1 INTRODUCTION
PursuanttotherulesoftheNewYorkStateBoardonElectricGenerationSitingandthe
Environment(SitingBoard),applicantsproposingtosubmitanapplicationtoconstructamajor
electricgeneratingfacilityunderArticle10ofthePublicServiceLaw(PSL)mustsubmitaPublic
Involvement Program Plan (PIP or Plan). Under 16 NYCRR 1000.4, the PIP must be
submittedtotheDepartmentofPublicService(DPS)forreviewatleast150dayspriortofiling
aPreliminaryScopingStatement.ThisdocumentisintendedtobethePIPfortheGallooIsland
Wind Farm Project (Project). The Project is an approximately 102.3 megawatt (MW) wind
powered electric generating facility and transmission line proposed by Hudson North Country
Wind1LLC(HNCW),tobelocatedintheTownofHounsfield,JeffersonCounty,NewYork.

Incompliancewith16NYCRR1000.4thisPIPincludesthefollowingcomponents:

1) Consultationwiththeaffectedagenciesandotherstakeholders;
2) Preapplication activities to encourage stakeholders to participate at the earliest
opportunity;
3) Activities designed to educate the public as to the specific proposal and the Article 10
reviewprocess,includingtheavailabilityoffundingformunicipalandlocalparties;
4) The establishment of a website to disseminate information to the public and updates
regardingtheProjectandtheArticle10process;
5) Notificationstoaffectedagenciesandotherstakeholders;and
6) Activities designed to encourage participation by stakeholders in the certification and
complianceprocess.

Prior to the promulgation of the Article 10 rules and regulations, a previous developer
submitted an application to the NY DEC for a Special Use Permit for a similar but significantly
largerwindprojectonGallooIsland.TheDECactedastheleadagencyforpurposesoftheState
Environmental Quality Review Act (SEQRA) review and ultimately granted a permit for this
earlierproject.Asaresult,duringtheDECsreview,theformerprojecthadundergoneextensive
site evaluation and significant public outreach through public meetings and community
involvement in the SEQRA process. As described below, HNCW anticipates building on this
project history using the information gained through the SEQRA process to implement thePIP
requiredunderArticle10.AstheHNCWProjectdiffersfromtheprojectreviewedunderSEQRA
review, an initial focus of the PIP will be to update the public on the Project and describe, in
detail,theoutreachstepsthatwillinformstakeholdersabouttheProjectscope,Projectrevisions
anditscurrentstatusintheArticle10process.AcomponentofthePIPandpublicoutreachis
intended to inform municipal and public stakeholders about the Article 10 process, and
particularly the intervener funding component, which HNCW believes will help facilitate
municipal and local parties participating in Article 10 activities in both the scoping and
application phases of the process. Through this Plan, HNCW will implement a robust public
involvementprogramandprovideaprocessforsolicitingmeaningfulpublicinput.

The below described plan that includes a series of coordinated activities that are
intended to provide a variety of effective public participation opportunities by which public
concerns can be identified as early as possible throughout the various stages of the decision
makingprocess,ensurescommunicationbetweenstakeholdersandtheapplicant,andresultsin
educationofthepublicastothespecificproposalandtheArticle10process.

2 THEPROJECTANDMETHODFORIDENTIFYINGTHEPROJECTAREA
2.1 CompanyProfile

The Project is wholly owned by Hudson North Country Wind 1, LLC (HNCW or Hudson), a
special purpose company jointly owned by Hudson Energy Development, along with Theo de
WolffandNeilHabig.

Hudson is a New Yorkbased energy development company founded in early 2013 by two
experiencedenergyindustryprofessionals,BillMooreandTimDaniels.Hudsonisalsocurrently
developing solar generating plants elsewhere in the eastern US, including New York. The
principals of HNCW have more than 50 years of combined experience in the wind energy
industryandhavecollectivelybeeninvolvedinthedevelopmentandconstructionofmorethan
1,000MWofwindgeneratingfacilities,includingmorethan400MWinNewYorkStatealone.

