2012 Legislative Day Results: While some results will take time to determine it is already very clear
that CAPs March 1st Legislative Day was a huge success. This years agenda included gaining
cosponsors for the two Congressional Gold Medal bills and restoring critical appropriations cut from
the CAPs proposed FY 2013 budget. An estimated 350+ meetings were held with Senators,
Representatives, Delegates and congressional staff.
It is very clear that CAP wing and other personnel professionally communicated CAPs legislative
agenda to the Hill offices they visited. As of March 20th, numerous Senate and House offices had
called or emailed to offer help with our appropriations, 18 Members of Congress and staff joined the
Congressional Squadron, 26 Senators cosponsored S 418 and 33 Representatives cosponsored HR
719. In fact, Senate bill S 418 received enough cosponsors that the Senate Banking, Housing and
Urban Affairs Committee took the bill under consideration, a significant step forward. While it will take
several months before we know how CAP faired relative to restoring its FY 2013 funding, these are
the best initial results we have seen, perhaps ever.
Congressional Gold Medal (CGM): Currently, the Senate CGM bill has 83 cosponsors, more than
the 2/3 of the Senate needed for consideration. With CAP meeting that threshold it is expected that
the CGM bill be addressed quickly in committee and voted on later in the Senate. If that vote is
successful it is hoped that the bill will be sent to the House floor for a vote there. This is a major step
forward barring any unforeseen roadblocks.
It is still important to gain as many Senate and House cosponsors as possible to establish the will of
the Congress on this important and historic matter. In the House there are currently 164
cosponsorsmore are needed. It is entirely possible that CAP may be required to still have 2/3 of the
House as cosponsors before the bill will be considered in that chamber. Once a determination has
been made on that we will let everyone know. For the time being please keep working on House
cosponsors.
As the bill advances through Congress, CAP will begin to shift its focus from gaining cosponsors to
planning for, funding and executing the events surrounding the presentation of the Congressional
Gold Medal. Watch for more information in the near future. The help of many will be needed to
complete this important presentation.
Colonel Joe King and Lt Colonel Jack Faas continue to work diligently on the CGM. Colonel King
works public affairs issues and Lt Colonel Faas government relations. Feel free to ask them (along

World War II Members: Help is still needed from wings to identify and confirm CAP WWII members
(or their families) as our records are incomplete. As of March 30th, while we have confirmed 78 CAP
veterans, there are still 112 awaiting confirmation. Everyones help is needed to confirm those still
waiting. CAPs CGM webpage at http://www.capmembers.com/cap_national_hq/cap-congressionalgold-medal/ contains links at the top of the page to both a report detailing those eligible (by state) and
an application for registering newly discovered CAP WWII members.
Confirming possible WWII CAP members requires some detective work especially to locate them and
to verify their service during the war. Acceptable evidence includes old identification cards, orders,
service certificates and awards, photographs, uniforms, and when other evidence is unavailable, a
good and logical explanation of their service. When considering verbal evidence the wing commander

SAFETY

Safety Vest: Vanguard has provided an inexpensive safety vest for members that is very good
quality, meets CAP ANSI II requirements, and is available in both colors authorized by CAP
regulations. Please see www.vanguardmil.com, select Civil Air Patrol, and look for the link that says
'Safety Vests.'
Safety Management System: The new Safety Management System (SMS) will be a one-stop shop
for Safety related items. Online Safety Education, Safety Suggestions and Safety Surveys are just a
few modules that will now be a part of SMS. Some new features will include: File a Mishap Report,
Update Mishap Report (which will take place for the Form 78s and Form 79s), a Witness Statement
Module and a Maintenance Management Module as well. The overall goal of the upgrade is to
improve the management of safety data and to give leaders and members accurate and usable

CEDAR: As part of the Communications Equipment Disposal And Retirement (CEDAR) program,
NHQ and the NTC are working with DCs across the country to demilitarize and dispose of
communications equipment that is no longer serviceable or needed. Some wings have large
amounts of old wideband equipment that still needs to be disposed of and were encouraging all

wings to take advantage of this while resources are available to make this happen. POC: Malcolm

