Prescribing The Rules And Guidelines For The Implementation

Of Ordinance No. 315 Otherwise Known As An Ordinance


Establishing The Cash Incentive Program For Puerto Princesa
Athletes Who Excelled In Their Respective Events, As
Amended By Ordinance No. 486.
Section 1. SCOPE and COVERAGE.
These Implementing Rules and Guidelines shall cover the entitlement
to cash incentives of Puerto Princesa City Athletes who
participated and excelled in regional, national or international
competitions or tournaments with official sanctions.
Section 2. OBJECTIVES.
This Ordinance shall

Section 3. DEFINITION OF TERMS.


When used in these Implementing Guidelines, the following terms shall
have the following meanings:
3.1 Cash Incentive shall mean to be cash allowance to be
provided by the City Government according to the medals won in
the regional, national and international competitions or
tournaments;
3.2 Athletes refers to the individual player either
participating individually or as a group to any of the accredited
sports competitions;
3.3 Regional, National and International Competitions or
Tournaments reers to any accredited event/games organized
or sponsored within or outside the country, either in the ASEAN
or International competitions;
3.4 Gold, Silver and Bronze Medals refers to the medal
obtained by athletes to qualify for the incentive program;
3.5 Implementing Office refers to the City Sports Section of
the Office of the City Mayor who shall supervise the
implementation of this Ordinance and provide a list of officially
accredited sports event.
Section 4. MECHANICS OF THE PROGRAM.
Only those officially accredited sports events by the Implementing
Office shall be covered by the incentive program. The basis of
awarding the incentives shall be:

For the Regional Level, the incentive shall be:


a)
Four Thousand Pesos (Php 4,000.00) for a Gold
Medal;
b)
Two Thousand Pesos (Php 2,000.00) for a Silver
Medal; and

c)

One Thousand Pesos (Php 1,000.00) for a Bronze

Medal
This shall be given one time only.
4.2 For the National Level, the incentive may be given
monthly for one (1) year or at a one-time payment at the option
of the athletes:
a)
Five Thousand Pesos (Php 5,000.00) for a Gold Medal;
b)
Four Thousand Pesos (Php 4,000.00) for a Silver
Medal; and
c)
Two Thousand Pesos (Php 2,000.00) for a Bronze
Medal.
4.3 For International Level, the incentive may be given
monthly for one (1) year or at a one-time payment at the option
of the athletes:
a)
Six Thousand Pesos (Php 6,000.00) for a Gold Medal;
b)
Four Thousand Pesos (Php 4,000.00) for a Silver
Medal; and
c)
Three Thousand Pesos (Php 3,000.00) for a Bronze
Medal.
Section 5. GUIDELINES FOR THE EVALUATION OF QUALIFIED
ATHLETES ENTITLED TO THE CASH INCENTIVE
1) All applications for the entitlement of athletes for cash incentives
under the Ordinance and its Implementing Rules shall be filed
with the Implementing Office.
2) Applications must be accompanied by any documentation to
prove the applicants/athletes cash incentive entitlement and
the choice opted by the applicant/athlete in cases falling under
Sections 4.2 and 4.3.
3) After the filing of the required application, the Implementing
Office shall review the same if the athlete is entitled for:
a. Being awarded any of the medals set forth in Section 4; and
b. Acquiring the Medal for any of the accredited sports event as
indicated in the Implementing Offices list.
4) If the applicant/athlete is found to be qualified for the cash
incentive pursuant to the Ordinance and these Rules the same
shall be endorsed to the Section Chief of the Implementing Office
for the grant of the applicable cash incentive.
5) The Section Chief of the Implementing Office may deputize any
of his/her staff to take part in the application process to achieve
the orderly and expeditious facilitation of all applications
Section 6. SOURCE OF FUND.
An amount necessary to carry out the effective and efficient
implementation of the incentive program shall be included in the
Annual Budget of the City Government effective calendar year 2012.
Section 7. SEPARABILITY CLAUSE.

In the event that any section, rule, paragraph, sentence, clause or


words of this implementing rules is declared invalid for any reason, the
other provisions thereof shall not be affected thereby.
Section 8. EFFECTIVITY.
This implementing rules and guidelines shall be effective upon
approval.