2.2 ProjectSummary
The Galloo Island Wind Power Project (the Project) is a windpowered electricity generating
projectandtransmissionlinewithaplannednameplatecapacityofapproximately102.3 MW.
Project components (WTG, access roads, collection lines, interconnection and substation
facilities,operationandmaintenancebuilding,staging/laydownareaandmeteorologicaltowers)
areallproposedtobelocatedonthe1,956acreGallooIslandinLakeOntario,6milesfromthe
mainlandintheTownofHounsfield,JeffersonCounty,NY(thisisreferredtoastheArticle10or
WindProjectArea).SeeExhibit1.

TheProjectistobeelectricallyinterconnectedtothemainlandandtheNewYorkStatepower
gridviaa32mileunderwaterACpowercableneartheMitchellStreetsubstationinOswego,NY.
ThetransmissionlinecorridorfortheProjectisdepictedonExhibit2.(thisisreferredtoasthe
ArticleVIIorTransmissionLineArea)ThetransmissionlineisproposedtoextendfromGalloo
IslandtoalandingsiteinOswegoNY.Together,theProjectAreaandTransmissionLineAreaare
referredtoasthetheProject.

The Public Service Law has separate review processes for the Wind Project Area and the
TransmissionLineArea.TheWindProjectArea,andthe5milesurroundingstudyarea,issubject
to the review and process requirements set forth in Public Service Law Article 10. This PIP is
beingsubmittedasthefirststepintheArticle10process.TheTransmissionLine,anda.5mile
surrounding study area, is subject to Public Service Law Article VII. While there may be some
overlapinthestudyareas,generally,theArticle10processwillreviewProjectcomponentson

island and the Article VII process will review Project components offisland to the connection
withtheNewYorkStateElectricGridinOswego,NewYork.Inaddition,theArticle10reviewwill
assesspotentialcumulativeimpactsassociatedwiththeTransmissionLineportionoftheProject.

The Applicant intends that some of the public outreach efforts in the PIP will be devoted to
educatingthepubliconthevariousPublicServiceLawreviewrequirementsandthejurisdiction
under Article 10 and Article VII. For ease of the publics review, the Applicant has agreed to
includethehostmunicipalitiesasstakeholdersintheArticle10process.Despitethefactthat
thePublicServiceLawbifurcatesthereviewunderseparateprovisionsoflaw,andinsomecases
withseparateanddistinctrequirements,theApplicantanticipatesthattheArticle10andArticle
VII reviews will proceed concurrently and in parallel where possible and will seek to combine
hearings at various phases of the Project to satisfy the statutory and regulatory obligations in
bothArticle10andArticleVII.TheApplicantreferstotheProjectasincludingboththeon
islandportionbeingreviewedunderArticle10,aswellasthetransmissionlineportionconsisting
oftheoffislandportionaswellastheonlandinterconnectionlocation.

TheProjectisanticipatedtoincludeupto31WTGs,eachgeneratingupto3.3MWcombining
forageneratingcapacityofapproximately102.3MW,ofcleanandrenewablewindenergy.Itis
anticipatedthattheWTGswillhaveamaximumbladetipheightofupto575feetandarotor
diameterofupto430ft.
The Project components within the Wind Project Area will also include the construction of
approximately 14 miles of new gravel access roads,installation of buried electrical collection
lines,twopermanent,meteorologicaltowers,astaging/laydownarea,apier/harborfacility,an
operationandmaintenancebuilding,andpermanenthousingforoperationalstaff.Inorderto
deliver power to the New York State power grid, the Project proposes to construct a 150 kV
electricalinterconnectiontransmissionlineconnectedtoa150kVto115kVsubstationonthe
mainlandandinterconnectneartheMitchelStreetsubstationinOswego,NY.
The Project components, with the exception of the interconnection transmission line and
mainlandsubstation,arealllocatedonGallooIsland.GallooIslandisapproximately2,000acres
in size. The island is comprised predominantly of vacant land. The Wind Project Area is
predominantlyundeveloped,exceptforaparttimeresidenceandguesthouse.Historicallythe
island was used for limited agricultural activities. Aside from a lighthouse and Coast Guard
station activities (both of which have since been decommissioned), use of the island has been
limitedtorecreationalactivities.
TheApplicantexpectsthatthisprojectwillresultinthecreationofupto8fulltimeemployees
for the duration of the projects operational period (approximately 20 years). During project
constructionupto120temporaryconstructionjobswillbecreated.
PursuanttotheDepartmentsguidelines,inadditiontotheaffectedmunicipalitiesnotedabove,
thesurroundingareahasbeenanalyzedtoidentifyothermunicipalitieswhicharelocatedwithin
5milesoftheWindProjectStudyArea(therearenonewithinthisradiusfromthewindplant;

