A RESOLUTION AUTHORIZING THE MAYOR TO UTILIZE OR MAKE USE OF THE INTELLIGENCE /
CONFIDENTIAL FUND TO ADDRESS THE PROBLEMS ON PEACE AND ORDER FROM PERIOD OF
JANUARY TO DECEMBER 2008 AS ENDORSED AND REFLECTED IN THE INTEGRATED AREA
COMMUNITY PUBLIC SAFETY PLAN FOR CY 2008.
WHEREAS, the promotion of peace and harmony is a shared responsibility between the national and
local government. Admittedly, while there are national government instrumentalities tasked to address
criminality and other forms of lawlessness, local authorities are equally responsible for maintaining peace
and order in their communities as provided for under the general welfare clause of RA 7160;
WHEREAS, an allocation for peace and order concerns may be provided in the annual budget of a local
government unit. Provided, that peace and order is a priority investment area;
WHEREAS, Fund for intelligence or confidential purposes may be sourced from the : (a) appropriation for
peace and order; or (b) total annual appropriations. Provided that the total annual amount appropriated for
intelligence or confidential undertakings shall not exceed thirty percent (30%) of the total annual amount
allocated for peace and order efforts or three percent (3%) of the total annual appropriations, whichever is
lower;
WHEREAS, the use of funds for intelligence or confidential activities shall be limited to the following: (a)
purchase of information; (b) payment of rewards; (c) rental and other incidental expenses relative to the
maintenance of safe houses; and (d) purchase of supplies and ammunitions, provision of medical and
food aid, as well as, payment of incentives or traveling expenses relative to the conduct of intelligence or
confidential operations.
NOW THEREFORE, the Municipal Peace and Order Council en mass authorized Hon. Mayor Sergio G.
Amora, Jr. to utilize the Intelligence / Confidential Fund for peace and order purposes and other relevant
activities in pursuit for a peaceful and harmonized community.

RESOLVED FURTHER, that copies of resolution be furnished to the Provincial Peace and Order Council,
and all other concerned agencies for action and support.

may be audited if the circumstances so demand.
We certify that the funds were not used to pay salaries and wages of employees or any elected officials
nor for overtime, additional compensation, allowance or other fringe benefits and for the purchase of
equipment , and that the expenditures were necessary and utilized for legal purposes.

MINUTES OF THE REGULAR MEETING OF THE MUNICIPAL PEACE AND ORDER COUNCIL HELD
AT THE SANGGUNIANG BARANGAY SESSION HALL LAST JANUARY 29, 2007.

The meeting was called to order at 9:45 in the morning. It was formally opened with an invocation led by
PB Rodulfo Deloso, Barangay Luan and was followed with the singing of Pambansang Awit, Awit sa Bohol
and Candijay Hymn conducted by PB Charina Bagor.
I. REMARKS FROM THE PRESIDING OFFICER
The presiding officer greeted the body. He also thanked everyone for their attendance to the MPOC
meeting.
II. ROLL CALL AND DECLARATION OF QUORUM
The presiding officer requested the MPOC secretariat to call the roll. Since majority of the members of the
aforementioned council were present, the presiding officer then declared a quorum.
III. READING AND APPROVAL / ADOPTION OF THE PREVIOUS MINUTES
The head of the secretariat read the minutes of the previous meeting. Since no comments and objections
were raised, the same was adopted/approved on motion by PB Leonardo Becera duly seconded by PB
Abundio Olaso.
IV. MATTERS ARISING FROM THE PREVIOUS MEETING
None

V. AGENDA
Situationer report on criminality, illegal gambling, illegal drug abuse and insurgency
CRIMINALITY (P/Insp Potenciano Amora, COP)
The COP reported that peace and order situation of the municipality is generally normal and manageable.
INSURGENCY Internal Security Operations
Feedbacks from the punong barangays. The PBs especially those from upland barangays reported that
peace and order situation in their barangays were normal and manageable. No sightings of armed men or
group of unidentified individuals have occurred in their barangays.

VI. REPORTS FROM THE INTEGRATED AREA / COMMUNITY PUBLIC SAFETY PLAN
Crime Prevention and Law Enforcement
The COP made a summary of report of the cases filed in their office. So far, no heinous crimes and other
forms of alarming incidents have been referred to their office as of this date of reporting. He also gave an
updates of cases filed and now pending in court. The PNP-Candijay is coordinating with the 302nd
Brigade PA for the security and safety of the visitors and the beneficiaries of the Provincial Peace and
Order Council Civic Action (PPOC-CIVAC) to be held in La Union Elementary School, La Union, Candijay.
The PNP-Candijay will put up traffic signs and will assigned personnel to mann the traffic and assist
beneficiaries.
Internal Security Operations
Police visibility in strategic areas of the municipality in coordination of 302nd Brigade thru the CAFGUs
was intensified following the Batuan Ambush Incident. Barangay officials and the constituents were
required to report immediately to the authorities the presence of unidentified persons in their barangays.
Health and Sanitation
MHO announced to the body the various services available during the PPOC-CIVAC namely: free medical
and dental check up, tuli, medicines, supplemental feeding and P200 worth of grocery packs. He
encouraged the PBs to participate in the CIVAC and assist their respective beneficiaries. He also
announced that BHWs of Barangay Pagahat, La Union and Panadtaran will be mobilized.
Civil Defense
Mr. Wilfredo L Lingatong, Municipal Disaster Coordinator, made an initial announcement of the conduct of
Fire Prevention Basic Orientation Seminar on March 5, 2007 at the Candijay Coliseum, Poblacion
Candijay. The participants of the said activity are the PBs. Chairman of BDCC, Chief Tanods, School
Heads and PTCA Presidents.
Community Development: No Report
VII. BARANGAY CONCERNS
The LGOO Ismael Vincent Igcalinos reminded everybody regarding the formulation of a resolution
authorizing the LCE to utilize confidential/intelligence fund for peace and order purposes for this year as
part of the operations on peace and order concerns.
PB Arlene Caadlawon motioned/sponsored a resolution authorizing Hon. Mayor Sergio G. Amora, Jr. to
utilize the Intelligence / Confidential Fund for peace and order purposes and other relevant activities in
pursuit for peace and harmonized community. Other purposes for the use of this fund are reflected in the
IA/CPSP FOR CY 2007. Approved en masse.
Also, Mr. Igcalinos made a follow up announcement regarding on the submission of enrollment form for
the Governors Death Benefit Aid and Disability Program. He further announced that as of this month,
only 6 barangays have submitted their enrollment forms for CY 2007. The PBs were provided with copies
of list of beneficiaries for PPOC-CIVAC to be held on February 24, 2007 at La Union, Candijay, Bohol.

The meeting was adjourned at 12:05 in the afternoon on motioned by PB Sixto Perocho duly seconded by

PB Charina Bagor.
