Potential Labour Disruption & City Services


Are labour disruptions underway now at the City?
No. The City is operating business as usual at this time. However, the city is currently in negotiations with
CUPE Local 2380, representing inside and outside workers.
When might a strike or other labour disruption take place?
CUPE Local 2380, representing the Citys inside and outside workers will be in a strike position as of July
25, 2015. The City remains hopeful that we can come to a negotiated settlement.
What services are not affected?
Curbside Collection, Transit, Library, Fire and Emergency Services and Police are not affected by this
possible labour disruption.
What services would be maintained?
At this time, the following services are anticipated to be maintained in the event of a labour disruption.
This list will be updated on a regular basis as plans are finalized and up-to-date information will be
available at barrie.ca.
Public access to City Hall would be maintained, however delays may occur due to picket lines. Customer
service would be provided on a reduced basis (Monday - Friday 9 a.m. to 12 p.m.)
Animal Control Response, including on-call and after-hours response to emergencies would continue as
normal.
Barrie Community Sports Complex would operate as scheduled.
Barrie Transit service would remain uninterrupted.
Court Activities - Scheduled Provincial Offences In-Court appearances (trials, set dates, first
appearances) would continue at Barrie, Churchill, Collingwood, Orillia, Penetanguishene and Wasaga
Beach. The Provincial Offences Administration office at 45 Cedar Pointe, Barrie, would be open Monday
Friday between 8:30 a.m. until NOON only for the purpose of filing court documents and limited Justice
of the Peace services. Any fines would still need to be paid and details regarding options would be
provided. The Orillia Court offices would be closed.
Curbside Collection (garbage, recycling, yard waste and organics) would continue as usual.
Day Camps would continue to operate, however there would be no swimming as part of the camp
programs.
Environmental compliance and monitoring, including reporting spills and environmental concerns would
continue.

Hall Bookings - All existing bookings would be accommodated during the reduced operating hours of 6
a.m. -10 p.m. Monday to Friday. No new rentals would be accepted.
All existing wedding bookings would be accommodated.
Festivals & Events - General support of previously scheduled and approved festivals and events on
public property will continue. However, reservations for new events on public property will not be
accepted.
Health & Safety - All health and safety and legislated services would be maintained.
Lifeguards would continue to be on regular duty at beaches.
Liquor licence applications would be available and processed but may take longer to process.
Lottery licences applications and processes would not be affected.
Marriage licenses would not be affected.
Marina would remain operational.
Payments such as taxes, water, parking tickets, bus passes etc. would still be due on the date indicated.
Permits & Applications - Building, Deck and Pool Enclosure permit applications would be available and
processed but may take longer to process. Inspection services would be reduced.
Property Maintenance - Investigation of complaints of property maintenance for Life Safety issues would
continue.
Recreation The Citys three main Recreation Centres (Holly Community Centre, Allandale Recreation
Centre, East Bayfield Community Centre) would be open Monday Friday from 6 a.m.-10 p.m. with
reduced services.
The Citys three Fitness Centres would be open Monday Friday from 6 a.m. 9 p.m. Group Drop-in
Fitness Programs would operate as scheduled.
Right of Way Activity (ROWA) permits would be available at City Hall.
Water & Wastewater - All regulatory compliance for Water and Wastewater operations would be
maintained

What services would be affected?


All health and safety and legislated services would be maintained, however service times may be
delayed.

Barrie Molson Centre (BMC) is currently closed due to a private rental until August 7, 2015. The Barrie
Colts will not be affected by the labour disruption at this time.
By-law enforcement would be reduced.
In-town Sports Fields All in-town fields would not be maintained and all permits would be cancelled.
Facility Bookings No further rentals for ice rinks, fields or facilities would be accepted. No new
bookings for events or festivals on public property or rentals at the Mady or Georgian Theatres would be
accepted.
Landfill / Environmental Centre would be closed.
Pools - All pools would be closed to the public.
Recreation Programs - Drop-in Recreation Programs - All gymnasium, open swims, public skates and
childcare drop-in/pay-as-you-go programs would be cancelled at Recreation Centres.
Registered Recreation Programs All programs would be cancelled. No new registration would be
accepted during a labour disruption.

Are Day Camps affected by this possible labour disruption?


No, day camps would continue to be offered, however, there would be no swimming as part of the camp
programs.
Who can I call for information about this possible labour disruption?

In the event of a labour disruption, will I have to cross the picket line to access city services?
If there is a labour disruption, picket lines may appear at city facilities, causing some delays for residents.
Picketing is a legal activity. We are expecting safe and respectful behaviour from staff on the picket lines.
Could I still pay for parking tickets, taxes, fines and register for programs?
Yes, in the event of a labour disruption, City Hall and many other city facilities would remain open;
however there would be a reduction in hours and a delayed processing time. As always, residents can
pay online at barrie.ca/OnlineServices.
If a program I registered for is cancelled due to a labour disruption, will I be given a refund?
Yes, for registered programs, prorated refunds will be issued for any partially cancelled programs once
the length of cancellation has been determined (i.e. programs have resumed following the conclusion of
any labour disruption, or the scheduled end date of the program has passed). Any applicable cancellation
refund payments will be issued by cheque from the City of Barrie to those individuals who paid by cash or

debit card at the time of registration, or will be issued as a credit in cases where a credit card was used.
While every effort will be made to process cancellation refunds as quickly as possible, there may be some
delay to this process in the event of a labour disruption. Refund can be requested by emailing
recreation.information@barrie.ca .

Can a labour disruption be avoided?


The City remains hopeful that a negotiated settlement can be reached with CUPE Local 2380.