and there is one adjacent to the grid interconnection point in Oswego). These have been
includedinthelistofpotentialstakeholdersfortheProjectandhavebeenincorporatedintothis
PIP
for
public
outreach.

2.3 WindProjectStudyArea

16NYCRR1000.2(ar)definestheStudyAreatobeusedforanalysisofmajorelectricgenerating
facilities as an area generally related to the nature of the technology and the setting of the
proposedsite.Forlargefacilitiesorwindpowerfacilitieswithcomponentsspreadacrossarural
landscape, the study area shall generally include the area within a radius of at least five miles
from all generating facility components, interconnections and related facilities and alternative
locationsites.TheWindProjectStudyAreafortheProjectincludesapproximately2,000acres
(3.1squaremiles)andisdepictedonExhibit3.

WithrespecttoinitiallyidentifyingtheWindProjectStudyArea,itisnotedthattheselectionof
appropriate sites for a windpowered electric generation facility is constrained by numerous
factorsthatarecriticalconsiderationsforaprojecttooperateinaneconomicallyviablemanner.
Availability/qualityofwindresourceandproximitytothebulkpowertransmissionsystemdefine
theinitialscreeningcriteriaevaluatedinthesiteselectionprocessforanywindpowerproject.
The Applicants initial evaluation was based on publicly available data, such as the Wind
Resource of New York, Mean Annual Wind Speed at 100 Meters map prepared by AWS True
Wind, along with capacity analysis for nearby transmission lines. Initial review of the wind
resource map indicated the potential for a suitable wind resource on Galloo Island, and
adequate access to the bulk power transmission system mainland nearshore grid
infrastructure. Other important factors that increase the potential to develop a wind power
project in the Study Area include land control and host communities, and previous
environmental
approvals
(NYDEC

and
permit).

2.4 ComparisontoPreviousGallooIslandWindFarmProposal(HounsfieldWind)
GallooIslandisthesiteofthepreviouslyreviewedandapprovedHounsfieldWindFarm(HFW)
project. The GIWF shares many similarities with the HWF in project area, island infrastructure
and technology. It differs from the HWF in two significant aspects: 1) GIWF proposes
substantially fewer turbines (31 instead of 84); and 2) GIWF proposes an entirely
underwater/underground interconnect solution avoiding the need for extensive overhead
transmission infrastructure. Both of these differences contribute substantially to reducing the
visualimpactofthewindplantandassociatedtransmissionfacilities.Thetablebelowprovidesa

2.5 ProjectPurpose,NeedandBenefit

The purpose of the proposed Project is to create an economically viable windpowered


electricalgenerating facility that will provide a significant source of renewable energy to the
NewYorkpowergridto:

Satisfyregionalenergyneedsinanefficientandenvironmentallysoundmanner;
Supplementandoffsetfossilfuelelectricitygenerationintheregion,withemissionfree
windgeneratedenergy;
ContributetoreducingtheamountofelectricityimportedtoNewYorkState;
RealizethefullpotentialofthewindresourceintheProjectarea;
Assist New York State in meeting its proposed RPS for the consumption of renewable
energyintheState;and
AssistinmeetingthegoalsoftheStatesCurrentandDraftStateEnergyPlans,NYEnergy
Law,6104.