HF Mobile Installations: The communications staff is also working a project to install 100 or more
mobile HF radios into CAP corporate vehicles by July 2012. The focus is on newer vehicles to meet
mission requirements, and DCs are working with command to get the work bid and done now. Wed
appreciate your support of the DCs in doing so as they are on a short deadline due to funds

FY12 Orientation Flight Goal: Significant additional funding has been disbursed to the wings and
regions in order to fly as many cadets as possible. The organization has completed 31% of the 2012
goal of conducting 37,300 front and backseat cadet orientation rides. Get out there and fly those

NESA: Registration for the 2012 National Emergency Services Academy to be held from July 21st
through August 4th at Camp Atterbury in Edinburgh, Indiana closes on the 3rd of June. Personnel

WMIRS: Changes continue within WMIRS as the server moves from the NTC to NHQ occur. Any
system outages will be posted in e-services, through the RSS feed, and within WMIRS with as much

Hurricane Season: Hurricane Season will be here soon. Units and members at all levels should
prepare now in case support is needed, and to protect your families. Check your contact information
in e-services to make sure it is accurate, update and test your alert rosters, coordinate repairs for
critical equipment, make sure your emergency kits are up to date, and test your family and unit

Surrogate RPA Program: It appears funding has become available to continue the program through
the end of FY 12 at both Green Flag locations. The Surrogate RPA program has been extremely
successful and highly touted as an effective and outstanding training tool by both USAF and the US
Army. Additionally, Ops and Training Plans are being developed to expand Disaster Response
support for 1AF/AFNORTH's DSCA (Defense Support for Civilian Authorities) missions using the

Advanced Digital Reconnaissance System (ADRS): The Advanced Technology Group has been
working on the ADRS project for little over a year to provide a standardized system for our member to
use in providing our customers photo products during national disasters or for other requests. Since
the National Reconnaissance and Imagery Summit, at National Headquarters in January 2012, the
ADRS Team has:

Glider Program: CAP has taken delivery of its first new Glider Tow Winch. The winch, which will be
tested and evaluated by experienced glider folks in CAWG, will be put into service as an alternative
launch platform for PCR's glider program.
After more than 18 months of negotiation by a number of CAP and NHQ personnel, we have been
successful in arranging the acquisition of 11 Blanik L-23 gliders being given up by the USAF
Academy. Initially, these gliders will be used to replace the older Schweitzer 2-33 gliders. At present,
the glider fleet consists of 42 gliders, including, Blanik L-23s, Schweitzer 2-33, 2-22 and 2-32s, and

Member E-mail Addresses on eServices: It is very important to keep your e-mail address updated
in eServices. To check or update yours, go to the "Review/Edit My Info" link at the top of the
eServices homepage.
CAP Helpdesk: To submit a problem regarding eServices or WMIRS applications please visit the
CAP Helpdesk at https://capnhq.crmdesk.com/home.aspx or call (877)-227-9142 ext. 290.
Membership ID and Photo Card Information: The new CAP membership card policy is in effect per
the CAP National Executive Committee. Senior members (including Fifty-Year and Life members)
and cadets over the age of 18 will receive a new photo membership card at no cost when they join
CAP or renew their membership. Senior members who do not have a photo on file will receive the
new photo membership card with the words Picture not available printed on the card where the
photo would have been. As of 1 Jan 2012, per the NEC, it is mandatory for all CAP senior members
to have a photo on file in eServices. Cadets over 18 without a photo will have their name printed on
the card in the same manner as non-photo membership cards, as the photo is optional for them.
Members will be charged $3 each for a duplicate or replacement card, which can be ordered online
via eServices or by calling Membership Services toll-free at 877-227-9142. New membership cards
will no longer be automatically distributed when members are promoted or transfer units. The new
gray CAP membership cards replace both the old blue CAP ID card and the optional $4 photo ID
card, which are no longer available.

