I. GENERAL OVERVIEW
A. REGIONAL PROFILE
Cagayan Valley Region is composed of 5 provinces: Cagayan, with a
population of 993,580; Isabela with 1,287,575; Nueva Vizcaya with 366,962;
Quirino with 148,575; and Batanes with 16,467, for a total population of
2,813,159. There are 4 cities and 89 municipalities in the region with 2,311
barangays covering a total land area of 26, 837. 70 sq. kms. (End of slide 1)

Personnel Strength/Rank Profile (Slide2)

This region is composed of 31 Officers, 931 Non-Officers and 13 Non-Uniformed


Personnel (NUP) for a total of 975 distributed as follows: Regional Office has 85
uniformed personnel (UP) and 4 Non-Uniformed Personnel (NUP), for a total of 89; the
province of Cagayan has 312 UP and 7 NUP, for a total of 319; Isabela has 354 UP;
Nueva Vizcaya has 143 UP and 2 NUP for a total of 145 and Quirino has 66 UP. (End

Educational Profile
As to educational attainment, 1 is a Doctorate degree holder, 62 are Masters
Degree holders, 902 are College graduates or bachelor degree holders while there are

Out of 975 personnel in Region 2, 918 of them possess their appropriate


second level eligibility, 55 personnel hold first-level eligibility. Further, 2 personnel hold

Personnel Training Profile


Region 2 BFP continues to explore knowledge and augment their skills and
expertise in firefighting, rescue, investigation, supervision and control to meet the high
expectation of the citizenry. Based on the training profile (Table IIA-4), included are
personnel who attended the following trainings and schoolings to update and/or
upgrade their crafts as professional firefighters. (End of slide 5)

STATUS OF FIRE STATION (Slide 6)

Of the 4 cities and 89 municipalities in the region, only 4 Cities and 62


municipalities have stations including sub-stations at Tuguegarao City and Amulung in
Cagayan while 31 municipalities still do not have fire stations. Isabela has the most
number of municipalities without fire station with 11. (End of slide 6)

CONDITION OF OFFICE / FIRE STATION (Slide 7)

There are 66 offices/buildings/fire stations in the Region, to include the Regional


Office leased building, Regional Office at Regional Center which is under construction,
OPFM Isabela at Ilagan City Fire Station and OPFM Nueva Vizcaya at Bayombong Fire
Station. Forty two (42) of which are on a separate building, 23 are attached to other
buildings while 1 office (Regional Office 2) is under lease. There are 36 buildings that
are owned by the BFP, 29 are owned by LGU while 1 is under lease. With regards to

lots owned, 42 are owned by the BFP, 23 are owned by LGU and 1 under lease

STATUS OF VEHICLES AND FIRE APPARATUS (Slide 8)

There is a total of 111 fire trucks in the region with 104 which are serviceable, 30
are at Cagayan BFP, 50 at Isabela BFP, 19 at Nueva Vizcaya BFP and 5 at Quirino BFP.
There are also 5 serviceable rescue ambulances with 1 at Isabela BFP, 3 at Nueva
Vizcaya BFP and 1 manned/ operated by the personnel at the Regional Office while
there are 5 unserviceable (3 in Cagayan and 2 in Isabela BFP) and 2 under repair (1
each at Cagayan BFP and Isabela BFP) fire trucks in the region.
For service vehicles, 4 of which are serviceable (Isuzu Crosswind, 2 Tamaraw
FX& 1 Kymco motorcycle) while 1 is unserviceable (Kymco motorcycle). Isabela BFP
also at present has 1 flood rescue boat. (End of slide 8)

POL/FUEL DISTRIBUTION (Slide 9)

Another important thing to consider for a better public service in every fire station/
office is the availability of POL/Fuel products.

As of March 2015, Petroleum/Fuel

distributed to the different office/units amounted to P 1,281,938.90 with the bulk in the
province of Isabela having 55 fire trucks/service vehicles/ambulance. (End of slide 9)
FIREFIGHTING GEARS (Slide10)

The actual number of firefighters assigned in operations is 667. The region is


equipped with only 509 serviceable and 8 unserviceable fire coats with a shortage of
158. Only 371 serviceable fire trousers is available having a shortage of 296. The
number of serviceable fire boots is 456; the region has a shortage of 211 pairs. For its
helmets, 614 is serviceable and 5 unserviceable with a shortage of 53. There are 535
serviceable and 14 unserviceable fire gloves with a deficiency of 132. Lastly, there are
12 serviceable and 2 unserviceable breathing apparatus with a scarcity of 424. (End of

With regards to firefighting equipment, there are 185 serviceable and 3


unserviceable 1.5 fire nozzle or shortage of 33, 70 serviceable 2.5 fire nozzle or
shortage of 148, 706 serviceable and 23 unserviceable 1.5 fire hose or shortage of
384, 312 serviceable and 9 unserviceable 2.5 fire hose or shortage of 124 and 92
serviceable and 11 unserviceable suction hose or shortage of 19.
Donations/Resolutions
A total of 56 lots measuring 20,469 sq. m. have been turned over to BFP Region 02
out of which 47 are covered by Deed of Donation wherein 3 are already titled with the
Bureau and 6 are the form of Sangguniang Bayan Resolution. (End of slide 11)
C. BUDGETARY

