Station License & Radio Safety Certificate
The first and foremost piece of documentation that the GMDSS
operator should be concern with is the station license. All radio
stations must have a station license. The current license must
be posted at the principal control point of each station. A
station license gives a vessel its International Radio Call Sign
(IRCS), Selcall (Selective Calling) number, and its Maritime
Mobile Service Identity (MMSI) number. These identities are
issued by the flag state but are regulated by the ITU. MMSI
and Selcall numbers will be discussed in later chapters, but
Call Signs are important to know about the combination of
characters and numbers to form them.

Station License & Radio Safety Certificate


Call signs in the international series are formed as indicated in
the ITU Article 19 of the International Radio Regulations. The
first two characters shall be two letters or a letter followed by a
digit or a digit followed by a letter. The first two characters or in
certain cases the first character of a call sign would constitute
the nationality identification of the vessel.

Land and Fixed Stations
two characters and one letter, or
two characters and one letter followed by not more than three
digits (other than the digits 0 and 1 in cases where they
immediately follow a letter).
As far as possible, the call signs of fixed stations consist of:
two characters and one letter followed by two digits (other
than the digits 0 and 1 in cases where they immediately follow a
letter).

MID-Maritime Identification Digit

A single MID has been allocated to each country. A


second MID can be assigned once the MID first or
subsequently allocated is more than 80% exhausted and
the rate of assignments is such that 90% exhaustion is
foreseen.
A listing of MIDs assigned to each country is provided in
table 1 to Appendix 43 of the ITU Radio Regulations.

The particular MID is not required to be in the group


identity but could represent only the flag of the group or
group leader. It has been recommended to choose a
group leader and base the group MMSI on the MMSI of
the leader, so as to prevent duplicate group MMSI
numbers in the area.

(Search And Rescue Transmitter) Identifier
AIS search and rescue transmitters (SART) use the format
917203X4X5Y6Y7Y8Y9, where the digits 4 and 5 are
assigned by the International Association for Marine
Electronics Companies (CIRM) and refer to the SART
manufacturer, and digits 6, 7, 8 and 9 are sequential digits
assigned by the manufacturer identifying the SART.

SAR Aircraft MMSI
According to Recommendation ITU-R M.585-4, Search
and Rescue (SAR) aircrafts, used to assist in search and
rescue operations, use MMSI's with the block 111 as the
leading three digits, followed by the country MID and 5
number indicate SAR helicopter/1 number indicate SAR
plane and then two digits to indicate the individual
aircraft.

INMARSAT EGC Fleet Net Identification
FleetNET is a service which enables you to reach a group of
ships, e.g. all the ships of the same company, with one single
transmission from the shore. Company (fleet) messages are
broadcast using FleetNET service and will be only received
by vessels whose INMARSAT equipment is programmed
according to the company's own Enhanced Network Identity
(ENID).

In telex communication the original identification number of
the NBDP/Telex system was a SELCALL number. This is
short for selective calling. Each station was assigned a
number along with its radio call sign. SELCALL numbers are

Answebacks
To ensure connectivity is maintained with the correct coast /
ship station or telex network subscriber, Automatic Answer
Backs (AAB) are normally exchanged at the beginning and
end of each communication. Each telex terminal and telex
subscriber ashore has its own individual AAB for
identification purposes. This AAB is programmed into the
terminal equipment and may be actuated by depressing the
HERE IS short-cut key on the keyboard. The AAB is also
transmitted in response to interrogation from other SITOR or
Telex terminals.

Inmarsat Terminal Numbers
The Inmarsat Mobile Number (IMN) is the subscriber's
number, which is used for calling a terminal. It performs
exactly the same function as a telephone number. To obtain
an IMN and activate an Inmarsat station it is necessary to
contact the Point of Service Activation (PSA).
The PSA is an entity that has taken out a contract with
Inmarsat for the activation and maintenance of records and
accounts of Inmarsat terminals. A PSA in some cases can be
a one-stop shop for service activation, terminal equipment
provision and customer support.

Inmarsat Terminal Numbers
The PSA may not necessarily operate within the country
where the vessel is registered, but the PSA must abide by the
appropriate national regulatory framework. The Fleet terminal
must meet all national licensing requirements.
The PSA is responsible for the enforcement of any national
licensing requirements.

Instant recognition by the SES is possible, given the distinct


identification number system for each satellite system. For
systems B,C and M it includes MID after the initial digit
followed by any 5 digits (usually combined with MMSI). The
fleet system indentification begins with 76 or 60 followed by
any 7 digits.
