Introduction
Sikika is a non-governmental organization that advocates for quality health
services for all Tanzanians. The organization works to ensure equitable and
affordable quality health care services through social accountability
monitoring of health systems at all government levels. For more information

Sikika seeks to recruit Head of Department for its Dar es Salaam Office
with immediate effect:
Job Title: Head of Department Health Governance & Finance (1
post)
Reporting to: Head of Programs
Responsibilities:
To effectively plan, organize, implement and monitor all activities
in the department of Health Governance & Finance and in the
Sikika strategic plan
Liaise with other departments and facilitate engagement to
achieve objectives of Sikikas Strategic plan
Conduct social accountability activities such as monitoring
researches, analyses and produce and widely disseminate reports
and briefs
Engage with local government authorities and central
government on all issues relating to public health planning,
budgets, and implementation and monitoring with emphasis on
Health Governance & Finance.
Write and submit to Head of programs quarterly activity
implementation reports and other kinds of reports as may be
required from time to time
Effectively and prudently spend, report and control budgets for all
activities under your department
Through various networks and independently (as Sikika) facilitate
Sikikas contribution to national policy and accountability
Produce public statements and/or position papers and participate
in key health related policy processes on behalf of Sikika
Be accountable for activities and affairs of the department of
Health Governance & Finance As a member of management
team, advice and support the ED and contribute to Sikika overall
conceptualization, planning, and monitoring
Coordinate with other heads of departments in organizing
capacity building sessions for SIKIKA staff members
Manage performance of all staffs members that report to you
including interns and volunteers working under your department
In coordination with other Head of Departments, support the
Head of Programmes in the process of scaling up the program
based on the lessons learned by providing technical advice and

establishing linkages with other partners in the suggested


geographical areas of expansion
Participate in periodic reviews of the program and take an active
role in developing and reviewing SIKIKAs strategic plan and fund
raising initiatives

Qualifications: (a) A Master's degree in any social science


discipline (A Masters degree in Economics may receive special
consideration). (b) At least three years experience in areas related to your
responsibilities (c) Excellent writing and communication skills (d) Strong
research and analytical skills (including budget analysis experience/skills)
(d) High level strategic ability and advocacy skills (f) Computer skills (g)
Strong organizational and management skills.
