Thank you for forwarding this question about permits. I will try to give you a summary and
information that will help you understand how things were handled and how to avoid
inconvenience while traveling. The demonstrators were asked to obtain permits before holding
demonstrations mainly to ensure their safety and the safety of the public and for automobile traffic
delays, etc. The demonstrators acted within their constitutional rights as American citizens and
some of the groups used sophisticated strategies to purposely inconvenience the city. That said,
please do not confuse "marches" with the events of violence and looting, I assure you those acts
of violence were not condoned by anyone. An email address was provided so that groups
holding protests and marches could submit their information to the 311 system and it was then
provided to me and other officials by the Mayor's office via 311 and OEM data that was compiled
each day so that everyone could plan accordingly. The department of Transportation published
traffic closures in a timely manner and I would like to commend them for their ability to stay on top
of a very fluid motion of activity by the very large and peaceful crowds. The police Twitter account
also gave notifications of crowd movements at 15 minute intervals to give warnings about street
congestion. While not all of the groups complied with the permit process, teamwork by city
agencies made the events of this week as tolerable as possible for residents who did not wish to
participate and who wished to go about their daily activities during the state of emergency. Was
there a demonstration within the 3rd district that my office was unaware of?