TheProjectrespondstoobjectivesidentifiedinthe2009StateEnergyPlan,the2014DraftState
Energy Plan, and the Renewable Portfolio Standard (RPS) in New York. The New York State
Energy Plan contains a series of mandatory policy objectives that the Project will assist in
achieving.AmongtheseobjectivesistoincreasetheuseofenergysystemsthatenabletheState
to significantly reduce greenhouse gas emissions while stabilizing longterm energy costs, the
keyobjectivebeingtoincreasethepercentageofnonfuelconsuming(renewable)sourcesof
generation, and improving the States energy independence through development of instate
energysupplyresources.TheStateEnergyPlanrecognizesthatwindenergyprojectswillplaya
roleinfulfillingthisobjectiveandthusreducetheimpactonfuturecostincreasesinfossilfuel
(eitherbywayofregulationorfuturemarketpriceincreases).Inits2012,annualRPSReportthe
New York State Energy Research and Development Authority (NYSERDA) stated, New York,
throughregulationsadoptedbythePSC,firstenacteditsRPSin2004withthegoalofincreasing
the amount of renewable electricity used by consumers to 25% by 2013. Following a
comprehensive midcourse review, and in an Order issued in January 2010, the Commission
expandedtheRPStargetfrom25%to30%andextendedtheterminalyearoftheprogramfrom
2013to2015.

BasedontheStateEnergyPlan,otherpublicbenefitsoftheProjectrelatedtoenergyuseinclude
thefollowing:
Productionanduseofinstateenergyresourcescanincreasethereliabilityandsecurity
of energy systems, reduce longterm energy costs (for the reasons referred directly
above),andcontributetomeetingclimatechangeandenvironmentalobjectives.

Totheextentthatrenewableresourcesandnaturalgasareabletodisplacetheuseof
highercarbonandparticulateemittingfossilfuels,relyingmoreheavilyontheseinstate
resources will also reduce public health risks and environmental impacts posed by all
sectorsthatproduceanduseenergy.
By focusing energy investments on instate opportunities, New York can reduce the
amountofdollarsexportedoutoftheStatetopayforenergyresources.
By redirecting those dollars back into the State economy, New York will increase the
amountofbusinessandeconomicactivityrelatedtopowergenerationwithinthestate.
Renewableenergycontributestothereductionofenergypricevolatilityinthelongterm
andenableswindtodisplaceotherfossilbasedformsofgenerationparticularlywhen
thereisanexcessofgenerationcapacity.

TheNYSRenewableEnergyTaskForcepublishedareportinFebruaryof2008thatisintendedto
serve as a policy "road map" to address the many challenges we face in reducing our
dependence on fossil fuels, stimulating investment in clean energy alternatives, and moving
toward a Clean Energy Economy in New York State. In addition, in December 2012, the New
YorkEnergyHighwayTaskForceissuedtheNewYorkEnergyHighwayBlueprint,onbehalfof
Governor Andrew Cuomo. Regarding the importance of renewable energy in New York State,
the Blueprint states that modernizing our generation assets promotes environmental and
efficiencygoalsandpreparingwellinadvanceforthepotentialclosureofpowerplantsiscritical
tosafeguardingsystemreliabilityandprotectingconsumers.TheBlueprintalsocontendsthat
newrenewableenergyprojectsprovidesustainedenvironmentalbenefitsthroughreducedlocal
and state air emissions, and can also generate short and longterm economic development
throughconstruction,operationandmaintenancejobs,expendituresforsuppliesandmaterials,
and taxpayments to local communities. The authors of these reportsrecognize the need for,
and benefits of, a rapid transition toward the largescale development of renewable energy
sourcessuchastheproposedGallooIslandWindFarm.Moreover,morerecently,onApril25,
2014,thePublicServiceCommissioninitiatedanewproceedingentitledReformingtheEnergy
Vision (REV) intended to reform New York States energy industry and regulatory practices.
The Public Service Commission (PSC) indicates that this initiative will lead to regulatory
changes that promote more efficient use of energy, deeper penetration of renewable energy
resourcessuchaswindandsolar,widerdeploymentofdistributedenergyresources,suchas
microgrids,onsitepowersupplies,andstorage.TheimportantpolicyobjectivesoftheREVare
dependent on the continued development of renewable energy projects such as the Galloo
IslandWindFarm.TheaboveisconsistentwiththepreviousSEQRAFindingsStatementissuedin
theHounsfieldWindFarmProject,whichidentified:

TheprojectwillhelptheStateachieveitsgoalofreducingcarbonemissions;and
TheProjectwillhelptheStateachievethegoalsofthe2009StateEnergyPlan.