New look to eServices:
We will be incorporating a new look and feel to eServices to better serve you through a simple,
streamlined approach that offers members a more uniform look for National Headquarters websites.
The screenshot below provides you with an insiders view of what everyone will experience on April
5th. Although were making numerous cosmetic improvements to eServices, the sites functionality will
remain the same!

Important Points

eServices has been optimized to feature a format compatible with mobile phones and tablet
PCs. Users can now access the content of the website much more easily and conveniently
with smartphones and tablet computers.
Civil Air Patrol has an active social media presence which allows us to keep you informed via
preferred media platforms. With the redesign, we will be incorporating CAP's social media
channels into eServices for easy accessibility to our most recent postings.
Download section, Restricted Apps and WSA Info, CAP and CAP-USAF Directory, WMIRS,
and NTC links have all been included at the bottom of the new layout.
Internet Explorer (IE) 8.0 or greater is recommended for optimal performance. Previous
versions of IE will still work, but they will not support all of the updated features.

Learning Management System:


An all-new Learning Management System (LMS) will provide timely/current training and education to
all members and cadets. All successful training and education completions will automatically be
written to the National database real-time and visible via the members record. The new application
will be the home of the new and improved Cadet Online Testing Module, an array of National
Technology courses to include the release of ICUT that encompass all initial communications training.

Operations Qualifications Drivers License Module:
In accordance to the revision of CAPR 77-1, the Drivers License module will be coming to OPSQualifications. The application will be located on eServices under My Operations Qualifications
Drivers License module (CAP Utilities) or Operations-QualificationsDrivers License module
(Restricted Application). All members will have the ability to input their own information. The new
procedure for obtaining and renewing a CAP drivers license will require that all entries be approved
by your region/wing/unit commander or designated representative. Stay tuned to eServices news for

Aerospace Education Officer (AEO) Information: An important objective of the duties of the AEO
is to promote CAPs Congressionally-chartered AE mission in the squadron, as well as in the
community and schools. Accordingly, one of the primary goals of the CAP AE mission is to provide
quality products, programs, and opportunities to perpetuate a strong interest in science, technology,
engineering, and math (STEM) subjects and encourage STEM-related careers for CAPs cadets and
youth nationwide. For current information, resources, opportunities for alliances, and specific AEO

Aerospace Education Officer (AEO) Schools: AEOs should consider planning to attend an AEO
School where a standardized curriculum is implemented as guidance to plan, conduct, manage, and
report on both internal and external AE programs of CAP. A total of 180 AEOs successfully
completed 2011 AEO schools. The 2012 AEO school sites thus far are:

GLR AEO School Wright-Patterson AFB, OH; August 15-18
PCR AEO School Nellis AFB, NV; November 11-13

Aerospace Education Member (AEM): Teacher members of CAP represent a unique and valuable
group of individuals who can perpetuate the AE and CP missions, as well as help to recruit new cadet
members for CAP. Each teacher member impacts an average of 60 students annually, and, thus, is a
beneficial advocate for building interest in STEM subjects and careers. Regular CAP members who
are teachers, or any adult working in any educational or youth setting, have access to a myriad of free
CAP AE resources http://www.capmembers.com/aerospace_education/ available in print and online,
as well as opportunities for Teacher Orientation Program (TOP) Flights, grants, awards, and

Aerospace Education Excellence (AEX) Award Program: The hands-on AEX program, which
annually promotes AE to more than 60,000 CAP adults, cadets, and students across the country, is
always available to CAP units and teacher members. AEX books, as well as Robotics, Rocketry,
STK, and other AE programs can be used to earn this award. Each unit or AEM wanting to
participate must register through eServices at https://www.capnhq.gov; select AEX. All related AEX

