Community Development and Human Security:


Perspectives, Practices and Potentials From the Ground
University of Santo Tomas
October 21-23, 2015

In 1994, the Human Development Report entitled, New Dimensions of


Human Security, introduced the holistic definition of human security. The
report states that concerns such as hunger, disease, pollution, affronts to
human dignity, threats to livelihood, and other harms in addition to violence
and threats to individuals and communities should all be considered human
security issues (1994 HDR). The report was believed to be a breakthrough
endeavor to describe such concept in a well-rounded approach. Human
security is defined in relation to seven dimensions reflecting almost all of the
fundamental components of human development such as economic
security, food security, health security, environmental security, personal
security, community security and, political security.
The United Nations Millennium Development Goals, accepted and approved
in 2000, was an attempt to simplify and systematize the scope of Human
Security and make it measurable. At present, Human Security has entered
the consciousness, vocabulary and, programs of state and military
organizations, non-state/non-government/civil society organizations,
academic organizations, development advocates and, policymakers (Human
Security Initiative, 2012).

The advancement and realization of Human Security is the ultimate goal of


community development initiatives and engagements depending on the
perspectives and practices of stakeholders. Twenty-one (21) years after
adopting, practicing and, engaging community development with the
framework or guidance of Human Security, it is timely to look deeply and
critically how Human Security shifted or developed perspectives and
practices of different development institutions and support groups who are
serving and engaging from/in/with the ground toward development and
empowerment. Possible potentials beyond this period are vital to lay down
to foresee challenges and create maps for holistic development journey.
Thus, the Community Development Society of the Philippines (CDSP) will
hold its 4th Asia-Pacific Conference on Community Development with the
theme, Community Development and Human Security: Perspectives,
Practices and Potentials From the Ground, on 21-23 October 2015 at the
University of Santo Tomas, Manila. This years conference seeks to invite
papers and panel proposals and also to gather community development
professionals and practitioners to pause, share insights, reflections,
perspectives, practices and potentials in relation with the conference
theme. Below are the suggested topical areas:
a. Community Development and Economic Security
b. Community Development and Food Security
c. Community Development and Health Security
d. Community Development and Environmental Security
e. Community Development and Personal Security
f. Community Development and Community Security
g. Community Development and Political Security

GUIDELINES ON ABSTRACT SUBMISSIONS


1. Abstracts should strictly be not more than 350 words. Please use 12
font size and choose one of the following font types: Times New
Roman, Arial, or Calibri. (Please refer to the sample format.)
2. Authors must indicate the topical area in which their paper/panel
proposals may fall.
3. Abstracts should be written in a style that is comprehensible by nonacademic audiences.
4. Submissions should include the authors name, institutional affiliation
and contact information (e-mail address, mobile/telephone number,
and mailing address).
5. Abstracts should be sent to cdspconference2015@gmail.com not later
than September 15, 2015.
