Prof. Tawfik Khoja, GCC Health Ministers Council
Executive Director
With over 25 years experience in the medical field, Prof. Tawfik Khoja has undertaken study in
a variety of countries and educational institutions, including King Saud University, Riyadh, Royal
College of General Practitioners London UK, Faculty of Public Health of the Royal College of
Physicians of the United Kingdom, The Royal College of Physicians of London. He has an extensive
experience in developing and implementing Primary Health Care, Family Community Medicine,
Quality Assurance, in health care facilities; in the design & delivery of training programs in
Occupational Health & Safety, OHS program design and policy writing. Prof. Tawfik has experience
in running an organization technically, administratively and financially, while dealing with the
ministries, governmental organizations and public institutions. He is currently the Director General
of Executive Board, Health Ministers Council for Cooperation Council States and has recently
received the Fellowship of The Royal College of Physicians, Internal Medicine, United Kingdom.

Dr Ahmad Al-Shatti, Ministry of Health Kuwait


Director of Occupational Health Department
Dr. Ahmad Al Shatti is a consultant in Public Health and occupational and environmental
medicine and formerly the director of Health Education and Media at the Ministry of Health. He
is currently the Director of Occupational Health Department at the Ministry of Health, Kuwait.
He is also a senior lecturer at the community medicine department for the faculty of medicine
at Kuwait University. A member of faculty of public Health, KIMS KUWAIT Institute for Medical
specialization, Dr. Ahmad is a WHO expert ( STC) in Community based initiatives and Occupational
and Environmental medicine. He is also serving as the President of KSOEM (Kuwait Society of
Occupational and Environmental Medicine).

Dr. AbdelLatif Elmor, Kuwait Petroleum Corporation


Advisor Occupational Health & Safety
Dr. AbdelLatif is the Occupational Health Advisor Kuwait Petroleum Corporation (Kuwait) as
well as the professor of Community, Environmental and Occupational Medicine, at the Faculty
of Medicine, Zagazig University, Egypt. Dr. AbdelLatif carries a wide area of experience which
would include serving as the Head of Health Promotion Unit in Kuwait Oil Company, Consultant
of Public Health at the Ministry of Health and the Head of Preventive Medicine AFH (Kuwait).
He has also been involved with supervision, conducting, coordinating, design and participating in
more than 60 Published scientific researches & medical studies. A well known community activist
especially in health promotion program to control NCD like Tobacco, Obesity and Cardiovascular
Disease, Dr. AbdelLatif is an expert in dealing with mass media health education through TV, radio
and Newspapers and carries a wide experience with community empowerment and partnership
programs.

Dr. Robert Cooling, Parsons Brinckerhoff

Dr. Cooling is Risk Services Manager for Parsons Brinckerhoff (PB), Middle East and North Africa
(MENA). In this role, he is responsible for the management of Health, Safety and Environmental
(HSE) consultancy and training projects in the region. Prior to joining PB, he was Principal
Consultant with Connaught Compliance Gulf, acting as lead tutor for their international health
and safety qualifications. Before relocating to the UAE in 2007, Dr. Cooling worked as an HSE
Advisor with Hyder Consulting, providing guidance and support to local government in the UK. Dr.
Cooling is a chartered safety and health practitioner with particular expertise in the development,
implementation and maintenance of HSE management systems, in line with international
specifications OHSAS 18001 and ISO 14001. He works with major clients in the region in
developing new HSE management systems and refining existing systems. Dr. Cooling possesses
a broad understanding of international health and safety standards, gained from providing
consultancy and training services in over 15 countries. Dr. Cooling holds a BA in Economics from
the University of Lincoln and a BSc in Safety and Environmental Management from the University
of Hull. He received his MA and PhD degrees in health and safety law from the University of Salford
and is currently studying for Executive MBA at London Business School. Dr. Coolings academic
interests include worker involvement in safety and health and behavioural safety. He has had
numerous articles published in peer reviewed journals and regularly delivers papers in the region
on HSE related topics.

Dr. Nadia Bastaki, Etihad Airways


Aviation Specialist
Dr. Nadia was registered as the first female UAE national as senior Aeromedical examiner by the
GCAA. Today she is a pioneer in her field as a focal point for GCAA related issues within Etihad and
is a prominent figure in the Aviation Medicine community in the UAE. Nadia has organised several
medical campaigns for Etihad and the first AME symposium for UAE based AME. More recently she
single handedly organised the first Basic Aviation Medicine Course for specialists in Abu Dhabi in
liaison with Al Dhafra Air force base and UAE Civil Aviation Authority.

Dr. Salim al-Sawai, PDO


Head of Occupational Health
Dr Salim graduated from Royal College of surgeons in Ireland in 1993. After his graduation he
worked in Ireland and then upon his return to Oman he worked as a physician in the Omani
Ministry of health hospitals. In the year 2000, Dr Salim joined Petroleum Development Oman
Company, and now he is the head of occupational health and corporate occupational health
adviser. Dr Salim has participated in many occupational health conferences and workshops inside
and outside Oman, and he has a wealth of experience in the occupational and medical fields.