Aerospace Connections in Education (ACE) Program: For the 2011-2012 school year, the K-6
ACE program has seen a 64% increase in participation from 11,000 students last year to almost
18,000 students this year. As of this years mid December registration conclusion, almost 700
educators in over 90 schools in 27 states are participants in the program.
This aerospace-themed, grade-specific program is aligned with national Standards of Learning
and focuses 150 lessons on academics (emphasizing STEM subjects), character education, and
physical fitness for living a healthy and drug-free lifestyle.
The ACE Program is demonstrating significant efficacy data that is attracting the notice of
education organizations nationwide. After ACE implementation, tracked schools have seen a
27% increase in student standardized science test scores; pre-post student ACE test scores
reveal a 47% increase in aerospace-related knowledge; and there is a 91% intent to return rate of
ACE teachers.
Besides schools and school systems, the ACE Program is supported by the Air Force
Association, the ROTC Arnold Air Society and Silver Wings Elementary STEM Orientation (ESO)
Program, Lightspeed Foundation, and FLIR Systems, Inc.

CAPs Aerospace Education Alliances: CAP works with several AE organizations to help
perpetuate STEM interest in youth. Alliances include: the U.S. Air Force STEM Outreach Office; the
Federal Aviation Administration (FAA); DoD STARBASE; AFJROTC and ROTC (and ROTCs Arnold
Air Society and Silver Wings); the Association of Model Aeronautics (AMA); the Air Force Association

(AFA); Air Force Sergeants Association (AFSA); State Departments of Education and Aviation; U. S.
Space and Rocket Center; Johnson Space Centers Space Exploration Educators Conference
(SEEC); National Association of Aviation and Space Education; and educator and/or youth
workshops at air shows, museums, and events. CAP members are encouraged to become involved

Air Force Association/CAP Aerospace Grants: The AFA continues to provide $250 grants to
conduct projects that promote STEM subjects and careers and are awarded in alternating cycles to

Air Force Association (AFA) and Civil Air Patrol working with Aerospace Museums
nationwide: The AFA has begun a museum initiative in which aviation and/or space museums are
being contacted to determine how the AFA and CAP can help perpetuate youth aerospace education
outreach opportunities. This presents a unique opportunity for CAP and AFA members to connect
with local museums for mutually-beneficial endeavors. CAP cadets can benefit greatly from such
alliances, while museums can utilize CAPs human and aerospace program resources for educational
outreach. Many museums may also be interested in creating a CAP memorabilia display. For more

CAP Teams Win in National AFA CyberPatriot IV Program: Congratulations goes to two CAP
teams for winning national championship titles at the Air Force Associations National High School
CyberPatriot competition in National Harbor, MD 22-23 March. For the 2nd year, the national winner
for the All Service Division CyberPatriot competition was a CAP team. The Colorado Springs
Composite Squadron won the Commander-in-Chief Trophy and each team member received a
$2,000 scholarship from Northrup Grumman, the CyberPatriot presenting sponsor. A new component
of the competition this year also named a CAP team as the national winner. The South Dakota Big
Sioux Squadron won the national Cyber Forensics competition in the All Service Division. The other
two CAP teams competing in the national finals were OHs Youngstown ARS Composite Squadron

69. Every CAP cadet and composite squadron is encouraged to register a team for the
CyberPatriot V competition. This is a cadet special activity that costs nothing and is inclusive for all
interested high school cadets in grades 9-12. It is fun; it is a career development pathway; and great
rewards abound! Adult coaches do not need to be a tech expert, as students can work the program
well. Tech savvy team mentors are welcome, so any CAP adult can sign up to assist a team as the

Quality Cadet Unit Awards: In January, 209 cadet units earned the Quality Cadet Unit award for
2011. 60 of those units were repeat winners in 2010 and 2011. The award is based on 8 objective
criteria; units had to meet 5 of the 8 criteria to earn awards. For 2012, the number of criteria has
increased to 9, with 5 required for awards. See www.capmembers.com/qcua for the list of winners.
Cadet O-Ride Budget Increase: Funding for cadet orientation rides has been set at a level 41%
higher than last year. Please make sure your wing has a plan for spring flying that will get the

Award Nominations Sought: April 15 is the deadline for every cadet unit to submit award
nominations to two outside agencies, including the Air Force Sergeants Association Cadet NCO of
the Year, VFW Cadet Officer of the Year, and VFW Cadet NCO of the year. For details, see CAPR