Vincent, St. Lawrence). Sections 3.1 through 3.9, below, identify stakeholders by category. A
mailinglist(bothemailandpostaladdresses)willbedevelopedbasedonthestakeholderslisted
belowandaddressessolicitedfrompublicmeetingsandtheProjectwebsite.TheNotificationList
will be updated based on information received during PIP activity. Any such updates will be
providedtoDPS.

HNCWhasanalyzedtheWindProjectareaandTransmissionLineArea(eventhoughthisisnot
an Article VII requirement) for potential Environmental Justice areas using the New York State
Department of Environmental Conservation (DEC) website regarding locations of potential
EnvironmentalJusticeAreas(http://www.dec.ny.gov/public/899.html).AttachedasExhibit6isa
map of those relevant locations in Jefferson County and Oswego County. Additionally HNCW
utilized the DEC website GIS mapping tools, via Google Earth, to identify census block groups
thatqualifyasPotentialEnvironmentalJusticeAreas(PEJAs)basedonhavingmetoneormoreof
theNYSDECcriteriainthe2000U.S.Census.
PotentialEJAreasare2000U.S.Censusblockgroupsof250to500householdseachthat,inthe
2000 Census, had populations that met or exceeded at least one of the following statistical
thresholds:

1. Atleast51.1%ofthepopulationinanurbanareareportedthemselvestobemembersof
minoritygroups;or
2. Atleast33.8%ofthepopulationinaruralareareportedthemselvestobemembersof
minoritygroups;or
3. Atleast23.59%ofthepopulationinanurbanorruralareahadhouseholdincomesbelow
the federal poverty level. Urban and rural designations for census block groups were
establishedbytheU.S.CensusBureau.

For purposes of determining disproportionate impacts on environmental justice communities,


the Project Study Area will be defined as a onehalf mile radius around the location of the
turbinesortransmissioninfrastructurelocatedwithinoradjacenttotheportionoftheProject
within or near the potential environmental justice areas (the EJ Impact Study Area). The
"adjacent communities" will be defined by the next onehalf mile radius around the EJ Impact
StudyArea.

Basedonthe2000CensusData,HNCWhasidentifiednoPotentialEJAreaswithin5milesofthe
WindProjectArea(seeExhibit1)intheTownofHounsfield.

4 LANGUAGEACCESS

In16NYCRR1000.4(d),Article10regulationsrequirethePIPtoidentify(1)anylanguageother
thanEnglishspokenaccordingtoUnitedStatesCensusdataby5,000ormorepersonsresidingin
any 5digit zip code postal zone in which any portion of such zone is located within the Wind
ProjectStudyAreaforthefacility;and(2)anylanguageotherthanEnglishspokenbyasignificant
populationofpersonsresidingincloseproximitytotheproposedfacility,alternativelocations,
orinterconnections.TheApplicanthasalsovoluntarilyagreedtoassesslanguageaccessinthe
Transmission Line Area. The Wind Project Study Area and the Transmission Line Area for the

Project includes portions of Jefferson and Oswego Counties; Jefferson County is a host
municipality, while Oswego County hosts the point of interconnection and transmission line.
AccordingtotheAmericanCommunitySurveytherearenozipcodeswithineitherJeffersonor

5 PROPOSEDPUBLICINVOLVEMENTPROGRAM
16NYCRR1000.4(c)requiresthataPublicInvolvementPrograminclude:

(1)Consultationswiththeagenciesandotherstakeholders;
(2)Preapplicationactivitiestoencouragestakeholderstoattheearliestopportunity;
(3) Activities designed to educate the public as to the specific proposal and the Article 10
reviewprocess,includingtheavailabilityoffundingformunicipalandlocalparties;
(4)Theestablishmentofawebsitetodisseminateinformationtothepublic;
(5)Notifications;and
(6) Activities designed to encourage participation by stakeholders in the certification and
complianceprocess.