STATUS OF UTILIZATION OF FUND (Slide 12)

From January to March of 2015, the total allotment released was Php 16,080,481.74
with a total obligated amount of Php 1,949,826.00 having a balance of Php
14,130,655.74. The bulk of fund released is for the purpose of paying travel expenses
of fire safety inspectors and fire code fees collectors, office supplies, other supplies and

gasoline, oil and lubricants. (End of slide 12)

Continuing Appropriation (Slide 13)

With regards to continuing appropriation, the total allotment was Php


2,702,075.54 with a total obligated amount of Php 472,871.21 leaving a balance of P
Php 2,229,204.33 with the bulk of funds for travel expenses. (End of slide 13)
III. ACCOMPLISHMENTS (Slide 14)
A. ADMINISTRATIVE
Promotion and Recruitment
Adhering to the merit and fitness rules of the civil service, this office strictly
monitors the selection process ensuring that the merit selection plan is observed. A
thorough evaluation process was also conducted to avoid any disapproval of
appointment by the Civil Service Commission. The administrative division also ensures
that all the required documents are verified and authenticated by the issuing
agencies/universities. This was so to promote awareness among the BFP personnel of
the risks of obtaining spurious or falsified documents. For the 1 st quarter of 2015, 6
personnel were promoted for FO2, same number for FO3 and SFO1 ranks, 5 for
SFO2, 3 for SFO3 and 1 for SFO4. Two personnel were promoted for SINSP and 2 for
INSP.

Likewise, 7 new Fire Officer 1 were absorbed for the same period.
Awards and Commendations
To farther boost the morale of personnel, this region has awarded 47
Commendations/Appreciations for their active support to the overall mission and vision
of the Bureau of Fire Protection. (End of slide 14)

For January to March of 2015, 2 personnel retired from the service compulsorily
and another personnel optionally. Additionally, there was one deceased personnel

The timely action on important personnel matters contributes to the effective and
efficient administration at all levels of the command. The following were acted upon
and/or issued in a timely manner: 25 Regional Orders; 24 Travel Orders;

B. OPERATIONS (Slide 17)
Fire Prevention
From January to March 2015, the total number of establishments inspected was
25,691 with mercantile having the most totaling at 16,011; nr of building plans
reviewed/processed & issued FSEC was 1,011; nr of FSIC for occupancy permit issued
was 1,590, nr of FSIC for business/permit to operate was 22,708 for a total of 24,298
FSIC issued; nr of notice to comply issued was 1,647; nr of notice to correct violations
issued was 2 while there is no abatement order issued as of March of 2015.

FIRE PREVENTION COMPARATIVE REPORT (Slide 17)

Comparison of data on fire prevention indicates an increase of 2,346 or 10.05%


on establishments inspected; 2 or .20% on building plans reviewed/process & issued
FSEC; 778 or 95.81% on nr of FSIC for occupancy permit issued; 3,945 or 21.03% on
nr of FSIC for business/ permit to operate issued; 4,723 or 24.13% on the total FSIC
issued; 1 or 100% on notice to correct violations issued and P 997,033.00 or 8.59% on
the amount of fire code fees collected while the lone decrease was on the notice to
comply issued with 1,180 or 41.74%. (End of slide 17)
Fire Suppression (Slide 18)
Firefighting units responded to a total of 58 fire calls and effectively prevented
fire from further causing more damage. Of the total fire incidents, majority of which is
on residential fire with 35 while the remaining 23 already include other structural fires,

non-structural fires and other categories. The Province of Cagayan recorded the highest
number of fire incident with 25 at the same time recording the largest in fire damages
with P 1,847,000.00 while Quirino BFP recorded the lowest in fire incident and Nueva
Vizcaya recording the lowest fire damages with P 310,000.00.

The total fire incidents and amount of damage based on affidavit of loss recorded
region wide has decreased to 5 or 7.94% and 12,141,521.69 or 75.04% respectively
compared to the same period of CY 2014. (End of slide 18)
Fire Investigation (Slide 19)
Causes of Fire Incidents
A total of 58 fire incidents were investigated by Region 2 BFP field operating
units to determine the cause with electrical connection as the most common cause of
fire with 12; followed by under investigation/undetermined of 18; others/unknown with 6;
lighted matchstick or lighter with 5; unattended cooking/stove and electrical appliances

with 3; live embers, unattended candle or gasera and pyrotechnic with 2 each and 1
each for electrical machinery, spontaneous combustion, open flame due to torch or sulo,
lighted cigarette butts and incendiary devices. (See Annex TIIIB-3)
Classification of Fire Cases and Casualties
Vis--vis the classification of fires, a total of 8 were reported as intentional, 32
were classified as accidental, 1 is undetermined while 17 fire cases are under
investigation. There were casualties identified involving 6 civilian fatalities. (See Annex
TIIIB-4)