Leadership Volume Updates: Volumes 3 and 4 of the Learn to Lead curriculum are at the pre-press
stage. You can download text-only versions on the Learn to Lead page (www.capmembers.com/L2L).
Copies of the new volumes and the Earhart milestone exam (CAPT 65-3) will be shipped to every
cadet unit when printed. Online testing is available for Learn to Lead chapters 1-16; the online tests
are open-book with a 30-minute time limit and 80% passing score. For those cadets needing special
accommodations, paper tests for Learn to Lead volumes 1 and 2 (CAPT 69-1) and volume 3 are also
available for designated Cadet Programs officers to download from eServices > Cadet Testing >
Admin; all Learn to Lead paper achievement tests are open-book with a 30-minute time limit and 80%
passing score. The phase-out date for all cadets to switch to the Learn to Lead curriculum is 1

Drug Demand Reduction (DDR) Funds Now Available for All Cadet Units: Cadet Programs has
received extra funds this year that are specifically dedicated to bringing the drug-free message to
units that are more than 30 miles from Air Force installations. These funds are from the Operations &
Maintenance (O&M) budget appropriated by Congress, so they are available to all cadet and
composite squadrons that exceed the regular DDRP 30-mile radius requirement. The 2012 goal is to
spend $10,000 this fiscal year to supply DDR materials to non-30-mile units. Items that are available
for non-30-mile units include curriculum materials for Red Ribbon Leadership Academy; curriculum
materials for National Character Day; and educational and promotional items from the DDR catalog.

Cadet Speech Competition: All cadets are encouraged to deliver a 3-5 minute speech and submit a
video copy for judging in the Cadets Leading the Way to Your Future speech contest. The speech
must be related to the drug-free message of the DDR program. Deadline for submission is June 15,
2012. One cadet will be selected to present the winning speech at CAPs annual conference in

DDR Annual Report Now Available: Each year, Civil Air Patrol is required to provide a compiled
report of DDR Program activities and spending to the Air Force Surgeon General. The report outlines
the DDR initiatives for the past year, gives an overview of funds spent, and highlights program
successes. The 2011 highlights include: CAP volunteers in 221 squadrons submitted 977 After
Activity Reports for activities reaching 19,122 cadets, 14,913 senior members, and over 2.5 million

A new pamphlet, Cadet Protection Policy Implementation Guide (CAPP 52-23), was published in
February. The Cadet Staff Handbook (CAPP 52-15) was updated in February. The Testing Officers
Quick Reference has been updated to include Learn to Lead content for cadets in phases III-IV. A
new training tool for Cadet Advisory Councils titled Leadership in Committee has been excerpted
from chapter 10 of the Learn to Lead textbook. All of these publications can be found on the Cadet

staff members at all cadet activities lasting 4 days or longer, has been updated. The draft version of

Updated Encampment Curriculum: Six experts from the field have been selected to help with the

Wing Commanders Course (WCC): On 17 March, NHQ graduated 20 students from the 2012 Wing
Commanders Course (WCC) conducted at Maxwell Air Force Base, Alabama. The Wing

CAP Officer Basic Course (OBC) on Blackboard Learning Management System: The OBC
continues to be a great success with over 100 members participating monthly to advance their CAP
knowledge. Those who complete the OBC can advance through Level II of the Senior Member

Professional Development Program. Due to high demand, wait time from the date of enrollment to
start the OBC is now approximately one month. Sections of the course begin on the 1st and 15th of
each month, and enrollees will be placed in the first available class. Anyone wanting to complete the
Officer Basic Course must have Level I training completion annotated in eServices. Those in Level II
training who want to enroll in the course may submit their enrollment at

WING DUES CHANGE REMINDER: Wings are authorized to make changes to their membership
dues once a year, concurrent with the new fiscal year (CAPR 39-2, paragraph 4-5). Now is the time

Wing Commanders Financial Guide: An updated version of the Commanders Financial Guide is
now available for download on the FM page of the CAP website.
Direct Pay to Members for Missions: The process of directly reimbursing members for mission
expenses they have personally incurred has been expanded to all Wings and has grown
tremendously since Winter Board. Please note direct pay to members is not a mandatory process.

