The US was most responsible for the outbreak of Cuban Missile Crisis. Discuss.

The Cuban Missile Crisis is a clash between the two superpowers, the US and the
USSR, in 1962 October when a nuclear holocaust almost broke out. No doubt the
US was the one that pushed Cuba into the socialist camp which gave the USSR
the opportunity to bring in the missiles, it was not the one that bought in the
missiles that put the safety of the world in jeopardy, but in fact USSR was.
Therefore, this essay seeks to argue that USSR was most responsible for the
outbreak of Cuban Missile Crisis because without sufficient reason and without
rationale need, it escalated the conflict to the level of a crisis by bringing in the
missiles, thereby predetermining its outbreak.
Harsh US policy drove Cuba into the socialist camp where USSR would be bought
into the conflict, leading to the Cuba Missile Crisis. As if imposing an embargo on
Cuban Sugar imports and all the Secret Plans to assassinate Castro were not
enough, in April 1961, the US expanded its economic embargo on Cuba by
threatening to terminate aids to any country that traded with Cuba, by refusing
to purchase goods that had the possibility of containing any Cuban materials and
by pressurizing US allies to end all commercial ties with Cuba. On top of that,
the US even conducted a series of saber rattling activities which engendered a
mood that an invasion of Cuba was imminent. At about the same time, the US
undertook two large military exercises in the Carribean near Cuba. The first,
Lantphibex 1-62 involved a marine assault using the island vieques off the coast
of Puerto Rico and the second called QUICK KICK, was a massive set of naval
maneuves with 79 ships and more than 40000 troops off the Southern US coast.
Finally from 19-19 April 1961, the US carried out the Bay of big invasions, but
failed As a result, in December 1961, Casto declared himself a Marvist-Leninist.
The shortness in time showed that the US was very much responsible for pushing
Cuba into the socialist camp, where Soviet involvement in Cuba would gradually
increase, leading up to the outbreak of the Cuban Missile Crisis.
However, it was Castos actors that provoked harsh US policy in the first place.
After a series of loard redistribution program which had already infringed on vital
US interest, not only did Casto not scale back on its ultra-nationalistic actions, he

Soviets, signed in February 1960, explains why the US would even place an
embargo on Cuba Sugar imports in the first place. In December 1960, Cuba and
USSR issued a joint agreement in which Cuba openly aligned itself with the
domestic and foreign policies of USSR and indicated its solidarity with the SiroSoviet Bloc. Therefore, it is understandable why the US would toughen its policy
against Cuba and even when it does so, it did not draw in the missiles.
Most importantly, it was USSR that bought in the missiles, the quintessential
component that transferred the conflict into a Crisis. While holidaying at his
dacha, across the Black Sea from Turkey and thinking about he Jupiter Missiles in
Turkey, Khrushchev conceived the idea of deploying missiles in Cuba. After this,
the existence of the missiles was almost guaranteed. Not only will the missile

compensate for and equalize the missile gap which USSR was lagging behind in
the ams race, it will strengthen their bargaining position in Berlin and at the
same time extend communist influence in the Western Hemisphere, thereby
further undermining US prestige by continuing to violate the Rio Pact and the
Organisation of American States (OAS) formed in 1947 and 1889 respectively to
exclude communism in the US background. Even if a settlement on the removal
of missiles was to be made eventually, the idea was to compel the US to
negotiate with the Soviets where they would be in a more favourable position.
With this in mind, in May 1962, USSR proposed the initiative to the Cubas, an
offer they could not decline due to their dependence on USSR. While the Cubas
only asked for conventional weapons for additional deterent, USSR decided to
place missiles in Cuba. As such, in the very same month, the Cubans accepted
the missiles as an act of socialist solidarity and a means to reinforce socialism
at an international scale. The almost immediate decision of the Cubans on an
issue that is so intrinsically pertinent to the sovereignty of their country gives
credence to the view that the (Cubans) were receiving an important aid which
(they) could not slink away. and the USSR had manipulated the Cubans into
accepting the missiles. Hence, USSR was most responsible for the existence of
missiles in Cuba, which led to the outbreak of Cuban Missile Crisis.
Even though the US first converted the conflict which was essentially an
economic dispute with a foreign country into a militarized one, it was still
insufficient to justify and necessitate the placement of missiles in Cuba. Given
that there were already substantial amount of military aid in Cuba, such as the K28 light jet brubers and the Komer petrol boats, there was no need for USSR to
place missiles in Cuba as additional deterrent. Moreover, the fact that the
missiles required 8 hours to fuel and arm with a nuclear warhead contradicted
the claim that the missiles were for defense purpose because they would have
been of little use in responding to a nuclear attack. The offensive nature of the
missiles makes them more likely to draw an attack instead of deterring one.
Therefor, push comes to shove, the Soviets were still must responsible for the
outbreak of the Crisis, because it was out of their own Cold War concerns that
had nothing to do with the conflict in Cuba, that they manipulated the missiles in
Cuba in to existence, thereby giving rise to he Crisis.
In conclusion, no doubt US policy drove Cuba into the socialist camp where USSR
was brought in, the US did not escalate the conflict into a crisis and endanger the
safety of the whole world, but USSR did. The quintessential case of the Cuban
Missile Crisis was brought in by USSR through manipulation, when there was in
fact no need for one. Even though the US first militarized the economic dispute,
missiles, weapons with such overpowering destructive potential was still uncalled
for, much less offensive ones like those installed by USSR. It was based on USSR
selfish interests, that they deployed missiles into Cuba, putting the safety of the
world at stake. Therefore, ultimately, USSR was still most responsible for the
outbreak of the Cuba Missile Crisis.
