used to select contractors for large
contracts including the Orbital Space Laboratory, the space shuttle etc). Developed training materials for strategic management workshops held for National Security Agency managers.
Established a design and implementation plan for a multi-year project to redesign the Saudi
Arabian governments Vocational Training System under a U.S. Department of Labor contract.
Following the initial design phase, led its implementation as director of the Project. Under this
$1.5 billion Saudi funded program, over 30 schools and other facilities have been constructed,
curricula for more than 20 trade areas developed, an instructor and administrator training program
launched, and an on-the-job training capacity established.
Security Training Program for the Defense Advanced Research Projects Agency (DARPA) of the
U.S. Department of Defense.
Mainstreaming Prevention, a 15 module curriculum developed for Substance Abuse and Mental
Health Services Agency (SAMHSA) of the U.S. Health and Human Services Department.
A design for distance learning options, and their testing, for the U.S. Agency for International
Development to be deployed in USAID missions.
Assisted the Environmental Protection Agency with training program strategic redesign.
A learner-centered, competency-based apprenticeship program for instructors and horse trainers
for the Institute for Equestrian Education, Bozeman, MT.
A system for preparing learning coordinators to work with teachers in primary schools for the
Government of Balochistan, Pakistan.
The design for a new learning-based approach to supervisory training for the U.S. Postal Services
Training and Development Department.
A Center for Advanced Learning Systems for the U.S. Department of Labor, where he developed
competency-based curricula , consulted with national training organizations throughout Latin
America, and with the U.N. Industrial Development Organization and the International Labor
Organization in Geneva and their training center in Turin, Italy.