Enhanced reporting and functionality has been developed to allow the Wings to see when a
member has been reimbursed and to ensure duplicate payments are avoided.
Direct Pay to Members is saving Wings the cost of processing checks, postage, and bank fees.

Remote Internal Financial Review: Idaho Wing is working with NHQ/FM to formalize processes for
Finance Committee members to complete the Internal Financial Review from a remote location. This
allows members of the Finance Committee who do not reside close to the Wing Headquarters to
participate more fully as members of the Finance Committee.

LOGISTICS DIRECTORATE

NHQ/LGC: Contracting currently administers 58 Consolidated Aircraft Maintenance contracts and 32
others supporting a broad spectrum of functions at both NHQ and field levels. Among upcoming
purchases of interest are 19 new glass cockpit equipped aircraft, 283 laptops for field units, 90 Nikon
D90 cameras with an option to purchase additional quantities through November. We have a new five
year contract for avionics equipment to support the aircraft refurbishment program. Of course, we will
also be negotiating contracts for new vehicles in the May/Jun timeframe. During the weekend of 1012 March, California Wing members met with the staff of Romans Design, in Jacumba, California to
get a first-hand look at their new glider winch/launching system and to receive hands on training. The
new winch system will be a valuable tool for the Pacific Region glider Center of Excellence. POC:

Vehicle Fleet: The total number of all driven vehicles in the fleet is 1,058. Of these 101 are pending
disposal today. When these are finally retired, the fleet size will be 957. The number of driven
vehicles 11 years old and older is now at 342 (36%) and vehicles 10 years and newer now number
615 (64%). The average age of our fleet has dropped to 8.06 years, the lowest ever. According to
USA Today, the average age of cars and trucks on U.S. roads is 10.8 years. We continue to replace
the oldest vehicles in our fleet and thanks to our members diligence in retiring and requesting
replacements for vehicles that are no longer economical to repair, our fleet quality and reliability
continues to improve. If you have questions on the disposal process or how to initiate retirement of a
vehicle in ORMS, contact Mr. Schultz, NHQ LGT, dschultz@capnhq.gov.
We are in the process of developing the FY12 vehicle buy. Based on expected pricing, we should be
able to purchase 40 vehicles. While we have reached closeout for submission of Vehicle Justification
Forms (CAPF 175) for the FY 12 buy, we continue to accept them as candidates for end-of-year
funding or for the FY13 buy. Wings in need of replacement vehicles should prepare and submit
CAPF 175s as soon as they identify a need for a replacement vehicle Review CAPR 174-1 Chapter
5 Acquisition, Control and Disposal of Corporate Vehicles, for specific guidance on requesting a
replacement vehicle. These must be approved by the region commander before going to LGT for
fulfillment.
We are fast approaching spring and summer and a full calendar of encampment and special
activities. Before they begin, make a special effort to look over all vehicles, including trailers. Pay

special attention to the tires and hitches. Make certain that drivers who are planning to tow trailers
are thoroughly trained and are made aware of the added challenges of towing. Pay particular
attention to tires and brake systems. We replace tires based on condition and wear and not age. If
during your inspection you see that tires are worn or show signs of cracking, replace them
immediately. Many vehicles have been idle for months. This makes them perfect candidates for
highway mishaps. Check them over carefully and make all repairs now instead of beside the road at
night with a van full of cadets. This year, for the first time ever, we are repairing glider trailers. Once
again, before you take to the road with a glider and trailer be sure the trailer is roadworthy and safe.
Remember with all the new regulations and laws concerning use of cellular phones and devices while
driving being implemented across the country, use of handheld cellular phones or texting devices
while operating a COV is prohibited. CAPR 77-1 Paragraph 2-2 (m) says Drivers shall not use handheld cellular phones or texting devices while operating COVs. One final reminder...be sure to use a
spotter when backing vehicles in areas where operators cannot clearly see behind them. Lets
simplify it a little more. Always use a spotter when backing.
New drivers license procedures are now in place. The automated application process has been
tested and will be available in eServices Ops Quals. CAPR 77-1 has been changed to describe the