Comparative data on causes of fire was a decrease on electrical connection of 7


or 36.84%, electrical appliances with 1 or 25%, unattended cooking/stove with 1 or
25%; open flame due to torch or sulo with 2 or 66.67%, unattended lighted
candle/gasera with 1 or 33.33%, incendiary devices/flammable liquid with 4 or 80%, live
embers with 3 or 60% for a total decrease of 5 or 7.94% while the increase was on
pyrotechniques with 1 or 100%, lighted match stick/lighter with 4 or 400%, under
investigation with 13 or 260% and unknown/others with 20%.
Regarding the classification of fires, the increase was on intentional fires with 4
or 66.67%, undetermined with 1 or 100% and fire cases under investigation with 12 or
240% while accidental fire posed a decrease of 22 or 40.74%.
There were casualties resulting from fire incidents which recorded an increase on
fatalities in civilian from 2 to 6 or 200%. (End of slide 19)

Kiddie/Junior Fire Marshal Project (Slide 20)


The project was implemented on SY 2006-2007 wherein there is a continuous
monitoring by the lower units and supervision by the Regional Office. As of March
2015, there are 62 for kindergarten level, 97 for elementary level and 53 for high school
level with a total of 212 schools that implemented the said project. (End of slide 20)

EMS / Rescue (Slide 21)


On the case of emergency response, a decrease on the number of fire incidents,
vehicular accidents and dental cases was noted while rescue operations/disasters, and
medical cases rose.

For non-emergency responses, cases on consultations, BP

monitoring and drills conducted also increased while there was a reduction of the
number of people responded on free medical and dental services, on the response of
SMT (Standby Medical Team) and trainings conducted. (End of slide 21)

D. LOGISTICAL (Slide 22)


For effective and efficient discharge of official functions, continues
programs were implemented. Thus, resulted in the following:
a. This region has procured and distributed petroleum, oil and lubricants
(POL) products, medicines and 54 pcs bolt cutter.
b. Repair of fire trucks/rescue van specifically Alcala FMC fire truck of
Cagayan BFP, Cauayan City KIA fire truck of Isabela BFP and Solano
Ambulance of Nueva Vizcaya BFP.
c. Repair of regional office building under MOA with DPWH, Baggao FS,
Ballesteros FS, and Solano FS in the province of Cagayan, Quezon FS
in the province of Isabela, Solano FS, Bayombong FS and Quezon FS

in the province of Nueva Vizcaya and Maddela FS in the province of


Quirino.
d. Completed repairs and improvement at Delfin Albano FS and Cabagan
FS at Isabela BFP and Sta Fe FS at Nueva Vizcaya BFP.
e. Registration and insurance of BFP motor vehicles conducted
specifically the Tamaraw FX service vehicle of the Regional Office,
Baggao Isuzu Forward, Amulung Mitsubishi and Aparri FMC
Roughneck of Cagayan BFP, Aurora Hyundai of Isabela BFP, Cauayan
City Isuzu Forward and Alicia Isuzu NQR of Isabela BFP, Bambang
FMC Roughneck and Bagabag Isuzu NQR of Nueva Vizcaya BFP and
Aglipay Isuzu Forward of Quirino BFP.
f. Procurement of drugs and medicines, 13 sets sound system, 54 pcs
bolt cutter and office and janitorial supplies from procurement depot
and printing of tarpaulins for the observance of fire prevention month
and national fire Olympics.
g. Completed the repair of Solano ambulance of Nueva Vizcaya BFP
h. On-going repair of Alcala fire truck Ford 800
i. On-going repair of Cauayan City Kia fire truck. (End of slide 22)
IV. ASSESSMENT OF OPERATIONS (Slide 23)
This region has generated accomplishments despite hindrances encountered in
the performance of the duties and responsibilities of every personnel especially on
administrative,

logistical/operational

and

budgetary.

Listed

below

are

the

problems/issues and concerns encountered from January to December of CY 2014.


A. ADMINISTRATIVE
1. Appointment forms to be used for promotion and new recruits at the regional
level are issued by the National Headquarters.
B. LOGISTICAL/OPERATIONAL
1. Shortage of firefighting equipment and apparatus.
2. Non coverage of comprehensive insurance of BFP motor vehicles.
3. Repairs of fire trucks were hold in abeyance due to COA findings wherein
allotted budget for repair must only be 30% of its Current Market Value
(CMV). In line with this, most of the fire trucks at present were already old age

and reached their full depreciation thus 30% of the CMV is not enough for its
restoration. (End of slide 23)
V. RECOMMENDATIONS (Slide 24)
This region with its recommendations listed below is hoping that with the
support and approval of the concerned officers of the National Headquarters, such
predicaments would be addressed.
A. ADMINISTRATIVE
1. Authorize the Regional Office to produce appointment forms with only the
control number to be issued by the National Headquarters.
B. LOGISTICAL/OPERATIONAL
1. Additional purchase of firefighting equipment and apparatus.
2. Allocation of funds to cover comprehensive insurance of BFP motor vehicles.
3. Allow the repair of old age fire trucks even if amount of repair would be above
30% of its current market value considering that the old age fire trucks have
already reached their full depreciation. (End of slide 24)
