INTRODUCTION
I.1 Background
Association of Southeast Asian Nations (ASEAN) is an organization of geopolitics and
economic from countries in South East Asia region, which established in Bangkok, 8th of
August
1967 based
on Bangkok

The decision to join into one community indicates sense of community as essential
element. Sense of Community is a feeling where the member has the sense of belonging,a
feeling where the member care each other and believe that the member needs can only be
fulfilled through a joint commitment.
The decision to make social culture community into one of the essential pillar that
hold ASEAN is a right decision.Because through this pillar,a cooperation between nation in
social culture can be made.It is important to achieve integration in ASEAN through a caring
and sharing community
I.3 Objectives
In this paper we will discuss a short history of Asean Socio-Cultural Community
(ASCC) and Indonesias role in socio culture of Asean Economic Community.
CHAPTER II
DISCUSSION
1. The ASEAN Leaders adopted the Declaration of ASEAN Concord II (Bali Concord II) in
Bali, Indonesia on 7 October 2003 to establish an ASEAN Community by 2020. The ASEAN
Community shall be established comprising three pillars, namely political and security
community, economic community, and socio-cultural community that are closely intertwined
and mutually reinforcing for the purpose of ensuring durable peace, stability, and shared
prosperity in the region.
2. At the 12th ASEAN Summit on 13th January 2007 in Cebu, the Philippines the Leaders,
affirming their strong commitment to accelerate the establishment of the ASEAN Community
by 2015, signed the Cebu Declaration on the Acceleration of an ASEAN Community by
2015.
3. The 13th ASEAN Summit held in Singapore on 20th November 2007, agreed to develop
an ASCC Blueprint to ensure that concrete actions are undertaken to promote the
establishment of an ASEAN Socio-Cultural Community (ASCC).
The ASCC reflects ASEAN's social agenda that is focused on poverty eradication and
human development. It is linked inextricably with the economic and security pillars of the
ASEAN Community. Social inequities can threaten economic development and in turn
undermine political regimes. Economic instability can exacerbate poverty, unemployment,
hunger, illness and disease. Social instability can emerge from environmental scarcity or the
inequitable distribution among stakeholders of the use of environmental assets. Failure to
address these critical and persistent social issues can further cause both economic and
political dislocations.
The ASCC will evolve amidst profound changes that are taking place in ASEAN's
social landscape. These include:

the rise of consumerism and lifestyle changes resulting from rapid economic
growth;
ii.

transformation of the family roles and structures, with implications on the care
of children and the elderly;
iv.
This ASCC Plan of Action (PoA) will have four core elements:
Poverty alleviation, equity and human development lie at the very core of a strong and
resilient ASEAN Socio-Cultural Community. Poverty reduction is fundamental to the
development of the human potential, allowing people to participate fully in the mainstream of
economic life and contribute to society. A community of caring societies in ASEAN can
enhance the potential for production, consumption and wealth creation, thus ensuring the
benefits from economic integration. ASEAN Member Countries will therefore strive,
individually and collectively, to build caring societies concerned with, committed to, and
capable of addressing fundamental issues of poverty, equity and human development.
Governments, private sector and civil society will work in partnership to address these
concerns.
Addressing the impact of liberalisation in the health sector to meet the needs of
ASEAN; and
A clean and green ASEAN, with fully developed mechanisms for environmental
governance, is both a shared goal and responsibility of ASEAN Member Countries. ASEAN
commitments to the Johannesburg Plan of Implementation of the World Summit for
Sustainable Development (WSSD) have provided the framework for ASEAN cooperation on
the environment which currently focuses on ten priority areas:

With globalisation, many of the region's traditional societies, with their cherished
cultural norms and practices, are facing new challenges .As ASEAN continues in its
community-building efforts, the concern is how to fulfill its aspirations for progress and
prosperity while at the same time preserving its rich cultural heritage. Thus, the ASEAN
Community envisaged to emerge from regional integration by 2020 is where people, amidst
the diversity of their historical and cultural experience, are conscious of a common regional
identity. This sense of regional identity and solidarity will have been built on years of
cumulative interaction in all facets of social and economic life and at all levels
communities, governments and civil society.
Under the ASCC PoA, the goal of creating an ASEAN identity involves:

With Indonesia as a participant in Asean Socio-Cultural Community is expected to
improve ASEAN

economy,politic,social
culture
and
national
security.A few
ASEAN with the largest area in ASEAN , most populous,educated and maintained in
the culture and the local values .
h) Develop ASEAN Studies Center at various universities in attempt to bring the various
conceptions of ASEAN to the grassroots level and protect intellectual property rights.
i) Build a database information system about ASEAN Community , especially ASCC
which synergy with the e -government in local governance , as an effort to build
people- to-people contact between communities of ASEAN to the grassroots level.
j) Strengthen the basis of independence , both industrial and technology in the country to
strengthen the resilience of communities and national security through various propeople programs and development bases supporting the backup industrial
independence .
k) Increase the sense of patriotism in all elements of society , including through policies
for enhancing the rating of media impressions ( television and print media ).
l) Improving the economic equality,social and cultural institutions with ASEAN
countries , such as set standards mandated minimum wage for workers in accordance
with the standards in ASEAN
2. Internal Policies
a) Strengthen the diplomacy by involving all components of the nation
( government , professional , private sector , civil society , the scientific
community / activist ) as an effort to create regional competitiveness .
b) Intensification of cooperation in the field of human resources ( HR) , especially
women and youth as well as combating the abuse and illicit traffic of narcotics /
drugs
c) Preparing the formulation of educational programs and interstate ASEAN
community empowerment by involving the government and stakeholders in
ASEAN member countries .
d) Preparing the formulation about :

ASCC technical achievements of the roadmap , particularly in the
ASEAN Identity Building elements clearly and unequivocally that

CONCLUSION
3.1 Conclusion
ASEAN has undergone many positive changes and significant development.ASEAN
cooperation now being headed on a new stage of more integrative and forward-looking
through the establishment of ASEAN Community in 2015 , which is a forward-looking
community , living in an environment that is peaceful , stable and prosperous , united by a
dynamic partnership and community caring .
Many challenges to be faced by ASEAN with the rapid development in the political,
security , economic , social, cultural , technological and other fields that occur outside the
region . ASEAN therefore realize the importance of efforts to further engage the community
so that it grows strong sense of belonging to ASEAN .
Specifically in the ASEAN roadmap , ASCC pillar seeks to promote a peopleoriented ASEAN in which all sectors or society are encouraged to participate in, and benefit
from, the process of ASEAN integration and community building, so hopefully there is an