Aircraft Fleet Modernization: While FY 11 was a less than remarkable year for aircraft acquisition,
with only 4 new birds total, FY 12 looks a whole lot better. We have submitted our request to Cessna
to buy 2 turbo 206 and 17 182T aircraft. We expect to begin accepting these aircraft in the NovemberDecember timeframe. We have 12 aircraft in the refurb program this quarter with five of those
programmed to complete in the next month or two. The refurb program was delayed, along with most
of our other major programs while Congress worked to complete its full budget appropriations
process. The refurb process resumed once funding was fully restored following a 3-month delay.
In March of 2011, NHQ/LGM was contacted by staff members of the Strategic Basing Division
(AF/A8PB) at HQ USAF. They informed us that they will be upgrading their existing glider fleet and
will be able to offer Civil Air Patrol 11 of their TG-10B (L-23 Super Blanik) gliders. The TG-10B is a
conventional two-place tandem, basic training sailplane. It is used today by the Air Force Academy to
introduce cadets to flight through their basic soaring program.
The L-23 Blanik is one of the world's most common initial soaring trainers. The L-23 is manufactured
in the Czech Republic, by the LETECK ZVODY Aircraft Corporation. It is an all metal, two-seat,
self-supporting, T-tail, high-winged glider with a retractable main wheel and a fixed tail wheel. Its onepiece canopy design allows for excellent visibility. It has a tandem cockpit with dual flight controls.
Radios and flight instruments are available in both cockpits.
These gliders will replace older gliders and will help modernize CAPs glider fleet. Some of these
gliders will also come equipped with trailers to be used for storage and transportation. We anticipate
accepting these gliders sometime near the end of FY12. We will know the specific dates as soon as

Web-Based Property & Accountability Management System: The FY12 annual inventory is just
now wrapping up. All indications are that this years inventory has gone smoothly. Survey audits and
compliance inspections continue to validate the success and value of the ORMS process. Wings,
NHQ and CAP-USAF logistics staffs continue to work pending reports of survey and retirements. If
inventories are done correctly, recurring write-ups from wing financial analysts and those found during
SAVs identifying property tag numbers missing or incorrect and incorrect serial numbers should have
all been corrected. Judging from the number of property tags we have sent out to wing LGs, we are
getting a handle on our property and are replacing property tags that have been lost or damaged. It
is our hope to be able to release an updated version of ORMS later in the year. POC: K.C. Jones

financial statement from CAPs A+ audit that substantiates the organizations accountability and fiscal

new records in January and February, averaging 80,000 visitors and 345,000 page views in the first

National PAO Academy Planned: NHQ/PA is putting together another national PAO academy this
summer, prior to the 2012 Annual Conference and National Board meeting in Baltimore, Md. Stay

Social Media: CAPs social media presence continues to expand. As of mid-March, regular posts

months. The easiest way to keep up with the latest news, events and announcements about CAP via

Help fellow CAP members in need through CAP Cares
CAP Cares was established in 2006 as a means to collect and distribute donations to assist CAP
members in need. The concept to create a member-assist fund stemmed from the aftermath of
Hurricanes Katrina and Rita in 2005. Many CAP volunteers suffered damage to their homes or lost
everything to the storm and some didnt have the insurance to help cover the damage. CAP
members generously donated funds to use specifically to help their fellow volunteers rebuild their
homes and lives after the storms.

It became apparent that CAP had no means to provide for members who were in need of one-time
financial assistance. CAP cares was established to collect donations to assist fellow members who
had emergency hardships or catastrophic events like life-threatening medical illnesses, natural
disasters or medical emergencies. The CAP Cares program is not intended to assist members to
help pay for dues, other CAP related expenses or living expenses.
