8. In 1969, Chairman, Committee on Housing. As Housing Chairman, he
authored one of the most important legislation which is known as the
"RENTAL LAW" which was extended 8 times and which up to now has
helped a great number of our countrymen. The law was made the basis of
other laws such as the "NEW BUILDING CODE", the "ANTI-HIJACKING
LAW", and the "EXPLOSIVES LAW". These laws composed four of the first
six Presidential Decrees released by then President Ferdinand E. Marcos after
the Martial Law regime. Likewise, he was also the principal author of the
"DEATH PENALTY LAW" and the "MAGNA CARTA OF OCWs" which
brought amendments to the FOREIGN SERVICE ACT.

1. Was a weekend soldier detailed with the 5th Special Forces of the United States of
America in Vietnam with special assignment, Philippine Civic Action Group
(PHILCAG) in South Vietnam War 1968-1975; Was also instrumental in
establishing a Medical Corps in Hoi An, Central Vietnam, to help in the
continuance of healthcare programs by the Vietnamese government;
2. The only Airborne Trained Officer in Congress (Col. Reserve Phil Air Force)
3. First Member of the Philippine Congress to fly the Russian supersonic fighterjet
SUKOI SU-29 with General Yap, PAF General Abadia and a Russian pilot;
4. Led 49 Congressmen who sponsored and flew to Hawaii for the return to the
homeland of the remains of the late President Ferdinand E. Marcos;
5. Principal author of the legislation granting children born out of wedlock the legal
use of their fathers name (Republic Act 9255);
6. Co-author of the legislation allowing absentee voting for overseas Filipinos
(Republic Act 9189);
7. Co-author of legislation allowing Filipinos who acquired foreign citizenship to
retain their original Filipino citizenship;

Arm of the Board of Travel and Tourist concerning, in particular, the exchange of
tourists.
13. Led Congressional and Navy Officials to Scarborough Shoal (Philippines
Territory) in the South China Sea and planted the Philippine Flag May 18, 1997.
14. Member of the Philippine delegation that observed the withdrawal of 100,000
Vietnamese Troops from Cambodia back to Vietnam.
