PREFACE

Praise to God all praise belongs to Allah SWT. Which has provided a
healthy favor and had the grace and blessings we could finish the paper that had the
title The Impact of Indonesias socio culture with Indonesia Malaysia relation
I would like to thank all my friends who have been taking part in the making of this
paper, and also to all those who helped in the completion of this paper.
For the perfection of this paper, we expect criticism and suggestions from readers as we only
human who make mistakes. Hopefully this paper for dear readers.

CHAPTER 1
INTRODUCTION

I.1 Background
Association of Southeast Asian Nations (ASEAN) is an organization of geopolitics and
economic from countries in South East Asia region, which established in Bangkok, 8th of
August

1967 based

on Bangkok

Declaration from

Indonesia, Malaysia, Filipina,

Singapore, dan Thailand.This organization aims to improve economic growth, social


progress, and culture development from its country member, to promote peace and stability in
regional level, and improve the chance to discuss the difference between its member in peace.
In early stage, ASEAN has decide its purpose, which is in politic, economic and culture.To do
so,In 2003 The ASEAN officials has agreed to form 3 pillars of ASEAN :
1. ASEAN Political-Security Community(APSC) that aims to bring politic and safety relation
in ASEAN to the higher level,build a region that live in peace with democratic and harmonius
environtment.
2. ASEAN Economic Community(AEC) which is the purpose of regional integration. AEC
aims to strengthen economic integration in the region and transform ASEAN into a single
market and production base region.It is believed to reduce discrepancy of development
between nation members and the making of welfare for citizen of ASEAN as a whole.
3. ASEAN Socio-Culture Community (ASCC) aims to complete and strengthen the two
pillars before.ASCC contribute in the realization of ASEAN as community based,to
anticipate the impact from economic integration in the region,form solidarity and unity
between nations and ASEAN community by common identity,and build a community that
care about the others.

The decision to join into one community indicates sense of community as essential
element. Sense of Community is a feeling where the member has the sense of belonging,a
feeling where the member care each other and believe that the member needs can only be
fulfilled through a joint commitment.
The decision to make social culture community into one of the essential pillar that
hold ASEAN is a right decision.Because through this pillar,a cooperation between nation in
social culture can be made.It is important to achieve integration in ASEAN through a caring
and sharing community

(ASCC) and Indonesias role in socio culture of Asean Economic Community.

CHAPTER II
DISCUSSION

2.1 The role and relevance of Asean Socio-Culture in AEC

In 2015,every member of ASEAN will go through some changes espescially in


economy.In 2015 the member of ASEAN will decide its fate whether it will go forward and
become a developed country or not.The presence of Asean Free Trade Area (AFTA) and
Asian Economic Community (AEC) will become an indicator for this case.AFTA and AEC is
multilateral agreements with ASEAN in economy.There is a difference between AFTA and
AEC.AFTA is a gate that opens a tax-free trade route between countries in ASEAN.But in the
other hand AEC also opens for export and import of goods and services such as skilled labor
or investment between countries in ASEAN.
As we all know economy has been part of our lives.Economy is one of social skill that
learns about human activity that connect with production,distribution,and consuming of
goods and services.Human as a social being always facing economic problems.Economic
problems is a fact that human needs too much things but the product that available is
limited.This is become one of the reason why Indonesia participate in AEC. AEC shall be the
goal of regional economic integration by 2015 .AEC has 4 goals :
a. Become a single market and production base
b. Become a highly competitive economic region
c.Become a region of equitable economic development, and
d.Become a region that fully integrated into the global economy.
Indonesian government also had prepared people of Indonesia to face AEC 2015 in
social culture.Why both? Because social and culture has different meaning.Social means how
we connect / communicate with other people and how to improve our relation with other
nation.Culture is a very essential thing for a country,because we can see the wealth of a
country from the variant of cultures it has.
The connection between socio-culture and AEC is for example on our daily life if we have
something to do, we need to plan it carefully and because if we act poorly it will not only
bring harm to us but also to our country.
2.2 ASEAN SOCIO-CULTURAL COMMUNITY BLUEPRINT
Introduction:

1. The ASEAN Leaders adopted the Declaration of ASEAN Concord II (Bali Concord II) in
Bali, Indonesia on 7 October 2003 to establish an ASEAN Community by 2020. The ASEAN
Community shall be established comprising three pillars, namely political and security
community, economic community, and socio-cultural community that are closely intertwined
and mutually reinforcing for the purpose of ensuring durable peace, stability, and shared
prosperity in the region.
2. At the 12th ASEAN Summit on 13th January 2007 in Cebu, the Philippines the Leaders,
affirming their strong commitment to accelerate the establishment of the ASEAN Community
by 2015, signed the Cebu Declaration on the Acceleration of an ASEAN Community by
2015.
3. The 13th ASEAN Summit held in Singapore on 20th November 2007, agreed to develop
an ASCC Blueprint to ensure that concrete actions are undertaken to promote the
establishment of an ASEAN Socio-Cultural Community (ASCC).