Itisanticipatedthatthiswillbeanongoing,evolvingprocessthroughoutallphasesoftheArticle
10 review process (preapplication phase, application phase, hearing and decision phase, and
postcertification phase) intended to disseminate information regarding the Project to
stakeholders, solicit questions and concerns from those stakeholders during public outreach
events and generally foster participation in the Article 10 review. HNCW will establish a user
friendlywebsiteinplainEnglishthatwilldescribetheProject,alongwiththeArticle10process,
and provide Projectupdates throughout the developmentand construction of the GIWF. This
websitewillbeactivewithin4weeksofthedraftPIPsubmission.

Additional, in an effort to further public involvement, Applicant intends to voluntarily provide


noticeofthefilingofitsArticleVIIapplicationtoindividualpropertyownersoflandonorany
portionofthefacilityisproposedtobelocated.

5.2 ConsultationwiththeAffectedAgenciesandStakeholders

Article10regulationsrequirebothgeneralandspecificconsultationswithaffectedagenciesand
municipalities. Affected agencies, listed above in Section 3.1 and 3.2, were identified through
review of the Article 10 regulations in consultation with the Projects permitting counsel and
environmental consultant. Affected municipalities are identified in Sections 3.3 and 3.4 above.
Consultationwithaffectedagenciesandmunicipalitieswillincludethefollowinggeneralsteps:

1. The Applicant will make an initial contact, by email and or phone, with each agency or
municipalitytomakecertaintheyareawareoftheProjectandinformthemoftheArticle
10 process, including steps for intervener funding and provide information on who to
contact with any questions or comments about the Project or about Article 10.2.

Subsequent interaction with the agency or municipality as needed to answer


specific questions or concerns about the Project, and to identify the applicable studies
andimpactanalysestobeperformedandhowtheypertaintotheProject;and
3. OtherspecificconsultationsasrequiredbytheArticle10regulations.

The goals of the initial consultation with each municipality or agency will be to consult with
representatives,disseminateinformation,requestinformation,andschedulefollowupmeetings
and/orconsultations,asappropriate.Specificinformationprovidedtotheaffectedagenciesand
municipalitieswillincludedescriptionoftheProjectandlocation;explanationthephasesofthe
Article10processandhowtheagencyormunicipalitycanparticipateineachstep;descriptionof
theavailableintervenerfundingandtheprocessforobtainingsuchfunding;informationabout
otherplannedconsultations;sourcesofadditionalinformationabouttheProjectandArticle10
(e.g., the Project and Siting Board websites), and agricultural land and operation impacts.
Information to be requested from affected municipalities and agencies may vary by the
involvementofeachbutcouldincludetopicssuchaspaymentinlieuoftaxagreements,highway
workagreements,locallaws,emergencyresponseorganizations,environmentalimpactreview,
contact information for public interest groups and determination of which news sources are
usedforofficialnotices.

Accordingto16NYCRR1000.5(g),commentsonthePreliminaryScopingStatement(PSS")are
due within 21 days after its filing with the Secretary. The Applicant intends to engage

municipalities,agencies,andstakeholdersthroughoutthePIPimplementationprocessinorder
to identify their respective interests, and obtain information regarding particular resources,
locations,concernsandrecommendationsoftheaffectedcommunities,agenciesandinterests
groups.PriortofilingthePSS,thiswillbeaccomplishedthroughavarietyofmethods,including
open house meetings, direct correspondence, review of any submitted comments on the
website, and targeted meetings with some of the individual stakeholder entities identified
herein. During these sessions, the Applicant will provide stakeholders with the approximate
scheduleforPSSsubmissionandhighlightthe21daypubliccommentperiod.Commentswillbe
takenbymail,emailandverballyinphoneandfacetofacecommunication.

Consultationswillbedeemedsuccessfulif(1)theappropriateinformationabouttheProjectand
Article 10 process was provided to agency or municipality representatives, (2) the relevant
information requested was gathered to help advance the PIP process and preparation of the
Application, and (3) follow up meetings or consultations were either scheduled or will be
scheduled,asneeded.

