CALL FOR PROPOSAL

VOCATIONAL TRAINING FOR WOMEN IN ADALE DISTRICT

Background
The Transitional Initiatives for Stabilization (TIS) implemented by the International
Organization for Migration (IOM) has been implementing stabilization activities in Middle
Shabelle Region since 2013. TIS project in partnership with Adale District Administration is
planning to conduct vocational (tailoring) training for 20 women in Adale District through a
competent implementing partner. TIS will supply sewing machines and supplies to 20
women in the district and the training will focus on tailoring and business management skills
amongst other topics.
This training is expected to result in increased household income for the women trained,
which will allow them to better provide for their families through increased livelihood
opportunities and participate in local affairs in their communities. Womens empowerment is
important to stabilization in the district, as women tend to spend a greater proportion of their
income on education, food, family, and similarly more willing to invest in local businesses.
The purpose of this call for proposal is therefore to identify a trainer/institute to conduct
training for 20 Women in Adale District on tailoring and other basic business management
skills.

Scope of Work
1. Conduct a training needs assessment of 20 women beneficiaries in Adale District.
2. Train 20 women in Adale district on tailoring, business management and any other
need identified through the needs assessment.

Expected Output/ Deliverables


1. Submit a detailed technical and financial proposal for undertaking this training
2. Develop a training timetable, curriculum and a work plan for the assessment and
training and submit to TIS/IOM for review and approval.
3. Develop training manuals in English and Somali for the training needs mentioned
above and submit to TIS/IOM for review and approval before the training
4. Conduct the training for all the identified trainees based on the agreed training
curriculum and schedule with TIS/IOM
5. Coordinate and collaborate with Adale District Administration for the
implementation of the training
6. Ensure all trainees sign daily attendance sheets and submit them to the TIS/IOM
Office
7. Submit a comprehensive training report with lessons learnt and
recommendations upon completion of the training.

Instructions to the Applicant

i.

All interested parties who wish to bid must register with IOM procurement via
email on: iomtisprocurement@iom.int by 5pm on August 7th 2015

ii.

Proposed budget should not exceed $15,000 (this should also include provision
of training materials and refreshments to the participants for the period of the
training). NB: The sewing machines for the trainees will be provided by TIS
and applicants should not include it in their budgets.