2.3 The Imperatives of the ASEAN Socio-Cultural Community

The ASCC reflects ASEAN's social agenda that is focused on poverty eradication and
human development. It is linked inextricably with the economic and security pillars of the
ASEAN Community. Social inequities can threaten economic development and in turn
undermine political regimes. Economic instability can exacerbate poverty, unemployment,
hunger, illness and disease. Social instability can emerge from environmental scarcity or the
inequitable distribution among stakeholders of the use of environmental assets. Failure to
address these critical and persistent social issues can further cause both economic and
political dislocations.
The ASCC will evolve amidst profound changes that are taking place in ASEAN's
social landscape. These include:
i.

the rise of consumerism and lifestyle changes resulting from rapid economic
growth;

ii.

increased personal mobility resulting from advances in infrastructure and more


open regimes;

iii.

transformation of the family roles and structures, with implications on the care
of children and the elderly;

iv.

the potential of information technology to enhance the speed and quality of


learning and development of human skills, thus narrowing the digital divide;
(v) the rapid pace of urbanisation and its impact on employment and the
delivery of basic services; (vi) shifts in the labour market resulting from
economic integration; and (vii) unsustainable exploitation of natural resources
in the process of meeting developmental needs.

2.4 The ASEAN Socio-Cultural Community Plan of Action

This ASCC Plan of Action (PoA) will have four core elements:

Building a community of caring societies to address issues of poverty, equity and


human development;

Managing the social impact of economic integration by building a competitive


human resource base and adequate systems of social protection;

Enhancing environmental sustainability and sound environmental governance;


and

Strengthening the foundations of regional social cohesion towards an ASEAN


Community in 2020.

2.5 Building a Community of Caring Societies

Poverty alleviation, equity and human development lie at the very core of a strong and
resilient ASEAN Socio-Cultural Community. Poverty reduction is fundamental to the
development of the human potential, allowing people to participate fully in the mainstream of
economic life and contribute to society. A community of caring societies in ASEAN can
enhance the potential for production, consumption and wealth creation, thus ensuring the
benefits from economic integration. ASEAN Member Countries will therefore strive,
individually and collectively, to build caring societies concerned with, committed to, and
capable of addressing fundamental issues of poverty, equity and human development.
Governments, private sector and civil society will work in partnership to address these
concerns.

2.6 Managing the Social Impact of Economic Integration


ASEAN Member Countries, as a community of caring societies, are committed
individually and collectively, to address the impact of economic integration to minimise its
social costs and ensure its benefits. Domestic policy adjustments and emerging regional
production arrangements from economic integration will have profound social impact that
will be felt mostly in the labour market.
To manage the social impact, the following key goals will be pursued under the ASCC
PoA:

Promoting human resource development to build a competitive labour force,


through, among others, closer cooperation among existing regional centres in the
area of education;

Promoting an efficient labour market through mutual skills recognition


arrangements to enhance regional mobility so that ASEAN's workforce are
prepared for and benefit from economic integration; such efforts would enable
labour markets to operate efficiently with appropriate matching of jobs and skills;

Strengthening systems of social protection at the national level and working


towards adoption of appropriate measures at the regional level to provide a
minimum uniform coverage for skilled workers in the region;

Addressing the impact of liberalisation in the health sector to meet the needs of
ASEAN; and

Promoting joint certification and accreditation of science and technology at the


regional level to improve science and technology competence of ASEAN's
human resources.

2.7 Enhancing Environmental Sustainability

A clean and green ASEAN, with fully developed mechanisms for environmental
governance, is both a shared goal and responsibility of ASEAN Member Countries. ASEAN
commitments to the Johannesburg Plan of Implementation of the World Summit for
Sustainable Development (WSSD) have provided the framework for ASEAN cooperation on
the environment which currently focuses on ten priority areas:
i.

global environmental issues:

ii.

land and forest fires and transboundary haze pollution;

iii.

coastal and marine environment;

iv.

sustainable forest management;

v.

sustainable management of natural parks and protected areas;

vi.

freshwater resources;

vii.

public awareness and environmental education;

viii.

promotion of environmentally sound technologies and cleaner production;

ix.

urban environmental management and governance;

x.

sustainable monitoring and reporting, and database harmonisation.

2.8 Strengthening the Foundations of Regional Social Cohesion

With globalisation, many of the region's traditional societies, with their cherished
cultural norms and practices, are facing new challenges .As ASEAN continues in its
community-building efforts, the concern is how to fulfill its aspirations for progress and
prosperity while at the same time preserving its rich cultural heritage. Thus, the ASEAN
Community envisaged to emerge from regional integration by 2020 is where people, amidst
the diversity of their historical and cultural experience, are conscious of a common regional
identity. This sense of regional identity and solidarity will have been built on years of
cumulative interaction in all facets of social and economic life and at all levels
communities, governments and civil society.

