The Bureau of Women and Young Workers (BWYW), under the Department of Labor and
Employment, protects every child employed in the movie, television, radio and entertainment
industries against exploitation, improper influences, hazards and other conditions or
circumstances prejudicial to his/her physical, mental, emotional, social and moral development.

It undertakes projects and in-service training programs for working children to improve their
potential for employment. It does so by improving upon their capabilities and physical fitness,
increasing their efficiency, securing opportunities for their promotion, preparing them for more
responsible positions and providing for their social, educational and cultural advancement, in
cooperation with labor and management.
Sagip Batang Manggagawa (Rescue Child Laborers) is an inter-agency Quick Action program
supported by BWYW which aims to respond to cases of child laborers in extremely abject
conditions. It employs an inter-agency quick action team for detecting, monitoring and rescuing
child laborers in hazardous and exploitative working conditions. It also rescues women and
children victimized by traffickers. The rescue program is the heart of the system.
In FY 2003, International Labor Organization (ILO) funded a number of anti-trafficking and prochild development projects in the Philippines. In the North of Philippines, there was a prevention
and protection for children in the tourism, entertainment and hotel industry which is ongoing.
The cooperating partners are Department of Labour and Employment, Department of Social
Welfare and Development, Department of Tourism. Second, ILO funded a conference on
strengthening interregional linkages to address child trafficking within the Philippines in
cooperation with the Department of Labour and Employment (Regional Office in Manila).1

Stairway Foundation seeks to respond to the plight of our sexually abused children by bringing
awareness of the problem to new levels and equip those who are trained to respond to such cases
in the best ways possible. The animation tool kit, in particular, is meant to provide a glimpse into
the problem of child sexual abuse while providing the crucial "safety nets" for children whose
experiences of abuse may emerge as a result of the viewing process.
In paving the way for these cases to emerge to the surface and be treated with the assistance of
properly trained professionals, the animation tool kit serves a unique and invaluable function in
our endeavor to help sexually abused children. In the process, we will have come one step closer
to enabling our children to dream of a better and brighter future.
