10YFP Trust Fund Call for Proposals:


Consumer Information for Sustainable Consumption
Issued April 20, 2015
The Secretariat of the 10 Year Framework of Programmes on Sustainable Consumption and Production
(10YFP) invites governments, agencies, and not-for-profit organisations from developing countries
and countries with economies in transition to present proposals to the following call.
Relevant 10YFP programme: 10YFP Consumer Information Programme (10YFP CIP)
Application: The guidance note on the 10YFP Trust Fund includes detailed explanations with regard
to eligibility and procedures. Applicants should read the guidance note prior to any proposal
submission. Proposals should only be created and submitted using the online application tool of the
10YFP Trust Fund:

Beneficiaries: Government institutions/agencies, not-for-profit organisations and other executing
agencies as set out in the guidance note on the 10YFP Trust Fund, from developing countries and
countries with economies in transition.
Deadline: Proposals should be submitted to the 10YFP Secretariat (10YFP@unep.org) before: June 19
2015, 6 pm CET. If your application is submitted late and/or is incomplete, the application will be
considered ineligible.
Theme of the call for proposal: Consumer Information for Sustainable Consumption
Background:
The 10YFP Consumer Information Programme (10YFP CIP) was launched in July 2014. It serves as a
global platform to support the provision of quality sustainability information on goods and services,
and the identification and implementation of the most effective strategies to engage consumers in
sustainable consumption. It empowers and raises the profile of relevant policies, strategies, projects,
initiatives and partnerships, building synergies and cooperation between different stakeholders to
leverage resources towards achieving mutual goals.
The programme follows three main work areas:
1) Improve availability, accessibility and quality of sustainability information to create a basis for
the provision of credible information.
2) Drive change in government and business to ensure that the framework conditions are
provided to support best practices in relation to sustainability information.
3) Enhance communication to drive behavioural change and ensure the transition from being
informed to taking action.
In the context of the programme, sustainability information encompasses tools such as ecolabels,
voluntary standards and marketing claims which provide information on the impacts of goods and
services over their lifetime, including the end-of-life and re-use phases. These tools aim to guide

consumers in their daily purchasing decisions so that they can make informed choices for sustainable
goods and services. Where relevant, life cycle analysis should be taken into account in the assessment
of goods and services impacts, with appropriate measures to improve the availability, accessibility and
credibility of consumer information.
Selected projects under the 10YFP Trust Fund can contribute to capacity building, advancing
research, implementation, or the scaling up and/or replication of tools, policies and practices in
relation to products and services sustainability information. More specifically, selected projects
should contribute as closely as possible to the 10YFP CIP Work Areas and the following overall goals
to:

Position consumer information on sustainable consumption as an important tool to address


sustainable development challenges and promote the shift to SCP patterns.
Strengthen the capacities of developing countries and economies in transition in the field of
sustainable consumer information, including ecolabels, voluntary sustainability standards, or
other information tools relevant to country/regional contexts.
Ensure synergies and good coordination between consumer information tools (e.g. ecolabelling, eco-innovation, life cycle approaches, etc.) in particular in sectors relevant to the
10YFP programmes1.
Enhance collaboration between key ministries, private sector, civil society, relevant networks
and other stakeholders involved in consumer information for sustainable consumption.
Foster changes at policy level and/or at the practical level, adopting and enhancing consumer
information practices.
Enhance transparent, reliable and effective communication flows to and between consumers.

Eligibility:
Projects geographical scope may be at the national (including sub-national), sub-regional or regional
level (including multi-country projects) for developing countries and countries with economies in
transition. Proposals from government institutions, agencies, not-for-profit organisations and other
executing agencies will all be considered. Please see the guidance note on the 10YFP Trust Fund for
full eligibility criteria.
Expected results:
Applicants should clearly outline which tangible results/outcomes the proposed action seeks to
contribute to. It could include outcomes such as:
- Improved
transparency
to
consumers
of
quantitative,
measurable
environmental/social/economic impacts of or changes in product/service delivery (e.g.
reduced greenhouse gas emissions, improved labour conditions, etc.).
- Legal frameworks, policies and action plans developed/implemented to support effective
consumer information on sustainable consumption.
- Public/private sector organisations considering consumer information on sustainable
consumption as a tool and integrating prescribed actions/systems into product or service
delivery.
- Sustainable goods and services made (locally) available and acquiring a larger market share.
- Local supply chains installing or enhancing traceability systems for environmental and social
production factors, and their effective communication to consumers.
- A new or improved communication tool for consumers to receive or share third party verified
sustainability information on products and services.

Sustainable Public Procurement, Sustainable Tourism, Sustainable Lifestyles and Education, Sustainable Buildings and
Construction and Sustainable Food Systems.

Types of projects supported through the call:


Project proposals should clearly align with one or more of the 10YFP CIPs objectives and activities, as
set out in the programmes Work Areas. This may include:
- Develop or enhance national product life cycle databases that will serve as a basis for
sustainability consumer information.
- Enhance/strengthen data or impacts assessment methodology for sustainability information.
- Hotspots analysis to identify national/regional priority products/sectors/tools for action on
consumer information.
- Develop, strengthen, promote a national ecolabel or voluntary sustainability standard.
- Enhance collaboration between different ecolabels, common core criteria or standards within
or between countries.
- Develop, replicate or scale-up eco-innovation business models to foster sustainable
consumption through consumer information, targeting in particular the use and end-of-life
product phases.
- Develop, replicate or scale-up an existing smartphone app, online tool or other
communication tools for reliable, verified and effective consumer information provision or
sharing.
- Support retailers and brand owners to promote sustainability information.
- Implementation of public policies and action plans to enhance consumer information for
sustainable consumption.
- Develop toolkits, training modules and best practice guidance, or provide capacity building
and training programmes to engage and develop relevant stakeholder skills.
- Applied field research to understand the impact of sustainability information on consumer
behaviour; or test drivers of behavioural change and effective communications practices.
Specific requirements: Beyond requirements relevant to all 10YFP Trust Fund calls for proposals
(available in the guidance note), requirements for this call are:
a) Project duration should be between 12 and 24 months.
b) Project amount should range between 100,000 USD and 200,000 USD.
c) Projects which may ultimately involve SCP policy or legal changes, should be at least endorsed
by the relevant government or legal authorities (e.g. Ministry of Finance, Planning or Economy
and/or the Ministry of Environment).
d) Projects should be integrated and coherent with the countrys sustainable development, SCP
or green economy strategies (where they exist).
e) The applicant (and where relevant executing agencies) should be or should commit to become
a Partner of the 10YFP CIP.
f) Projects should take into account existing approaches to consumer information on sustainable
consumption, including the approaches of the 10YFP CIP.
g) Projects should lead to the transfer, creation and strengthening of capacities in the field of
sustainable consumer information.
h) Project activities clearly contribute to one or more of the CIP work areas.
i) The sustainability of the project activities should be ensured, once the duration is over.
Mechanisms to ensure sustainability of the project should be described in the proposal.
These requirements, together with the 11 criteria available in the annex 2 of the guidance note, will
be used in the assessment of proposals.

Budget Available: The total budget available for this call is USD 500,000. The 10YFP reserves the right
not to distribute all the funds available.