Dr. Saleh Al Mesaabi, ADCO

A seasoned medical professional possesses over 25 years of richly varied experience in high
level of occupational health services as well as primary health care leadership provided for the
petrochemical industry in w:st=onAbu Dhabi. Dr. Saleh is one of the pioneers who introduced
the practice of Occupational Medicine in w:st=onAbu Dhabi. After graduating in medicine
(M.D), he acquired further qualifications and accreditations especially in the areas of Occupational
Medicine, which include an MSc. and PhD. from University of Aberdeen, MFOM and FFOM from
Faculty of Occupational Medicine, London and w:st=onIreland, respectively. Dr. Saleh is licensed
as Consultant Doctor A - Occupational Medicine from Ministry of Health, w:st=onAbu Dhabi.
He associate as an adjunct professor (honorable) with the Faculty of Occupational Medicine,
UAE University and as an Examiner for Occupational Health Faculty, Royal College of Physicians
of Ireland. With Robert Gordon University, w:st=onAberdeen he accomplice the position
of Visiting Professor. With Institute for Remote Health Care (IRHC), U.K holds the position of
international consultant. Holds many advisory level positions in ADNOC (w:st=onAbu Dhabi
National Oil Company) Group companies that include chairmanship of Corporate Medical Board
and Occupational Health Committee. Dr. Saleh is also a member of Government Medical Board.
Dr. Saleh became pivotal in establishing an Occupational Health Council chapter under Emirates
Medical Association (EMA). Dr. Salehs career is spanning through GP, Occupational Health
Physician, Senior Occupational Health Physician and Chief Medical Officer. His current position as
Chief Medical Officer of Abu Dhabi Company for Onshore Oil Operations (ADCO) is strategically to
serve a huge workforce in oil and gas industry giving importance in establishing high standard of
occupational health care and services. Dr. Saleh has contributed to the OH fraternity by associating
in writing on Occupational health practices, e.g. a thesis on occupational illnesses in remote
areas and co-authored a book called emergency care in remote settings. Won two times the
prestigious Sheikh Rashid Award for excellence in education in the years 1996 and 2001. Dr. Saleh
has contributed as speaker, panel leader and panel member for many national and international
scientific conferences.

Dr. Luay Badran, Qatar Petroleum


Medical Officer Occupational Health
Dr. Luay Ramzi Badran graduated as a Bachelor of Medicine in 1987 and completed his Masters of
General Surgery in 1992. Over a period of fifteen years, he worked as specialist general surgeon
at different hospitals and in different countries. He joined SHEEL Syria in 2001 for a period of 5
years, where he gained rich experience in the field of occupational health and medicine. During
this time, he also obtained a post graduate diploma in occupational medicine from the prestigious
Manchester University and a membership of the Faculty of Occupational Medicine (Ireland). Dr.
Badran has been working with Qatar Petroleum since 2006 and currently holds the position of
Medical Officer - Occupational Health.

Brad Dunker, FLUOR


HSE Group Director-Energy & Chemicals
Brad Dunker is the Fluor Global HSE Director for the Energy & Chemicals Business Group (E&C). His
role includes HSE oversight for more than 26 construction projects within the E&C Group consisting
of projects in the Upstream, Downstream, Chemicals, Offshore Business Lines and ICA Fluor Venture
in Mexico. Dunker has over 24 years of experience in HSE project management ranging from
energy & chemicals, government, power, and infrastructure involving domestic and international
environments. Since joining Fluor in 1991, Dunker has held a variety of roles in HSE field, regional
and corporate management. He has been in his current position as E&C HSE Director for over 8
years. Prior to joining Fluor, Dunker worked for MK Ferguson and the US Air Force (civilian) where
he had a variety of responsibilities to include general industry and construction safety management
of civilian and military type workforces. Dunker is a graduate of Murray State University in Kentucky
with a bachelors of science degree Occupational Safety & Health. Member of the professional
safety organization American Society of Safety Engineers and holds a Certified Safety Professional
license (CSP) through the Board of Certified Safety Professionals organization. Dunker and his wife
Sherry have two children Savannah 17 and Colby 9. In his free time, he enjoys spending time with
family, fishing and golfing.

Davide Scotti, SAIPEM


HSE New Initiatives & Change Manager
Davide, 36 years old, graduated in 2001 with an honours degree in Management Studies from
the University of Aberdeen. He then worked four years in the UK for an Oil and Gas Contractor
holding various HSE posts. After 8 years living in the UK he returned back home, Italy, in 2005 and
joined Saipem Corporate HSE Department in Milan. In 2006 he contributed to the development
of the successful Leadership in Health & Safety program and from 2008 managed its roll out
in Saipem worldwide as well as the continuous research and development of tools and strategies
to support the cultural change actually occurring in the organisation. In 2010 he managed the
start up of a no-profit organisation, constituted by Saipem with the aim to share the Leadership
in Health & Safety program within the industry. He is now holding the post of General Manager
of the LHS Foundation.

Mark Warrington, Atkins Global


EHS Project Manager Al Ain City Municipality
Mark is an experienced health and safety professional with 17 years experience across a wide
variety of construction, civil engineering and regulatory authority projects. His experience in the UK
included working a number of high profile projects including Wembley National Football Stadium.
Mark left the UK in 2005 and has held corporate level EHS positions in a number of organsiations
including Dubai World, Trakhees EHS and Bovis Lendlease where he was the regional health and
safety director for the Middle East. Marks most recent role with Atkins has seen him oversee the
EHSMS implementation project with Al Ain City Municipality in the Emirate of Abu Dhabi, UAE.
This 3 year project establishes the Building and Construction Sector, EHS Department which acts as
a regulatory authority under the Department of Municipal Affairs. A key focus of this project has
been capacity building amongst the UAE Nationals that have been recruited for the Department.
