AN ORDINANCE CREATING NEW POSITIONS FOR THE TUGUEGARAO CITY

TECHNOLOGY AND LIVELIHOOD DEVELOPMENT OFFICE (TLDO) AND

PROVIDING FUNDS THEREFOR

WHEREAS, Republic Act No. 7160, otherwise known as the Local

Government Code of 1991, as provided for under section 17, Paragraphs (a) and (b)
Subsection 4 mandates Local Government Units to exercise powers and discharge
such other functions and responsibilities as necessary, appropriate or incidental to
efficient and effective provision of basic services and facilities which include
Investment support services, including access to credit financing;
WHEREAS, Section 2 of Republic Act No. 6977, otherwise known as the
Magna Carta for Small Enterprises, declares a policy to promote, support,
strengthen, and encourage the growth and development of small and medium
enterprises in all productive sectors of the economy particularly rural/agri-based
enterprises;
WHEREAS, Section 2 of Republic Act No. 9178, otherwise known as the
Barangay Micro Business Enterprises (BMBE) Act of 2002, encourages the formation
and growth of barangay micro business enterprises which effectively serve as
seedbeds of Filipino entrepreneurship and integrating those in the mainstream
economy;
WHEREAS, Tuguegarao City Ordinance No. 5, Series of 2008, otherwise
known as The City Livelihood Development Program established the Tuguegarao
City Technology and Livelihood Development Office (TLDO) under the direct
supervision of the City Mayor;
WHEREAS, in the exigency of service and in order to promote efficiency and
an effective personnel force, there is a need to create new positions for the
Tuguegarao City Technology and Livelihood Development Office and provide funds
therefor.
NOW THEREFORE, be it ORDAINED by the Sixth City Council in session
assembled to enact:
SECTION 1. TITLE. This Ordinance shall be known as the Ordinance
Creating New Positions for the Tuguegarao City Technology and Livelihood
Development Office and Providing Funds Therefor.
SECTION 2. CREATION OF THE NEW POSITIONS. There is hereby created
the position of

SECTION 4. FUNDING FOR THE NEW POSITIONS. - The corresponding

fund for the salary and other emoluments and benefits for the above stated position
shall be provided in the _________________________ of Tuguegarao City and in its
succeeding Annual Budgets.
SECTION 5. SEPARABILITY CLAUSE. The provisions of this ordinance are
hereby declared to be separate and in the event that one or more of the other
provisions are held illegal or unconstitutional, the validity of the other provisions
shall not be affected.
SECTION 5. EFFECTIVITY. - This Ordinance shall take effect upon its
approval.