5.4.1 PublicMeetings
TheApplicantplanstoholdtwoopenhousestylepublicmeetingspriortosubmittalofthePSS,
anticipatedtobeinJulyandAugust2015. Therewillbeashortintroductionfrom oneofthe
Applicants representatives and then oneonone discussions with attendees around posters
displaying Project information. One of these meetings will be held in the Village of Sackets
HarborandtheotherintheTownofHenderson.AllpublicmeetingsheldbytheApplicantwill
be properly noticed in local newspapers, including the Watertown Daily Times as well as the
Projectwebsite:(http://hudsonenergydev.com/GIWF).Inadditiontherewillbeamailingtothe
stakeholderlistofrecordatthetimeoftheevent.

5.4.2 EducationalMaterials

The Applicant will develop educational materials to inform the public about windgenerated
energy,theproposedProject,theintervenorfundingprocessandtheArticle10process.These
materials will include postersized maps and graphics to be displayed at public meetings. In
addition,factsheetswillbedistributedatpublicmeetings,availableatdesignatedlibraries,host
municipalities, adjacent municipalities, and mailed to stakeholders and current mailing list
obtainedthroughpublicmeetingsandtheProjectwebsite.Thesematerialswillalsobeavailable
ontheProjectwebsite.ThesematerialswillallowthepublictolearnmoreabouttheProject,and
willincludelinkstotheSitingBoardandProjectwebsites.

5.6 Notifications

The Article 10 regulations establish the notification requirements for serving documents and
informationuponallstakeholders.Inaccordancewiththeseregulations,theApplicantwillissue
a notification to all known stakeholders by letter and email list serve, seven (7) or more days
prior to each major milestone filing. The Stakeholder list, Exhibit 4,, identifies who will receive
eachspecificnotification.AllnotificationswillbeaccompaniedbyacopyoftheappropriateDPS
filing.

The Applicant will also publish the notice in local newspapers, including the Watertown Daily
Times. Notifications will also be provided on the Project website:

5.7 ActivitiestoEncourageStakeholderParticipationintheCertificationProcess

TheApplicantwillmaintainPIPactivitiesthroughthecertificationperiod.Specificallyleadingup
to and during the certification period the Applicant will utilize channels of communication
website, email, newsletter and meetings to apprise stakeholders of their opportunity to
participateinthecertificationprocess.InadditiontoactivitiesdescribedaboveinSections5.1
through 5.5, the Applicant will participate in local events such as county fairs and community

days. The Applicant will also develop a newsletter to be distributed quarterly which includes
contentsimilartowhatisavailableontheProjectwebsite.

6 REQUIRED AIRPORT/HELIPORT PREAPPLICATION CONSULTATION

As noted, the Project is similar in scope and location to the former Hounsfield project that
underwent extensive review including consultation with local airports and heliports and the
FederalAviationAdministration.Asanupdatetothispreviousconsultationandpursuantto16
NYCRR 1001.25(e) & (f), the Applicant shall coordinate with the Federal Aviation
Administration (FAA), the US Department of Defense (DOD) Clearinghouse, and the National
TelecommunicationsandAdministration(NTIA)toconfirmpossibleaffectedairportsorheliports
near the location of the Project, or potential hazards associated with radio signal interference
andairtrafficcontrol.Eachfederalentitywillbecontactedviaphonecallandorlettertoidentify
theappropriatecontactpersonforanyaffectedfacility.
Once the appropriate facility representative has been identified, the applicant will contact the
representative by phone and or letter and arrange for delivery and review of Project specific
informationincludingdetailedmapsshowingtheProjectArea,locationoffacilitiesandturbines
and facility specifications providing turbine dimensions and coordinates. The applicant will
requestreviewandcommentoftheProjectspecificinformationfromeachcontactedfacility.
Outreach to the US Department of Defense will include an initial screening with a followup
reviewoftheproposedProject,ifrequired.
TheApplicantwillalsoconsultwithprivatelyownedandoperatedairports/heliportsthatmaybe
affectedbytheProject.