Under the ASCC PoA, the goal of creating an ASEAN identity involves:

Mainstreaming the promotion of ASEAN awareness, regional identity and values in


national communications plans, educational curricula, people-to-people contact
mainly through culture, arts and sports, especially among the youth, and the
promotion of ASEAN languages learning through scholarships and exchanges of
linguists;
Preserving and promoting ASEAN cultural heritage and living traditions, as a
vehicle to better understand the link between culture and development, and as a
source of inspiration for future endeavours;
Fostering dialogues among civilisations, cultures and religions as a means to
foster better understanding, build confidence, and address threats to peace and
security; and

Promoting ASEAN's standing in the international community.

2.9 Indonesias role in realizing the ASEAN Socio - Cultural Community in order
to supports National Security
With Indonesia as a participant in Asean Socio-Cultural Community is expected to
improve ASEAN

in

economy,politic,social

culture

and

national

security.A few

recommendation from Governor of National Resilience Institute of RI in his journal is :


1. External Policies:
a) Build a grand design of national policies in Indonesia in reaction to ASCC that
managed by a coordinator minister that obliged to compile the frame identification and
formulation of program needs in each unit.
b) Encourage the ministry of coordinator that in charge the implementation of ASCC to
map,formulate,analyze,and decide.
c) Build a detailed plan for Indonesia to ASCC through effort : realizing integration ,
linkage and balance development and harmony between sectors , realizing the rule of
law as operational guidelines / action between sectors , provide ease of budgeting
allocation between sectors and define the direction of development of the role /
position of Indonesia in the ASCC.
d) Encourage the formation of institutions / agencies / special secretariat in charge of
ASEAN issues .
e) Encourage the ministry as the first conceptor , the provincial government as the second
conceptor and district / city as the leading sector programmatically and synergistic in
addressing the implementation of the ASCC.
f) Central and regional governments need to disseminate ASCC programs and provide
space for all stakeholders ( business, academia , NGOs , legislators and general
public), in order to understand and build a sense of belonging to ASEAN .
g) Reforming the national education system through increased equitable access to
education and the development of educational curriculum that covers aspects of
Indonesian values and ASEAN programs , so that Indonesia can be a leading sector in

ASEAN with the largest area in ASEAN , most populous,educated and maintained in
the culture and the local values .
h) Develop ASEAN Studies Center at various universities in attempt to bring the various
conceptions of ASEAN to the grassroots level and protect intellectual property rights.
i) Build a database information system about ASEAN Community , especially ASCC
which synergy with the e -government in local governance , as an effort to build
people- to-people contact between communities of ASEAN to the grassroots level.
j) Strengthen the basis of independence , both industrial and technology in the country to
strengthen the resilience of communities and national security through various propeople programs and development bases supporting the backup industrial
independence .
k) Increase the sense of patriotism in all elements of society , including through policies
for enhancing the rating of media impressions ( television and print media ).
l) Improving the economic equality,social and cultural institutions with ASEAN
countries , such as set standards mandated minimum wage for workers in accordance
with the standards in ASEAN

2. Internal Policies
a) Strengthen the diplomacy by involving all components of the nation
( government , professional , private sector , civil society , the scientific
community / activist ) as an effort to create regional competitiveness .
b) Intensification of cooperation in the field of human resources ( HR) , especially
women and youth as well as combating the abuse and illicit traffic of narcotics /
drugs
c) Preparing the formulation of educational programs and interstate ASEAN
community empowerment by involving the government and stakeholders in
ASEAN member countries .
d) Preparing the formulation about :
i.
ASCC technical achievements of the roadmap , particularly in the
ASEAN Identity Building elements clearly and unequivocally that
ii.

related programs to be prepared by the ASEAN member countries .


The rules are binding on all ASEAN member countries " to commit
and implement the programs that have been agreed ASEAN " and
resolve the various problems that occur between countries of
ASEAN , through the media that have been available in ASEAN .

iii.

Regional resilience , through the realization of equality in the field


of law , human rights , the development of sustainable
environmental and social welfare of ASEAN .

CONCLUSION
3.1 Conclusion
ASEAN has undergone many positive changes and significant development.ASEAN
cooperation now being headed on a new stage of more integrative and forward-looking
through the establishment of ASEAN Community in 2015 , which is a forward-looking
community , living in an environment that is peaceful , stable and prosperous , united by a
dynamic partnership and community caring .
Many challenges to be faced by ASEAN with the rapid development in the political,
security , economic , social, cultural , technological and other fields that occur outside the
region . ASEAN therefore realize the importance of efforts to further engage the community
so that it grows strong sense of belonging to ASEAN .
Specifically in the ASEAN roadmap , ASCC pillar seeks to promote a peopleoriented ASEAN in which all sectors or society are encouraged to participate in, and benefit
from, the process of ASEAN integration and community building, so hopefully there is an

increased interaction between people of ASEAN member countries through cooperation in


the field of socio-cultural , so it will bring ASEAN closer to its people.
