Every Voter will Cast 3 Votes each for Chairman, Senior Vice Chairman & Provincial Vice Chairman.
Moreover, he will cast votes for Members of his Discipline for all the Provinces but not exceeding the total
number of Seats Prescribed for each province respectively (as given below). If the number of casted votes
exceed the allocated seats, the complete Ballot will be treated cancelled.

Vision:
To prepare a motivated workforce of Engineers for the uplift of Pakistan and to unite them into a regulated and
disciplined entity --- Pakistan Engineers Forum (PEF) --- which not only promotes healthy and modern engineering practices
in the profession through collective wisdom and utilizing all possible means of knowledge and skill but also strives for the
welfare and service of engineering community through reforms and improvements in engineering sector in Pakistan.
Provincial enactment pertaining to Engineering regulations including those for betterment of Engineers and Engineering
Profession. Coordination with CPD Committee for improvement and hassle free transparent licensing system for Professional
Engineers.
6. To Bring reforms in engineering sector so as to increase job opportunities & job creation for engineers and help fresh
engineers in getting internships and referrals for job placement.
7. To make purpose-oriented and sustainable efforts to combat odds (especially corruption & malpractices) prevailing in the
engineering profession.
8. To make tangible efforts for bringing Pakistan at par with the world technology leaders. Advise the government on Major
National Engineering Issues like Energy Crisis, Water Crisis, Environment Protection etc. Plan and implement projects relating
to productivity and quality enhancement in engineering sector. Standardization of all engineering products, leading to improved
production standards and quality assurance processes, hence creating more jobs.
9. To keep an eye on the engineering education with a view that it goes in line with the changing trends of the society and to get
associated with other engineering associations & institutions in order to seek their cooperation in achieving the vision set forth
by PEF. To review & monitor PEC Accreditation Policy for private Institutions. Work in close association with Engineering
Universities and involve engineering students in various constructive activities by making them Associate Members of PEF.
Established Pakistan Institute of Cost and Contract (PICC), a subsidiary of PEC until June, 2013.
Developed 400 cost data (SoR) for all type of construction inputs not limiting to civil, electrical, mechanical
HVAC, equipment rental, labour maintained and accessible on PICC Website (picc.org.pk).
Received numerous appreciation from Leading Users such as NAB, ADB, WB, USAID, Kfw
Conducted over 100 workshops on all matters of procurement and contract all over Pakistan for capacity building and
enforcement of PEC regulations
Prepared Malaysian model ISO audit and certification organization which was passed by the PEC.
Delivered numerous interpretations on PEC regulations asked to PEC by public and private sectors.
Coordinated with PPRA, Planning Commission, Economic Affairs Division, SPPRA, ADB etc to harmonize and get
notified PEC Documents.

PEF
YOUNG ENGINEERS:
1. Easy registration (Electronic Registration) of fresh engineers, within maximum 4 weeks.
2. Essential paid internship through legislation for minimum 6 months for every fresh engineer.
3. Subsidized professional training of international standards for every engineer.
4. Age limit for contesting PEC election as member governing body to be brought to 10 years and 15 Years
(proportionately) from current 20 years.
5. Representation of young engineers in Act and Bye Laws and CPD committees through co-option.
ENGINEERING EDUCATION:
Complete overhaul of accreditation process / policy (As per Washington Accord). Make it easy and impartial for all public
and private sector institutions.
PRIVATIZATION . Threat to Job Security:
Influence the government not to privatize the profit making public sector organizations especially Electricity Distribution
Companies (DISCOS) thus avoid the threat to job security of thousands of engineers. PEF organized massive campaigns
against privatization, undue pressures on engineers at highest levels & humiliation to a level resulting in arrest of sitting
Chief Executive Officer LESCO in 2014 on baseless charges. All other groups always remained silent on these issues.
ENGINEERING REGULATIONS / ACT & BYE LAWS:
1. Updating of PEC Bidding/ Contract documents
2. Enforcement of PEC regulations all over the Country
3. To ensure more transparency in PEC operations by using all possible means.
4. Simplifying licensing procedure and paper work for constructors, consultants and engineers.
GENERAL:
1. Persuade the Federal and Provincial Governments to implement a Service Structureand Special Pay Scales (SPS) for
engineers, with regular promotions and market based salaries. Appointment of only Engineers as head of all Public Sector
Engineering Organizations.
2. Mandatory engagement of consultants for all engineering works to create job opportunities for engineers with
consulting companies.
3. Mandatory registration of professional engineering contracting and consulting companies registered with PEC, in all
engineering disciplines (currently limited only to civil engineering), thus creating jobs for engineers.
4. Standardization of all engineering products, leading to improved production standards and quality assurance processes,
hence creating more jobs for engineers.
P.E.C Chairman / Sr. Vice Chairman Rotation Between North & South:
To ensue through amendments in laws that P.E.C Chairman would be elected from South in One term along with the Sr.
Vice Chairman from North and vice versa in the next tenure. This way, Chairmanship would rotate between North
(Punjab, KPK, AJK etc) &South (Sindh, Balochistan) of the country on completion of every term.
